who police say was michael brown. it's been just a few hours since police revealed the name of the police officer who killed michael brown sometime after this video was taken. >> the officer involved in shooting of michael brown was darren wilson, he has been a police officer for six years, has had no disciplinary actions taken against him. he was treated for injuries which occurred on saturday. >> that officer in question has been on administrative leave since the deadly shooting. moo i canal brown's death has sparked several days of violent protesting in the city of ferguson. it's just outside st. louis. we're also hearing from that teenager's family in a statement just released. relative says they're outraged and are calling the evidence released today a character assassination. they wrote in part, quote, there is nothing based on the facts that have been policed before us that can justify the execution style murder of their child. but this police officer held his hands up, which is the universal

sign of surrender. mike tobin has the latest and is live in ferguson. i'm curious to know about the reaction since these new developments have broken. >> it's not really the reaction that you would think. the bombshell dropped by the police came in the form of the surveillance video and the incident report. the surveillance video released really changes the narrative that michael brown was mining his own business. they say he stole a stack of cigars and roughed up the officer, and that was the motivation for -- roughed up the clerk when he left. >> adds your insult. now we're going to call him a criminal. that's the way to get the people riled up. >> now, still on release are the details -- unreleased are the details of the physical altercation that resulted in the shooting by the officer, who has now been named, darren wilson.

we have information as far as what led up to individuals being stopped. we don't see a justification thus far from the police as far as facts and justification for deadly force. >> anybody watching fox news channel at noon today and for nearly an hour they held a news conference. are we expecting this one to be different? what are we expecting? >> well, it will be very interesting because you do want to hear more from the police. we have some criticism for the police. some from ron johnson, the state police captain who has now gotten so much credit for the way he handled the crowd control. criticizing the locals, saying you don't give out information in drips and drabs. if you have something to say, let's get on with the saying. that was earlier in the day. so you see police giving out information in bits and peoples. now demonstrators, family members, saying they're trying to assassinate the character of

michael brown throughout the process. >> we see someone setting up behind you and we're wondering about the timing of this and who might be there. >> i see the police walking up right now so they should be behind me in a couple of seconds. we'll see if they do provide more information about that physical altercation. we know the officer was injured, according to police, and treated with -- for some wounds on the side of his head and we know there was a scuffle in the police cruiser. the police are stepping up and i'm going to get out of the way. >> here we good. >> doing okay, thank you. are we ready? okay. so, i gave you a whole bunch of -- first of all, thank you for coming out here. we wanted to do this in this environment so we could hear each other and get whatever information we have left out. so i gave you a lot of information this morning, wanted

to give you a chance to let you go over and it then we had questions coming into our twitter and soing for. -- and so forth. there's a question about the timing of the release of the tape. we had this tape for a while, and we had to diligently review the information that was in the tape, determine if there was any other reason to keep it. anybody else would be charged in the crime. and we had determined that was not going to be the case. we got a lot of freedom of information requests for this tape. and at some point, it was just determined we had to release it. we didn't have good cause, absent any other reason, to not release it under the foi. so, decided at the same time it wouldn't be prudent to release that information, which could be a little bit -- i don't know --

we needed to release that at the same time we would release the name of the officer who was involved in the shooting. so that we could just keep open and give you all the information we have. we have given you every bit of information we have now. i don't think there's anything else that we have to give out. regarding the second suspect who was in the store on the tape, dorian johnson, we determined he did not commit a crime and was not complicit in the crime. and clarifying one of the other questions that came in quite a bit, was on the role of two officers. some were thinking it was the same officer who handled the robbery as was involved in the shooting. that is not the case. there were two separate officers. this robbery does not relate to the initial contact between the officer and michael brown.

having said that, i'll take a few questions. >> any information yet, chief, that would justify the use of deadly force, particularly outside of the car? >> okay. i understand that, and these are questions that have to go to the investigation, and i don't think anything from the investigation is going to be released until it's complete. >> -- discharge here -- the officer two fired the deadly shots, whether he knew that mr. brown was involved in this incident -- >> i can only go up to a certain point and then it's unreleased information in the investigation. and that certain point is the initial contact between the officer and mr. brown was not related to the robbery. >> there is paperwork that has to be filed describing the conditions under which a weapon is discharged? >> there's a use of force report that we have, but the whole --

all the reports going to be written on this will be written by the st. louis county police department. they have total control of the investigation. [inaudible question] >> if this is under investigation -- >> what i did was release the videotape to you because i had to. i've been sitting on it. but too many people put in a request for that thing and i had to release the tape to you. >> why did it happen today? [inaudible question] >> i understand that, but consider that if i just released that tape and didn't release the

officer's name there would be similar questions. >> in michael brown's -- beyond the outrage, chosen to disseminate piecemeal information -- [inaudible] what is your response. >> my heart goes out to the family. i can't imagine what they're going through. we have given you everything we have now and everything we can give you. so, from our police department, we have -- you have everything we have. nothing else to give you. >> the timing -- >> i had a meeting scheduled with the family yesterday morning. representatives from in the family came. the nationally did not. they had not had chance to completely con attorney. >> one more -- >> only answering questions that demean the parents of mike brown and actually have questions about the way you handled this case, why you're releasing information. you put it?

>> he was just coming off a sick case, which is why the ambulance was there so quickly. >> you're saying -- what are you saying, chief? did he know he was a suspect in a case or did he not know? >> no, he didn't. he was walking -- >> nothing to do with the stop. >> nothing to do with the stop. >> why at this point, at this point -- why did he stop michael brown? >> because they were walking down the middle of the street, blocking traffic. that was it. >> did you find evidence of the stolen merchandize on the body? >> yes. >> why did you put more citizens in harms' way -- >> any other new questions? >> photographs of the officer? >> i was asked that. i'm going to consult with my city attorney before we do that. make sure that's all part of foi. i don't know. i just got that question. >> police taking over the crowd control. >> they're doing a good job.

[inaudible] a denigration to your officers for the governor to bring in the state patrol. >> that's political and i'm not going to get involved in that. what i will say is i know the officer in charge, known him for years and have every confidence in him. >> now that the state police has taken over -- [inaudible] >> 28. >> injuries to the officer, can you just go into more detail about -- some reports might have severe injuries. >> the side of his face was swollen. this has been released by the county police department. what i tell you about the incident, the shoot, is what has been released be the st. louis county police department. i can't say anything other than that.

i first want to -- and let's find out if mike tobin is ready to go on the scene. we just had in last few seconds in our commercial break this news conference break up with the police chief there, saying some things that the crowd of reporters had some questions about. mike tobin, we were led to believe a lot of different things than what just came out of the news conference. can you break it down? >> the big one that seemed to get my attention is the fact that the police chief just said that michael brown was not stopped because of the robbery. and the robbery that was on the surveillance video released earlier today. the police chief just said that the officer stopped michael brown and dorian johnson walking down the middle of the street because they were blocking traffic. a different version than we heard earlier, the interpretation of the way things were earlier today. then you ghetto fact this video was released and the police incident reports of the earlier

robbery were released. really going along with the family complaint and the complaints of some demonstrators this was all released as matter of timing, a matter of harming the character of michael brown, and countering the idea he was just minding his own business and gunned down in cold blood. >> i know you have a question in with that police chief. what was it? >> well, i got a few questions into him. i wanted to clarify with him because it really seemed earlier in the day he was saying that the officer was responding to a description of the robbery suspect. that was put out earlier in the day. i asked him about that. he said he didn't say that and clarified that the reason the officer stopped these two is becauses they were walking down the middle of the street. the other thing i wanted to talk to the chief about was the justification for the use of force, particularly the use of deadly force, outside of the police vehicle. we know there was a struggle inside the police vehicle. we know the officer was injured,

and the side of his face was swollen. what was the justification for use of deadly force outside of the vehicle? short answer, the chief said, that's part of the investigation. they can't talk become -- about it. >> we have been reporting one thing and didn't pull it out of hat like a rabbit. and these facts are so different. i want to know what happens next? i can clear -- when we went to commercial black i could hear//ç reporters -- commercial break i could heal reporters yelling the chief. >> it was a bit of a fiery press conference. didn't seem the chief was confident in his position but justified the timing of rerelease of the videotapes and it was because of the legal pressure to release the video. he said he tried to withhold the video and incident report as long as the could and finally he gave it out. that his justification for the

release. >> we want to continue the conversation with ann ma reek mc avoy. your first thoughts. >> one problem is we have an ongoing investigation. we have a police chief who now has made clear he is not really doing the investigation. the county of st. louis is actually happening the investigation, and you have the fbi involved as well. so he is not really involved. he is more peripheral and yet he is making statements, and that's why i think that may be part of the reason we have confusion team. issue is there is an ongoing investigation, and what happens in the grand jury is supposed to be kept secret so theirs a lot of issues here that shouldn't be discussed at this point, and that's why we wind up with information that comes out and comes out wrong or different and so on. >> stand by. i have a couple more questions for you dealing with the legalities what we learned today, both before and after the

we're back here on the deck and i'm joined by anna ma rear -- anna marie mcavoy and she has been watching the breaking developments. i want to go on the record saying -- i've done this more than a couple decades. i have not seen a situation where we have had so many press conferences and now know less because of conflicting stories but you have useful video. your take. >> a problem with the fact we have an ongoing investigation

and the reality is that they're really not at a point to be able to make statements public as to what is going on in the investigation. >> but they feel pressured to. >> everybody wants to hear what is going on, we have had riots and so on. they want to quell the published thirst for information by trying to give at bit, and then you have people like this gentleman who just dish. >> the chief. >> not even handling the investigation. so it's not his unit anymore who is handling the investigation and he is not the right person. >> might i have suggested he be standing in front of the last news conference weapon saw missouri governor jay nixon, captain ron johnson, with the state police. the person we didn't see what the police chief standing up in a front line with these people. what has been useful legally from your perspective? >> it is interesting that there's that video now, and

ostensibly it's the victim in the video, and he pushes the gentleman from the convenience store. he steals something -- assuming that is in fact him -- has to be verified that is the victim in the video. apparently it is. >> the police chief said when he was asked, just take a look at the video. just take a look at the tape. what do you think? anyway, go ahead. >> assuming it is him, may give a reason for why, when the police officer rolled up on him, he may have become belligerent. may have thought, whether the police officer knew or not, this guy was wanted potentially for a robbery, the victim knew if it was in fact him, he just committed a robbery, and may have assumed he would be arrested and was trying to resist before he gets arrested. so that may have been what led to the scuffle. one of the questions is, why would they start fighting in the first place? that's may give a reason a little bit more information as to why that may have happened. >> and then there's the question

of, from what we just learn with the chief, the police chief there that the officer, who did the shooting, did not know that michael brown was suspected in this armed robbery, this strong-armed robbery not far away. >> that's what he said. one question that went through my mind, was there a police radio? did it come over the radio, a robbery at a convenience store? that wasn't enough, necessarily, to quell the answers that -- the question is have as to what actually happened and what he may actually have known. he may have heard over the radio there was robbery and maybe looking at these gee -- >> according to the police chief he didn't know. >> the police chief who wasn't front foremost and with everybody at the second news conference of the day and isn't actually investigating. quickly, who is exactly in charm in this investigation? >> a couple of different investigations going on. you have the fbi looking at you have the justice department looking at it. there may be civil rights case

against the officer. >> we don't know anything about that officer other than his name and that he has been on the force for six years and was in some -- two years with jennings, four with ferguson. >> from what i heard so far there weren't prior complaints against him. that would be something to look at as well. or at least excessive force used in arrest. apparently there weren't, at least from what we heard so far. then you have the state prosecution potentially, you have an internal investigation -- >> who is in charge, though? these are just all separate entities. >> they are. you can have a state prosecution and a federal prosecution at the same time, and then the family brought in an attorney so you have a civil case at some point undoubtedly. so lots of moving pieces here. >> the most important moving piece is we don't know about, those are the facts -- >> ongoing information, and a lot of information they're not able to tell us.

saddam hussein has been brought down. that is what one iraqi man said today after nouri al-maliki agreed to resign. the compared maliki to the former dictator, and now the shiites are calling for reforms. so they can take on isis, the group that has a huge overrun over parts of the country. isis calls itself the successor to osama bin laden, and u.s. intelligence officials say it's working to branch out beyond iraq and syria. the united nations security council unanimously voted to call on nations to crack down on anyone that aids the group you see there. as it stands right now u.s. officials say isis has ten thousand fighters, many very well trained. the land of isis controls is about the size of belgium and the group vows it will not stop

until its establishes on islamic caliphate. jennifer? >> u.s. intelligence officials in fact think there may be more than ten thousand isis fighters at this opinion. the group has grown since 20 when it had an estimated 1500 fighters. sources on the ground in iraq report they have been extremely surprised at how well trained the isis fighters are. they're using tactics, techniques and procedures, ttp, that the use used for many years in iraq, in some cases u.s. defense forces say those fighting for isis were sunnis trained by the u.s. military and cia during the anbar awakenle. one source told me we're looking at fighters who know our tactics and can defend themselves against a u.s. air strikes. centcom released this photo of a usaid worker who accompanied the special forces on pointsen jar

peshmerga fighters. they're on the front line with the fights with the militant, and see saw them first hand this week in a town 30 miles from here. thunder biggs maintain to us was they need better weaponry this. news from europe and the united states that they'll be giving more weapons to the kurds should be helpful for this side of that battle. now on to the humanitarian front. that siege of mount sinjar might be over but the flood of refugees leaving the area continues. 25,000 ethnic minority yazidis have come over in the last three days in one province in northern iraq there are now something like 200,000 refugees. camps are overflowing and everybody is looking for a place to stay. here in irbil we found christian rev -- refugees, staying in a half-finished office building. they set up 25 refugee centers

across the city to cope with the crowd. this as the u.n. and u.s. and other countries are ramping up their humanitarian aid effort. europe again today pledging massive shipments of food. another note of the decision by nouri al-maliki to step down and to give way to prime minister designate al-abadi. that was greeted warmly. he says he is promising today to rule with integrity, to keel with the problems that -- deal with the problems iraq is facing. one managed that's good but the problems are big two final developing stories we're watching closely. one, about new fighting between the isis forces and iraqi troops, about 70 miles north of baghdad. if that proves to be true, that is about as close to the capital we have been seeing the fighting. also, hair rows report there has

been another massacre of yazidis. the report says 90 men were executed and dozens of women and children were kidnapped. the reason for that? they refused to convert to islam. watching this closely. >> before i let you go, there's been a lot of criticism here at home for the obama administration for not heeding the call for help for the peshmerga, our friends in the kurds. and not giving them weapons early enough. are you getting an indication that getting involved this late can make that much of a difference? what are you hearing? >> well, that's what they're telling us on the ground. we spent a day with peshmerga fighters. they like the airstrikes. that helped them kick the isis out of one town, just on sunday. they want weapons. we're getting indications from washington they'll get weapons. they don't -- they're specific

about that -- they say they do not need u.s. military boots on the ground. they're fighters and there are some very good fighters. the battle hardened fighters can do the job as long as they have the equipment, which they say isis has. isis has a lot of u.s. military equipment they seed from the iraqi forces when the iraqi forces were abandoned. so it's u.s. military versus u.s. military on the armament front. >> great reporting from you on the ground inside iraq, thank you very much. let's move on to ukraine. ukraine's president says his troops destroyed equipment. russia claimed none of it forces crossed the border. that reportedly happened near where a russian convoy was parked. not far from the border and a ukrainian town in desperate need of help. russian officials claim the

trucks are carrying food, water, and other supplies, but ukrainian officials warned they could be cover for a secret military operation. we have learned russia is now letting ukrainian officials inspect the convoy, and agreed to let the red cross distribute the aid. the search for two missing amish children has ended after the girls returned home safely. still prosecutors say somebody took those girls. and the investigation into this, what they're calling bizarre, mystery, is still underway. a live report. stay with us. at a lot of unvansed -- unanswered questions. >> here's what we know for sure. on wednesday evening, vehicle pulled up to a farm stand run by the miller familiar, the amish family. the two girls, delilah and her sister, fannie, went to he car to help the customer. seconds later the car took off and the girls were gone, too. then last night, 24 hours after they disappeared, sudden floury of police activity. you see it right there. a call came up the girls turned up at a home in richfield, 15-miles from where they were taken. they were dropped off possibly by the person or persons who took them. the sheriff today would not give any more details but said the investigation is making progress. listen here. >> confidence in the abilities of the people that work around us and their training and we're

(blowing) ♪ police in bali charged an american teenager and her boyfriend in murder. investigators found the body of the girl's mom stuffed inside a suitcase. the suspects are from the chicago area. reports the girl told police she is pregnant and had sex with her boyfriend after killing her mother. the police are looking to update the charges to premeditated murder and if convict it they'd could face a firing squad because that's houston it happens there. police found the mother's body on tuesday after the couple lefx the suitcase in the trunk of a taxi. a spokesperson for the chicago suburb where the family lives says police received 86 calls to the mom and daughter's home,
