show. thank you to my panel and for watching. hope to see you here next week. new fighting between israel and hamas shattering hopes for a 24 hour cease-fire. welcome to "america news's headquarters." both sides are blaming each other for the failure of the temporary truce in a conflict which is believed to have killed more than a thousand people. we are live in gaza city. it's 10:30 p.m. local time. what is the situation, connor? >> that's right. about 10:30 or so here local time. for the past few hours, it's been relatively quiet here in gaza. we haven't heard too much in the

way of explosions incoming or outgoing. but that doesn't mean there's a truce in place right now. there was a strong truce that both sides abided by yesterday for 12-hours. it was a humanitarian cease-fire that allowed palestinians to go out and shop. today we've had claims of truces, offers of truces but consistently we've had some violence here today. there was a long period of time we heard outgoing hamas fire into israel. we've heard dozens of those today. we've seen the israeli military tanks and airplanes continue to strike here in gaza. the israeli military continues to locate different tunnels and sights where hamas has been firing rockets. they continue to operate here in gaza, and hamas has been responding to the operations as well. there have been offers about a cease-fire. hamas pretty much rejected those from israel several times today was it came with the condition

allowing israel to continue to operate here in gaza. that seems like a non-starter for hamas an its leadership. both sides are under a lot of pressure to try to come to some type of agreement. particularly as the muslim ramadan holy month comes to an end. they celebrate it and the international community putting a lot of pressure on both sides to reach a cease-fire agreement. we've seen heavy fighting for the last three or four days. today has calmed down. the death toll is continuing to mount. we understand at least 1060 palestinians have been killed. most civilians. many of them children and women as well. on the israeli side the number is above 40. most are israeli soldiers. a couple civilians have been killed by mortar and rocket fire from hamas as well. but the situation right now is essentially we're -- we understand there are talks in the works in takes place in different parts of the world to

try to bridge and negotiate some type of cease-fire. right now the war in gaza is still very much on and about to enter the 21 st day. >> okay. thank you very much. so hamas is saying it agrees to a cease-fire but that was after it initially rejected an earlier offer from israel. so now both sides are launching attacks and it seems that neither side wants to back down, as we said. i want to let you know, we were trying to get the doctor on the line. the general secretary for the palestinian national initiative. apparently the phone line there, the west bank, is busy. what we're going to do for now is pick up the story from the israeli side. joining me now is ambassador. israel's former ambassador to italy. good to see you. thank you so much. >> you're welcome. thank you. >> okay. thank you, sir. ambassador, what will it take to agree to a cease-fire?

>> i think that the israeli government has to make sure that the cycle violence coming from the hamas terrorist organization from gaza has to stop once and for all. it cannot be and cannot continue. our people specially in the south will live under permanent attacks. mortar attacks, missiles, rockets, whatever. we have to bring the situation where our children can go to school. where our children can keep a normal life. where people can keep a normal life. where businesses can run. unfortunately the hamas, which is a terror organization, recognizes such by the european union and the american administration is keeping its civilians as a human shield. it's using the civilians in order to protect its interests. let me make clear, the money which hamas has gotten from the european union and other

countries from qatar is being used to promote weapons. >> ambassador, if i may, let me jump in there. you mentioned the tunnels. we're talking about the tunnels used for transporting weapons, and to provide underground communications and travel for hamas rebels going into israel. we understand there are some 30 tunnels and they're sophisticated with 100 access points. i ask, ambassador, if israeli military can destroy all the tunnels, if they can find them, would that end the retaliation by the israeli military? >> there's a way of israeli army to protect the people. to make sure that the tunnels -- it's not enough to destroy the tunnels. we also center to destroy the weapons and mass weapons which hamas accumulated during all

those years. they are accumulating the weapons and using them against israeli civilians. it's not an army. i hope we would be able to eliminate most of the tunnels and also the rockets, which are threatening the people of israel. i would like to say, also, we expected in 2005, that the hamas or the palestinian authority in 2007 will invest the money in hospitals, education, and life. we invest our money to promote life, to promote education, to promote health care to promote everything which is necessary for civilian population. unfortunately, this is not what hamas is doing. unfortunately we have every a cycle of every two or three years we have to continue this kind of force. we want to stop it once and for all. if i may add -- >> i have a question for you, sir. and i apologize because you

mentioned something i want to jump in there. i want to ask you, who do you think has more political power on the palestinian side? the president of the state of palestine as recognized or is it hamas. how does the power holder factor into the ongoing political times, as you will, physical conflict? >> >> unfortunately, he doesn't have any power in gaza. never had any political power there would have been an address we can talk to and negotiate something with. what we're doing right now on the west bank. in gaza, the palestinian authority will throw away brutally by the hamas people in 2007 killing hundreds of them. what we have seen today is what we saw in gaza in 2007. so there is no political address for the hamas right now. we have a political address,

which is also in kind of at odds with hamas. there's a strategic interest between egypt and israel. against the muslim brotherhood, against the extreme islamism and make sure that maybe after this cycle we'll be able to make sure that maybe the palestinian authority will be able to take over the gaza strip. >> and i have to end it there, sir. just because we want to maintain a fair amount of time on this very complicated topic, and of course, we are -- we feel bad for any deaths on either side of this unfortunate war that is happening there. sir, ambassador, i thank you for your time. thank you for your perspective this afternoon, sir. >> thank you very much. and of course, more deadly violence in tripoli and benghazi to tell you about now. at least 38 people have been killed in a round of clashes between libyan special forces and islamists militants. the country dissenting into the

deadliest violence since the 2011 uprising that ousted former dictator gadhafi. as a precaution, the u.s. embassy in the capital tripoli has been shut down. staff members have been escorted by u.s. marines to the safety of italy. meanwhile international police cancelling their trip to the crash site of malaysian flight 17. earlier they received reports of fighting in the area, and decided it was way too dangerous to go there. this is coming in as we're getting new evidence from the pentagon about russia's role in the disaster. we are live from kiev, ukraine with the latest from there. hi, steve. >> this was supposed to be the day ten days after the stast disaster for the first time the dutch would make it to the scene. 30 unarmed dutch policeman were

heading to the scene to secure it. when heavy fighting around the area between russian backed rebels and ukrainian forces made them tush back. so far most of the bodies are in the netherlands. there are still body parts in the field around the crash site. a crash site too dangerous to reach for many foreign investigation e investigators. and the fighting going on around there. russia has been accused not just by ukraine but the u.s. state department of taking a direct part in that fighting in firing rockets from their side of the border. and the state department released satellite imagery of what it shows are russian rockets from being fired inside russia against ukrainian forces. some of the rockets going more than seven miles. it's a game changer. u.s. military officials say potentially in the relationship between russia and the united states. in fact, russia is taking direct

doctor, thank you for joining me on the phone. i ask you, what will it take to agree to a cease-fire? >> caller: it's very simple. it will take -- the operation to take back and stop attacking us. and start the process of -- >> doctor barghouti, israel is saying they don't trust a cease-fire for fear that gives hamas time to regroup, rearm, and regain strength. i want to know what you have to say to that, and also, you're saying that the israel is killing the palestinian civilians. israel is saying that hamas is doing a very good job of using those palestinian civilians as human shields. >> hamas is doing a very good job of not killing civilians.

the one civilians they killed are two civilians by accident. on the palestinian side they have killed 1,060 people. 90% of them are civilians, women, and children. there have been just 6,000 people. and they have eliminated the father, the mother, the grandsons, the grandma, the grandson. and they have destroyed houses. they are eliminating civilians. it's growing to the level th that -- makes a point to kill more palestinian women so they will not give birth.

this is the ultimate -- it cannot be allowed to happen. >> unfortunately, i only have you, sir, on the line. i can't ask the other side to reb rebut. >> check it out. >> let me ask you this. who is more in charge on the palestinian side? is it the president and the palestinian authority officials or hamas? who would you say better serves the palestinian people? >> i think palestinians need unified leadership, and because if they want to succeed. that was the line of the unified government. before that happens netanyahu was saying he cannot make peace.

i think the only peace that can be made between the palestinians is democracy. >> how likely is that to happen, sir? >> very likely if people stop interfering in our internal affairs and allow us to elect our leaders. and then there would be -- >> what countries with, sir, are do you think are interfering the most? >> the united states which refuses to recognize the democratic elections. i'm talking about iraq. they're -- the palestinians to defend themselves. i think that the palestinians can engage in a two-state solution if israel finally decides to declare --

some very severe weather to tell you about now. meteorologist janice dean in the weather center. >> we're concerned for tornadoes across portions of tennessee, kentucky, up across the ohio river valley. tornado watch until 8:00 pchl m., 9:00 p.m. and we have a thunderstorm watch extending toward michigan until 9:00 pchl m., within these watches, tornado warnings right now for parts of tennessee and east of pine knot, central kentucky, east of london and we had a tornado north of columbus and that has expired and we had another tornado warning east of saginaw, michigan. a lot of these storms have rotation associated with them, hail, damaging winds and isolated tornadoes all possible in the areas shaded in yellow overnight tonight and tomorrow and we'll watch for the of severe weather tomorrow on monday, but right now, really

concerned for those areas that we pointed out for the tornado warnings. arthel, back to you. congress under renewed pressure to pass va reform, can with days to go can a senate find common ground? john, good to see you. >> thank you. >> should congress recess or stay in session? >> well, they don't have a very high popularity rating as it is, %, normally, of course, their popularity rating goes up when they're out of town and not doing damage. i think, though, the american people demand action. this has already been accused of being a do-nothing congress and a do-nothing administration. the va affects millions of people who protected this country and secured our liberties. i think it's a dereliction of duty for to go home without

resolving this at least in part. >> if you were to get to full reform, what would that look like? >> full reform isn't on the table because the the senate and the house are at laggerheads. >> that, too. just asking your opinion. >> the problem is we have a problem. 9% are in errors and if you just pour more money into the system you'll get lots of error rates and you'll not necessarily improve the system. the system doesn't need necessarily more money because the va doesn't spend all of money it has right now. it carries over money to the next year. you need fundamental reform. here's what i think it should be. if a veteran is dissatisfied or can't get an appointment or can't get the care they want, they should be able to get a voucher and a certificate that they can take to a private hospital that will do the job that needs to be done just like with school choice. we need veterans choice. >> do you think the whole system should be run by a privately-owned medical organization or no?

>> boy, that would be daunting. i don't know if you would want to take on that manage the contract, but you can move toward a system that most resembles what most people have in their private capacity which is private health care paid for by insurance. you can move toward that system. i don't know if anybody wants to take over the va. the va does do very good specialized care. >> sure, but by all accounts. >> a lot of people fall through the cracks. it shouldn't be doing as much general care. that could be taken care of by the general health care system. >> yes or no? will they stay in session or take a break some. >> they will stay until they get something passed. >> it wasn't a yes or no. i have to go, john. i'm arthel neville.
