>> i am patty brown in for jenna lee. >> american air power taking out the militants. allowing iraqi and kurdish ground troops to recanture the mosul dam. but the fighting is not over yet. >> jennifer a lot happening in the pentagon today? >> reporter: that's right, ed. it is premature to say that the mosul dam is in iraqi hands. the fighting is ongoing and heavily mined. u.s. air strikes are targeting isis. they carried out 15 air strikes alone and 38 total in and around the mosul dam. this video shoes u.s. strikes from the weekend. there is tension between the kurdish fighters and the iraqi military sent from baghdad and the u.s. is in the middle.

the public is in a foul mood. they are disgrunteled with congress and washington in general. 19 percent. that is ten points lower than the lowest rating in 1992 when they started to taking the poll. 30 years of data now and this is lowest by far. you look at the public revolution and the pick ups by the republicans respectively. but the democrats controlled the majority in both houses of congress. republicans hold the house and you are right, we may not see. this doesn't automatically assume that the republicans are going to make huge gains, because their approval ratings and republicans in general their ratings are pretty low. it still is a bad sign for democrats a couple of months out of the election. >> republicans have high hopes

u.s. air strikes and kurds took parts of it back. it is on the ti gresz river and parts of it might be under isis control and mines and bombs all over the complex. peter, how significant is this? >> it is good news in a long battle that doesn't have much good news. this is part of the critical infrastructure and cause lots of deaths. i thought isis might want to operate it. they could provide water and electricity to those repressed. and the fact of the matter is, it may portend a change of momentum in iraq. isis has been on the roll for months now and first time we have seen u.s. forces and iraqi forces and kurdish forces working together to stop the advance and roll back isis movement in iraq.

>> what should the u.s. role be going forward in iraq? >> that is challenging to say, because it is still unfolding. it is a fluid situation. i think what the united states is doing now, is providing air support and hopefully providing intelligence and getting arms in the hands of iraqi and kurdish forces to fight isis. we'll have to see what tomorrow brings, i didn't see white flags coming in the isis outpost or units after the attacks. we are in the middle of the major battle of the heart and soul and territory of iraq and it is important to stay engaged. i hope the president and white house is paying close attention. >> ukraine is tightening the noose on the the pro russian separatist and controlling the from of a rebel strong hold in the east.

it was taken over by russian separatist and the ukrainian army took back the center. and other parts are under control of the rebels. is this showing a turning point in ukraine? >> it could be. the ukrainian army bigger than the insurgents, but the russians are bigger and more capable than the ukrainian army. the russians have 45 this happened troops over the border and probably supporting the rebels. the question is, if the ukrainian army persists in restoring the territory of ukraine and pro russian insurgency folds, what is vladimar putin going to do? invade eastern ukraine? we have to keep a close eye on the russian troops.

putin may not be willing to withstand the loss and come up on a pretense to enter ukraine. >> there are troubling reports that dozens of civilians fleeing in a convoy were killed in a shelling attack. the ukrainians and rebels are blaming each other. what do you make of that? >> it is tragic on a number of levels. there are 2,000 people who have been killed in eastern ukraine due to the fighting. there is a lot of finger pointing going on and in fact, patty brown, we haven't been able to get to this crash site of the malaysian airliner, we haven't undertaken those recovery operations that people would like. there is a lot of tragedy going on and hopefully we'll see a restraint in the violence and a permanent end to the fighting. there were meetings this weekend

the israeli delegation left cairo for tel aviv which they do every night. and the palestinian negotiation met with egypt to go over the final words of the agreement. the terminology of the deal may be the main obstacles. palestinians want the immediate lifting of the blockade and reinstruction on the fishermen lifted. there is a three mile limit on the mediterranean tree. and israeli want to dismantle hamas and groups in gas a. they would allow hamas not to rearm and disarm them over time. israel is standing firm on disarming hamas complete plea. we haven't confirmed the details. hamas said it will not disarm as part of the deal. we are hearing word that the idf

to remain. autopsy results from the state and the other examinations with the clothes and car and all kinds of facts and if people are doubting the entire trial and justice system why not put in a position of less to doubt. snshg we'll get that information once it is placed in front of the grand jor. but in speaking to the other point, you can't blow you up your town and use it as a way to get what you want. if we cave to that pressure. what happens if there is another suspect shooting and the time after. that the county prosecutor hasn't done anything wrong. let's not kick him out. >> there is a second independent autopsy on the body and when asked why he did it, he said the family asked me because they had no information by the one done by the county and the lack of transparency in his words is

fuelling the tension, heather. >> i agree it is fuelling the tension. you put all of the information out on the very beginning, you influence witnesses right or wrong. people's memories change with what they hear. one witness said michael broken was shot in the back. we know that is not true, as you influence more and more witnesses, you are going to get recollections that are incorrect and that's why the prosecutors keep that information to themselves until the question is completed. it is not transparency but protecting the investigation. >> jana, the family said we have a right to know how our son died. now there is a third autopsy? >> no. the doctor said to have a third autopsy is quite unusual. the family knowing how their

child died? of course they are. whether the officer is criminally prosecutored or not. he came out and said things today, that might undermine a civil prosecution a bit. >> it was a confusing press conference and not much was ruled out or in and cautious in the the language he used. but heather, we are hearing people asking the question, why isn't the officer charged yet? is it too early? >> it is too early and very difficult, paddy ann. the the law is difficult to charge a officer in the line of duty. in order to do so, you have to prove malicious intent as if the officer went out to kill michael brawn. there is no evidence from the family's perspective or police's perspective that the officer went out to kill michael brown.

a civil right's action would be appropriate here, but a murder or hate- crime case, the evidence is not there. >> maybe it will be, but not there yet. >> from the press conference. we heard dr. baddon saying those wounds could have been occurred when he had arms surreppedering. on the other hand defensive or reentrow that might have happen. he may have had his head down indicating he was falling or barrelling toward the officer. so many ways to interpert it. we saw michael brown's family saying it was conclusive that michael was defending himself and other saying that it proves that the police officers were justified.

>> it is being tried in the public and press. and we have a system for a reason and there is time to get discovery and the evidence and all of the facts so they can go fairly before the jury. instead you are hearing from the family's lawyers and the police lawyers. this is not the time or place for. that >> jana, what was your biggest take away from the press conference? >> it dispelled the rumors that michael brown was shot in the back. like this was a man running for his life and shot by the police officer. we know from the family that didn't happen. that is a huge point in my bock. snrgs heather, what does it say about the reliability of the witnesses? this that is a big thing and why we have to get all witness' accounts before we put out more evidence. we need to make sure reliable witnesses are believed and then

a jury will determine the reliability. but the reliability of the witness who said he was shot in the back is in question given the results of the autopsy. the autopsy has hurt witnesses that come forward thus far. >> how important is video in a situation like this? >> it depends. we saw it was important in other recent events with alleged police brutality. video can speak for itself and sometimes misleading if you don't know where the video started and stopped and what happened before and after. it is crucial sometimes. i don't know, the only video i saw so far in this case was michael brown existing the store where he allegedly took the cigars. >> and that brings us to the politics involved here. certain videos were not released and people saying that people on one side are trying to paint him as a choir boy, and you can't

just in -- brand-new video, president obama, attorney general eric holder meeting at the white house, oval office there. the attorney general providing the president with an update on the situation in ferguson, missouri. eric holder has now demanded a third autopsy be performed on michael brown. while there are reports that the white house got no heads up from the governor of missouri about the fact that he was ordering in the national guard overnight to deal with the ongoing violence. obviously still a big story we'll stay on top of now and throughout the rest of the afternoon. there's growing concern in several western states of a possible massive federal land grab. there are 12 national monument sites being considered, four of them in utah alone. that means with a single stroke of the president's pen, millions of acres could soon be off-limits to any local development. >> reporter: even critics agree that there is a place for

conservation of federal lands. it gives us places like this to visit. but there are some folks in utah who say at some point it's got to stop. the 100-year-old antiquities acts gives the president unilateral authority to declare national monuments. many of which become national parks. some say the mandate has been abused in recent decades. >> now it is used as a political purpose to make a political statement on land that is not endangered in any way. >> reporter: officials here worry about a repeat of president clinton's 1996 designation of the grand staircase national monument which covers an area as large as rhode island and delaware combined. >> it pretty much shut down everything. you can't access it anymore. >> i don't think people on the east coast particularly or east of the rockies, for that matter, really understand the public land issue and the distribution of public land which is mainly here in the west.
