but which when fox news and other agencies ask the department of health and human services where the kids were going, we were stonewalled. joining us now you from washington, investigative journalist sharyl attkisson who is also working the story. what did you find out, cheryl? >> i asked the same questions and i too was told that they wouldn't engage in a discussion about it. they are using the government illegitimate reasons to one w. hold obviously public information that directly impact the public in many ways and they are even withholding it from congress they say they can't give out this private confidential information about minors. nobody is asking about that they are giving a question he that was asked. we simply want to know the general location of the shelters to which these tens

of thousands of minors are being placed. >> now, again it, is the department of health and human services which is in charge of i guess seeing that the children are cared for. it's not homeland security. once you get by the border, homeland security hands it off to h.h.s. h.h.s. basically is saying, look, we are not going to tell the press what we are doing, how we are doing it or where the kids are going. we are not giving you any information. that's what they do in china these what they do in russia. it's not what they do in the u.s.a. now, here is why they are doing it, sheryl and i think you know that. marietta, california. remember what happened there? yes he there were protests and h an impact on whether children were placed in shelters there. i think it's unlawful under freedom of information and public information law. but look at it this way as

well. congress is unable to take care of kids. in one case according to senator charles grassley a contract was being considered to convert a texas hotel at cost the $166,000 per year per child and he didn't receive answers from h.h.s. on that question. how can congress do its job of oversight on these important contracts that are are paid for with tax dollars if they can't even get basic information nobody knows where they are going and who is taking care of them. they don't want it put out because they don't want uprising like you saw in california to go around the country and to have the news agencies put it on television. this has got to come from the very top of the department of health and human services doesn't make these decisions. that's like kerry and press spokesperson, they didn't go out and say i was a sexist without checking with kerry.

he had to check with him. health and human services didn't say to you and to me we're not telling you where the kids are without checking with the white house. they have to do that the reason they are doing that is they don't want the bad pr. but it becomes a scandal. it becomes a scandal because you have, well, let's say hundreds of millions of dollars that is going to be spent, as you pointed out, to try to care for these children. all right. so you have got 100,000 kids. if it's 1,000, it's $100,000 is way more than that so we are into a lot of money and continuing basis and then the local communities, they don't know. i mean it's impacting them all over the place. we heard the governor of massachusetts say when some of the children arrived in the bay say i didn't know they were coming. this is a tremendous usurping of power by the federal government. >> i think if you look at it this way, too. it's an outrage they are basically conferring more rights on the people who are in this country illegally than they are conferring on the citizens who are here

being forced to pay for the decisions of that the government makes and that's quite an irony and i think it's improper. >> but the government does have leeway in what it spends money on. however, it's violating states' rights by not informing the states that the kids are coming on in. and i think most americans are are compassionate. you know, if they do it the right way, i don't think that there would be -- marietta, it was an interesting situation because it is close to the border that it impacted, but i could be wrong about that but the bottom line is that you can't find out the factor and fox news can't find out. are you going to file freedom of information act on it? >> i'm thinking about that of course, they know that they can still obfuscate and delay a freedom of information request. they pay for any lawsuit on that with your tax dollars. there is no dies incentive for them to withhold the information. they routinely do. this i want to point out we did interview some immigration advocates, illegal immigration at

raising the minimum wage, yesterday across the country thousands of workers $15 hour rage. heritage foundation points out if that wage were imposed fast food prices were rise about 38%. here now fox business guru lou dobbs but fast food would be cheap even with 38% rise, would it not? >> absolutely. the dollar special would go to 1.38. everybody can stay with that that's still a pretty good bargain. get into arguments about nutrition. the reality is right now the average worker in the fast food industry is earning $9.31 an hour. which is pretty good for an industry in just about half of their employees are 22 years of age or younger. they are, for the most part, most employees of fast food restaurants are very young people in their first job

with minimal skills required, and he they are about 16 employees to each one of those restaurants. >> i started off in a fast food, a car very well and i had men mum wage. here is my deal on this. i think that the federal government should raise the minimum wage from $10 an hour to 7.25. would you be okay with that 10 bucks an hour? >> over what period of time. >> >> i don't know, maybe 18 months? something like that there would be exception for anybody under 18. all right? teenagers would get $8. >> demand whatever the price is that should be it. you can't rationalize. you can't begin to rationalize a doubling of the federal minimum wage. >> 15 would put a lot of small business owners out. but a $10 and the reason i say that is it's an incentive to get away from welfare. right? so if you raise it to $10 an hour and then do you time and a half that's 15 bucks

an hour, can you get out of the welfare well. because right now you can make more money as you know and we have talked about on the factor by going on the dole than you can by working in these industries. i think that the government has to start to bring the work incentive up. >> you are right. there are better ways in which to do that bill. one of the issues that you would have to contend with in new york, by our estimation, folks who are receiving all forms of welfare, state, local, and federal programs, welfare and housing, you know, that amounts to about $40,000 a year. >> that's right. you are not going to be able to raise wages in fast food restaurants to the level. >> i understand that but by giving people an incentive to at least get in the system. the fast food industry and other minimum wage jobs are there to train you. then you get a better job. so from carvel i went to
