kaltbaum and john layfield. should we be concerned? >> question, we should be, because we have lowered the places where we keep them to hurricane status which means a lot of people in the bathroom per square foot. we are housing them at our expense and the congress has gone to vacation. and they have thrown down money so they can feel better about themselves, but neither the republicans nor the democrats came up with a plan. i was down in laredo and i'm begging the congressmen to go down there and look at what is going on. the kocounties are flooded with the children. they can't afford it, mcallen and laredo and the cities and the counties are not wealthy counties, and they cannot afford it. it is going to flood the school system, and you have to add a new spanish teacher and translation system, and not the mention the health risks, because the kids have come over here not exactly being seen by the doctor thes regularly. >> and it is not just texas,

because the children are being shipped all over the country. ja niece, do you agree with john? >> well, i agree with john that we need congress to do its job, and do pass the legislation with the funding they needed. those counties are in need of assistance, although they have assistance in place, and what is important to tell the viewers is that we are respecting the laws that are in place since 2008, because we have laws towith the. 50,000, 60,000, and whatever the nu number is, we are talking about a population that you can fit in dodger stadium or rfk stadium, so it is a population that the cost of that to the system is negligible if you look at the population as a whole, and what percent is that by 50%. >> and that is what plagues me. everybody in the north say that and i just came from that and tell it to the communities who are overwhelmed with that. >> i agree with you, john. i told you in the beginning that these communities in particular

need help, and congress waits for the opportunity to pass it as you rightfully said before they went on break. they needed the money, and president obama made the case. i agree with you, with but this these communities need the money. but at the national level that all communities are going to suffer, because -- >> and president obama went on vacation, also, by the way. >> yes, and fray si, i want to ask you about this, the states are strapped with at lot of of the costs, tracy, and so are the school districts, and they are in trouble. you are the mother of three, and what are you thinking about? >> this would drive me insane. the governor of oklahoma wrote such an endearing letter saying, hey, my job is to take care of my people first. oklahoma has its share of problems, and she does not need more people coming in, and now she has to take care of them? it is unfair that the government is now forcing her to direct the funds to children that don't even, are not residents of her home state. she was put into office to take care of them, and i think that is the point across the border. we have to take care of our own first, and we do not have a plan

the take care of the children. look, everybody wants to e help the kids, but we need a plan to do it, because you have the border patrol getting sick from the diseases they are bringing in and that all trickles down to the wallets. >> there is no lack of compassion for the children, themselves, but gary b., considering the costs and the health risks, what do you think? >> well, i think that there are two issues. tackle the health risks first, because i am not worried about that. at least when the kids came into school, they had to prove they were immunized and medical checks, and i'm sure they do it in texas and oklahoma, so not so much worried about that, and tracy brings up a good point that jennice alludes to is that the immigration problem is not a national one, but a local one. and so it is good for the president obama to say it is a small percentage of the budget and we can spend it. the money is not getting there, and so on the front lines as

tracy said, you have the governor of oklahoma fighting with one in four kids who struggle with hunger and one in four kids who are not going to graduate and now all of the sudden the immigrant children are brought to the military base and dropped off and she is like, oh, my gosh, now i have to handle it and nobody told me. that is the problem. a huge disconnect, and i don't think that the local states are being considered or asked, but here is the kids and somehow, we will try to get you the money. that is not happening, and that is my concern. >> jonas, another side of the story and these are the up front costs and maybe more people paying taxes and social security, that sort of thing? >> well, short-term costs, and the health thing is legitimate, because we had parents in this country who decided not to do vaccines which is okay when you have 99% of the children vaccinated but now you have children from south america coming in and you will find out what a dumb measure that was. and if someone has a child in my

town, my tax dollars are going to pay for the kid. so it is going to hit all of the local can school district, and it is not a local problem, because the kids are not from these towns, and so the federal government has to pay the property tax to educate the children. but longer term, we have a problem with the population not grow growing and that is why social security is going broke, and we also have a problem with the population growing, and if we turn them into taxpayers, then that will solve the other problems, and so can we not have them become taxpayers, and they are not infants so maybe that is the way the go long term. >> john, what about that idea? >> that is one area of the problem on the border. i agree with that. and look, e elon musk, and arnold arnold schwarzenegger came here as illegal, and came here illegal, and now dr. hir

avo already passed and hurricane julio is not expected to have a direct impact. and now back to "bulls lae s la bears." it seems anywhere you turn, there is unrest in the world. you have troops in ukraine and iraq, and ebola in africa, and the market was up, friday, gary b, and you think that the hot spots could burn the investor's money? >> well, it is a good way to say it, brenda, because we are throwing a lot of tinder ott there, and while friday was a good day, you have to keep in mind that the market was flat for the week. the other four days were lousy, if you will, so that the market didn't really move. i think that after the past few weeks, i think that we are one

mist mistake away from the market really diving. i don't know if it is going to happen, but i can imagine, you know, as we are flying over iraq or something, someone shoots up an air-to-air missile or something like that, and by accident one of the planes or the drones goes down, and then you cold see the market drop 2,000 points in a matter of minut minutes. we have a lot on the plate right now. i hope that the markets can navigate it through, but i think that we will go down further w now. >> we are down about 3% since the high in july. tracy, once the air strikes in iraq started to hit, the market did go up, and so do you believe it is a volatile time after this? >> yes, the earning season is over, a nd so we have nothing else to trade on, the traders have nothing else to trade on. and brenda, four years ago when the u.s. debt was downgraded in august, it changed the life of the month of august forever, because it was quiet and sad month, and now it is volatile as ever. the volatility is going to

continue into the fall, and people are hoping that the president does something, but history has shown that he does nothing, so as a result, we just go through this and go with the volatility and trade on the tidbits of the news, and the market does really want to come down, but i am not sure it is going to be anything e geopolitical at this point, because we won't get involved. >> janese, what do you think? >> i agree with gary, it is flat, and friday, they were reacting to the announcement possibly that russia would dees ka late. that is what happened friday that ended well. but if you look at the whole week and the s&p, the news is not good. as the things get worse, i think that i expect the markets to get progressively worse. >> and john, we are overdue for the correction, aren't we in any case and when gary says one little mistake away, do you agree with that?

>> well, yes, i believe gary is right. we are trading on the fed, and no other place to put the many knee except for the u.s. market. look, we are finally kill ing the right guys in iraq. the president said that he left a stable and sovereign iraq, and we knew at that point he was either very naive or not telling the truth, because you knew it would break into the civil discord and the only variable in here that is unnerving is the islamic state. if they can control the dams and the oil fields, that is when it will disrupt the world economy, because the oil prices, and going after those guys is the right thing. i don't think that ukraine unfortunately and israel is going to move the markets, but killing the guys, the real bad guys, i think that is the best move they have made. >> and jonas, what is history showing us about this? >> well, that is exactly why it has not happened yet, because the stock market does well in the wars. it is just that it seems what would be worse than world war ii and the whole world at war, but the stock market did better and the averages did better than the other wars and vietnam the exception with the problems that we lost, and also, in the case, it spreads over to the financial crisis.

that is what scares the investors and not russia or ukraine or whatever, but it is because the money is not being paid back because of embargo against russia, and then some other debt defaults, and then that is what is going to start the financial panic and not the wars or the fighting, because it is note a financial crisis yet. it has to spill over to the financial market. >> and to john's point of the oil and the financial markets, the oil market is not moving yet. they know better than all of us what is going on in iraq, and they will tell you when you have the start to panic, and thus far, they are saying, okay. >> and gary b, the last word? >> well, i agree with jonas we do okay in the con vegsal wars, but we are not facing the conventional wars coming up. the market did not do too well in 9/11 and it is not going to do well water errorist attack. >> all right. last word there, guys. all right. you nknow a spoonful of sugr may help the medicine go down, but it could soon have your grocery bill going up. democratic congresswoman rosa delauro is pushing a tax on each spoonful of sugar in drinks, but tracy, you say the last thing that consumers need is a spike hike. >> well, brenda, let's tax the toilet paper in all of the congressional offices, and they can only you know what on it. and soda is not the reason that the country is obese. okay. that is not the problem, and a b bigger picture here, and coming down on the spoonful of sugar is not it. they will collect the money and waste it away anyway. >> janese, a good idea? >> well, economically, the soda tax may make sense, because soda is the essential as tobacco and cigarettes so from the economic standpoint, it could make some sense, but economically it is going to make some sense, but politically, it is dynamite. and lastly, where do you stop?

subsidize broccoli and dental floss? there is a thin line to draw the line, because it is unpopular with people to do that tax. >> and gary b., don't you dare touch the chocolate! are the food police going wild? >> look, it is crazy. tracy said that it is not the cause of obesity, and even if it the cause of obesity, why is that the government's problem? if with we want to be fat, we are ale loued to be fat. caffeine is not good for you, either, but are you going to tax the caffeine, and the coffee drinkers and why don't we have everybody in the nation step on to the scale and all of people where the body mass index is high, we tax the heck out of them. >> well, it did work with cigarettes. >> and first of all, coffee is good for you. i want to collect correct that. >> and so is chocolate and twinkies. >> and everybody was flipping out in connecticut if they have a yacht tax.

but the bottom line, if we are paying with the health care, and that is going up with the hca and the form of obama care, you are subdizing the unhealthy and they don't get kicked off of the plans anymore, and that means that your plan is going up, so i have a direct financial incentive for everybody to be healthy and is this the best way? no. but it is a something that we need a tax or fee or something obviously to make yourself fitter and you have to start paying your way. >> and speaking of the fit, you have to get john in here, are these taxes? >> i'm with gary b., the first of every month, march all of the fat people in town to the courthouse and weigh them. and everybody overweight, tax them, because obesity caused diabetes. look, this is not about health, and taxing alcohol and smokes is not about health either, but it is about politicians to get money. for every $100, they spend $140 and nothing to do with the health, but it is a revenue grab for the idiots on vacation right

this is fox news coverage of president obama about to make remarks before e departing to the white house. i'm kelly wright in new york. president obama is set to talk to reporters ahead of the departure to martha's vineyard and the president is going to discuss why he authorized humanitarian drops of food and wear the to help iraqi civilian s and to provide protection for americans serving in iraq. we go to correspondent doug mckelway who is on the white house lawn. and what is the president going to talk about this morning? >> well, kelly, he is not going

to be expressing anything particularly new about the iraq situation, and probably a follow-up of the remarks from the other night. we have learned a couple of new developments. there was a new humanitarian air drop to the minority members stranded and corralled high atop mount sinjar, and new rounds of artillery airstrikes that targeted infantry and a drone attack which attacked a mortar position, and then when the isis fighters returned to the mortar position, the predator drone attacked them and in the words of the rear admiral john kirby at the pentagon, they were limitedly successful. and so the remarks are expected to be the president offering remarks about what this mission is about. he is going to be coming under severe criticism, and of course, one of the strongest criticisms came from the chief opponents
