killed. the suspicious that militants are operating nearby does not justify strikes that put at risk the lives of so many. conner powell is live in gaza city with the latest. >> reporter: israel began to redeploy their troops from gaza back into israel today. we saw tanks and other carriers beginning to move across the border from gaza back into israel. this comes as the israeli military says they've pretty much wrapped up the major task of this operation, which was destroying those cross border underground tunnels, but by no means does that mean the fighting is over. here in gaza, there is still heavy fighting in parts of the gaza strip, inclouding this attack on the u.n. school. the seventh time israeli shelling has hit a u.n. school and killed civilians there seeking refuge. the u.s. calling it a disgraceful shelling. the u.n. condemning it.

really the question is is whether or not israel is taking enough steps to protect the civilians in that area. the u.n. and others are saying that israel needs to do more to protect its civilians, at least ten people were killed today in this u.n. school that was hit. israeli officials say there were militants operating in that area on a motorcycle and that's who they were targeting, but as in previous cases, we saw militants in the area, but not in the school and israel is being condemned again by the united states and u.n. and others, but this is just sort of one of many fights going on around the gaza strip. there are still intense shelling and fighting back and forth. the fighting here really not slowing down. at least 3,000 rockets have been fired from gaza into israel. again, we saw that hamas still firing rockets today into israel, but the death count here increasing by the day, more than 1700 palestinians have been killed in the four weeks. many of them civilians, many of them also children as well.

so, the fighting here is shifting, but it is still very intense here. >> and gaza is not the only turbulent place in the middle east today. lebanon's army says eight soldiers have been killed with fighting in a border town. the latest example, syrian civil war spilling into other countries. also deadly new fighting in libya. at least 22 killed as militias battle for control in tripoli and sunni terrorists in iraq making new gain, taking control of the country's biggest dam north of baghdad. the central government fears that isis could use the dam as a weapon of mass destruction by flooding major cities. a second american infected with the ebola virus scheduled to be home within the week. nancy writebol still in west africa. she was helping treat patients at an ebola clinic in liberia

when she became infected with the virus. meanwhile, dr. kent bradley is also undergoing treatment in an isolation unit at emory university hospital in atlanta. >> i think it's unique that this is the first patient with ebola in the united states, but i think that's the key point. i can't think of a better place in the world other than emory university hospital to care pr this patient. >> although there is no fda approved treatment for ebola, doctors are hoping to keep him as strong as possible long enough for his body's natural defenses to fight off the infection. more than 500,000 people in toledo, ohio, still without drinkable water for a second day now. the city even issuing a warning yesterday that a toxin had been detected in its water supply from lake eerie. >> a little glimmer of hope today, just a little bit of testing came back a tad better, but still not well enough for

the water to be deemed okay. in fact, this is just the beginning of the blue-green bloom which is expected to continue into september, which means this could be a number of weeks for people there to deal with this difficult situation. we know that the first test came in friday, which showed that the water situation there was not good. they weren't good tests, so they retested enough so that on saturday evening just after midnight, additional testing confirmed the elevated readings that toledo issued a warning showing the elevated samples for the toxin. the city said not to boil this water because that would increase the toxin's concentration. the mayor warned children should not bathe or shower and it should not be given to pets. >> people with sensitive skin may not want to shower and then the only other -- may cause liver issues to people who have underlying liver disease now may want to hold off the shower.

>> and people have been told not to brush their teeth. people with liver problems have been told not to take showers. not to wash dishes. this cuts off 400,000 people roughly from a consistent water simply in and around that area. >> thank you very much. so, what exactly is this toxin that's in the toledo water supply? it's a liver toxin known as microsi microsistin. blue-green algae. you can be exposed to it by drink, swimming or bathing in contaminated water. typically, industrial water treatment does not remove this toxin. symptoms are nausea, vomiting and fever. it is rarely fatal, but can impair liver function. new details on the crisis on our southern border. lawmakers hammering out a bill

late at night, but the senate was gone and so, the legislation will probably never become law. this of course leaving many to wonder what's going to happen next. elizabeth? >> you're right. the bill is far from becoming the law of the land. the legislation which allocates far less than the president proposed, highlights plans for the deportation process, while another negates the president's authority allowing undocumented residents who were brought to the u.s. as children years ago by parents to stay. senator rubio said the best chance congress has of reaching a deal maybe by solving long-term cracks in the system. >> the only way to address that is to address the root causes. a course of violence, instability and poverty in central america, but it's also according to the president

honduras, ambiguities in our lives. >> so, while many on the southern border are concerned about is the fact the bill is not going to change the current situation. the senate didn't take it on before leaving for vacation and the president said if they did, he would veto it -- which could allow millions of illegal imgrabts to remain in the state. his advisers saying it could be by the end of the summer. some saying he doesn't have a choice, he has to do this. >> it's not blank check, but that's not what the president has done. this lawsuit is clearly baseless in law or fact. under the take care clause of article 2 of the constitution as interpreted by supreme court justices including rehnquist, the president has the clear discretion to enforce the law. >> other lawmakers say now that congress is out on break, it's unlikely they'll address before the november election.

essentially fished around. they even created false identities to pretend to be senate staff members going into the computers. it was, it's not good. >> oh, no, it's not good. all this as the senate prepares to release what is being called a stark report on the cia and torture. joining us now, kaitlyn burns, political writer for real clear politics. first of all, the fact that cia officers were caught snooping on computers used by senate staffers. obviously, very eye opening. the main senator angus king said it best. who can we trust in washington? >> absolutely. i think you're going to hear grilling calls from lawmaker, even though they're on recess this august, calling for either brennan to resign or for some kind of action on this. earlier this year when the intelligence committee chairwoman dianne feinstein took to the senate floor to talk about this, it was really kind

of a mind blowing accusation and of course, brennan had denied this and now, it comes forward through this ig report that it had occurred, so i think you're going see a lot of frustration. >> that's the problem. he was caught in a lie back in march. let's play that. >> as far as the allegations of you know, cia hacking to senate computers, nothing could be further from the truth. we couldn't do that. that's just beyond the you know, the scope of reason. >> okay, so despite that outright law, president obama still remains confident in him. dan pfeiffer went on as far as telling abc this week, john brennan is a man of integrity. why hasn't the president fired him and what does it take to anger the president and make him lose trust in his staffers? >> well, the president i think is going to find himself in a difficult situation. first, maintaining confidence.

we've seen this before. maintaining confidence in his advisers and cabinet members of directors. i do think we'll see outrage from both sides of the aisle on this issue. we've seen some democrats who are up for re-election in the senate this year really frustrated about this and republicans, too. and of course, this comes as that report invests looking at the interrogation techniques used. that report is going to be huge, so this is an element of that. >> let's talk about that. let's talk about our twitter question of the day, i asked viewers, the senate is set to release at least part of what is being called a stark report on torture. is it a good idea to release this? some of the replies and there have been dozens upon dozens. brian earl nelson writes me no, the ability to learn things or

deal with difficult situations, secret info learned about an enemy. david writes terrible, u.s. military intelligence info are for military intel communities only. hans hunter writes if it's released, it's for purely political purposes to demonize and bring the u.s. down in the world view. is this politics? >> i think you're seeing what you're going to see when the report comes out and it's not clear when it will, there are some issues there. you're going to see republicans take the approach that this whole investigation was a little bit politicized. you're going to see democrats point to these policies and want to have a larger conversation about them. i think overall, you're going to see as you mentioned, people are very involved in this. this is a very sensitive issue. not only do midwesticallbut glo.

>> it's bringing up a big conerer sags when it comes to torture and the definition. by using the word, critics and the president insinuate the cia did something wrong. here's john rizzo reacting to president obama's comments friday saying he tortured some folks when interrogating suspects post 9/11. >> when the senate democrats report comes out at the same time, there will be a, what i'm told is a very rigorous rebuttal by the cia setting forth all the instances where in fact this program did produce intelligence that tlarted real terrorist attack. >> so, the bottom line here is the cia was assigned a task. prevent future terror attacks. it did so. why are we arguing and complaining about it now? >> this has been going on for five years. the report is going to be a big deal. i think it is amplified by these spying allegations and evidence

as the fed sees more good news in particular about employment, it is backing off all of the money that it's been printing and all the bonds it's been buying. that means it's going to be tough to keep stocks buoyant. >> will the markets bounce back this week? >> i wish i had -- >> i'm not betting money on it. >> the market is really ripe for a correction. it's been three years of this rally without a decline. everybody gets worried, a correction. healthy markets need that kind of a drop. and a lot of times people say, 10%, that's a good-bying opportunity. so right now, the price tag of the s&p 500 which is the average stock in the s&p 500 which is probably in your retirement plan, is just a little bit higher than the historical average. >> so then, i guess if the s&p

is down, it's going to affect our 401(k)s for most of us. >> i think you should always be concerned about your 401(k) but you should never be so worried that you try the market. i mean, every half year or so, you should take a look at your asset allocation and say, can i sleep at night. >> do you think you're ready for a correction or a pullback. what does that mean? >> a correction is a 10% decline. a bear market is a 20% decline. that's more scary. but a pullback is not something to get really worried about unless the fundamentals of what's keeping the stock market up go away. if we're going from an environment of lower interest rates to higher interest rates, that's going to hit housing and the stock market. so that's really what to watch. >> so the markets are becoming
