i am outnumbered today. that does it for us. we'll see you on monday. "happening now" starts right now. happy friday. right now three developing stories we are following. independent panel finds the military was too weak to deal with today's international crisis. and that was joined by the pentagon and congress said downsizing the american military is a misstep. two democrats calling for the resignation of cia director john brennan. and a massive storm with strong winds slammed a trailer park in arizona. several rv's blown on their sides and two people are injured. now the clean up begins. >> but first, will congress act on a plan to address the immigration crisis on our southern border? >> welcome to "happening now". i am jon scott.

>> and i am uma in for jenna lee. >> to find a way forward on the immigration crieses, sources telling fox news, they are making progress and two tough bills could be voted on today. mike emmanuel joining us live with more from capitol hill, mike? >> reporter: a number of house members and today is the day to get something done on the border issue. here is a couple of house republicans on where it stands. >> it is a new draft. and what this is instead, it is a copy or paste and cut and paste of existing amendments that are there. >> there was always the same. few people had questions of how the language was worded and i was part of the pain staking

process to tighten the language up. >> reporter: now $694 million plan and tightening up a law so central american children can be deported quickly. and block the president from allowing more illegals in through executive action and tightening up a marshala blackburn proposal to stop the president from putting deportations on hold. we heard a lot of nos and yes votes. they will not get many from democrats. >> i will tell the american people mr. speaker, none of the leaders of the republican party reached across to say how can we do this in a bipartisan way. >> reporter: democrats are expressing frustration and the republicans realize they need to do something and it is a critical issue and they are

suing the president for doing too much. leaving the town for five weeks and doing nothing on immigration looks bad, uma. >> with all of that turmoil on capitol hill, what does america think about the immigration reform. not much. the jfk poll finds two-thirds of those disapprove of president obama's handling of the immigration crisis. that is higher than the 68 percent in the fox news poll. and in the job performance. 59 percent disapprove and up from the fox poll that show 52 percent disapproval. and with us is the chief congressional correspondent. there doesn't seem to be good news in the world, susan and you can see that reflected in the
10:04 am
30e8 numbers. they have taken a dive on his handling of foreign policy not surprising the president heading out golfing and fund-raising and being disengaged from what is happening in the middle east where the violence is escalating and it is not surprising and he took a dive on foreign policy a year ago when he drew the redline on the sand in syria and punts to the congress to let them decide how to hand tempt and over all, looking at approval ratings, job performance and economy is still sluggish, not surprising to see him go lower and lower in the second term. the number that to pay attention to is immigration. look at that number. 29 percent of hispanics approve of the way the president is handling immigration policy. why is this important? look at what is happening in the
10:05 am
upcoming election. they want to bring out their base. hispanics are among them. if they are not happy with how the president is operating now, that may stay home and that could be devastating for the democrats. >> it is pointed out a large part of the base is the african-american community and they are upset that joblessness is ram pant with the african-americans and they feel in large part he is favoring the hispanic community by making it possible for them to get work permit who come here illegally and they are not happy about it. >> that's an excellent point. blacks are doing worse than over all americans. and that's important. they are not getting back to work. and the economy is not improving for them. and you have the debate over the immigration reform suddenly front and center. what about our community and our kids. that is an important point to
10:06 am
make. this will take affect in the election when they are bringing out people who historically come out and support democrats. what does all of this mean? watch what the president does in august concerns executive action on immigration reform. if they want to bring out the base, they will make a move to bring out more hispanic. and thinking exactly what you pointed out. what is the reaction over all in our base if i make a move here to provide work permits for more people when the job numbers are pretty dire for everybody else. >> on the handling of the conflict of the middle east, the a pg poll finds that 60 percent of the americans disapprove of the job he's doing handling that. 37 percent approve. and that compares with a recent fox news poll finding that 56 percent disapprove of the
10:07 am
president's job handling in the middle east. when you get up in the 60 percent disapproval numbers, susan, the white house has to pay attention. >> he's been dropping and coupled with inaction and violence is escalating and in north africa and in the middle east things are falling apart. they tried for a truce and that is not working. the president is disengaged and him jetting off with fundraisers and playing more rounds of golf is contributing to more low poll numbers. the a poll 57 percent disapprove of the handling of the downed jet liner and russian
10:08 am
gobbling up crimea. and on a negative note recent fox news poll, 75 percent said russian president vladimar putin has the upper hand over president obama in the crisis there. and brings to mind that whispered comment when the president would have more flexibility after he was reelected. >> you have russia shooting in ukraine and unsecured crash site and no control what so ever. i have never seen a plane crash and no investigation two weeks out because of the violence there. the president has done nothing and the encroachment by russia in the ukraine doesn't seem to be stopping any time soon. it seems obvious that putin has the upper hand and the president is standing back and frankly looking weak. and that's what you see in the
