catholic saint has to include political messages about sexuality i think is bizarre. >> all right, james. that's it for this week's show. thanks to my panel and all of you for watching. i'm paul gigot. hope to see you right here next week. the u.s. launching new air strikes in iraq aimed at keeping a vital piece of infrastructure from falling into the hands of isis. welcome to "america's news headquarters." i'm arthel neville. well, these new strikes are targeting isis terrorists around the haditha dam, where a breach could potentially unleash deadly floodwaters in the direction of baghdad. now, this as president obama prepares to address the nation wednesday when he's expected to lay out a long-term strategy for wiping the terror group off the

map. dominic in tallie is live in the newsroom. what can you tell us about the latest strikes? >> well, this is the first time that the united states has expanded its operation in terms of targeting isis, now moving into anbar province, which is in the west of iraq. it is also a historic hotbed of islamic support and also islamic -- sorry, extremist activity. so, what we're seeing is attacks around the haditha dam, which is iraq's second biggest dam. it is quite pivotal. it's up river from baghdad on the ufradz. the fear is it could flood baghdad, even though that's 100 miles down river. this is what u.s. defense secretary chuck hagel had to say in terms of its significance. list listen. >> if that dam were to fall into isil's hands, or if that dam would be destroyed, the damage

that that would cause would be very significant, and it would put a significant additional and big risk into the mix in iraq, which also would risk our interests as well. >> our interests would mean the personnel we have at the embassy down in baghdad, and that's diplomatic personnel. of course, militant personnel there as well that is supporting the effort to bring down isil across the country. back to you, arthel. >> indeed. so, dominic, how does this fit in with the speech that president obama is going to make on wednesday when he addresses the american public? >> yeah, it's going to be really quite interesting, because although we saw him on the sunday programs this morning talking about what he would be saying on wednesday, we've now had further information via our colleague, ed henry, him learning that, in fact, that it will be an imminent, new broader action in iraq or syria that we hear about -- sorry, no announcement of imminent, new

broad and military action in iraq or syria, but instead, really he may approach congress in terms of what role it plays in terms of authorizing military action. obviously, we'll wait for that because that would actually be quite pivotal. but obviously, it really is about striking at the heart, really, of isis, which the president also refers to as isil. listen. >> over the course of months, we are going to be able to not just blunt the momentum of isil, we are going to systematically degrade their capabilities, we're going to shrink the territory that they control and ultimately, we're going to defeat them. >> in wales last week, he cobbled together really a small coalition of nato nations to combat the extremists that control now a large sway of northern iraq and eastern syria. absent, though -- i've got to say this, arthel -- very much are any middle eastern partners. >> perky is a nato member and it

is threatened by isis. so, with only ten nato members aboard, i actually find that disturbing. >> president obama stressing that the announcement wednesday will not be about any u.s. ground troops, saying that that would be a profound mistake. very pointedly, he added, arthel, that this is not a repeat of the iraq war. back to you. >> a big meeting ahead, for sure. the president meeting with congressional leaders tuesday, addressing the american public wednesday. dominic did i in tallie, thank you very much for that report there in los angeles. meanwhile, in a meeting of foreign ministers in cairo, the head of the arab league is calling on its 22 member states to face isis head on, both politically and militarily. he says the group must not fight amongst itself when it comes to confronting the terrorists. the league is expected to issue a resolution on the matter later today. and new violence in ukraine, shelling reported near donetsk, the main rebel-held city in the eastern part of the country.

damaging homes and industrial facilities and mostly threatening a key airport, this raising doubts about the cease-fire that went into effect only two days ago. the ukrainian government and pro-russian separatists are both pointing the finger at each other for the weapons fire raining down on two cities. a familiar political rivalry front and center this morning. president obama and his former republican challenger, mitt romney, gave dueling interviews on the sunday talk shows, touching on everything from isis and u.s. foreign policy to the 2016 race for the white house. leland vitter is following it all and joins us in washington. hi, leland. >> hi, arthel. it was deja vu all over again. we did see a slightly more reflective president obama than we've seen in the past. and certainly, the president's tone has changed about isis when contrasted with when he referred to them as the jv team. still, the president stopped short of sounding the alarm bells too loudly.

>> we want everybody to understand that we have not seen any immediate intelligence about threats to the homeland by isil. >> i think the president is really out of touch with reality when it comes to happening in the world. and i don't know why that is. perhaps it's political philosophy, his foreign policy views. >> and remember two years ago, president obama mocked then candidate mitt romney's foreign policy views by saying the 1980s had called and wanted them back. romney appeared to feel vindicated by the events of the past two years, especially when it came to the rise of russia and isis. and he hit the president again on the issg golf on his vacation shortly after giving a speech about the beheading of american journalist james foley, a move president obama seemed to regret. >> after the statement that i made that i should have anticipated the optics. you know, that's part of the

job. >> there's no question in my mind that i think i would have been a better president than barack obama has been, no question in my mind about that. and there are other good people who i'm sure will be able to lead the country in the future. i wish it were me. >> now, in the end, one has to note the optics of the interviews themselves. president obama, after all, was in the white house. romney joined chris wallace from salt lake city. and when questioned about recent polls that showed him leading the republican pack in iowa for a 2016 run, romney did everything but sign a pledge saying he was now out of the game. arthel? >> okay. leland vittert. thanks a lot, leland. a comedy legend remembered today in new york city. family, friends, celebrities and other notable guests turning out to pay their final respects to the late joan rivers. the private funeral taking place at a temple on manhattan's upper east side.

brian is live from outside the temple. >> reporter: the service began just after 11:00 a.m. and lasted only about a hour here on fifth avenue by central park. the 81-year-old comedy genius said she really didn't want a boring service with a rambling rabbi. rather, she wanted a huge showbiz affair with lights, camera, action. and that's exactly what she got. a-list celebrities whoopi goldberg, barbara walters, howard stern, kathy griffin, carleina herrera all in attendance as paparazzi and hundreds of fans lined the streets outside of the temple emanuel. inside, tony award-winner audra mcdonald sang "smile though your heart is breaking," and actor hugh jackman sang a broadway number. howard stern started the service off with an x-rated joke and deborah norville and cindy adams also spoke. afterwards, nypd bagpipers played proudly. and our own geraldo rivera was inside.

he's friends with joan rivers for the last 30 years. he was invited and said "through the tears, there was a ton of laughter." >> the rabbi was burying his head every f-bomb. it was absolutely side-splittingly funny. it was exactly the irreverent show that joan rivers would have wanted. i thought that it really -- i've never been to a funeral like it. i doubt i ever will again. >> reporter: now, joan's only daughter, melissa, also spoke. she and her son, cooper, said good-bye to her yesterday after joan was cremated yesterday. melissa described her mother as her best friend and life partner. together, they starred on "fashion police" and "joan and melissa: joan knows best." she stayed by her side as joan laid in a coma and on life support. she died on thursday a week after suffering cardiac arrest following a routine anoscopy.

is a serious threat. number two, we have the capacity to deal with it. here's how we're going to deal with it. i am going to be asking congress that they understand and support what our plan is, and it's going to require some resources, i suspect above what we are currently doing. >> okay. let's bring in christopher harmer. he is a retired navy commander and a senior naval analyst at the institute for the study of war. commander, good to have you here. >> thank you. it's a pleasure to be with you. >> okay, so, what do you think the people want to hear from president obama regarding the plan to stop isis and prevent them from becoming a threat here at home while assuring the public that he's not going to drag the country into another prolonged war? >> you know, it's interesting, the public needs to understand that every set of military tactics, strategy and operations are going to be complicated. i think the american people understand that from a history of our previous wars that have been fought. what they also need to

understand is there's got to be a clear mission statement about what we're doing. one of my favorite mission statements was president reagan during the cold war, when he said, my strategy for the cold war is simple, we win, they lose. in actuality it was a lot more complicated than that, but the mission itself has to be clear. the mission with respect to isis has to be clear. it's not a problem that can be contained. it's not a problem that can be isolated. it's a problem that needs to be addressed head on. and the organization itself needs to be destroyed. >> okay. so, you know that the president will also be meeting with congress, congressional leaders there tuesday in d.c. what should president obama communicate to congress to galvanize them to work in a non-partisan, concerted effort to deal with the isis crisis? >> well, the first thing that congress needs to understand is that our level is inadequate to the mission al hand. we used to have two batting groups more or less deployed to the central command. today we have one, a direct result of sequestration. second thing, a lot of the army

and air force unit just are not ready to deploy because they haven't done their interdeployment training cycles, again, a lack of funding. i understand the american taxpayers want a clear accounting of how the pentagon spends and where they spend it and i'm not reflexively pro defense spending. i don't think it's necessary to increase spending in every case. but in this specific case, taking the fight to isis, we need more money than currently allocated. we'll need a budget plus-up. we're going to need more forces in theater to deal with these individuals. >> more forces in theater and perhaps more forces, but the president is saying that it may not be the full accompaniment that we are used to seeing. so, let me move on, though, because i want to talk to you about this. you know all eyes will be watching and all ears will be open. what will the international allies be looking to hear from president obama? >> well, we've got a very good set of international allies that follow when the united states leads. this idea of coalitions is very good, but a coalition has to have a leader. the united states is the most capable country in the world.

we're the waetiest country in the world. we have the most effective military in the world. we need to lead. if we do that, our allies that have similar political and moral values will follow along. i know that the canadians, the centrala australians, the british, several of the nato countries. i've operated with these guys. their training is close to our training. we can operate with them fairly seamlessly. but in order for that to happen, the united states has to lead. >> right. >> we have to have a clear mission statement and we have to be the leaders and we'll get those followers and they will help us on the way. >> commander, will we hear the "s" word, that being syria, from the president? >> if we don't hear the "s" word, if we don't hear about syria, then the mission statement will be incomplete. you cannot attack isis without dealing with the issue of syria. isis really found its first homeland, its first safe haven in syria. we can only deal with isis in a comprehensive fashion. if we're dealing with isis in iraq and not in syria, we're not really dealing with isis. we're dealing with a part of isis that is deployed in iraq. now, i am not at all opposed to

hitting the isis positions in iraq. i think we should have been doing it more and more aggressive lay when they moved into iraq several months ago. but weng wek not comprehensively address the problem of isis unless we're addressing the fact that isis strongholds in eastern syria are the heartland of the isis movement. >> going to have to leave it there, commander. christopher harmer, thank you very much for your time and analysis this afternoon. >> thank you. okay. i want to remind you that tonight, "fox news" uncovers a new smoking gun on benghazi. for the first time, you'll hear what happened from the perspective of three men who were part of the cia annex security team. >> i said, hey, we need to go and got the "wait" again. and i got in the car, said get in the back seat and looked around, and it was beautiful, beautiful. he looked at me, gave me a thumbs up, i gave him a thumbs up and we left. >> you guys did that pretty much on your own. >> yes. we were never given the okay to go. we got the final straw for us to go, at least this is my opinion,
