because we're looking out for you. and you. and you. but not you. not you. breaking tonight, growing concern about the unchecked threat from the world's most dangerous terror group. as the president came out late today and admitted, and i quote, we don't have a strategy for dealing with these barbarians. welcome to "the kelly file," everyone. i'm megyn kelly. for four years now members of the military and intelligence communities have been watching an al qaeda offshoot now known as isis. they warned the administration with increasing alarm over the last 12 months as the terrorist army gathered fighters, money and equipment and launched a horrific and bloody campaign to capture a portion of iraq and syria that is now the size of belgium. this covers extensively how they took over the cities of fallujah

and mosul in reports going back to last january. then ten days ago the world watched in horror as this group beheaded american journalist james foley. and threatened to decapitate another american hostage in its custody. here is defense secretary chuck hagel just 48 hours later. >> isil is a sophisticated and well-funded as any group that we have seen. they're beyond just a terrorist group. they marry ideology, a sophistication of strategic and tactical military prowess, they are tremendously well-funded. this is beyond anything that we've seen. so we must prepare for everything. >> beyond anything. prepare for everything. want more? here's chairman of the house intelligence committee mike rogers on this broadcast last night. >> our fear here is that this

notion that if we just don't do anything everything is going to be okay is going to continue. this is as dangerous a threat matrix as i have ever seen in my time on the intel committee, which is about ten years, megyn. it is serious. >> then today as a reminder of who these guys are we received this video of syrian soldiers, 250 of them reportedly captured by isis, stripped to their underwear, marched through the desert by their laughing captors, then shot dead and left in a scene we will not show you. yesterday the white house assured the public the president has a "comprehensive strategy" for dealing with this group. so when word broke today that the president was in the situation room and would later make an announcement, it sounded like that strategy might soon be revealed. but he in turn talked about the holiday weekend, got around to isis and the president admitted contrary to yesterday's claims

from the white house he does not yet have a strategy for dealing with this problem. listen. >> i don't want to put the cart before the horse. we don't have a strategy yet. i think what i've seen in some of the news reports suggests that folks are getting a little further ahead of where we're at than we currently are. >> we have fox team coverage tonight with general jack keane, governor mike huckabee, chris stirewalt and our own joe trip pi. we begin at the white house tonight with ed henry. ed. >> good evening, megyn. one word to describe what happened today, and that's disaster. i know that because i was sitting there and i heard it with my own ears. and i was stunned i didn't get called on but i was stunned that my colleagues who were called on later after he said that didn't follow-up and simply say why is there no strategy. after a whole line of officials have said this is a grave disaster, chuck hagel saying this is worse than al qaeda pre-9/11. the second reason i know it's a

disaster is because ever since the president uttered it, the white house has been in damage control. i've gotten phone calls on twitter josh earnest was out there saying here's what he was really saying. and a press release a couple moments ago about the president meeting in the situation room and the readout said that he discussed the "comprehensive strategy to deal with isis." so they're now saying tonight the president spoke with his team about a comprehensive strategy. he said a few hours ago he did not have. the important context we should note is he was being asked about syria. earlier in this news conference the president did say in fact he has a military strategy to deal with iraq. we've seen more than 100 u.s. air strikes there. but he was being pressed about syria and why haven't you gone to congress and frankly uttered something that was just honest. he said i can't go to congress and sell a plan i don't have yet. i don't have a strategy for syria yet. so this is a problem. one final note. last night i reported amid all this crises the president tomorrow is going to rhode island to fund raise. that caught your interest. i want to correct one thing.

it's not just rhode island, we now learn he's going to westchester, new york to fund raise as well. i was right, it's rhode island but also fund raising in new york. two stops, fundraisers tomorrow after all this, megyn. >> not to worry. now they do have a comprehensive vat ji. not to worry. ed, thank you. >> good to see you. joining me now general jack keane, he's chairman of the institute for the study of war and fox news military analyst. general, good to see you tonight. what do you make the president, now the white house trying to dial it back from josh earpest but from the president's own lips, we have no strategy for dealing with this terror army. >> well, it's an extraordinary and stunning admission coming from the leader of the world's most powerful nation. as such, megyn, it's embarrassing also. as you pointed out in the introduction, we know a lot about isis. they re-emerged in 2009 and 2010 in earnest in iraq. they moved into syria in a comprehensive way in 2011. they've been there for three

years taking control of territory. they were a growing menace every single month increasing in territorial control and imposing their harsh governance. our intel agencies have been watching them all this time. the institute of the study of war we've tracked them on a daily basis. we've shared information with intelligence agencies, with the department of state, with the department of defense, everybody in our government in the national security business knows this organization and what a significant threat it is to the middle east, which is attacking our vital interests and also to our country. we need a comprehensive strategy. and i fear, i fear that we may not get one. >> the president even though he uttered those words, seemed to then go onto outline what he's thinking right now. he suggested that, yes, we need to have a military presence there. and he's asked for recommendations from chuck hagel and general dempsey on what that should be. he's suggested that we needed to get, you know, new leadership in

place in iraq, which has now happened because otherwise we need the right political leadership in place. and he talked about building a coalition of forces, so it's not just the united states. and by the way, secretary of state john kerry is over there right now. here's how the president outlined what he's thinking so far and in particular i'd like to get your thoughts on how he said, look, we can do all the military stuff we want in the world, but it's not going to do anything unless we follow through and get a coalition. listen to the president. >> our military's the best in the world. we can rout isis on the ground and keep a lid on things temporarily, but then as soon as we leave the same problems come back again. this should be a wakeup call to sunni, so shia, to everybody, that a group like isis is beyond the pail. we've got to all join together even if we have differences on a range of political issues, to

make sure they're rooted out. >> how does that sound to you, general? >> well, i agree with much of that. the fact of the matter is we do need to lead a coalition, particularly from the region but also with other allies. it has to transcend political, diplomatic, economic and military. but you do have to go out there and attack them. you have to destroy what they have. and you have to end up killing and capturing a lot of them. we've done this before. but the fact of the matter is we have to assist our allies there. the fact is that free syrian army we should robustly arm them and train them and stop doing half measures which we're currently doing. the people on the ground in iraq that are going to lead this, the iraqi army will lead, sunni tribal leaders will participate. here's what we don't know, e wi strikes. i'm convinced we'll eventually get to do it. we'll have coalition partners doing it. and it will be effecteffective. but we cannot defeat isis with the air strikes alone.

the only way you can do that is a combination of a ground force supported by air power. the ground force are going to be others that we are going to support. and we do not know if they're going to be affected. that is the unknown question here. and we're just going to have to see. and we don't know either how long it's going to take. >> why do you think the president said he has no strategy given that he's clearly being briefed on all of this? there's no way general dempsey doesn't have an idea of where to go in and do militarily. >> i think he made that statement because he hasn't made a decision about what to do. and i think that was an honest reflection of that. i mean, i know for a fact that there is military campaign strategy that the pentagon has that's been developed by central command headquarters at tampa, florida. they had regional responsibility here. along with that obviously they would also have a range of options. so inside the national security apparatus i'm convinced there's a lot of thinking going on. but i believe he hasn't got as

involved as they are, and number two, he hasn't made any decisions. i think that was an honest answer. he didn't have a strategy. that is what is so embarrassing after all this time that we're not conversing with this to the degree that we could really talk about it in some level of detail even though he may not have made a final decision. >> sure he'll be mulling it over at the fundraisers tomorrow. general, thank you. >> always good talking to you, megyn. >> look, i know the presidents fund raise. they all do it. they have to do it to keep their party in power, which they think is important to keeping their policies in place. but is now the time? we're going to have a fair and balanced debate on that in just a bit. we're waiting to learn the details of the president's strategy when he comes up with it for taking on this terror group. we do have details on his fund raising trip tomorrow. as i said, we'll discuss it fair and balanced. plus, we now have three young americans killed after deciding to fight along this terror group. they died because they chose to go fight with isis and die.

through syria's desert before executing them all. isis claimed the number was at 250. local reporting put it at 120. you get the picture. in any event these are radical muslims executing other muslims. so where is that coalition of middle eastern countries willing to fight against these atroci atrociti atrocities? fox news governor mike huckabee joins us now. we have interests over there, that's clear, governor. but so do they. so far the only ones volunteered to help us if we go in there militarily are australia and great britain. >> what we really have is blood that's being shed by people that don't live in the neighborhood. and the people who live right next door, they're more than willing to make a little contribution. the saudis gave $100 million to the united nations effort. you're seeing some comments by the arab league. that's all fine and good. but you know what, megyn? until some people in those countries are willing to get in the fight and put their sons out

on the battlefield, i think the united states need to say, guys, we're not going to spill american blood to help you guys who won't get out of your palaces and out of your just obscenely wealthy endeavors and get out here and stop this nonsense yourself. it's enough for america to have to not only finance the fighting of isis but have to also pay for it with the blood of american sons and daughters. i think we need to say to these nations that's it. >> it's hard for us to say that because we of course are vulnerable potentially as well. we worry about our interests over there and we worry about our interests right here at home. so we can't just sit back and say you do it. after 9/11, governor, the uae, turkey, jordan, they all sent troops to help us in afghanistan. what about now? are they likely to send troops? because so far they're not volunteering. >> no, they're not volunteering. you know, the president keeps talking about i've got a pen and

i've got a phone. let him get that pen and write down the list of all these countries who are going to be far more affected and much more immediately than we are. but you're right, it will affect us. and then get on that phone of his and call these guys and explain to them in explicit terms that we've got to seal off our own borders right now. we've got some problems here at home. we've got all this wiz bang technology and yet social media is now able to attract these young kids and radicalize them. you know, this is crazy. they're using 21st century technology to recruit a bunch of kids so they can take us back to the 12th century. i don't think a lot of people are understanding -- >> how is he supposed to do that, governor? right now he did say today that he's sending john kerry to the region to try to develop this coalition. i mean, i don't want to get into the disgusting details about what isis does because that's what they want. they want us to get out here and exploit their propaganda and build their brand as the most

barbaric group that ever lived. if you want to find out ha they're doing, use the worst recesses of your imagination. they've done it all. why aren't these other countries who are right there, i mean, they want to go into jordan, they want to go to the uae, this is their goal. and ultimately they'd love to come here. but they're first. they're in the region. they've got shared borders. why wouldn't they be stepping up and trying to lead in some way? it just seems like we're the only ones. we're it. >> you know, megyn, the first principle of leadership is this, leaders never ask others to do what they're unwilling to do. and i think what's happened nobody in the world thinks america really means anything it says. whether it's the red line in syria, whether it's telling putin that he shouldn't be advancing into the ukraine. >> which he is right now by the way. >> by telling hamas to stop firing rockets. nothing. nothing is happening. and nobody trusts us anymore. and why should they? we are like people who watch a

from minneapolis in minnesota, have died fighting for these militants. and in recent months we have reports that up to a dozen men from the twin cities may have left home to join jihad. pete hegseth, fox news contributor and is from the minneapolis area. so what is it about minneapolis? >> well, what you've got in minneapolis is the largest somali american population, a muslim population, most of which is peaceful and been there for a long time. when violence started in somalia, an islamic group there started recruiting somalis from america. there was a terrorist pipeline established in minneapolis and some of the leaders and recruiters to somalia. with isis being the top dog now, that pipeline has shifted. you've seen dozens, some reports upwards of 40 minnesotans all

making their way through turkey into syria to fight for isis. >> one converted to islam, his mother said he converted and suddenly saw the light. he was very happy. suddenly didn't go so well. went to somalia a couple years ago, listen to him. >> if you only knew how much fun we have over here. this is real disneyland. >> he's good friends with the american killed today fighting alongside in syria. we have pictures of the two of them together. they went to the same high school. they were really close. >> they went to the same high school. all three of them went to the same high school. it should be chilling to absolutely everybody that you've got elements inside our country, inside my home state of minnesota actively recruiting americans. because they're going to go over for prop began ta value and passports. we know in minneapolis been very -- recruiting females as well for nefarious purposes.

i know they all have to fund raise. they have to. he's in danger of losing the senate. he needs to keep money going to the -- but come on, joe. how do you come out and say doesn't have a strategy and within 24 hours go out, westchester, look at -- >> well, look, megyn, i think he was honest in that press conference or when he said -- i think what he was saying is he hasn't made up his decision based on what the pentagon presents as options to him. they're the ones that are sitting down developing the strategy on how you go into syria and he'll choose one and go. as chris pointed out, the presidency travels -- it's all with him wherever he goes. the pentagon and generals will be trying to figure out -- >> so the president's -- let me get the clear image in my head. the president when he's at this wedding this weekend he's going to be in the conga line and somebody's going to be we got that memo. >> it could be tomorrow, it

could be a week from now. frankly, i don't think he's going to make up a real decision until the nato summit because he wants to confer with our allies there and try to bring more of them in. so i think everybody's looking for, you know, quick solution right now, let's go in. that's not going to be how this is going to happen. >> that's the other thing. in his defense, joe, in his defense even though isis the threat has been rising, he's been warned about it for quite some time, the american public is not behind military action in the middle east. at least not in any large numbers. >> that's exactly right. so i think part of this is moving the information flow so people -- you know, you got to get the support of the american people behind you before you put -- take more military action in a place like syria -- >> which could be a problem for us. >> and he may decide frankly i think he made the right decision in iraq bringing the kurds up and rearming them and getting

allies involved and rearming them. >> new leadership in. >> that strategy's worked. now he's got to work -- there's no way to solve the whole problem without militarily intervening somehow in syria. now, how do you do that? multilateral, unilaterally. i mean, there are a lot of different ways you can do it. and if he picks the wrong one, it's going to make a bigger problem than the one we have. so i'd rather have him take his time, let the generals come up with the right options, diplomatic and military and then make the move after he's got allies involved. >> joe, that's how the cow eats the cabbage. good to see you. >> good to be with you, megyn. >> i googled it and the explanation was about 12 paragraphs long. there was no time. and also joan rivers rushed to a new york hospital after she reportedly stopped breathing. and we've got breaking news on that right after this break. we've been talking tonight about what our military may have to do in syria or iraq. but i recently sat down with two veterans who recently served overseas and sacrificed a lot for you and me, for this country. we met them through the tunnels 2 towers foundation established in honor of the fdny firefighter who strapped 60 pounds of gear on his back on 9/11 and ran

through the brooklyn battery tunnel to the world trade center towers to help save americans. he lost his own life that day. now, the tunnel 2 towers organization is giving back with their building for america's bravest program. through that they build smart homes for catastrophically wounded service members. earlier i spoke to these two vets about how the smart homes will help them. veteran marine corporal todd love, he was injured by an ied explosion while serving in afghanistan back in 2010. he lost both legs above the knee and his left arm. he recently received the keys to his new smart home, and tom mccray, injured in afghanistan in 2012 by an ied explosion. he lost both legs, left arm and sustained injuries to his eyes and brain. he is currently waiting for ground breaking on his new home. thank you very much for being here. todd, great to see you. we've been doing this for three years now.

and less than a month ago you got your home. >> exactly. >> how is it? >> i love it. i've been living there for three weeks. and, you know, i can actually take my prosthetic off and i can get around the entire home without even having to wear my arm. i have a washer and dryer, i can wash my own clothes. the kitchen is nice too. me and my brother are usually fighting in the kitchen. >> your brother's messing with you? >> i still run into him any way. >> tell him he's going to have to mess with me if he's messing with you. one thing you're particularly enjoying is all the laundry you're doing? >> well, actually my brother helps me out but it's nice to not have to travel. if my brother isn't home, i can easily get in there and wash it myself. it's a blessing to be able to do that. >> i love talking to you and talking ta all of you guys throughout the year is what i realize it's a very humbling experience, completely humbling to the core because you've been through so much obviously.

but you have such a good attitude. and just looking back over prior things we've discussed, one of the things that stands out to me is you say you have gained so much more than you've lost. explain that. >> i'm definitely more in tune with my senses. i pay closer attention. i have to. i have all these problems, all these issues. and if i don't actively try to solve them, then it just makes my life harder. so having a positive attitude is really just the path of least resistance. >> wow. when i hear about the outpouring of love and support for you as well from other sources, it really underscores the best of our country. and not just regular americans but companies as well. because one of the things todd does despite his injuries is, believe it or not and this is the first of many things that's going to wow you, he plays piano. we've got a little video of that. let's watch. ♪

>> fantastic. and tell the audience what was given to you as a result of that becoming public? >> that piano and video is actually sitting in my living room. it's actually my favorite piano i've ever played on. it sounds beautiful in the room that it's in. me and my brother both have been sitting down playing it at least for an hour every day. >> they found out despite your injuries they still play and they donated a piano for you in your new home, which is one of the reasons we're doing this segment is because you can help too. you can be your own little stein -- and try to help these guys get the homes they deserve. i want to talk to you too, tom. this is our first time meeting. you are from alaska. you are a pistol. this guy wrestles alligators and so on. and tom is raising a 6-year-old daughter as a single dad despite your injuries. >> yes. yes. >> how are you managing that? >> well, i do get some help. >> your mom. >> my mother.

>> god love her. >> but i was already a single father before i was wounded. so it just kind of kept going just in a different manner. >> look at your beautiful daughter. she's so sweet. and i'm sure your family has just been through so much. but i know you haven't yet gotten one of these homes. one of the reasons you say you want it because it will give you your independence but also a safety issue for you. >> safety for me and my family. >> explain that. >> it's stuff like, falling down. you know, normal people don't have to worry about it. but when i have to get into say a shower in a place that's not made specifically for that, i risk falling down 50% of the time i'm going to do it and who do i have at my house to call for? my 6-year-old daughter? >> right. >> so it is a safety thing. >> you served five tours of duty. five tours of duty in iraq and afghanistan. six? >> well, six total.

five in iraq and afghanistan. >> and you say that you were part of the unit that was supposed to be detecting the explosives and missed one. >> i say you can't find all of them. even when you are the bomb guy, you are the person that everybody calls when they find one. >> but still the incredible part to me, tom, is you say you don't regret anything. that you would do it all over again if you could. really? >> yeah. i don't regret a thing. so i lost some limbs. that was something that may have happened. i knew it may very well happen when i was deployed. but if i could, i would go back and do everything all over again. >> really? i know you want among other things sort of the cabinets that will help you have your independence. and i know you're also interested in the laundry, but i think you should talk to todd who is favoring that particular part of his home. >> it's brought up because i can't get into my laundry room at my house. >> awe, poor thing.

your poor mother. she's the one. >> yeah. it's not wide enough for me to get a ramp and a wheelchair into it. >> in all seriousness the reason i mention is because you've got, todd, you for example you're out there literally wrestling alligators. let's show some of that. i think we have video of that. >> stay right where you're at. >> making him move this gator by himself. it can be a bad situation go bad real quick. >> can you put idiot? >> it wasn't my smartest decision. >> you have no fear about jumping out of airplanes. you have no fear of wrestling alligato alligators. you say you'd go back out there and try to detect bombs all over again. you guys, you have no fear. you have incredible courage. and yet the one thing you don't have is your independence. because when you come back here it's very hard to live bound full time to a wheelchair and missing three of your four limbs. tom, to the people out there saying i got a lot of things to worry about. i don't know if i can worry about todd and tom.
