listen to the leaders. >> understood. many people in ferguson have come out in efforts to cause trouble. >> it's 11:00 on the east coast, 10:00 p.m in ferguson, missouri. we continue coverage of breaking events in that town. there appears to be yet another stand off at this hour between police and the crowds. once again, protesting a shooting death of an unarmed black man. leaders are working to prevent the protest spiring into another night of violence a live look as darkness began falling on the city of 21,000 people. up until the last ten minutes demonstrators remained peaceful in contrast to recent nights. within the last few minutes, the crowd ran into a line of police officers and tensions instantly rose

for his part, the governor lifted a two-day old curfew and called in the national guard. while early indications were that the guard would patrol the streets, now, it's task to protect the police command post on scene. our team in ferguson saw police arresting scott olsen, a photographer from getty images he snapped iconic photos including this picture of a demonstrator on his knees with hands up, facing bright lights of a police force we learned police have now release that had photographer and there is no official word on why they arrested him in the first place it may have something to do with this. as mentioned in the last hour, police started telling protestors they cannot assemble in a single spot. that is another in a series of new rules in ferguson. no standing still. demonstrations must be on the move. no standing in parking lots or

mostly-white police department, urging patience as investigators with 40 fbi agents now interview potential witnesses and working to figure out exactly what happened and the details of the investigation continue to trickle out the prosecutor says the grand jury could begin hearing evidence this week to determine whether the officer, darren wolsin, should face charges for the death of michael brown. also, and found six bullets tore through the young man's body. we'll have more in just a few moments when speaking to one of the people that assisted in that autopsy. back live to ferguson, missouri. lights are flashing and mike tobin is on camera. they attempted to form a human chain. what's happening there? >> the human chain is interesting. i talk about division. the moderates, people that want

to demonstrate formed a human chain, preventing people that wanted to be aggressive to have a clash with police officers from getting to the line of police. they attempted to back them up. they got pushy and shovy. that broke up. a lot of things i've noticed here is that the number out here is small. there is that human chain we're talking about. these are people who are attempting to march north on west florissant avenue, and push back the demonstration as far as possible from the line of police officers trying to come up with a solution that doesn't involve police we saw an armored vehicle go down the street. as mentioned 5, 6 police cars went racing off north down toward where the quick trip is, used to be ground 0 of the demonstrations here, shep. >> so these are ferguson

formed on street corners so street after street. earlier, they're requiring everyone move. that is the rule. now, situations changed just a bit. you saw that group over there trying to restore the order. it would appear, mike, at least for t for the moment, things returned to calm. >> for the moment. you do have crowds of people here, frankly on the south end of florissant avenue seems to me there is more media than demonstrators here, someone telling us to get out of the street. >> i was watching reports from local media there in st. louis. and they were, they had reporters out, where members of the ferguson community were sweeping the streets and cleaning up the mess that happened saying all of you from somewhere else who come to our

community to make your point, please leave. and that seems to be the exact sort of thing happening here. these on this side of the camera saying not tonight. please move back. the guys on the other side are coming forward and causing problems. now, listen to police. >> it seems to be that way. looking to the police out here, shep, there is rows and rows of police officers who don't have to do the job thus far. because you've had members of the community step up, trying to intervene. on their behalf to make sure there wasn't another clash with police. police telling us to back off. they have their own stake tonight if you will. you mention people out cleaning up. demonstrations, as raukus, people will just take it upon themselves to carry trash bags and clean up the streets every morning. starts again every evening, shep. >> we have a number of different vantage points i want to listen as authorities

they're off on the east side of the tactical vehicle. a lot of things have changed today for our viewers watching at home. we've talked about this new tactic that authorities have put into place the president called for calm. we see an arrest happening here now. no justice and making a ruckus. it appears we're a long way away. watching all of these cameras, looks like it's a few people who are deciding a lot of these. you can see officers have got their sticks and riot gear and less lethal gun over there. rubber bullet gun. and tactical vehicle is backing up, moving up, trying to minimize friction. with the show of police.

the same thing. authorities with gas masks on. and other police officers have come in to help. making plans, trying to remain calm and trying to keep the situation there, calm. mike? i guess they've tried many different tactics for a while they're using strong arm tactics we saw snipers on vehicles and pushing and shoving on both sides. tonight a new effort. is this led by a grouping of people? or the governor? how has this come together? >> this is still led by captain ron johnson. he's in charge of the crowd control efforts here. a lot of people are criticizing because they don't get a, they don't get a conviction they're asking for or arrests they're asking for of officer darren wilson. you watch a group of officers with a nonlethal weaponry, advancing. you can see tear gas canister

was them, you can see rubber bullet hook ups, batons and vests. now, it's a much-larger group coming out. >> don't put your hands on me. understand that! >> now, the police are advancing a line. i notice with a lot of the police, they've got the gas masks on as their advancing. and that one officer just requesting we get the camera light off. but the whole line did advance at once. the small number of police officers in tactical gear left behind at that intersection. by and large they're moving forward. there is some kind of activity here. looks like another arrest. you can see that technique. they advance, accomplish what they intend to accomplish, then back up. it looks like that is intention to stay in line, minimize

example of someone advancing and trying to calm down one of the demonstrators who wanted to get up and have a confrontation with the police. you can hear them just asking people to back up, back up. >> are they? yes. by and large it seems people are certainly respecting the call from the other people, other demonstrators and other members of the community who have been out here on the street with them. >> go ahead, sorry. i was going off on a new thought. looks like -- >> i was going to go down to steve down in another location give us an idea from your perspective. >> shepherd, it's a tense situation here. let's take a look at the police officers right in front of us. they're a mixture of state troopers and regular, local law enforcement.

they're in armored vests, holding batons, some holding rifles and gas masks, as well. behind them are armored vehicles. helmets on, masks down. it's very hot also. so it's a tense situation we saw objects hurled at them. so, throughout the night, we saw a very peaceful scene. but the vibe changes dramatically within the last hour. i have to say this is a situation about to pop any moment. >> you've been in zones around the world. crowds have formed and become unruly. and you're saying it feels like one about to pop. the hope is that they'll be able to calm this thing down. >> yes. you know there is real efforts being made on both sides. efforts on behalf of the protestor was loud speakers to

push their own people back. there are efforts made on the police. they're trying to get space between two sides larger. but you know, when you're in a fighting position and crowd, police are in position with masks down in the heat. i think what you look for now is when the clash does happen, if it does happen, where is the exit route? where are you going to stun? >> that is your thinking i'm guessing is that right? >> that is my thinking. thu, police are moving forward with wooden batons now. throughout the evening, they've had a successful strategy of requiring people to march. we've seen a rests for people that refused to do that. it's tiring people out as well as thinning the crowd out.

but that changed just about an hour ago. these things can ebb and flow quickly. we've seen a shift in the crowd gathering in the streets, basically not listening to calls to disperse. this line in front of us is backed up by armored vehicles the curfew has been lifted by the national guard is on the scene until now, they've been in the background near the command center. now we have heavily armed vehicles behind this line of police. we can see them taking steps back. there is about 100 yards between two sides. and i would say, you know, def-conone just went down a little bit. so over there to the left, past the photographer, that is where people are and to the right is where the authorities are and there is a gulf in the middle? >> that is right. we're going to try to weigh that here. we're not supposed to. you can see they've pushed out

and to the side as we walk down here. trying to get them back on the sidewalk where they've been allowed to congregate. you can see a lot of polite requests to move out on behalf of the protestors. they're taken a lot of flak for looting and burning down buildings but there are people here trying to keep things orderly. >> is that new tonight? >> that is new tonight. we haven't seen that before. and the tactics are different, too. last night, there were cars, really beeping and it ups the tension level. people were allowed to congregate. getting rid of the cars and making people march changed things and now, a sense of organization on behalf of the protestors pushing people back on the sidewalk, asking them to step back. they -- there is a large group of the leadership does not want

to see this spiral into violence right now they seem to have the upper hand. >> this is one end of the street. right here in this monitor, just here, i'm watching mike tobin's location. is that what we're seeing here? >> well, no. what i want to show you about this location, we moved to the other side of the street. we want to show you north on florissant avenue. it's a ghost side here on this side. over to the direction where steve is, you can see you've got people on one side of the road, on the east side of the road and people on the west side of the road. you've got a few people in the middle of the road and lots of cops down to the south end of the road. >> mike? i want to take you back to steve's location. some people in the crowd just came out, shook hands and fi fiveed and now, they're clapping. steve? what happened? >> they seem to be applauding themselves what they've been able to do.

where police are lined up, riot gear in hand, there appears to be quiet at the moment. this is mike tobin's camera, just left of screen now. mike, it appears the peace is holding. >> for the moment. there is something going on on the north end of the street the police helicopter is up right now. that is just a civilian vehicle going police helicopter is circling right about the area where the quick trip mini mart was, ground 0 for much of the demonstration. one tactical vehicle went off in that direction by the time we walked down there, chances are it's going to be over and done by the time we get down there. >> where you are it's quiet, right? >> correct. looks like a ghost town here, one self pointed minor in the street. and an empty street.

it's been cleared out by the community as well as just police action. let's go to the other end of the street now and just here to the camera. the line of police still in effect, are there protestors across from them? >> no. shepherd, you can tell by looking at the police their body language is different. you can see they're resting shields on the pavement, lifting visors up. some taking off helmets. it's very hot here. so a sense the guard is down now they pulled back another 30 yards as well. it's very difficult to predict they haven't left the scene. but in a much more relaxed posture. it would appear here as well, all quiet. and demonstrators, is it fair to say was we get a bigger look at the camera here and what's

happening that they have dispersed? gone to another area? do we know? >> they moved off the main street. i think it's too early to stay this is over or has been resolved. it happened suddenly just like a flood, an hour ago. people were walking peacefully for several hours, protesting, then, suddenly objects were thrown, the streets were filled and police in riot gear. like a summer storm. this can change in 15 minutes we're seeing police in a line, still out in force but a more relaxed physical posture than we saw just 15 minutes ago. >> as we continue to watch pictures i want to let our viewers know a pathologist released findings which he performed for michael brown, the

deceased, family and found at least six bullets tore through the young man's body. we'll have more on that when we speak to one of the people assisting with that autopsy the county medical examiner performed the original autopsy the investigation found the teenager was shot six times. we do not expect the full rules for a couple more weeks. now, the attorney general eric holder says one of the u.s. military's most experienced examiners will handle it. so what happened in the first place? witnesses say brown's hands were above his head at the time of the shooting but now, we're hearing what will reportedly be the officer's version of events. according to a woman that claims to be the officer's friend, the officer claims brown, the

ferguson, missouri and live pictures from the scene in ferguson that had been calm as authorities changed their tactic. no longer allowed people to stand in place and protest, requiring them to be on the move. was this something they told protestors in advance? not at all. came as a surprise to everyone on the scene. they just walked up to different reporters and said no. you have to walk. american civil liberties union filed a motion to stop the police from requiring people to march while demonstrating. tonight according to the recording of the st. louis post dispatch newspaper the motion was denied by a federal judge now, what started this stand off we're still watching some 45 minutes after it began? we know someone, or a number of

somebodies through bottles the a group of police. that is when the sound cannons went off and when the mpolice have been moving in a tactical formation. it seems to have worked. is it a feeling that there is a stand down or is it still tense? >> well, i heard you ask a question before where did all of the demonstrators go? i can show you. they retreated north here. the old husk of the quick trip convenience store that was ground 0 for the demonstration. police largely moved everybody away from this property earlier in the day. they were interested in this crowd that left, the south end, if you will of florissant avenue and came in this direction.

>> seems we lost mike tobin's audio at the moment. we'll come back to this location where demonstrators have returns but steve, it appears officers are still in the line where you are? >> that is right, shepherd. 300 strong. you can see this is one of the community leaders who have having a real challenge trying to keep people back, keep demonstrators back. arguing with them saying this is our community. we have to keep calm ourselves. so far they have been successful until now. it's just squaring and shouting match going on. but not easy job for the man to keep his own troops in line. keep them back on the sidewalk. but for now, he is successful at it. you can sense a frustration among many in the crowd who don't like what they see, don't

like be forced to stand on the sidewalk. yelling and swearing about it while community organizers are trying to hold things in place to prevent a clash about three minutes ago we saw two sides really ready to clash. officers with masks on, batons and tear gas at the ready. because of the community organizers they have cleared the street back. police officers in turn have moved back. about 100 yards and seemed to be in a more-relaxed position. you can tell there are people not satisfied with this situation now. they're angry about what happenedtold they have is to stand on a sidewalk. >> at least they can't stand must walk rule has floated along. >> it was remarkably from a

tactical point of view, pretty successful to make everybody walk 2, 3 hours up and down the sidewalk. police argued it would keep out outside infiltrators. oh, we've got a rush here, pointing at someone, get on the ground they singled him out and circled him. he's on the ground now. rifles pointed and a circle around everybody. again, community officers are trying to keep people back. now we're in trouble. back it up, dutch. back it up. right. >> you can see how things can suddenly spin out of control here. one minute police are relaxed and a second later they point an an individual, charge him, surround him and rifles are pointed i don't know whether rubber bullets or tear gas

officers to come in with guns, trained on these people who are otherwise relatively calm. >> you know there are different groups in this crowd. have you to keep that in mind. there are carefully dressed community organizers with microphones who are polite and people throwing things at police. there are people with different goals here. and evidently, when the police feel like they see someone throwing something or doing something wrong, or posing a threat they charge in. but you know they're charging into a crowd. it's, it seems ineffective as you can see and inflammatory and dangerous. we're going to have a stampede here. >> was this, my understanding is that the plan was to keep people moving.

>> i was interviewing people. i saw one officer call a number of other officers over and ask for hand cuffs and say this getty photographer allegedly had not obeyed his order to move because you weren't allowed to stand in one place with regulations they're enforcing. everybody had to keep walking. i guess an attempt to add safety so no one can get up in any way that phone shally used to attack officers. >> the video is arrested photographer's instagram video and video of the arrest going down. you know, ryan, it's my understanding they said okay there is a new rule. nobody can stand still. they just came out to the place people had been demonstrating all day long, and suddenly, changed rules on them. is that right? >> roughly. i think this is something they sort of educated everyone, as

far as seeming like giving people warnings. i can't be sure of the fact if that is universal across the board. it could have been circumstances where people were just taken into custody. >> compared to another night, and last night, how would you assess the situation there tonight? >> well it was different. at that time, i think the key fact is that during the daylight hours, there were no indications of violence. it was surprising when they just cleared out the entire area, including mcdonald's. and yeah. it wasn't, it was a rough situation, some of the things protestors have gone through here the way most of us journalists were treated by those officers we still haven't been able to
