"the factor" begins right now. hi, i'm bill o'reilly. thanks for watching us tonight. back in the 19th century, there was an american political group known as the no-nothings because they were secretive and pretty much ineffective. today we have a do-nothing government in washington. our elected officials generally sit around and say, they'll get to the bottom of it. they'll get to the bottom of everything, claiming their working around the clock.

control of western iraq. they are 100 miles from baghdad. what's the president doing? taking a nap. >> even though that's a partisan statement, president obama does appear disengaged from vital problems all over the world. seems like american voters are starting to understand that. does president obama manage government effectively? 34% say yes. let me put that number into perspective for you. 34% of americans will approve of whatever barack obama does. it doesn't matter to them. they just like him and that's that. he's getting a no confidence vote from every other person in the country. that's amazing. talking points has been very

consistent over the past 18 years. i don't care about party politics. i want problem solvers in washington and in our state capitals. i want honest people who will think about creative solutions to vexing situations. i have nothing personally against barack obama. he's helped us raise a lot of money for wounded warriors. i support some of his programs like mentoring poor children. but there is no point in history that president obama is not effectively running the country. obama needs to fire his crew and get some experienced people to advise him on vital issues. again, 65% of american adults believe the president is not an effective problem-solver. boy, do we have problems. now for our top story tonight. am i being too harsh on the

president? >> a little bit. he's not responsible for every single thing that's gone bad. iraq, you know, yes. he probably should have been on top of this sooner. i'll give you one quick example. from day one of this administration, the president handed the iraq account to vice president biden. who made the call? not the president of the united states. it was vice president biden. >> you said that i'm being too harsh. >> because you're painting this picture that everything he's touched has just fallen apart. >> did i not back it up? va scandal, caught by surprise? >> va officials now about it. he didn't. >> where am i being too harsh? everything i've said is true.

leader anticipates problems and then when they happen, has a plan immediately that he can go to. if they don't happen, he doesn't have to go to them. that's what george washington did, abraham lincoln did, fdr did. they anticipate things happen. they are warned they could happen. obama was warned iraq could go south. what's his plan? >> could he have done more? absolutely. what are you going to do with putin? are you going to go to war with russia? >> i told you what to do with putin. i'm going to educate you again. he's a young guy, henry. what i said is what they should have done. visa, mastercard, american express, do not accept receipts from russia. you do it again, that's what's

well, the initial data is in. more than a thousand adults have been asked this question. what do you think is the most important problem facing this country today? 17% say immigration/illegal aliens. second is dissatisfaction with government. third, the economy. fourth, unemployment/jobs. and fifth, health care. on that issue, two other polls are out. just 28% of americans approve of the way president obama is handling the border. 56% disapprove. washington post has it 33 approving. 58% disapproving. only 23% say congress is doing a good job solving the immigration mess. a whopping 66% say they are not.

it is long past time for washington to secure the southern border. the latest culprit for the humanitarian disaster is president obama and he needs to solve the problem. 219 of them say the primary reason that people from central america are coming here illegally is they believe they can stay. as we documented yesterday, the border chaos is directly effecting all parts of the usa. some governors are condemning the administration for not informing them before moving illegal aliens into their states. that's atrocious.

>> what are you going to do if these children can't find their parents? are you going to keep them imprisoned in this compound? no answers. >> there's very little leadership coming out of the white house or congress on almost every issue. because of that, america is now drifting into a very dangerous territory. a war may break out in the middle east at any moment. terrorism is on the rise and hundreds of thousands of illegal aliens continue to flow into the country without any consequences. americans have got to make their disenchantment loud and clear by directly senators and representatives and by voting in november. let's throw the bums out. karl rove, no president in our lifetime has been able to secure the southern border.

why not? >> it's tough. some of them have tried. reagan signed a bill that thought it would bring an end to the problem and it didn't. it made things worse. for example, in 2008, there were 4,000 unaccompanied minor children apprehended at the border but there were 8,000 returned back across the border because bush was working on the backlog of people already here. there were nearly 21,000 unaccompanied minors at the border and we returned 9100. it is a tough and thorny problem that requires consistent presidential leadership. >> i know every president, every one since lbj, accountable for not securing that border. >> you have to go back even further than that. john kennedy was the person who put in place the principal in

our immigration laws called family reunification, driven by people in the catholic church for good reason. they put it immigration law. if you have a cousin here or a distant aunt or uncle here, get yourself to the united states and claim family reunification. >> 15% of the entire honduran population lives in the united states. okay. krauthammer on this program said if you built a border fence like they did in east germany -- did you ever see the east german fence? >> i was there for the east german fence. >> nobody could get through that fence. nobody. it was a formidable obstacle.

hammered. a vast majority of americans think he's doing terrible job there. however, just 23% of americans believe the republicans in congress of which you are one, are doing a good job. 23%. so you guys are getting a blasted as well. so my question to you is, if you were the president of the united states, how would you stop this humanitarian disaster down there? >> well, first of all, it wouldn't have happened because i never would have signed an executive order granting deferred action to those in this country illegally. shown a tremendous amount of compassion, but that was not the right way to do it. it sent a message to invite people to come. you see what's followed. i would say the second thing in this process neetds to be an all-out effort to put to rest the illegal immigration problem in america. this involves the strategic fencing and deployment of ground sensors and cameras and drones and so forth to secure the southern border with mexico.

it involves an e-verify program that requires employers to check the people they're hiring are here. an exit tracking at our airports. people enter the country legally and overstay visas. that would be the first step in this process. you have to do every single aspect of it. and only after you do that can you move to step two which is reforming the legal immigration -- >> i agree with you 100%. you've got to stop the madness first. but let's deal with the kids now because this is the humanitarian crisis the whole world is watching. number one, you have no fence in these hot sectors. you say we should. and i agree. number two, governor perry of texas is asking and has asked for years the national guard to go down and help the border patrol. do you favor that? >> i do. again, that has to do with manpower and part of any effort to secure the border. you put the national guard down there --

>> you show the world pictures of our military on the border. right away just those pictures would de-incentivize the people paying these terrible cartels to human smuggle. so you would have a solution. all right, now, why do you think the folks are holding it against the republicans? are they believing president obama when he's trying to blame you guys for the border madness? >> i think it's an indictment of all of washington, of the failure for more than a decade to deal with the problem we know exists. unless you are in favor of the status quo, unless you looked at what's happening now and say i think this is working for america, you have to be in favor of fixing it. that's not really the debate. the debate is how you fix it. in my mind the first step in fixing this is to stop the growth and the problem we have right now with illegal immigration. and then to begin to erode that number, to lower it, so you can move to step two which is reforming the legal immigration process towards one that is based on merit and works for our
