situation for thousands of refugees. and the administration may be forced to retool those plans. >> and wenda l gooler has more. >> reporter: u.s. officials decided they can't just send food and water to the refugee and they need to get them off and that is more of a mission than the president suggested before heading to martha vineyard. they outlined the mission just a short while gooing. >> 130 personnel are not in a combat role in iraq. they are there on a temporary assessment to decide how to get the people off of the mountain. there is a range of ways to get them to a safe space. >> one option could create a safe corridor to the kurdish territory and might need to be
10:02 am
protected from the air and ground and others could fly them to safety. there are tens of thousands of refugees and former u.n. ambassador said just distributing the water and food and tents may require boots on the ground. >> if you want to aid these massive refugees, you have to have people on the ground to organize the distribution of what you are dropout of the sky. otherwise whol get it. elderly. >> bolton said some may be available. >> the britain offered to help with the evasion. >> thank you very much. we'll talk about that more now. kurdish forces will be receiving a weapon shipment from france t
10:03 am
the french president said they need support the u.s. and they are sending in combat. and they need more. since they are prepared to get more on the story. live in our dc newsroom with the real story of what that means. >> the notion that iraq must have an inclusive government is repeated by the senior u.s. officials. seven times by secretary of state john kerry. they are taking on the status of a mantra. >> they have to regain the confidence by governing inclusively. and the u.s. stands ready to
10:04 am
support a new iraqi government. we have always wanted an inclusive government. the reason why the obama administration worked behind the scenes to out of maliki from power despite the winning of the election, the shiite prime minister was seen too sectarian. that was pronounced after president obama announced the withdrawal of troops. maliki began to purge the sunni officers from the military. the iraqi army folded when the terrorist group isis started to seize cities because maliki gave the rank and file no reason to believe they were defending a unified government. >> he had narrowed his political
10:05 am
base to part of the shiite community. we have seen he doesn't have wide support in the shea community anymore. >> reporter: when they asked how they can demonstrate inclusiveness going forward. the state department said it is with the kurdish forces. >> thank you, james. >> and just hours from now. the latest ceasefire ends between hamas and israel sparking concerns of rockets from hamas flying again. the negotiations are not reportedly making much progress, rick? >> reporter: jenna, no official word from the talks, but there are hints that a deal might be hammered out before the truce ends four hours from now. first an update onap explosion we heard in northern gaza. seven people killed when an

unexploded missile detonated while engineers were trying to disarm it. an italian photographer was killed. simon ca mili. the first foreign journal to die in this conflict. a palestinian translator was killed and his funeral was held. and three of the bomb teches died in the blast. we'll see if there are more casulties and explosions on both sides of the border. talks are ticking down in cairo. one of the sticking points is a building of a new sea port. they are considering a egyptian proposal to postpone the building of a sea port. and the israelis are prepared to relax restraints on fisherman allowing them to go out 12 miles from shore instead of the three
10:07 am
mile limit. and hamas said they will not do the relaxes. the talks are difficult because palestinians and israelis will not sit in the same table. egyptian mediators are talking to one side and then the other as they try to talk the deal. >> thank you very much, rick. now a fox news extreme weather alert. heavy flooding on the east coast. city of baltimore, floods are leaving cars submerged and people stranded on top of their vehicles and waiting for help. out west in phoenix, a fire truck had to cut through the water to rescue people trapped inside of this car. 16 people had to be rescued over the city. >> massive flooding and a massive dust storm. this reduced visibility to 0 and

resulting in several traffic accidents. fortunately despite what you see on the screen, no one was hurt and no reports of serious damage. >> in the meantime more wild weather in the southern part of oregon. a massive wildfires threatening 130 homes there and prompting mandatory evacuation order for anyone living in the path of the flames. it tore through 300 acre and burning for three straight days. somethings military advisors are on the ground in northern iraq. is this a step to a larger conflict. the architect of the troop surge in iraq will weigh in on what bee should do next. incredible images of a passenger train dangling off of the side of the mountains and the dra matec rescue in the swiss alps

>> a passenger train derailed in the swiss alps. 11 people were injured, five seriously. 200 people were on the train at this time. some passengers had to be rescued by the helicopters. this comes after a deadly mini bus crash from switzerland. quite a story there. >> the white house stating that military advisors on the ground in iraq are not in a combat role. the administration is hedging about what happens when the assessment team reports back. the architect of the troop surge in iraq, fred, it is good to have you here today. what do you think we should be doing, but first, there is
10:13 am
confusion of exactly what we are doing right now. there is intermittant air strikes and democrats pressuring the president. and republicans pressuring saying you got to be doing more air power. what is working from a military stand point right now and what is not? >> we can talk about what is working and what you are trying to accomplish. the president is defining the objective to be a narrow one of dealing with a particular humanitarian crisis in and around sinjar mountain. this is a very, very smart of a larger picture that we are looking at in iraq. and the administration seems to be almost oblivious to the rest of it. >> i was struck by the pentagon a couple of days ago, and
10:14 am
a lieutenant general saying that the air strikes are not stopping the momentum of isis. i understand the humanitarian mission to help people who could die. that is important. but why are the air strikes, their purpose there to stop the momentum of isis is in the bigger picture here? >> that should be the objective and we should have conducted a larger air campaign if we are bombing isis targets when isis was exposed. because we have dropped one bomb at a time in a limited area, we signalled isis they need to go to ground which they have. the air campaign is not only damaging isis to operate, but damaged our ability to do so in the future. >> overnight officials suggesting that the humanitarian mission may expand in scope
10:15 am
beyond the air strikes and on the ground there may need to be military advisor and making sure the aid gets to the tens of thousands of folks and a possible genocide we are concerned about. is that feasible and can you walk us through the risks for the u.s. military? >> well, sure. we can, the united states of america if it chooses to protect the yazidis population that is trapped on the mountain. isis can't stop us from opening corridors and we can do that with relatively low risk to our soldiers and the risk decreases the more military force. the nose by nose and bomb by bomb, the higher the risk to anybody that you put on the ground. >> you hear white house and
10:16 am
republicans on the hill, look, the nation and war- weary. how do you go to the american people and explain to them the objectives as you say and lay them out. and also talk about the stakes for not doing enough? >> look, we may be weary of war, but war is not weary of us. and the problem is, we have an al-qaeda splinter group here that clearly has and our intelligence community communicated that it has intention to attack americans and america. and established de facto a state. this is the first time they have control over major city and resources and acquired radioactive materials and have regular weaponry and has an army. that is a real serious threat to the united states of america and to our allies in the region and outside. and if we don't take action, to
10:17 am
reign this in, then we have effectively decided that we are okay with having an al-qaeda state with an al-qaeda army in control of major population centers. >> we have seen isis take a lot of territory in syria and iraq as well. a lot of choices for the commander in chief in the days ahead. >> potential break through for people suffering from heart disease. you don't need a new heart, all you would need is one injection, is that the case? dr. kevin campbell is next with more on that. >> first time after, how the fan walked away with two prize souvenirs. @"
10:21 am
>> well an unwanted visitor in a score. in fort texan allegator climbed in the school. >> it is hot in texas. you can get in the air-condition canner. >> and smart croc. >> and british researchers are looking at a simple injection helping people suffering for health failure and joining us is dr. kevin campbell a practicing cardiologist. an injection instead of having to get a new heart? >> this is all about gene therapy. genommics is the future of medicine. there is a particular gene that
10:22 am
makes the heart squeeze better and treats heart failure and the heart is a pump and when it fails you have heart failure. this gene goes for the protein and it is injected in the heart and the heart makes the protein and restores the function. it is all experimental at this point in time. >> as a cardiologist we have seen the medicine practiced in a specific way. you think it could take the place of major surgery? >> i think it could. if we heal the organ rather than putting a new org an in that is better for everyone. so many people die because there are not enough organs. >> how hard is it to get the formula to get in the injection. >> it is interesting. you take a virus that will not hurt the patient and take the particular gene in the virus. it acts as a cab driver and
10:23 am
takes the particular gene to the heart muscle cell and they start to produce it. they will have their hearts biopsied to see if the gene is present. >> it is fascinating. can you be proactive about this? they are dealing with a high risk group of people obviously they are in the end of their options what about for folks with a heart of heart failure in the hall of fame or family history? could this injection be proactive rather than something you get as a last option? >> i think really we use it in patients that are diagnosed with earlier stages of heart failure. there is a trial out there does it work with patients? and you have a family history you need to see your doctor and
10:24 am
be screened for reversible causes and determine whether or not it is going to progress. >> it is an option? >> absolutely. i think that genommics and personalized medicine is the future of medicine and will change health care for the better. >> dr. campbell, there is an interesting project and something to do with matters of the heart. dr. campbell, every time you come in the studio takes a photowith me. we have seen the progression. in the beginning, things are looking okay. and i thought i was big and now i realize that is not the case. and before i let you go, and i know you have a beautiful daughter you have advice. >> enjoy every single minute and enjoy the beginning and end and all of the pregnancy and just love that child and i know you will. >> this is good work.
10:25 am
and what a documentary. we have more than that. and thank you for doing that and thank you for the advice as well. >> i will keep you posted on the next chapter. i can imagine there is a lot of folks with a lot of great advice of becoming a parent and some of the favorite fox personalities offer me pearls of wisdom. >> we are waiting to hear from the husband of a weapon infected with the ebola virus. it is in the headquarters of the missionary group where he remains under quarentine. his wife is undergoing treatment in atlantais emory hospital. we'll have the press conference from charlotte. the patient is under quarentine but will have a new's conference? how will it work? >> it is interesting. ebola is only transmitted with bodily fluids.
10:30 am
david writebol and the other two returning missionaries, because they don't have active symptoms, the terms of their quarentine allow them to meet with people as long as they keep a distance of three feet. they invited national media to an interview with david writebol. but we were informed that the interview would be done over skype. they met with local and state health officials. although there is no change in the missionary's health status or quarentine concerns. concerns were raised about what type of message a this might send to the general public. >> what do we know about the two
10:31 am
american ebola patients that are undergoing treatment in atlanta? do we have information? >> reporter: first of all nancy is continuing treatment in emory hospital. she is said to be doing well undergoing treatment in a special isolation unit. along with dr. kent brantly. he worked for christian charity samaritan's purse. and brantly continues to do well. both missionaries became infected while working in an ebola clinic in liberia. >> thank you. >> a new twist in the ukraine conflict. now russian president putin is traveling to crimea. this comes after a convoy headed to the ukrainian border.
10:32 am
moscow claims they are carrying humanitarian aid. but ukraine fears they are carrying weapons for the russian rebels. >> reporter: everybody is talking about the possible trojan horse and the aid trucks are military trucks that are painted white. but the bigger concern, ed, is that the truck push their way over the border without authorization that could lead to further confrontation. they are on the way. and they left moscow last night and spent the night in ve ronna, russia. and there is a border crossing in ukraine that ukraine controls. and aid is destined for donetsk and eastern ukraine. it had the blessings of the
10:33 am
russian orthodox church. ukraine doesn't want them crossing because they are suspicious of what is inside. >> the level of russia cynicism knows no bounds. they fired on ukrainians and then send in water and salt. >> this is after the heaviest fighting took place in donetsk. the death toll has doubled. there is a humanitarian crisis where residents need food and water and medical supplies. there was a plan to have a neutral red cross to distribute the aid. the russian trucks took off before a deal was signed before the pears. the red cross is in a holding pattern. this may be resolved the red cross said. top brass are headed to ukraine and moscow in the coming days

and didn't give us the exact iteninary. but in the meantime president putin is in crimea. >> trust but verify may be applied here as well. >> certainly a lot going on in the world. investors are are shrugging off the turmoil overseas. looks like america is a good place to invest. macy's and john deere with sales for the year. despite that cut, the dow is trading higher. they are spending more time with the children. matt was on track to fly 300,000 miles for businesses here and decided he didn't want to miss his children. he handed over the reigns and went with a company that has more regular hours.

he's currently on a family vacation. it is hear advice from a ceo like him. it echoed advice i received as i did research in preparation for my next big story and you have been wonderful giving me advice. i turned the camera to fox's famous parents and get their advice as well. >> you know, i don't know if you know this, but i am pregnant. >> you're pregnant? have you saved for college yet? >> no. >> if you have a boy, they will eat you out of house and home. and girl, good luck again. >> right, right. i am nearly due. >> you having twins? >> no. that is so rude! >> it is let lace help you.

you are like me and want to do everything yourself. let him take the baby for a bit and go for a walk and get a manicure and pedicure. sleep when the baby sleeps. don't clean anything up or rinse out the bottles. baby sleeps, that is your magical time to sleep. >> put the baby to sleep in a basinet near the dish washer. >> turn off the baby monitor. >> our parents didn't have them. >> get a dog. >> having a baby and a puppy? >> they grow up together. people get glued to the monitors and you will drive yourself crazy. >> so don't do that? >> no. get rid of the baby monitor. >> have to have date nights. get a baby-sitter and your

husband and you have to get away for your away time. >> and anyway, you hear that? i want a manicure, the kid is yours. >> it will look like me after lunch. >> i just know when you look at the baby for the first time, your life changes. it is the most magical moment and that moment on, you are somebody's mother and it is awesome. (laughter) >> don't spend all of your time doing appearances on tv and one more stand up or location. you never regret when you become my age. it would be i wish i spend more time with my children. >> i can't tell you the number of guys who came up to me and said i never saw my kids. i turned around and they were all grown up. they were working so hard. you have to spend time with your

family. it is magic. >> they seem like it is simple and basic and innocent. and how did we lose that? get inside their heads and let them share it with you. >> part of the joy having kids, you gain a tax benefit. >> and that was one of the big reasons to have children, tax deduction? >> neal goes to the money. talked about college, saving and tax deduction. that's what he's all b. >> what about eric's advice get a puppy and a new born. >> i like eric a lot. i didn't think a lot of that. first child i had was a boy. it can't get better than this. the guy has a boy. and then i had my daughter mella. and the bond between a father
10:39 am

case you could have? if it is on siri and is he toast or what? >> listen, not to make light of it, this is a case where the evidence is insurmountable. and they will not win on the guilt phase. if they are seeking death in this matter, it may be a penalty phase defense. but a guy who has motive over the girlfriend and confesses in a violent encounter with the victim and blood of the victim in the car and asks siri where to put the body. i can't imagine there is a jury on this earth that would not convict? how do you defend this guy? >> there is overwhelming evidence against the defendant. and all they are doing is poke holes in the prosecution's case and making sure they proved each and every element beyond
10:47 am
a reasonable doubt and hope that the jury feels that the prosecution didn't meet the burden of proof. i think the defense knows they will not get a full acquittal and what they should have done is go for heat of passion or manslaughter and focus on the defendant's state of mind. he was suicidal and depressed and his girlfriend left him for a good friend and on the night of the alleged killing he snapped when the victim taunted him saying go ahead and kill yourself. if they took that route, they could have negated the first-degree murder. it is it a tough defense. >> detectives would have to go find actual foot prints and i imagine digital foot prints, not dumb to call siri, but in terms of text messages and e-mails that might come back to haunt them in a prosecution.
10:48 am
>> this evidence is better than a foot print and information on electronic data and used to defend our country and prosecute crime, and guess what, your pass words meaningless. the government can plug it in and get the data and can who is with you and who you are e-mailing and calling. it is unbelievable. and in this case, it will result in a conviction. >> you had to defend this guy and overwhelming evidence. would you go in court and on the way in and say how do i defend this guy? >> siri. how can i defend this guy? >> i think i would have to and the only hope that the defense has at this point, they have to decide whether or not the defendant will testify. and it is a risky thing to do. and when you have overwhelming evidence like you do in this case.
10:49 am
you take the stand and humanize himself in front of the juriy. maybe a mother or father and relate to him and possibly not convict him of first-degree murder. if i had siri. i would rely on that. >> i am not sure he will get sympathy. and i am not sure. thank you for the discussion. thank you. we appreciate your time today. i wonder how they check the last siri question. >> it would be. >> and wow. more and more women are serving in the military and there is growing cause to change the way it provides help to health care. and the houstonstros fan getting more. and what he did that has everybody talking.
