people including 11 children. rick eleven that you will is reporting live with the very latest. hey, rick. >> and julie the attacks have been consistent today and tonight there were sirens sounding in northern israel when a rocket was fired from lebanon reportedly doing damage to a house in upper galilee. there was the building you mentioned in gaza city today, the 12 story tower, by far the tallest building taken out since the conflict began seven weeks ago. the idf says this building contained a hamas military operations room and a warning shot was fired at the roof five minutes before it was leveled by two missiles carrying explosives. the building had 44 apartments. so presumably, that's at least 44 more more families newly homeless tonight. there are at least 22 people hurt including 11 children in that strike. a total of 14 palestinians were killed in other air strikes today including two women and two children in a house.

but the israelis say none of this would have happened if hamas hadn't broken the cease-fire by launching rockets last today and the barrage has continued with roughly 100 rockets fired every single day, nearly 4,000 since the conflict began, roughly 700 of those rockets intercepted by israel's iron dome missile defense system. two of those interceptions came tonight over tel aviv. hamas still has an estimated 3,000 rockets left. this could go on for weeks. >> rick eleventhal, thank you so much. vice president joe biden praising ukraine today for its restraint as hundreds of russian rockets head back to russia. russian trucks i mean. the convoy crossed the ukrainian border yesterday claiming to carry food, water and generators. the ukrainian government and its western allies denounced the move as a violation of the country's sovereignty and accused moscow of smuggling supplies to pro-russian separatists in the region. and back here at home,

things in ferguson, missouri, finally calming down. exactly two weeks after the shooting of 18-year-old michael brown and for the third night in a row, there is relative calm and no new reports of violence. mike tobin is in ferguson now. we hear there are protests now in support of the officer at the center of the investigation. >> yeah, julie, it's interesting. they gathered at a local bar to show support for officer wilson. and raise money for his family. quite possibly for a legal defense fund in the event officer wilson is charged. in general, they wanted to show support just for police across the board. it's interesting with this crowd, many of them are reluctant to show their faces or use their names out of fear of a public backlash. >> we are exclusively here to support darren wilson and have no desire to edge gaining in the negativity and hate which paralyzed his ability to pursue justice. many of us have received death threats against ourselves and

our families. >> one of the websites raising money for officer wilson hit its limit. they had to move over to a different online fund-raising engine. all of that fund raising is done through a couple of different facebook pages supporting officer wilson. that demonstration was disrupted by a woman who came up angry that police weren't breaking up their demonstration while police were breaking up the demonstrations down here on florissant avenue that had the violence and looting. people at the pro officer wilson demonstration elected not to engage that particular woman. >> what's going on right now the, mike? >> there are a number of demonstrations. we saw a unity rally just march up the street. earlier in the day we saw a rather large march, the naacp youth rally including very young people, 3, 4, 5 years old marching in the middle. right up front were some of the heads of the police force, captain ron johnson who gained so much notoriety for handling

the crowd control and colonel john belmar, the chief of the county police clearly, they're making an effort to reach out to this the african-american community here in ferguson that has been so upset following the shooting of mike brown. julie? >> mike tobin in ferguson, missouri. thank you very much. all right. the national weather service keeping a close eye on a storm that could eventually become hurricane cristobal. tropical disturbance is forming near the dominican republic and expected to become a trop tropical storm within the week headed toward florida. authorities are warning of heavy rain, flooding, possible mud slides in the eastern caribbean. meanwhile heavy rain and flooding are causing mud slides in north central washington state there. at least ten homes have been damaged or destroyed in an area already devastated by the largest wildfire in the state's history. you think politics in this corrupt are nasty? check out this political rally.

>> right. like i said, i think the solution to immigration is rather simple. most people agree that the first step is securing the border. even president obama bragged the border is more secure than it's been in a long time. a lot of people in his administration agree with that. that's not what they're going to do. it used to be congress passed laws and the president signed them into law. now president obama couldn't get his law through congress. so he's trying to take to just dictate the law or create executiorders that will say what the law is. this is very dangerous and has huge ramifications for the 2014 and 2016 election and how politics is done here in america today. it could be very problematic. >> let's talk about the next step. what to do with the 5 million to 6 million parents of dreamers who gave birthing to american citizens. >> right. well, congress was going to doing it, some of the

conservative groups said why don't you do it piecemeal? we can deal with these problems like daka through piecemeal legislation. obama and the democrats said no, no, it has to be comprehensive, it must be comprehensive. without comprehensive bill, we're not going to do anything. that's why there's no political solution to these problems even though they exist. the parents of dreamers, parents of this -- it's about 5 million or 6 million people he's talking about granting what some are calling amnesty toward. >> on to the next issues, legal immigration. do you allow for expanded work i have an sas for thousands of gest workers? >> you do legally. not the way he's suggesting which is without the use of congress unilaterally. these are issues a lot of congress might agree on and might pass laws but haven't done it. to do it around congress to, go at it alone sets a dangerous precedent. as i suggested, this is the very definition of an imperial

presidency and that's that could create man hem. i was talking with somebody on capitol hill and he suggested to me he's working on a saturday, he suggested to me that it could very well be that president obama knows he's not going to get any meaningful legislation passed in congress by 2016. so he might it be looking at his presidency totally different than all these other people than the rest of americans who would think, maybe they'll get something if the republicans win back the house in 2014. >> as you know, the president is expected to sign an executive order sometime after labor day. and basically, it's expected to lead to fewer deportations by granting temporary legal status. but there are several civil rights groups out there. they have filed a lawsuit against the federal government over an immigration detention facility they will say is designed to speed up deportations. what do business leader want to see? >> business leaders want to see cheaper workers. they have their own interests, their own bottom lines. they want to allow a lot more

workers so that the prices of wages goes down. they have their own interests at heart. i don't think that's what the american people want. i think republican voters in particular are very jazzed up about immigration and said it's their number one issue. i just saw in a recent poll. i don't think the republican voters and big business are on the same page here. if obama issues his executive orders as suggested, i think republicans would be better to pivot more toward representing middle america and average american workers saying we're not the party of big business, not the party of the chamber of commerce but the party of the american people. >> with everything going wrong in the world right now, and there is plenty particularly in the middle east, not even talking about the problems here on u.s. soil, if the president bombs syria and goes to war with isis, is it plausible he would make sweeping reforms to the immigration system? >> that would be really gutsy. i can't see it happening. if the scenario you laid out happens, if we do go to war in syria and iraq against isis, if

we do mount a serious offense against the terrorists there, i can't imagine him having much of a domestic agenda while those military actions are going into place. but we're not sure what the scope of that mission might be and that mission has not at all been defined or laid out by the this administration. >> okay. so if obama does act, how do you think republicans can capitalize on this come election time? >> again, they need to pivot and say the democrats are the party of big business. hillary clinton, barack obama, that's the party of big business. we'll be the party of the smallerer, you know the average american person and we're not going to just want to decrease the wanings and not want to make labor cheap just so big business can have a bigger profit. we want american worker who are out of work to get into the workforce and to get jobs and to help the american economy grow. >> all right. thank you, very much. daniel hal per for talking to us about this one and the debate continues. thank you.

this is a fox news alert. we are now getting confirmation from a senior white house administration official that the president has directed a review of federal programs and funding. basically is it enables state and local lawsuits to purchase military equipment. this is a question of whether or not that would be the right thing to do if each state in

fact should get federal aid. among other things the president has asked for a review of whether these programs are appropriate, whether state law enforcement are provided with the necessary training and guidance and thirdly, whether the federal government is sufficiently auditing the use of equipment obtained through federal programs and funding. that news coming from washington and being confirmed by a senior administration official coming from the white house. moving to a controversial case and one that a lot of you have been tweeting about, a mom in virginia discovers her 13-year-old daughter sexting, naked pictures of herself. so she calls police and now that girl, her daughter, could face charges for distributing child pornography. joining me is fox news legal analyst and trial attorney. first of all, what do you think? do you think the teens did the right thing? >> absolutely, every mother out there saying thank god she took that step because this is an out

of control teen-ager. she needed to be reined in. by 13, you know right from wrong. bringing in the authorities is a cold hard lesson she needs in order to get her life straight. if she doesn't get her life straight at 13, what is she going to be doing at 16, 17, 18 as an adult? >> i disagree. while i certainly don't condone the behavior, the issue is the consequences of this are so strong. we're talking about three felony charges. possession, distribution, and production of child pornography. >> the state of virginia and the law, they have these three punishments. >> yes, for child pornography. so she could face three federal indictments under this law. not only that, talk about jail time, she could be arrested as a sex offender for the rest of her life. she's a 13-year-old who does not know the consequences of her actions. she's laws are to protect children from exploitation. not turn them into felons. >> then you think of the big brother theory. is it the government's

responsibility to protect the children? is it not the parent's responsibility? one writes, they absolutely did the right thing. she's 13, not 17. still a child. the much older boys should face the charges. >> that's trauma because much older boy has possession of child pornography and he could face those felony charges. as 13-year-old, she will be tried as a juvenile. she'll probably get slapped on the wrist and may not get those felony charges. if she does get the felony charges, they'll probably give program. she needs help. the parents -- the last ditch effort for parents to involve the government and law enforcement is because they've done it all and it's not work. >> but there is a case right now going on in virginia. 17-year-old boy exchanging pictures with a 15-year-old girl. he's being charged as a juvenile. right now he's facing incarceration 'til he's 21 and potentially being a registered sex offender. we're talking about kids and the rest of their lives. >> there is other alternatives. >> anyone who says or receives

sexually explicit material can be charged with pornography. the question is what if the distributor is the child itself? >> if you produce it, you distribute it or you're the recipient and in possession of it, you're facing those charges. >> three felony charges for the 13-year-old girl. that is a tough, tough thing. >> but by the time she's 13, how many times has the parent said, you can't do this, you can't do that? you have all these liberties when you have these types of devices you and the internet. they obviously had controls in place. she's still doing it. >> she gets charged as a minor attention the 18-year-old that she was sexting with gets charged as an adult, acould potx registry list. the question is, what if the 18-year-old didn't ask for the pictures or solicit the photos? >> that doesn't even matter. the possession alone is enough. >> what if she sends them to
