as soon as he put it on, it was just like it clicked. >> thank you for building my arm. >> there we go. jon: the design students were there for his first ever two handed hug and it didn't cost his family a penny. the students are giving away the arm's design to anyone who needs it. patti ann: great for them. jon: "outnumbered" starts right now. >> this is "outnumbered." today's hashtag one lucky guy, geraldo rivera. >> you love being surrounded. >> i do. >> and we have a segment on mustaches today. >> perfect. thank you. >> just for you we programmed special. >> i appreciate it. >> also we'll get into this gaza and conflict which you spent
9:01 am
some time in the region so we'll look for you to weigh in. violence resuming in the middle east after a shaky truce. palestinian officials claiming an israeli air strike hit the compound of gaza city's main hospital causing casualties. fox news has no verification yet of any injuries. israeli defense force is saying it was misfired hamas rockets that hit the hospital. this follows israeli fighter jets striking hamas rocket launchers and a rocket manufacturing company in gaza after hamas fired another round of rockets on israel, all this just hours after the u.n. security council calling for a cease fire and a midnight emergency session. president obama phoning israeli prime minister benjamin netanyahu yesterday to express his concern over the mounting palestinian death toll which was reportedly topped 1,000 over the weekend but on fox news, israeli leader saying blame is on hamas. >> hamas has broken five cease fires that we accepted and we
9:02 am
actually implemented. they rejected all of them, violated all of them. israel is not owe bloijed and not going to let a terrorist organization to determine when it's convenient for them to fire at our cities, our people and when it's not, when they can restock. we'll take the necessary action to protect our people. >> meanwhile, leader of hamas has this to say when asked in an interview what his group wants. >> in order to stop the blood letting, we need to look at the underlying causes, need to look at the occupation, stop the occupation. that doesn't take heat of our rights at the security. months ago we tried to find a window through the negotiations in order to meet our target, to live without occupation, to reach our states. netanyahu has killed our dream and he kills the american initiative. >> so over the weekend, geraldo, benjamin netanyahu said, look. we've offered a cease fire five
9:03 am
times. it's been rejected by hamas. and he's fighting back and they're winning and a lot of people are calling the security council for israel to stop immediately, an immediate cease fire. how do you think this is going to play out? >> first of all, the clips that we just played, i think both those men are absolutely right. on the one hand, prime minister netanyahu is absolutely correct, no nation should be asked to endure rockets coming into their civilian areas. they're absolutely right and israel and the president of the united states has said they have the right to respond, the right to defend itself. on the other hand, and spoken about much less frequently, there is this continuing occupation. you have the fact that gaza is an open air prison. you have the fact that the israeli settlements continue to expand in the west bank. what is maddening is our too cool for school president, 81 golf sessions, why in the world doesn't he take both men by the ear, figuratively speaking? we give money to both.
9:04 am
rally the tusrks to insist that they play ball here. give millions to the israelis. right now, stop the blood letting. let's take this occasion to forge a final settlement in this enduring conflict. otherwise, what will happen? hamas will fire all the rockets they have, they'll run out of rockets, there will be a cease fire for another 12 months, 18 months and start yet again. the president of the united states has to be engaged personally with all due respect to president kerry, to the heads of state, this has to end now. >> that doesn't seem to be happening. president obama sending john kerry, recently in egypt to try to broker a deal which is more likely now that the muslim brotherhood isn't in control. they are aligned with hamas. >> we're possibly going to get an announcement as our ground reporter has been reporting that
9:05 am
there could be another egyptian brokered deal announced shortly after the muslim holiday. that being said, john kerry came back a bit empty handed. we didn't get a resolution there. he got a lot of props for everything he was doing over there but as benjamin netanyahu said on fox news over the weekend, it's come to a level of absurdity. i would ask you, geraldo, or challenge us if you're looking to the president of the united states to lead us through this, how exactly? both sides are still so far apart. you're saying be more engaged but how specifically? >> from the point of view of our position, vis-a-vis israel, remember we give about $3 billion in direct aid to israel. we have never used that as a lever for negotiating and you must do this, you must negotiate, otherwise, we're going to withhold some aid. we've never done that. why not? we do it with other nations.
9:06 am
why can't we with israel? we love israel. we've stood by israel, demonstrated our commitment more than half a century here. there would be no israel but for the united states. now is the time. now is the time for courage, now is the time for you to take -- what is this leading to other than a cycle of violence where israel is becoming increasingly a pa rye -- pariah in the world. it will be like south africa was when the white only government controlled. it will be boycotted everywhere. >> this seems like an opportunity, though, for the israelis to take a lot of tunnels, the tunnel that the palestinians are using to bomb them. i think this is an intractable situation and i blame a lot on hamas. >> israel is trying to close down the tunnels, shut them down in these tunnels and hamas continues to strike back. hamas is using a hospital as their headquarters. they're using schools as their
9:07 am
headquarters, firing missiles where children are, where mothers are, families are and hamas is telling their people, die for the cause. stay and die for the cause. when israel is striking hamas, israel is warning them so they can evacuate these areas but yet, hamas is never going to win the war against israel. not at le on the ground. not in battle. but they're trying to win it by getting public opinion to sway in their favor because they're saying, we have thousands of civilians that have died for our cause. when they're setting up missiles in hospitals and schools, what do they expect? >> isn't it true, israel could flatten hamas if it wanted to so hamas' best bet is to try to get more support, to put more pressure on israel, maybe some kind of pressure like geraldo was explaining. >> i think that these regional issues are bigger than the united states. like i'm not sure that the united states, any level of leadership on our part, i'm starting to doubt, is going to change these very serious
9:08 am
regional issues that exist, even if we had a president that was inspired to be more engaged. >> we already have american troops keeping egypt and israel from fighting in sinai. very low profile mission. we've not lost one single american g.i. on the southern border with ee kwipt. there's been peace between egypt and israel. i want walls like the israeli wall, god bless it, i think it's working on the west bank. a wall on the gaza strip, i want americans to be the peace force, i want only these three people involved, just the israelis, palestinians and the americans. forget about the united nations. the united nations, you could vote for the dissolution of israel and you would get a unanimous vote except the united states and israel. just the three parties, the united states commit g.i.'s to a place where they can do some good. >> we'll see if the president is listening and take a look at the bigger picture now. the united states is stepping up
9:09 am
pressure on moscow releasing satellite images which it claims shows russian forces firing artillery shells over the border into eastern ukraine. madeleine albright is weighing in on the crisis and the ongoing turbulence in the middle east. when asked if the impress is accurate that the united states stepping back when it comes to conflicts abroad, she said no. here is her take. >> there's an awful lot of things going on that need understanding and explanations but to put it mildly, the world is a mess. the president has been pushing the europeans. europeans have to step up. i'm appalled, frankly, at the slowness of the europeans in understanding what is going on. >> now, andrea, this isn't obviously all barack obama's fault but do you think he plays a role here in terms of not being as proactive as geraldo was saying in the former segment in terms of not being ahead of the game and taking a leadership position and saying america is the leader of the free world. we need to do something first and the europeans may follow >> they would follow if he was
9:10 am
making a strong and compelling case for stricter sanctions but the european union knows that the united states wants to lead from behind and take this kind of mentality. the germans, they don't want tougher sanctions. it's tough to rally the e.u. and similarly, both the americans and the europeans have tossed away and slimmed down their defense budgets in favor of a welfare state. you really do need both parties. i agree with mat line albright that the e.u. does need to step up but they need to know the united states is with them to work together. they don't. there's no reason to flex their muscles when we're not getting involved. >> geraldo, there's been a lot of talk about sanctions in the same way there was a lot of talk about a red line in syria. administration seems to value talk. do you think they've woken up to the fact that the talk is not going to fix problems? >> by the release this morning of satellite imagery showing conclusively that russian artillery was fired into ukraine, in other words, this is not a ukrainian civil war.
9:11 am
this is now a russian invasion of the ukraine, going back to andrea's point, i think the germans are finally moving in the direction of more severe sector sanctions. in other words, germany can pay more for gas and oil, they can cut their trade with russia. the russian economy already on the verge of recession. our economy 15 times larger when you air the e.u.'s economy, 30 times larger than russia. we can hurt them. the germans must move, the french must move with them. the british have to put aside their growedy profit motive because all those rich russians live in london now. with this evidence that russia is invading ukraine -- >> i don't think they're doing that. i don't. >> what about our country? our country needs to step up. our president has an opportunity to lead and to show the rest of the world who the super power is. if he would stop jet setting around and vacationing and golfing and fundraising and get
9:12 am
to the oval office and put that pen to paper that he always talks about, et is up meetings, pick up his phone and make a difference for the world, then -- >> i don't disagree with any of that. >> this is a worst case of senioritis i've ever seen. >> there's the case of the americans when they're polled don't want us more involved in the ukraine, don't et us more involved -- >> things aren't going that well when we do step in. >> do you think the president sees the polls and he's catering to the public than maybe what he should be doing? >> i think the white house is sticking to their agenda. you hit the nail of the head, andrea. when you look at europe and the united states is saying we need to impose tougher sanctions, we need the e.u. on board here, the e.u.'s economy is already -- it's very fragile. and imposing such sanctions on russia would be very difficult for these economies. so they need to see that we're steadfast in and that the united states is going to lead through
9:13 am
this and that we are going to be the leader of the free world. i think the fact that they're not imposing tougher sanctions, the e.u. is not imposing tougher sanctions is a sign of the way that they see the united states right now and i think we should be careful of that. >> hopefully this administration realizes it's time for some american leadership. we hear how the rich keep getting richer. the typical household is getting poorer. just how much american families have lost in the past dpek dick -- decade and right after the show, catch more from the couch from the web. join us for "outnumbered overtime." fox news.com/outnumbered ot. click on the o.t. tab. tell us what topic you want to hear more about. we'll be waiting. better be there. hey. i'm ted and this is rudy.

9:18 am
$56,000. that's a 36% decline. economists blame much of the damage on the great recession. reasonably so, andrea. with the decline in home values, which is typically a household's largest asset, it's no wonder their overall network has gone down. >> it's shocking to me during this midterm election, the white house plans on running on the economy. if you look around and think all these other scandals, he doesn't want to talk about the middle east, doesn't want to talk about immigration, doesn't want to talk about a lot of difrp things but he's choosing to run on the economy and i think that's a huge mistake. what the white house thinks is happening is very different than the numbers. household incomes are going down. more people on food stamps than ever. they're seeing premiums skyrocket and the worst part is people are really scared. they can't save. they don't know what's coming down the pike next, especially when it comes to the obamacare rules that continue to change and that's one of the biggest issues there. they associate health care and the economy which is why he'll
9:19 am
have a tough time separating them. >> i've been talking to you about this, about how the president and his administration had been talking about the record stock market run and you can truly expect that in midterm election. you'll hear about the record highs in the skok stock market. then why aren't we seeing mom and pop, the middle income investors, why are they not putting money in the stock market? they're seeing the household net market down, fear of losing their job or possibly already being without one. >> for those of us lucky to survive 2008 and have a 401k, we're seeing that skyrocket which is absolutely great but the problem is this administration, there's just a little job growth and no incentive to go and get a job because if you are unemployed, there's an extension of unemployment benefits. you have obamacare, you have record number of people on food stamps so i feel like the message that the administration is sending is you don't have to
9:20 am
do as much because i'll do more for you. so therefore, you don't need to find a job. we'll take care of you as a country and we're seeing that with illegal immigrants. come to our country and we'll take care of you. >> bottom line, several years after the recession, things still aren't that great. >> you are our economics gal. we're lucky enough to have you on this couch every day. >> thanks. >> what is the prescription for making this better? what can republicans do? what are people that are pro opportunity, jobs, what message -- >> drive home policiwise to say we're going to fix this problem. >> we always turn to small businesses in the country to really lead us out of things but we've seen added regulations, we've seen a tax environment very difficult on business owners, not just at the business level but at the corporate level as well. you're seeing these businesses, they're looking at a 40% corporate tax rate and it's difficult here right now. but going back to the -- you know, middle america, they're still struggling and their
9:21 am
overall household net worth continues to go down while the top 5%, they're -- their overall household wealth is going up at the same time. the rich is getting richer and we're the people getting picked on the most. >> as a classic business republican, and i am, i am a compassionate republican, i think that what the g.o.p., going back to what she said, what the issues will be in this midterm election, republicans must break out of the stereotype right now and endure a rise in the minimum wage. the minimum wage is appalling. >> that doesn't help. >> $7.25 an hour is a slave wage. it has to be raised immediately. it has to be raised immediately. it's not small ball if you're working in wendy's. raise the minimum wage immediately. then peg it to inflation. all other salaries will also raise. people say, well, if you raise the minimum wage, the price of the burger will go up.
9:22 am
so what? the burger price is based on a person's labor being exploited, then shame on the burger maker. they've got to raise the minimum wage. we have to lift the ceiling. i mean, this basement floor up. we have to endorse -- >> i have to get andrea in here. she's chomping. >> that's such a small ball thing when you're looking at a major problem in this nation when it comes to jobs. you think the minimum wage increasing it a couple of cents is really going to affect jobs in a positive way? >> it's not a couple of cents. it's by almost 50%. >> small business owners are going to look at that and say, okay. we have to cut down somewhere. the cost of everything is going to go up. >> small businesses are operating based on the sweat of slave labor, then shame on them. close the door. you need -- i pay $6 for coffee and a bagel in the morning.
9:23 am
you should not have to work one hour to get a bagel and coffee. >> where are you going? starbucks is about $5 for a coffee. >> that's my point. that's where the imbalance, that's where the inequity begins. >> it's going to hurt the very workers it claims to help. young workers are going to be the people let go. >> $7 an hour is slave labor. >> i would spend an extra dollar if someone gets to keep their job. >> they're getting paid higher than the minimum wage when they're in states of higher -- >> that's right. you look at texas, for example, those wages inflate naturally. >> we know what we're going to talk about the next time we have you on. as our nation is dealing with a crisis at the border, something he knows a lot better, chicago mayor is reportedly offering to house more than a thousand of those young illegal immigrants.
9:24 am
9:28 am
>> welcome book. we're getting a preview of president obama's potential plan to act on immigration reform without congress. the l.a. times is reporting mr. obama is considering one option, to protect nearly half of country's 11 million illegal immigrants from deportation. it would allow parents of american born children to gain temporary legal status and another option to grant temporary stat to us parents of children already given deportation deferrals. all right. so i'm not going to get into whether or not this is legal. i'm not sure if this is legal. once again, geraldo, the president acting alone on something i believe even worsens the crisis we see at the border. >> two quick point. if the president does, andrea,
9:29 am
act within executive order to broaden the legal rights of the undocumented, i think this movement in congress they're talking about impeachment, i think it's outrageous. but if the republicans do gain control of the united states senate, they already have control of the house of representatives. i think impeachment is a real possibility. i think it's appalling but i think it's a real possibility. now to chicago, now to the immigrant -- >> you said impeachment is a possibility. based on what he's doing with executive order? >> yes. >> so you disagree with his decision. >> i didn't say that. i talked about the impact or effect. i applaud it 100%. if i were president, i would broaden it dramatically. you have 90,000 undocumented children in this nation. i would insist that at the very least, each one of them get a refugee status hearing in which they are represented by counsel. i think that for the united states to be contemplating this
9:30 am
instant eviction of these youngsters from this country without a judicial hearing, without due process is a violation of our principles as a nation of immigrants, it is absolutely -- >> but what happens after the hearing? sounds like president obama wants to give these illegal immigrants legal status. 90,000. i mean thousands of them. this will have more come over. >> we need to figure out who is a refugee. >> that's why you need a hearing. >> secondly, the g.o.p. is not talking about impeachment. i don't know anyone in the g.o.p. talking about impeachment. do you know who is talking about impeachment? obama and his guys. they want -- >> they're relishing in the fact this could cause more talk of impeachment. >> it's ridiculous. >> it's the legislature dragging the executive into federal court. >> that's saying do what is
9:31 am
constitutional. >> that is arguable. >> that's not impeachment. that's a whole other bag of tricks. >> when we see how ineffective the congress of the united states, how our government is to be talking about lawsuits and impeachment is such a gross distraction, it's as bad as 81 golf outings and 75 fundraisers. >> how does this move, if the president does this without congress' authority, how does this help the immigration crisis at the border? how does it help the program? >> i'll tell you how to help the immigration problem at the border. the president needs to sit down with all the border states and come up with a plan to secure the border. they need to tell all the countries that we are not doing business with them any longer unless they fix this problem and they need to come and pay to send their illegal immigrants here in our country illegally to take them back home and make sure they're secure and safe. it's not our responsibility. i'm all for children. we all are.
9:32 am
many of these are not children. it's been proven recently. but i think that so many people in america did it the right way. they came across the border the right way. these illegals need to do it the right way because my mother is a school teacher and these always preached to stand on your own two feet. we need to teach illegals when they come to our country, do it the right way. >> every time you say illegals, it's like fingernails on a black board. legal or illegal -- >> do you like aliens better? >> legal are illegal is an adjudication. it's a finding. it's not an adjective to describe a person -- why illegal aliens? we create this monsterous image of essentially law abiding, hard working -- >> they're not law abiding. >> the only law they've broken is to come across. >> that's illegal. >> but they commit fewer crimes than citizens do. >> we want zero.
9:33 am
none. >> we have to add this bit in. i have to get sandra in here where she used live, chicago. chicago mayor is reportedly willing to take up to 1,000 children who have been apprehended at the southern border. the mayor who once served as president obama's chief of staff is reportedly planning to provide them with housing and free legal services and funding would come from the federal government but he could face resistance. earlier this month, protestors in chicago criticized president obama for ignoring chicago's high rate of violent crime while spending millions for the border crisis. where are they going to put the kids? he can't even protect the kids in chicago. >> listen. even besides the fact that chicago is dealing with this major crime problem, they don't have the money. i mean, they're talking about federal funding. there's going to be city funding. i still keep a home in the city of chicago. the city is broke. unemployment rate in the city of chicago is much higher than the
9:34 am
national average. it's about 8.2%. where are they going to put -- where are they going to work? who is going to pay for this, andrea? for emmanuel to say we'll take them, unbelievable. >> they're arguing their home countries are so unstable and unsafe and chicago is any better? really. he can barely protect his own citizens. >> you're going to see enormous backlash coming. people are going to feel like you're not prioritizing the americans here. a lot of americans are struggling when it comes to jobs, crimes, a lot of issues. people will say secure the border, let's deal with the refugee situation if we have it but americans need to be prioritized in this situation. >> don't you remember about two weeks ago, he and jesse jackson said they want to take -- whatever you want to call it, geral geraldo. i'm sorry. you know i love you. they were saying we need to help the kids in chicago but now he's changing his tune which is bizarre to me.
9:35 am
>> i'm guessing you like this idea. >> i love the idea. i think as a compassionate city, chicago, new york has done the same thing. what are you talking about? what chicago, three million people? you're talking about 1,000 youngsters, 1,000, 7-year-olds, 8-year-olds. are they going to increase the unemployment rate in chicago? >> do you know what compassion is? >> i was a latin correspondent for abc news. i know these countries very well. i've covered all the civil wars down there. these are places where you have an 8-year-old maria in chicago. her older sister has been forced into prostitution, the brother is involved in gang violence, the mother is way over her head in a very anarchistic situation there. you have the 8-year-old. what are you going to do with the 8-year-old? say get out of here, take her to the mexican border. she made the trip for 1400 miles.
9:36 am
>> you don't -- >> it's a situation where you have to remember how this country was founded. >> as a nation of laws. as a nation of laws. >> there were no immigration laws. >> any nation that's not a nation of laws will crumble. >> i'm sorry. i know tho most people disagree with me. >> my father was an immigrant. but you started your story with guatemala. that's not where my heads at. in the united states of america is where the priority is going to be. >> who is going to pay for us when the baby boomers retire? >> who is going to pay for this? who is going to pay for this? >> we're going to pay for it. >> we are bucking the other industrialized nation by welcoming i mean grnts. it is on their broad backs we'll support generations like this. >> isn't there a compromise? can't we get the churches down in the central american -- >> the churches are wonderful
9:37 am
agencies and deeply engaged. >> a possible bipartisan deal to reform the v.a., how it may allow veterans to get private medical care in some cases. what we expect to learn in a news conference in the next hour. plus he calls it one of the worst moments in his career. what espn steven a. smith is saying about his remarks on domestic violence that appeared to blame the victim and right after the show, head to the web for outnumbered overtime on to fox news.com/outnumbered is where you can find us. we will be arguing, i promise you, especially about geraldo saying he's a republican. tell us what you want to hear more about. i'm guessing i already know. facebook, twitter, we're there. controversial two game suspension of the nfl's ray rice for domestic violence. his remarks owe fened many viewers and a colleague who was one of the sports network's biggest female stars first hear is what smith had to say on his show that set off the controversy. >> what i've tried to employ the female members of my family, some of who you all met and talked to and what have you, is that again, and this is what i've done all my life, let's make sure we don't do anything too provoke wrong actions. >> oh, yeah. well, one of the espn most popular female stars said so i was just forced to watch this morning's "first take." i'll never feel clean again and now i'm aware that i can provoke my own beating. then this morning, contrite and solemn steven a. smith said. >> while elaborating thoughts concerning the ruling versus ray
9:43 am
rice following a domestic dispute with his then fiance, i ventured beyond the scope of our discussion by allude to go a woman's role, in heinous matters, using the word "provoke." i came across that somehow it was the woman's fall. that was not my intent. yet the failure to clearly articulate something different lies squarely on my shoulders. >> all right. sandra? >> all right. so his coanchor today said he's sincere. i know his character. he didn't mean that. what do you think? >> you know, thank you to his female colleague for sticking up for what he said was extremely wrong. i think it made us all feel extremely uncomfortable. i'm going to probably defend him a little bit in that i think he realizes what he said. i don't know that he actually meant it in that way. i think that overall, he was saying to his family, let's keep things cool, calm, collected so
9:44 am
things never come to a pitch like that. i don't know. for all those things you're looking out at the faces, i say this because i'm not making excuses for him. i'm not at all. but sometimes i think as a commentator in the heat of the moment or on live television, some things can happen. >> some things come across that you don't mean for them to that way. >> as i recall, your initial remark that triggered your own mini controversy when you defended him were based on the fact that ray rice was not found guilty of assault. that is where i start. forget about steven smith. you can see, provoke, whatever. i think that he's being suitably punished unlike ray rice. ray rice should be in jail. ray rice committed a felony assault. there's to way you knock a woman down like that. >> agreed. >> there's surveillance video from that elevator. i demand it be released. let us see exactly what it was. i want to see what he did to her and i want to ask the district attorney there why was he never prosecuted for felonious
9:45 am
