"new york times" reporting officials believe great britain and australia will join the campaign getting reports united states is considering a new humanitarian relief mission in northern iraq where fighting has cut off 15,000 people from food and water. lawmakers from both sides of the aisle want the administration to seek an up or down vote a much reaction against isis. a democrat from virginia saying i do not believe they said military operations are covered under existing authorizations from congress. i urge this a administration to use the next two weeks to define the strategy and objectives of the mission against isis and

then bring it to congress for a debate and authorization vote. bob corker also saying in an interview i hope what they will do instead is come to congress and ask for a new authorization for a new threat that has evolved over time. white house press secretary weighing in on those concerns. >> the president remains committed to coordinating and consulting with congress as he exercises his response abilities and authorities as commander-in-chief of the native american bid the president recognizes he has an important role to play and he has an important role to play as commander-in-chief and as individual ultimately responsible for the national security of the american people. the president will not hesitate to use the authority. >> so that of a debate to go to congress first and if so what should the president be asking for. stacy, think it is encouraging to hear the u.s. is starting to

community organize and get our allies involved because we will get involved and move forward with airstrikes and not boots on the ground, we should have an international coalition. but i want to ask you about going to congress. it is really important and you were nodding your head of what the senator said that the president has to define what the strategy and there has to be a strategy. >> i don't think we need permission. we don't need permission to strike back, the problem is obama's always reacting to what he sees on the news, always behind the ball, he has to be ahead of it. there has to be strategy and one that works. >> you have the democrats saying we have had a lack of a strategy, he has to come to congress with a clearly defined plans for what the problem is.

asking for financial support from the likes of saudi arabia, which is already funding a lot of these groups already fighting. the big problem is going to be getting one big command center. if you are asking for all of this help, do you think this administration is going to be able to bring all these together and create a big command center? they do have the reach out to their allies, be able to send more operations in syria, can they get together and make this efficient? >> in this postmodern age there is not just one command center, al qaeda is not just one thing and we cannot expect isis is as well. you are damned if you do and you are damned if you don't because your enemies are now your friend

while it will include one of the most accomplished sportscaster, it appears to be reaching for the male audience by injecting some appeal with a former beauty pageant queen turned sideline reporter. all of the stage crew is turning around looking at the pictures. scratching their heads over the choice to use former female athletes only in supporting roles along with norah o'donnell and gayle king to make appearances. do you think this could be condescending to women because they might choose to talk down to women who don't know sports as well as men? >> women digest sports a little different than men. that is why they have such a huge audience because women who don't normally watch things like sports shows, wrap up sports shows at night, they watch the

"outnumbered." the white house is confirming an american born and raised in the midwest died on syria's battlefields allegedly fighting alongside isis terrorists. douglas mcarthur mccain, what a name, was three foreign fighters killed in syria fighting that day. we've seen a growing number of europeans joining the other side and there are estimated 140 americans joining militant groups overseas. there could be 5,000 foreign fighters fighting with isis. that is chilling number. secretary john kirby says that puts the u.s. high alert on a possible threat at home. >> real threat of foreign fighters inside of an organization like isil. when we speak about the immediate yaw sy about the threat that isil poses, this is one of those factors, foreign fighters going every there and getting radicalized and potentially working back to

many as 300 americans fighting overseas. i think they get radicalized here. i don't think they have to go to training camps. we're talking to syria by firming up, turkey about firming up the border with syria but that is how they're getting into syria. they fly to turkey, once they go over there it is open season. they can pretty much go wherever they want. they're a valuable commodity to isis, obviously with western passports give them -- >> two things i think make it easy for them to be radicalized. one internet. you can log on to jihadi web it zoo. if these americans or europeans are lost, maybe they don't have a job, no place to belong in society, they become very vulnerable to something like this. >> i think it is opportunity for our cia to get these same people to be assets for us. they have to find a way to infiltrate, to see where this is happening and, if they don't already know. and just keep it to themselves. it should be covert. >> tom, i think europe has it worse than we do.

because they have far more immigrants that have settled in their countries from the 1960s, from former muslim colonies like northern africa. so they see a real problem with radicalization. how big of a threat realistically here in the united states? >> i don't know, obviously they're out there. i don't know if it is this idea i don't know, they're poor, they don't have a job. a lot of these people come from, well to do families. that is where bin laden came from. but see the photos of his family vacationing in europe in the '70s. often at times. >> not europe. not the ones they're radicalizing. >> these people that go from the home country, to fight for isis. it is not because they're impoverished. they're looking for sense of purpose. >> it is also religious, right? >> right. >> fanaticism that doctor. >> they're her rhett ticks. >> there is nothing we figured out emotionally and social logically to counter that. there. is desire for rebellion.

antiauthoritarian and radical islam is very effective when you combine it with brain changes. but we have not found, other than just the solution of kill them all, i don't think that has been an effective enough solution. we have not figured out the opposite side. >> i used to live in paris and they are a country who had former muslim colonies in northern africa, tunisia, algeria, morocco. a lot of youths that moved with their parents, they have no sense of purpose. the unemployment rate is very high in france. they don't feel like they belong in society. europe has done a terrible job identifying problem and articulating real problem with radicalization. it has gotten out of control. >> what is so interesting to me, this family says they were stunned by this revelation. they were supportive and they were okay with his conversion from christianity to islam. but then on the facebook page he became sympathetic to isis. and that finally got his relatives attention. think that helps a little bit. >> the slave of allah.
