this is the fox report. tonight another nation in the islamic world in chaos as the symbol of american power there now under militant control. i'm in no harris faulkner. an islamic militia now claims to be in full control of the u.s. diplomatic compound in trip poly. you may remember or embass was evacuated more than a month ago under heavy security. the state department temporarily pulling all american staff out of the country as a precaution under the security situation there improves. this, as new evidence that the situation there is anything but improving.

libya's u.s. supported parliament now forced to meet in the small city of tobrok, east of ben ghazi, as that parliament, by the way has repeatedly asked for international assistance, fearing they could lose control of the entire nation. here's where we were just three years ago when nato and u.s. forces helped the libyan people overthrow gadhafi. several countries, including the u.s., enforced a no-fly zone. the u.s. navy also carried out cruise missile strikes against military targets. the entire practices lasted seven months, and cost american taxpayers just over $1 billion. conner powell live in our news newswhat can you tell us? >> this was not the u.s. embassy

in tripoli, and when u.s. personnel left the capital just about a month or so ago, this compound, like all u.s. facility was supposed to be protected by a local guard force. now it's a local militia there by the name of the dawn of lippia militia, that now is in control of this facility. a commander for the group told the associated press today that the islamic group took control of the facility about a week or so ago from another militia. they posted a video. now the us ambassador, debra jones, who is not in country right now, said on twitter, the militant appear tore safeguarding not ransacking the compound. they appeared tore pro-american and reportedly has even cleaned up the facility and well calmed back personnel to the facility at any time. >> what does it say about u.s.

intelligence? libya? >> well, heather it tells that u.s. intelligence really isn't that great even after the benghazi attacks. it was just a few days ago that egypt and the uae launched air strikes into libya. the u.s. didn't know about that, and now both 9 pentagon and state department are saying they didn't know this compound was no longer in the hands of the local guard force, but instead the hands of a local militia. so it tells you there's still a lot of problems in terms of what the u.s. has eyes and ears on in libya. >> which seemed to be the problem before. conor powell, thank you. as we learn of more air strikes, more air drops and more allies joining the mission. aircraft from the u.s., australia, great deal britain and france all drops assist tan

to residence of amirli. it had beenening siege for two whonts. surrounded by these isis terrorists. people there struggling without enough food, water or electricity, that siege now reportedly broken as iraqi security forces have now driven back the militants with the help of several u.s. air strikes. jennifer griffin has the latest from washington. jennifer? >> heather, u.s. military officials would not confirm claims that claims that they have retaken intoic the town. pentagon forces say expect more air strikes throughout the day. u.s. war planes conducted three air strins near amirli, to allow iraq's army to take the town besieged by isis. transport planes dropped humanitarian relief to the shia turkmen who had been trapped and bee sieged for two months. the town is 100 miles north of

baghdad. british, french and australian aircraft helped with the humanitarian airlift as iraqi forces evacuated some of the nearly 15,000 residents there. the republican head of the power of house intelligence committee pushed back on the idea that the president's national security team has not presented the president with options. he was interviewed by chris wallace today on "fox news sunday." >> the clock didn't start with the beheading of the american journalists. that was just a symptom of what was a long and growing problem for the united states. it's just very, very late in the game, and it presents fewer options. >> u.s. surveyian drones began flying for the first time this week, gathering intelligence and mapping possible isis targets in syria. until now the president had not authorized unmanned drones over syria. heather? >> thank you, jennifer griffin reporting for us. russian president putin raising the stakes with a political proposal to end the crisis in ukraine, the sovereign country he is accused of

invading. putin pushing for talks to begin immediately on possible statehood for separatist areas in the east and south. putin has called for discussions before, but now he is seeking full independence for an area that he is referring to, quote, as new russia. meanwhile, ukraine and russia swapping soldiers, each side claims to have captured within that are border. accounts of how the men ended up in enemy territory, very widely, but the exchange is a rare move to ease tensions in ukraine. dominic diin a tale, is putin declares eastern ukraine as part of russia? >> you know, there are voices in washington and over in europe that say that's exactly what he's doing. that prisoner swap was designed to reduce some tensions, but the truth of the matter is the more aggressive language from putin is indicating that perhaps he's 4thing in one direction. the phrase new russia goes back

to the 18th century when the area of ukraine was first settled by russians, but you know what? despite this prisoner swap, an interview he went out today that was broadcast in russia. he used much more threatening language. >> translator: everything is so interconnected that those in the west or other countries who plan something, they should think one step ahead about the consequences of their actions. >> another phrase he used was the unconditional security of the region. that very ominous in words. >> nato holds its summit this week. will it announce it is arming ukraine? >> well, you know what? that's certainly the call we're getting from washington here, and also the europeans very much want to see that happen. norm ate the europeans will do that on an individual state basis, but considering what's been happening there, there is a sense of momentum behind getting weapons to the army.

welcome back. police say san francisco 49ers players ray mcdonald posted bail after officers arrested the 29-year-old defensive lineman on charges of domestic violence following an incident at a home in upstale san jose. all of this comes days after commissioner roger goodell rolled out some tougher penalties for players accused of domestic violence. ened the new rules first-time offenders would be suspended for six weeks, while a second offense would everyone a upon lifetime ban. the general manager of the 49ers says the team takes these matters seriously, but is not commenting until more information is available. well, a dash for cash on a rhode island highway. it all began when an armored truck overturned on cranston. about five miles south of providence. bags of money spilled across the

now prominent members of the president's own party are knocking him for being indecisive with isis. >> i've learned one thing about this president. that is he's very carb, maybe in this instance too cautious. >> dutch rupersburger defended the senate saying the u.s. connect can't be the sheriff for the whole world. >> how did the white house respond to the criticism? have they at all? >> the president's team thinks they have time with the senior adviser telling "the washington post," quote, there's no timetable that's following the problem -- we would much rather do this right than do it quickly. we tried the opposite during the bush years and it worked out very poorly. there are now some republicans complaining that isis is moving quickly, so they think the u.s. needs to move quickly as well.

really the end of the week, planning to provoke a confrontation within the republicans over immigration, hoping that it would lead either to the republicans trying to defund the government, shut the government down, or provoke a confrontation that would bring out the base, black and latino voters. now that strategy is entirely out the window. the president has no clear plan from what we heard, to just attack the republicans. >> and he was literally walking out when a reporter yelled something about the immigration, and then he commented on it. >> oh, yeah. thursday he couldn't wait to get into this, because that was the time they were in their strategy of let's set a trap for the republicans. as dumb ago the republicans are, apparently they didn't want to fall into it again.
