north. >> thanks for spending your monday with us. it is a busy news day. isis gains on the battlefield and continuing offensive means that the administration is drastically changing its policy in iraq. this is the first time the united states provided weapons to the kurdish fighters and so far, the curds have been able to retake the two towns all with the help of the u.s. military might. there is a total of ten air strikes since friday. jennifer griffith joins us live with more. >> a show down in baghdad could make it difficult for the u.s. to work through the iraqi central government. the president of iraq a kurd decided not to renominate maliki. he ordered troops and tanks to protect his office in the green zone and gave no indication of planning to step aside.

both sides have teams trying to work out the latest round of violence. rick, what is the latest? >> reporter: we have had 18 hours of quiet and no word on whether it will past near the wednesday deadline. peace talks resume in cairo after the israeli delegation arrived from tel aviv. they are holding indirect meetings. one palestinian member is optimistic a deal could be reached and lift the blockade and open the borders, but another delegation members said if they don't roach a deal this week, they may not have a ceasefire. >> and a lot of folks stuck inside. how are the average citizens taking advantage of the calm today. what are they saying about the ceasefire, they want it to continue or go back to fighting? >> they welcome the quiet and

taking advantage of it by heading out of the street and going out and collecting water and they are forced to use water tanks that are on the sides of the roads and they are filling buckets and bottles and push carts to wheel them home so they can clean up and wash dishes and cook with. it there is a fractions of the power needed here. utility leaders restoring electric lines. israel provides limited power to the gaza strip. but one power plant was hit by an air strike according to the locals and could take a year to get it back on line. no incoming fire or outgoing rockets today, leland. questions of how the peace will last and get the basic services that the locals need so badly. >> rick not wearing the flap jacket.

last night, and the they will be placed in quarentine for three weeks. one of the three that arrived was the husband of nancy write bol. she and dr. brantly contracted ebola and improving in the atlanta hospital after receiving an experimental serum in africa joining us now is dr. amy edwards and infectious disease specialist for university hospital in cleveland. i want to thank with this. there is difference that the treatment folks placed in quarentine and the isolation of the people who have ebola. what is the difference between those? patients in the hospital actually have ebola virus and so they are in isolation because

they are actively infectious and we know they are. however, my understanding that the people who are coming back from liberria today and in the coming days, simply had contact with somebody who had ebola hemmeragic fever and so the concern is that they may start to exhibit symptoms and so you keep them in quarentine for the people around them. >> that means they can't see loved ones or only talk to them on the phone or how does it work? >> it varys under which virus they are under quarentine for. we did quarentine with sars in '05. ebola can only be passed by with saliva and urine. and my understanding, the quarentine will be on the

grounds of the organization that they work for. as far as whether they will have contact. i assume they will have contact, you want to avoid close contact particularly of body fluids. >> you are getting them out of harm's way and a terrible condition going on in liberria and not only protecting them from what is going on in liberria, it doesn't seem like it is presenting a health danger to those here in the united states. i was reading that they are screened in liberria for having symptoms and also once they arrive here? >> right. they pose no risk to anybody in the united states and they will be watched very closely for symptoms and moved in isolation should they exhibit symptoms. but no, i don't believe they pose a health risk at all. >> dr. edwards.

we of course, have been talking about the violence in iraq and gaza. but there is another growing crisis overseas and this is in ukraine. uranians reject the cease four from pro- russia separatist and there is a high probability that russia will send in troops. heavy shelling led to a massive

prison break. hundreds of prisoners escaped. and ukrainian is demanding pro russia forces surrender. and they are gambling that russia will not intervene. is that a good beat. james, is playing chicken with the russia army a sound foreign policy for the ukrainians. >> i wouldn't know if playing chicken is the right term. but the past month the ukrainians are retaking the territory that is under the control of the separatist and why now after so many months of fighting, they are trying to get a ceasefire. they know they are on the losing end of this. but it is also the same time russia might be planning an invasion and that's what nato warned about as you mentioned. >> at some point, you have the pro russian separatist begging for the ceasefire.

if the ukrainians don't give them a ceasefire, doesn't that give the russians a pretense for sending the troops over the border. >> russia doesn't need a pretense. putin calculates and wants to do, he will do it and they can create a humanitarian pretext as they did in the georgia six years ago. and it is what they have been preparing to do for sometime and indication that they are painting military vehicles with peace keeping to lie to the world that it is a peace- keeping operation when in fact it is an invasion. >> i want to show video that was posted on line. we can't independently confirm. this but the new york times showed ukrainian troops moving through the towns. and the thought that the ukrainian military is getting

its act together. is it fair to say the ukrainians have the ability to go against the pro russia separatist. it doesn't seem like they have the ability to take on the russian army. >> well, you have to understand, most of the ukrainian military is a voluntary force. the military was riddled with russian agents and spice. and so the soldiers are patriotic young ukrainians joining to defend their country. naturally you will not have the most professionalized force. that said, it would be difficult for russia to invade and occupy eastern ukraine. it is not going to be a cake walk like crimia where the population opened arms and welcomed them. ukrainians in east ukraine will put up a fight. it will be difficult to pacify

a large amount of territory as eastern ukraine and that must be running through vladimar putin's head. >> speaking of putin's head. what is his calcuulous. is he not inskrading because of the international pressure or military movements on the ground and to your point how difficult it might be for his troops in eastern ukraine if they go in? >> they are both considerations. but what is most important to him is staying in pour in his own regime. that's why the ukrainian revolution was a threat. if russians look at ukrainian brothers and see a working democratic country it will threaten his own rule. he will do whatever he needs to it stay in power. he's been priming the russian public on a nationalistic

40 law enforcement officers searched for the teen. but she was spotted standing on a corner. claiming to be abducted and held hostage. haley was on the cell phone renting a movie and said she saw a man lie nothing a ditch and was going to check on him and then he had a gun and the phone disconnected. 17 hours after that she was believed to be missing. her dad found her car running and empty and her mother made a desperate plea on camera. and the search covered the whole state. the detective and fbi agent reintrude the teen and said her claim to jump from a moving vehicle was false and that she cut herself in the abdomen to make it look real and conflicting accounts of why she was carrying a dog. the case was forwarded to prosecutor and filing charges of a false report is a felony and

an update now on a story we've been following. a coast to coast tractor ride. raising more than $87,000 for charity along the way. the journey began three months ago in new jersey. wounded warriors close to his heart. ivan joins us now on the phone.

what an accomplishment. congratulations. >> oh, thank you so much. >> what was the best part of the journey? >> oh, the best part was probably coming to the teton mountains. just beautiful, big mountains with the white snow cap tops. and the open country across the plains. >> for some of our viewers, we talked to you a couple months back as you were getting through the midwest and just for our viewers new to the story, what inspired you to do this, to drive cross-country on the tractor? >> i was in the military and always felt like i wanted to give back. just thought i would take a year off and bring awareness to our heroes that fought for our freedom. >> you reached top speeds of 18 miles per hour but you say you were actually traveling a little bit slower than that? >> around 14, 15. that's around 900 to 1,000 rpms. >> any parts of the journey that you thought, you know what? i'm not sure about this idea.
