good afternoon to you and yours. first from the deck this afternoon, robin williams committed suicide by hanging himself with a belt. that is according to the investigators in just the past hour. they also say they found a pocket knife nearby along with cuts in his wrists. >> they failed to respond to knocks on his bedroom door. at that time the personal assistant was able to gain access to mr. williams' bedroom and entered the bedroom to find mr. williams, clothed in a seated position, unresponsive, with a belt secured around his neck with the other end of the belt between the clothes closet door and the door frame. >> people close to rob win williams saying he was suffering from severe depression, something he battled for many years. he went to rehab last month. he openly struggled with drug and alcohol addiction for decades and it became part of his comedy routine, getting great laughs when he says he

remembering him, from russian to germany, france, brian, word of his death, major news. claudia cowan on fox top story and live where williams lived just north of san francisco. claudia, we just got a lot of new information but not everything. >> shepard, still a lot we don't know. for instance, when robin williams decided to end his life, if he left a note, explaining why, if he had drugs of alcohol in his body. those details are expected to be released at a future press conference when the marin county sheriffs deposit concludes its investigation. what we do know is chilling. robin williams was last seen alive inside his home, by his wife, at 10:00 p.m. local time sunday night, before she went off to bed. at some point during the night williams went into another room inside the home and hung himself with a bet, tying the other end to a door. his body found by his personal assistant with rigor mortis

setting in, his lightly suspended off the ground in a seated position with shallow cuts on his arm. a pocket knife with dried red substance was found nearby. he had been seeking treatment for severe depression but by all accounts the demons were too much. still, such a shock in this community and around the world that he decided he had had enough. >> included ya, that community in marin county, i'm reading he was treated as just a very good neighbor, much more than as a celebrity. >> well, he was very much a fixture here in the bay area. his immediate community in tiburon in a collective state of mourning to think their famous, funny neighbor is gone. >> such a sweet man and such a talent. we loved him as an actor, but as a person he was such a great neighbor, and he looked like he was happy. he was content. we see that other side of him, that might have been depressed.

snubbed prime minister maliki but not nominating him for another term. as for his part, al-maliki refused to step down and is demanding a third term. u.s. officials blame prime minister maliki for losing control of the country. today secretary of state john kerry called for iraq's leaders to quickly form a new government, saying the u.s. is ready to offer more help in the identifying against militants. >> we are prepared to consider additional political, economic, and security options as iraq starts to built a new government and very much calculated to try to help stablize the security situation, to expand economic development, and to strengthen the democratic institution. >> in northern iraq, a pilot is dead and two journalists hurt after an iraqi military helicopter delivering aid, crashed. officials say it happened on mount sinjar, the place where thousands of religious minorities are still trapped.

the two journalists, a reporter and a free lance photographer, both working for "the new york times." the correspondent there, a long-time foreign correspondent. according to the reporting of the times, the reporter on the left suffered a concussion and the photographer had minor injuries. greg has the news live from irbil in iraq. greg? >> shep, first of all, down to baghdad, where in fact there are a lot of tensions. there were in fact it is looking like the incumbent prime minister, nouri al-maliki, does not want to good anywhere, this despite the president here naming another person to take his place, more moderate, inclusive politics. that is getting supported by internal national and iran ya officials. maliki says the move is illegal and warns that terrorists might take advantage of the situation. he looks like he is trying to run things things and has been d

hill now. he is the author of the upcoming book: "outpost." ambassador hill with us live. for our viewers, these governments don't form immediately, obviously. the newly -- well, the prime minister designate comes in and begins to form a government and at some point transition will happen, previously in an orderly fashion. if is not orderly, if al-maliki thinks he is the save your -- saviour of iraq, decides he doesn't want to go, what happens and what affect might that have big picture? >> well, obviously they're trying to manage him in he's hours and days. i don't think he has a lot of support at this point, and i think there's a view among many people that three terms would have been one term too many. at the same time, mr. adaddy is from al-maliki's own coalition so maliki has hard case to make

this is a coup d'etat and they're giving people the prime ministership who shouldn't have it. i think it's a matter of kind of calming things down in the next couple of days. the big question, the big thing to be looking at in the next few days, what do the sunnis think? the whole idea is someone not named maliki might be able to do more sunni outreach, get the sunnis to back the government in baghdad with the consequence that the army will perform better. i assume there's been a lot of consultation community but i haven't heard public statements they need to get behind the government in baghdad and be clear about their opposition to isis. >> sunnies who didn't feel represented, turned to the only alternative that was in existence and that was isis, not a good one but the only we they had. now there alternative which hopefully changes things. >> yes.

the problem -- maliki put together his government in december, 2010, and he had some eight or nine sunnis in the government but there were key positions, defers ministry and entire ministry, and he never filled those and nave give them to the sunnies. so that was the beginning of his undoing with the sunni commune. then he failed to keep promises with the kurds, and before you knew it he was extremely unpopular with people. but i want to stress, he is popular with a lot of shia in the south of the country. this has be to carefully managed. it's encouraging it happened. abad diby all accounts -- we knew him in iraq, a technocrat, very smart guy. not excessively politicized so he has a tall order in terms of putting together the cabinet and making sure the iraqi army begins to fight. this is really a fight for iraq's life, this isis crowd.

who shot and killed an unarmed black teenager over the weekend. the reason? because people are threatening police oregon social media. cops say the officer is now on administrative leave. here's the back story. 18-year-old michael brown was supposed to start college yesterday. his friends called him big mike and they say he was not the type to fight. his father said he was funny, silly, and would make you laugh. we don't know all of the details behind what unfolded on saturday in ferguson, missouri. a predominantly african-american city. investigators say they're slowly piecing it together, but we do know the report from the police and the reports from eye witnesses are markedly different. police say that officer got into some sort of scuffle with the 18-year-old, which ended in gunshots. witnesses on the other hand say at one point the teen's arms were up in the air, a sign of surrender, and that's win the say the who it policeman repeat lid shot the black teenage fer his head and chest.

we should note the police have not confirmed the officer's race or anything else. since the shooting, protesters have fought with police, repeatedly, over days, leading to dozens of arrests. and now the teen's relatives say they retained the same lawyer who represented the familiar family of trayvon martin, the teenager in central florida who died in a racially charged shooting two years ago. as we reported yesterday, the fib has now announced it's opened a civil rights investigation into this case in missouri. so with that as our background, mike tobin has the latest live from our news hundred this afternoon, and understandably the family is not happy. >> right, and today representative of the fame, suppressing dissatisfaction with the decision of the police to with held to the identity of the police officer involved in the fatal shooting. >> now they say, for safety concerns, even though they have not illustrated any direct threats against this individual officer, they say they're not going to release the name.

that doesn't give the community confidence. that doesn't make it transparent. >> and that same representative insists that michael brown was executed by the police in broad daylight. still, they're calling for rahm and a peaceful quest for -- calling for calm and a peaceful quest for justice. >> some of the video was disturbing, one police officer saying, bring it on you animals. last night it appeared there was tear gas and the rest. what about today? >> today the demonstrations have remained peaceful and april to be ad hoc, one outside the county prosecutor's office. last night protesters clashed with police. there's one demonstration that seems to keep forming up outside of the quick trip convenience store that disburse and then forms up. last night the employing brought out the tear gas and rubber bullets and angered people but they disbur disburied.

israeli and palestinian representatives have made no progress trying to reach a long-term peace deal to end the fighting in gaza. that according to a senior israeli official who says there are still major disagreements. there's a 72-hour cease fire underway and it is holing while the talks continue in egypt. we have images from gaza. you can see two boys waving hamas flags, standing on the rubble of a destroyed mosque. here, another boy with spent

israeli bullets. the fighting has flattened entire city blocks in the gaza. this image here shows a young man standing next to what used to be his family's apartment, it's incredible, the destruction really. human tearian aid has been flowing into gaza but we're told food and water are still quite scarce. the break in the fighting allowed palestinians to leave their homes and here you can see some people going to maybe one of the few areas without destruction. the beach in gaza city. where they're still hoping to some day get a sea port so they can go fishing. the cries in the middle east continues. the cease fire set to end tomorrow, 5:00 eastern time, here in the united states. a member of the palestinian delegation says egyptian officials predicted a, quote, extremely long negotiation session today. another palestinian says the israelis have offered measures to improve life in gaza,

including an increase the number of trucks delivering food and other supplies, but as i mentioned, an israeli official says so far there are -- the talks are not making real progress. our rick is live in gaza city. what's the latest on the brown there? >> it's all quiet here but we saw plenty of action to the south at the rafah border acrossing and seeing people trying to get out, which isn't easy to do to get from gaza into egypt, especially your palestinian. basically you can't get out unless you have desperate need for medical attention, and the people we saw lined up all had foreign passports and were cleaned to go but the bus was full so they were pretty upset. close by that location we got a better look at the truck traffic rolling in. >> the rafaha crossing is a busy enter section between israel, egypt, and gaza.

these are trucks loaded with food and fuel and aid for the palestinian people from israel into gaza. roughly 150 to 200 trucks a day delivering supplies to the palestinians. but palestinians are not able to get out of gaza through this crossing very easily. there are about 500 people a day that come from gaza through this crossing, into egypt. but they're only people holding foreign passports or people who have been badly injured in the conflict, or people who have very special permission. so, it is a very rare occasion when a palestinian can leave, but very common now to see these big trucks rolling in with aid for the people. >> we met one man at the border. he was canadian. he has a business in gaza. he has been trying to get out for two months and has been stuck here. he was hoping to get out today. >> rick, we're told that there was an issue with a palestinian fishing boat today. what happened there? >> well, this is one issue they're discussing at the peace negotiations. palestinian fishermen are only

fox urgent. more american could soon be on their ray to iraq, according to a senior u.s. official who says they're considering sending more offer those so-called military advisers to the country in crisis. jennifer griffin, whatted have you learned about the context of this? >> well, shepard, senior u.s. officials tell us the pentagon is strongly considering sending dozens of additional military planners to iraq to develop a strategy for relocating the tens of thousands of yazidis trapped the in the sinjar mountains. even the most herculean effort to lift the refugees out would take hundreds of flights and ten days or more of constant missions and an airlift of this sort would come with considerable risk. today the u.s. as not encountered antiaircraft fire but that could change given the heavy weaponry isis has. >> islamic state militants are

shifting strategies. that's how it looks from here. >> that is certainly what we heard from pentagon officials yesterday. until now isis was behaving like a well-organized army, moving with strategic intents and taking military objectives as i marched across iraq. now in northern iraq some units appear to be relying on classic insurgency tactics. >> with regardses to the targets, one of the things we have seen with the isil forces is that where through had been in the open, they're now starting to dissipate and hide amongst the people. the targeting of this is going to become more difficult. >> right now the mood at the pentagon is one of frustration, of feeling the mission they have been given is ill defined and too limited. as one well-placed pentagon source put it, f-18s are not a strategy. pentagon officials are very frustrated they're in essence being asked to play whack-a-mole right now from the air in order for the air strikes to be

effective u.s. ground forces would be needed to permanently push isis back, something that has been ruled out by obama administration officials. >> jennifer griffin at the pentagon. thank you. let's bring in from the kurdish capital now, irbil, "the wall street journal" reporter. nice to talk to you. thank you. >> hi, shepard, thank you. >> what's the situation on the ground now as you describe it? >> things have turned around here pretty quickly since a few days ago when the u.s. was compelled to start airstrikes here, because bases include insurgents seemed like they were at the doorstep of the capital. since then they have been pushed back. kurdish forces, the peshmerga, have taken two towns that were a threat to the capital. there's a lot of love for the u.s. around here because they feel that they would not have been able to make this pushback without u.s. airstrikes, but also a little bit of confusion about the wider aims of the

operation that doesn't really seem like it's going to permanently pushback the islamic state. >> the white house has made it clear it's not a permanent thing but beyond that has not made anything very clear at all, and i wonder from your reporting on the ground where it appears that the islamic fighters are just moving back to regroup and wait it out or if they are in retreat of sorts? >> there is so much confusion about this among the iraqi leadership, the kurdish leadership, the kurdish peshmerga fighters and diplomats here. no one expected the advance towards towards the iraqi kurdistan border last week. they're happy it's paused but no one has good visibility. one diplomat said it's like trying to read the tea leaves. we're not sure they're trying to make a grab forker bill, maybe

they're using it as a diversion while they get ready to attack elsewhere. i heard your reporter earlier talking about their changing tactics. that's a real concern here as well. on the front lines the kurdish forces say they're shocked to see them blazing through the territory toward them in massive humvees that blow up and they have no what to do. >> what is the level of concern on the ground of the actions nouri al-maliki, his defiance in the face of a changing government and whether that will cause a problem down the road? >> there's been a bit of a turn-around since yesterday on that, too since the new prime minister was put forthby the president. people are feeling a little bit better that nouri al-maliki maybe won't have as much success in this stubborn bid for power. bit makes all the difference here. relations with the kurdistan regional government and malady government -- maliki government

fighters in iraq. the fed says they arrest behind days before he planned to return to lebanon. he is currently in jail being held on no bond. >> officials at the national weather service sayre they're aying two in threat levels to storm predictions. they're doing so, so people have a better idea what to look from with storms. beginning in october, october 22nd, forecasters can indicate whether storms with slight risks are enhanced or marginal in addition to just plain slight. the two remaining categories are high and moderate. a meteorologist at the national weather service says that under the current system, storms with a slight risk can still be deadly. he also says local forecasters and news outlets don't like the term slight risk because viewers could mistake the storms as having no risk. more detail coming from the national weather service. the drought out west has caused water levels to fall to

incredible picture of the dock, the water bed totally dried up. you can't seen see water anywhere in the distance, and again, buoy that used to tell boats to come in, no boats allowed now. investigators in new york say they're reviewing a second video of saturday's deadly crash involving nascar champ tony stewart. we showed you this yesterday. that driver, kevin ward, jr., walk only the track. witness says he was angry with stewart for clipping his car and causing it to spin out. so ward goes to confront stewart. we won't show you what happens next too much for afternoon television. but stewart's car fishtails and hits ward. his body beneath the car for a few seconds, then thrown about 50 yards. the sheriffs says an autopsy showed ward died of massive blunt trauma to the head. the sheriff also said right now, there is no evidence that

anybody committed a crime, and investigators are not aware of any bad blood between stewart and ward. the funeral for kevin ward, is celts for thursday. stewart says he has not decided whether he'll race this coming weekend. >> donald sterling is now officially the former owner of the los angeles clippers. they sold today. a california court confirming the sale of the team to the former microsoft ceo steve ballmer. remember, the nba banned sterling for life back in april after he got caught on a recording telling his supposed mistress not to bring black people to his games. sterling had been battling his estranged wife, or believed to be estranged, for control of the team ever since. she eventually agreed sell to ballmer for a cool $2 billion. sonar no word from donald sterling's attorneys on the decision. rest assured it's coming. trucks from russia carrying supplies in the eastern ukraine could actually be part of a covert military operation.
