than anyone else here. it was far different than the president obama we saw last week, discussing this and saying we don't have a strategy. it was far tougher this time. and i think the primary aim was two- fold. one to say yes, we have a goal and that goal is to destroy isis. he made that clear. but the second goal was to do it from the nato summit because he wanted to show there is international cooperation on reaching the goal. and the white house perspective, that is an important message to send. >> john, i wondered if the white house took lessons from the britain prime minister. prime minister cameron was outspoken about the threat he sees from isis. listen to this. >> we've agreed to offer a nato training mission for iraq as soon as the new iraqi government is in place.

fox news alert. we are getting more word that norad is investigating the unresponsive aircraft somewhere over the atlantic ocean. two u.s. fighter jets, f- 16s are on the tail of that plane. it took off fromro chester, new york and filed a flight plane for naples, florida and some point quit communicating to the grouvenltd and that attracted attention. no sign of response from inside
10:35 am
of the plane. fred is a pilot experienced in aircraft like this. what do you think? >> it is interesting, jon. it is a pressurized airplane and the pressuration system makes it where you breath. and there is gauges and indicators when those pressureiation goes. it must have been catastrophic to knock them out. >> and the aircraft entered cuban air space to avoid a diplomatic incident. the f-15 broke off the chase and that suggest it is on autopilot out over the atlantic. it is capable of flying 35,000 feet. and it is a pressurized airplane. and it may be having a way point in. and it will come down when it is
10:36 am
out of gas. >> indication that is lost pressure. if you don't get on oxygen or low enough to an all theitude of 14,000 where you have breathable air you don't have much time to act. >> my instructor yells at me at 21,000 i can get down in 38 seconds. >> it certainly doesn't sound good. we'll keep you updated on that case of a single engine, very fancy and expensive turboprop airplane that is now somewhere in cub an air space on a flight plane fromro chester, new york to napele's florida. there is the few of this particular aircraft. and a website that tracks aircraft in the air. it is over the island of cuba can and wow. it doesn't bode well for the
10:37 am
people on board of that plane. we'll keep you updated. >> thinking of that pilot and what he or she is going through. >> and another story to bring you, if your child upgraded an app something without asking you you, there may be money your way. a lot of parents had to pay big, big fees. google is agreeing to settle a federal complaint that consumers were billed 20 million in unauthorized purchases made by the kids. here's more lauren, i know parents get them. and down load the stuff and they get a massive bill. >> sometimes you don't need a pass word. you hand them and say play a game. and they are, i don't know. buy a sword to fight with or a key to unlock a dor. it is unauthorized purchase.
10:38 am
and it is it a major problem for google. now they are settling with the federal trade commission and agreeing to pay 19 million to refund partners that had the unauthorized charges. >> what are parents doing to get money back? >> people have submitted request, and that is part of the 19 plus million. and there will be a 90 day review. and what google figures out how to allocate the funds. and then you can yell at your child and say don't do it anymore. >> every time you go to buy something you have to plug in your pass word. it will not live in the system 30 minutes or so. and if that is annoying to you, you can change your settings that you don't have to.
10:39 am
you have control as a parent. >> i hope all of that money goes to the parents and not a bunch of lawyers. lauren, thank you so much. have a great woke week. >> jon? >> taking you back to the breaking news of this hour. single engine aircraft, tbm 700 is out flying over the atlantic and left florida's air space and crossed over cuba and unresponsive. and you look at the green line on that plane there. this is flight aware and that shoes the track of the flight taking off fromro chester, new york. and a fast aircraft. and capable of 1500 mills and headed to naples, florida. it did not make a turn. ground controllers were trying to be in radio contact and they
10:40 am
scrambled f- 15s to chase it. they have broken off of the hunt because they were entering cubbia air space and that's not what you want to do in a situation like this. it is a private aircraft and en route fromro chester to naples and lost communication with air traffic control. what has happen? we don't know. spoking with fred who suggest it could be rapid depressuration. a rubber seal could have blew and you lose the breathable air. >> and because they flew 1800 people. and our prayers and thoughts go out to the people on the airplane. >> it could be a pilot or pilot ferrying business people.
10:41 am
that is a six aircraft. >> it is a single engine. >> and very fast, too. it covers the ground quickly, north of 300 knots and 300 miles per hour. and no one has heard from the crew from that aircraft since it got out over the atlantic ocean. trace gallinger is working on this report. when we get more information from trace, we'll take you back there live. all right. if we can put up that map from flight aware. this is live, a live track from the track of the aircraft that took off fromro chester, new york earlier this year. somewhere over the north carolina or south carolina they
10:42 am
took a turn and headed to naples. it has not responded to any request from the ground since then. trace gallinger is in los angeles with that, trace? >> i am listening to you, jon. tell me if you covered this already. we are talking about the range of the tbn 700 is 1800 miles and worked out to 14 and 50 miles and 200 mills down to cuba or cub an air space and up to 16 or 17 miles and the range of the plane is 1800 miles and so it is in the danger zone a summing it is a full load of fuel it is in the dangerous zone of going down. we believe it is like the incident of stewart's crash. because the f- 15 reported that the winnows is frosted over.
10:43 am
and the pilots are not responsive and they are waiting for the plane to go down or possibly at some point get in contact. that locks like a long shot. we know the f- 15 pilots broke off and cuba is trailing the plane. but we haven't got input to where their status is. we talk about societies. pilot normally not a co-pilot single engine plane and room for 5 or 6 passengers on board this. we have no indication at all who might be on board this light business plane that was supposed to land in naples, the better part of an hour ago, jon. we are working the perimeters of the plane to find out how far it can go. it locks to be nearing the end of the run considering they had a full tank. >> we are hoping that it turns
10:44 am
out better. but it looks ominous. >> trace, thank you. >> and we'll have more on the breaking news of the hour. a ghost ship, a single engine plane flying out of communication with authorities out over the atlantic, more on happening now in just a moment.

10:49 am
the f- 15 got a look at the windows. >> reporter: yes, the windows wereoised over. it is a good sign whatever happen on board is catastrophe. and you said the f- 15s broke off and they did. cub an aircraft are trailing this plane. but as soon as it clears cub an air force. the f- 15s will pick it back up if it continues on the other side of cuba. the range is 1800 miles max. if it had a full tank of fuel. you are getting near 1700. and so it is a cruising speed of three miles per hour an hour. maybe 15 or 20 more minutes of fuel left before it ends up in the ocean. it is unclear if the f- 15s will
10:50 am
have a chance to go around cub an air space and pick it up on the other side. if it keeps going they will pick it up. yes, they the windows had been iced over. >> the hope would be that if this thing does start to descend, maybe somebody onboard could be revived but if so they wouldn't have fuel to work with other than maybe a controlled ditching. >> a controlled ditching in an airplane like that is 99% survival. if there are tail winds, the plane may continue on further. if they've had no oxygen up there for this amount of time, i am not optimistic that someone could wake up. that would be tremendous. >> chances of recovery would be pretty slim. we don't know exactly the all the altitude this plane was firifire i flying at. you cannot lose pressure and live for long or stay conscious

breaking news this hour from the fox news room. a single engine airplane apparently unresponsive over cuba. took off from rochester, new york, headed toward naples, florida, but never checked in with air traffic control. trace gallagher joins us from outside west coast news hub. we were talking about the altitude at which this plane was flying. you know something about that. >> a little over 25,000 feet is the last report when the f-15s started trailing this thing as
10:55 am
it went over the atlantic ocean to the east side of north carolina. it can fly up to 31,000 feet. normally flies around 22,000. if there were problems and it went up but cruising is about 22,000, 23,000 feet for this thing. we've also learned, john, that a plane like this is registered and we're not going to say the name because we haven't confirmed it to a developer in rochester. the plane is based in rochester and the developer we believe owns this plane has development properties in naples, florida. we're working to call that company but the company has shut down for the day. we're not going to release the name. we're trying to confirm that. just to get you back up to speed here, we're talking about a plane that has max range of 1,800 miles and by our calculations, this thing flying from rochester down to cuba is nearing the 1,700-mile mark which puts it near the end of
10:56 am
its range. as you well know, john, depending on winds, it could go a little further. it could go shorter. we just don't know. the f-15s broke off when it hit cuban airspace. once this thing does, if it does make it on the other side of cuban airspace, the f-15s will go around and pick it back up again and our understanding is though cuban officials haven't confirmed this, cuban airplanes are also trailing this thing for the time being. again, we haven't gotten anymore informati information. they haven't given us more information. as we get it, we'll get it to you. >> trace gallagher in our west coast news hub. you are looking at the flight path of a single engine plane. those things rolled out the factory door at several million dollars. on the used market they can cost
