what is the president doing in terms of making that decision. is it becoming less likely he will decide to attack these sights in the syrian territory? joining me now is mike warren. the staff writer for the weekly standard. we have seen delays before and in the past they have largely amendments the president decided he doesn't have the backing from congress or for whatever reason he decided it's not wise to strike. view very recent history tells us if he delays this any farther than we won't see any action. i think things have changed a little bit on the ground. i think that terrible death of james foley has staken things up and made president obama rethink his own foreign policy. but i think you are right. the more he delays this, it send a signal to the american people he doesn't know what his strategy is going after these terrorists. i think that that hopefully he

will look and see that this is a group that isn't the jv squad to al qaeda's varsity squad. they are more of an army rather than a bunch of loosely affiliated terrorists. they don't look at pouredders between syria and iraq and bombing in syria is a way to help decimate them and stop them from doing more tear ebel things. martha: we have the west point report that this group has been steadily growing. the president goes to a fundraiser in rhode island, is that a good idea given the recent history? >> it continues to send that signal that maybe he's not that serious or understands the seriousness of what isis is and what they could be doing and why it's important for the united states to do something about it.

if he's going off to play golf or off to a fundraiser here or anywhere else, i don't think the american people see that and say he doesn't care. it's the conjunction of that with the policy which is all over the place. we don't know what we are going to be doing here. we are doing airstrikes. but this is a serious threat. so i think there is a lot of nothing really makes sense about the policy itself. so we are seeing all these mixed signals. going to rhode island doing fundraisers is hurting him and hurting his case if he wants to make the case doing more airstrikes in syria against isis is the right thing to do. martha: you have to look at the president's agenda, his schedule, where he extends his time. actions speak loud are than words and perhaps all of us in 24-48 hours will say, that's what they had planned and see

library. the president wants a list of accomplishments he can talk about when he writes his book and does this speeches after his presidency. these are issues he thinks will resonate with his base. >> he's under a huge amount of pressure highly energetic people. his donors really. the l.a. so-called creative community is hot on this and they are hammering at of single fundraiser he goes to. on the immigration question it's a constellation of hispanic group pushing him to open the borders. but on both cases, neither one is going to increase by a net one the number of american jobs. whatever happened to the idea jobs were priority one. can anybody get in front of the camera and say with a straight face taxing energy will create jobs? of course not.

martha: both of those issues go to president obama's home base within himself. we have seen this before from the president where he's saying i know better. i know this is the right thing to do. i'm the president of the united states and you guy are going have to trust me on this. >> reporter: historically there has been in the democratic party a strong strain of populism. how does this affect the asmg person? both of these issues cut against that guy's interests. these don't help the average americans at all. especially working people. these are the kind of issues the elite, the prius drivers love. but they don't help working americans at all. martha: if that's true, then it may be a somewhat selfish move on his part because it won't help democratic dmtds mid terms and beyond.

martha: crews in indiana putting out a massive fire at a bp oil refinery. bp says it was caused by a quote operational incident and their in-house fire department was able to put the flames out. thankfully nobody was injured. leland: turning to the university of southern california football story we have been following. josh shaw senior quarterback and recently elected captain to the football team sidelined. but now he admits he lied about how exactly he got those injuries. this bizarre story keeps taking more twists. take us through it. how did shaw sprain his angles? why did he lie? and does the university have any

exposure. shaw's defense attorney ... shaw comes in claiming to have injured himself while rescuing a drowning nephew. some witnesses say it never happened. yesterday shaw releasing this statement, quote, i made up a story about this fall that was untrue. i was wrong not to tell the truth. i apologize to usc for this action on my part. shaw's attorney claims he fell off a balcony at apartments where he lived. that same night lapd responds to a woman screaming at the complex. when no one answers they enter the third floor apartment and see a rear window open and see a black man with dreadlocks leaving.

inaction in syria for the growth of isis. >> this is not an act of nature. isis didn't come about from a hurricane or storm. they filled in a vacuum created three years ago by the president's inaction in syria. he had a chance when he drew a red line with assad and did nothing about it. he allowed this problem to get worse. my belief is the commander in chief is der applicant his duty. and if we don't hit these guys in syria. our goal should be to defeat them not contain them. martha: it's very true that we have been hear being this group for a long time. we have had guests on this program warning that if we didn't deal with the issue in syria and back the free syrian army at a significant moment in

operations, ban they are the richest terrorist army in history. martha: they have billions of dollars. let's put up a full screen that shows where their main sources of funding are. this is not a group living in caves in the the mountains and hoping to plot some plan in the sand. they are dealing with extortion and crime networks. taking hostages, many of which the europeans have paid millions of dollars to get back. they have an oil business going. and they have massive donations coming from countries who are sympathetic to them. how do you take on that kind of threat? >> you can't do it by leading from behind. the president need to spell out to the american people. articulate the threat we are facing.

the threat to the homeland and outline his strategy of dealing with it and dealing with this strategy that actually he equals the threat. what we heard are mixed messages coming from the administration. some say contain. others say crush. some say degrade, others say destroy. there are a lot of different ways to do that and we need to know what the president's proposal is. we have been flying missions, air force missions but they have been described as humanitarian and protecting americans. that's not going to gets the job done. the american people have to put together a coalition from around the world of others to come together to destroy this group that is so committed to destroying america. >> reporter: word is that the administration is working on building that kind of coalition. when you take a look at the tea leaves, what we know the president has done so far, you look at the issue of global warming and immigration which he

said i'm going to act unilaterally. he could act unilaterally in this case as well in terms of attacking isis across the syrian border. because he has not done that. does that indicate to you that he is the person in the administration who is inclined to want to go that route and others are trying to convince him? >> the secretary of state has said they must be destroyed. the secretary of defense said they are an imminent threat to the use the. the president needs to lay out what this strategy and plan is to deal with this direct thread to the united states. he's commander in chief. he needs to share that with the american people and i think he should not let congress off the hook. members of congress should be asked and required to vote on his plan.

let's separate for a moment the mid-terms which we are a little bit more than 60 days away from and 2016. are democrats worried the isis rise and the beheading of james foley will become a major issue and a drag for them going forward? >> it is an issue but it's not a major issue. if you look at the polls, clearly americans are concerned. the beheading of james foley has outraged americans far and wide across all political lines. but if you ask about the level of american intervention it stops at the use of airstrikes and the current moment, air surveillance of syria and isis occasion headquarters, straining facilities in syria. there is no appetite for a second war. there is no response to the republican hawks say we need to intervene militarily.

leland: could you think the republicans are going to be able to capitalize on the public's concern about isis in the mid-terms? >> the same polls juan talks about shows president obama is at record lows across the board but specifically on his leadership in foreign affairs. of single day we see isis doing what they are doing, us not responding but not necessarily making a huge continues at this point. we have people saying and not just republicans, when have the west point survey that came out that we have known about this for four years. and the president did nothing. just months ago he's calling these folks junior varsity. he has known about it for four years which tells me other democrats may have known about it such as hillary clinton at the state department. i think a lot of voters are questioning the leadership this president has shown but also the larger party, because you don't see any of the democrats cutting

off saying the president has been wrong. leland: how do democrats counter that if they are running in the congressional district. some of their senate races are extremely tight. how do they count are that feeling genevieve is talking about. how do they distance themselves from the president on foreign policy? >> genevieve is right about the president's numbers on foreign policy. his approval rating is down low. the thing is, he's not on the ballot. it's for moderate democrats to say they have a didn't approach and they are there to influence him. when you started this segment you said let's separate 14 degree from 16 degree. if you are talking about hillary clinton, she has separated herself out and taking a more hawkish view of foreign policy.

boyfriend's ex-girlfriend. >> reporter: she allegedly used her brother's alleged bombing to reportedly skater mother of her boyfriend's child. saying i have people who can go over there and put a bomb on you. tsarnaev was arrested on one count of aggravated harassment after she allegedly made the threat against her ex-boyfriend's ex in a phone call. she appeared in court on charges related to the use of counterfeit money. her brothers are accused of planting bomb near the finish line of the boston marathon. she lives in new jersey but turned herself in to authorities in manhattan. she'll have to answer to those charges next month.

to have this meeting at the end of a week in which there has been intense deliberations. having this added to the president's schedule for late this afternoon suggests we are heading toward some sort of a decision, airstrikes or no. >> you have that meeting, obviously the president back from vacation from a busy week. is the white house worried about the optics continuing, first vacation, then fundraisers. now more fundraisers? >> interesting question. they clearly do not seem to care about the optics. after the president went golfing last week moments after that statement where he had strong word about the beheading of james foley and went out on the golf course, high fiving his friend. he took a lot of heat for that. but the white house announcing he's going to go to rhode island, do to some fundraising for house democrats clearly successes he's doubling down on this. doesn't care with the critics are saying.

this is perpetuating the worst stereotypes of veterans. you feel for him and his reaction, it is very understandable, so what do you recommend be done to put this behind them and move on in a more open, candid and welcoming way? >> i love that you said that, who is to blame the president? i did not like the response on the response ability for what you have done. they have to be an apology, and a training video, and third, this is part of the disconnect between the veterans administration and veterans. again we have to look at what other resources that only financially but equipment that has to be provided to the va, so we don't have these issues going forward. the bottom line is patient care, we have to make sure they are cared for.
