there are no rules of engagement. just pure savagery. what makes them more dangerous, they're the wealthiest terrorist organization in history, bringing in $3 million a day in addition to half billion stolen from the iraqi bank. this enemy is the antithesis of the belief we have certain inalienable rights, natural rights, that our declaration of independence lays out. they want nothing more than to destroy everything we value and worked for. this is an extraordinary moment in our history. like the defeat of hitler, the enemy we face as its goal, elimination of civilization as
9:03 pm
we know it this, moment in history will show a commander in chief is a true leader who says what he means and means what he said. a leader who understands his calling and both respected and feared. is barack obama that leader? i am haunted by the image of our president running back to the golf course within ten minutes of announcing the beheading of james foley. to fist bump his pals and prime minister cameron, also on vacation, but running back to ken downing to deal with the crisis. honestly, i am tired of people saying you're entitled to a vacation. mr. president, you just had three weeks at martha's vineyard. and today, after the third beheading you're on the golf course again. john kerry tries to partner up with our arab allies who don't really trust you.
9:04 pm
even you admit that the optics didn't look so good. optics mr. president, it's a message to our enemy that is unmistakable. it's not just one message, but many throughout the course of your presidency that shapes enemy's perception of your resolve. starting with the 2009 apology from being an american speech in cairo to, not sending troops to rescue our men begging for help in benghazi, saying you're going to reduce the army to preworld war ii levels to signalling we're not a super power. while trumpet the reduction of our army to preworld war ii levels there are those that say that is a mistake. >> this is a turning point in the war on terrorism. we're finding a terrorist army, not an organization. going to take an army to beat an army this, idea will never have boots on the ground to be in
9:05 pm
syria is fantasy. >> i will not let the president suggest we can outsource our security. >> your pathetic efforts saying we tried but failed to rescue two americans beheaded sent a clearer message. there is nothing wrong with trying and failing to save americans but you're clueless when announcing to our enemy that we failed. they know to separate the hostages and keep them mobile. these times, possibly more than any other. i don't believe you're up to the task. two weeks ago you had no strategy. first, contain them, then destroy them, then, conduct counter terrorism offensive.
9:06 pm
if you and your secretary of state can't say we're at war, one has to wonder why numbers are low. then again, you may be learning something we're not aware of. that may be can help you save americans. with me now, former chief of staff of the army, jack keane. you say a ground campaign is the only way to defeat isis but the president repeatedly says we're not putting our troops on the ground and iraqis we trained ran as soon as they saw isis what. are we going to do? >> there are two major campaigns. an air campaign. i believe we should be attacking syria and demonstrating a sense
9:07 pm
of urgency and aggressiveness. then, the ground campaign is the campaign going to retake territory left. he called those a counter offensive. heading out to anbar provence, we need iraqi ground forces and they've had problems so we need to kurds to do it. they've got the bill but need help from the sunni tribes. there is risk associated with whether or not this is going to be successful. judge, no one knows and we shouldn't be overly optimistic here. what do we do when we have a situation like this where you that have degree of uncertainty? well, in military we mitigate the risk. so therefore, we take advisors and put them down into those
9:08 pm
organizations, to assist them with the fight. the president's decision is only going to send those advisors down to headquarters. while the fighting goes on below, that is where our advisors should be. i hope he changes that decision. second, we need to bring the air support. to do that, we need air ground controllers. now there is no plans to have air ground controllers to facilitate his support of air support. that is a huge mistake. >> go ahead go ahead. >> he mentioned, i did like the nature of the strategy. we're going to target leaders and finances. and put together a coalition f we're going to target leaders we
9:09 pm
cannot do it just using drones as we do in pack stab we've got to bring in special operations forces that can direct assaults against leaders themselves and as we've done every night in afghanistan. both very successful. that is actually boots on the ground. >> right. >> this is another way you mitigate the risk that i'm telling you has so much risk associated with it. another thing, we have attack helicopters that are very responsible ground forces we have a gun ship and have to get these into the fight again to mitigate the risk to help them succeed. these are some of the measures that are prude dent to take.
9:10 pm
unfortunately, they're not in the plan now. >> doesñró0sis have the power t bring down our planes? >> not on any full scale. this may be shoulder-fired missles. we have capabilities to deal with that. we know how to be with enemy air defenses and how to beat them. >> very quickly in 30 seconds that we have, as more people are being beheaded do you believe that arab nations are going to be joining us so that we can train boots on the ground? >> this is all about president's conviction and determination to succeed. and we do not need red trick.
9:11 pm
we need real capabilities. listen to this, judge. if this offensive is going to determine whether it's successful against isis or not, what is our option? what do we do? sole yigs ground troops to back it up. >> general, thanks for joining us. and coming up, white house thinks they've been pretty clear about whether or not we're at war with isis. really? and tonight can we defeat isis without putting u.s. troops on the ground? face book or tweet me. we're going to read answers later in the show.
9:12 pm
9:15 pm
9:16 pm
>> well, you know, ambassador, kerry said he has nearly 40 nations have agreed to contribute to the fight against militants but remains unclear the role they'll play. is this like a game? yesterday was nine, today, 40. >> there is a lot of rhetoric. the key point, if you believe as the president said, that isis is a threat to the united states and our objective is to destroy it, we have to be a bigger part of that. if you say other countries have to provide the ground forces you're saying america's own safety depends on the performance you can't believe that. >> you know what you can't believe it. look at what happened with iraqis when isis came through.
9:17 pm
>> exactly. >> precisely. >> armed and trained iraqi army having seen it fall apart outside of mosul. we're wasting valuable time. you know? it's been a month. every day going by allows isis to get control over what is now a territory the size of great britain. this is not a bunch of terrorists lurking around mountain passes. they're creating a state right in front of us. every day, getting stronger. >> saying we're at work. aside from that, what we've got now is that two americans, one brit you say our president has to show leadership. has he did that in the past?
9:18 pm
>> they can't understand what happened to us. it's bad enough we haven't dealt with iran's nuclear weapons program adequately. and they understand you know the propaganda battle has been interesting. al qaeda saying that isis focuses too much on overthrowing muslims and so in the region, arab states are saying where is the united states? they think obama is hedging his. >> with red line threat and those ready to go with us into that one, you know, he just backed off. also, with egypt and reluctance to provide them with helicopters, you know they have joined us with boots on the
9:19 pm
ground. >> i think we've got a couple monarchies that will be with us i think the military in egypt having watched obama cozy up to the muslim brotherhood, they don't trust the white house at this point. i think that problem is pervasive in the middle east. we had nine nato allies with us we're in deep trouble. signs are not encouraging. >> ambassador, they say we have a thousand military advisors there. >> well, i think that is possible. and that is part of the risk
9:20 pm
here. if this turns out that the iraqi army is not successful in rolling isis back, i think risk and cost of american lives is going to be higher. and have not consolidated their control. and we ought to be moving extraordinarily rapidly with our forces into the coalition. and are proceeding in an advanced pace. >> coming up, isis recruits targeting women, and teen girls here on american soil. shocking details, next. when you told me about this "candy crush" game at first i thought "so what?", but now i can't stop playing.
9:21 pm
that's not how it works. i mean it's so simple. it's like my car insurance. i saved 15% in fifteen minutes. well esurance could have saved you money in half that time. three in a row! sweet! 15 minutes for a quote isn't so sweet. level 2! start with a quote from esurance and you could save money on car insurance in half the time. welcome to the modern world. esurance, backed by allstate. click or call.
9:24 pm
>> this week shannon collie pled guilt which in syria. what's the attraction ? is stooe em msteve emerson is w us. what is the attraction for young american women to get involved in this kind of extremist terrorism? >> actually, it's been going on for years since 9-11. there have been at least a dozen young or middle aged white women converts who try to volunteer for either al qaeda or other radical islamist groups the latest being isis or almutra. the lure is action or men allured them attracted them to the notion that they are going to have a great life ahead of
9:25 pm
them. this one in fic layer gparticul gotten gauged to an isis man on-line. maybe we should start an isis dating service on-line. >> isis.com. steve, what about the fact that last night when we talked about john kerry secretary of state saying we have got nine nations with us, today there are 40 of them. did something change overnight that i missed or is somebody kind of expanding or pumping a bit? >> remind me of the jon lovitz character are "saturday night live" years ago. we change his line every two minutes. he can't name those two countries because they would deny it. in particular none of those countries will admit to the fact that they will support the united states. none of the arab countries will
9:26 pm
say anything about what they will contribute. in terms of practical north none are contributing military support none will say they are providing troops on the ground. none will say they are in the alliance themselves. there is a coal vision of arab states is rude chris. they won't say they are supporting them. >> they agreed to contribute to the fight supporting these nations begins the militants but it remains unclear which country is going to do what. most of these carol layingses muslim or not can join sigisis. the fact that we are not going to openly says that to me maybe they don't trust us or they don't nol low through. what does this say to you?
9:27 pm
>> the tear toir reis a real cal fate and state with borders is to take over the other states saudi arabia and jordan. these states are scared out of their minds their own population mostly sunys are goi-- sunnis ag to be sympathetic to isis and rebel against their elite. at this point when obama says he is going to take a three-year plan, a slow delivery process these countries do not want to align themselves with a plan that's going to see themselves stuck under in which they will be basically over thrown. isis will be destroyed within six months. there's no reason in the world the united states isn't embarking on an aggressive mid yac immediate strategy to destroy isis within three months. i guarantee you they would have
9:28 pm
the confidence to align them . >> if they keep killing americans we should go after them. >> the president is putting his finger in the air depending on which way the air is blowing. >> winston churchill was really demonstration of a man who was a world leader. he didn't care about what popular opinion was in london or britain during the blitz and everything. he said we have to fight against the nazis. we need a leader like that in the united states today. >> blood, tears, towel and sw-- and sweat. and sweat. >> coming up the beheading of if you're suffering from constipation or irregularity, powders may take days to work. for gentle overnight relief, try dulcolax laxative tablets.

oo yesterday we saw the release of a video beheading. here with the latest from london is fox news amy kellogg. >> judge the tributes are pouring in from david haynes the britt tick aid worker killed by an isis terrorist after being held captive for a year and a half. in syria his death was rosheded in a vo -- recorded in a video. he was kill killed by the same man with the british accent that killed sotloff and foley. he was alive and enthusiastic when doing his humanitarian work. his brother said the joy and anticipation he felt about his trip to syria is the most important in the sad affair. prime minister david cameron reeling out boots on the ground to fight isis but the continuing involvement continuing to arm the kurds he remembered david
9:34 pm
haines today. >> his selfishness his decency today cost him his life. the whole country and family can be proud of what he did and what he stood for in the humanitarian mission. david haines was a british experience. britain allen henning. henning a tax tee driver had got involved got involved in a rewarding chapter in his life. judge? >> thanks, amy. with me former cia middle east chief of compassion gary burton. they put pressure on us. what do they expect us to do? >> isis wants to humiliate and
9:35 pm
pressure use and do these things to increase their own recruiting. if you would look back to 2001 when we were fighting the taliban and afghanistan just as we were going to announce going to war tens of thousands of people poured into afghanistan to fight us. when we look at satellite footage we had 20 mile traffic jams choke points into pakistan and afghanistan they were all trying to get in to fight us. it will bring a large new testament of covera-- large num coverage. they believe they only get one percent of that that will be 10 million more. as we kinds of diter at this point and try to get a coalition together, how much bigger can they get? >> they could double their size in the next couple of months. i think it is important as ambassador bolton said to attack
9:36 pm
them early. if we start attacking them from different sides put significant pressure on them you won't have logistical capability at that point. >> i would do 200 air attacks a day on them. the air stuff we have been doing so far is in pin trick. we need a large campaign against these guys and get a ground force in there as quickly as possible with special operators with some of our partners to put the pressure on these guys quickly. >> we don't know who is going to partner up with us, gary. it's not like we didn't know this was coming. so far two americans one britt one more briton h-- brit on his knees getting ready to be beheaded this is horrible. >> it is awful. i agree. there has to be some units we have had success with in the iraqi army before. we have kurdish groups syrian army we have to have people with each of those groups now to start in the beginning. we can bring others in. remember something we began the afghan war in 2001 with six
9:37 pm
teams of eight men on the ground americans team withed other folks. other troops came in to join us and we fought that way. you don't need a big load to go in there. you need to be with people that you find reliable you don't need to wait a long time, we have to wait too long. that has to by th buy them some time. >> we already know the iraqi forces that we left ran for cover when they saw isil. what makes them think all of a sudden we give them more guns they are going to toughen up and we are going to hit the ground running. >> just because those troops ran we have poor leadership. maliki put them in that position. there are special operations we have worked with in afghanistan
9:38 pm
that are excellent. the commandos. there are units we worked with we have trained that are reliable not the entire army. they can actually execute them operations side by side. >> you have confidence that with general allen and a few good turns that we might be able to turn this whole thing around. isil has to believe if they are winning as they continue to head west. >> i have special operations forces in the united states. if they are paired with the right people given the right resources they can do a lot. >> all right. thank you so much for your input. with me now the strategic communications advisor for the syrian coalition. you were nodding your head as gary was speaking. what did you agree with? >> in order to support the sources on the ground that are fighting american leadership. you need special operations
9:39 pm
teams, teams that are on the ground that train the forces with syria. thou no one is calling for boots on the ground. they have checkpoints in the middle of nowhere in the desert. you put in special forces and turkey or iraqi kurdistan to work with the tribes with the syrian curbs and the free syrian army to fight isis you can take away that advantage of isis which is the safe haven in eastern syria. when you say special forces are you talking about boots on the ground? what are the special forces comprised of? >> one is working with special forces in the radio egg gone from the modern arab allies that have been trained by the united states. i served in afghanistan and i saw the united arab emirates and they operated with the jordanian special forces.
9:40 pm
knees are some of the best in the world. you need to fighter wris-- terrorists. >> i was reading isil is now embedded in the syrian civilian population. almost like hamas and the israeli hamas complex. >> here is the ground troops. i can tell with 100 percent sureness majority of syrian people i have spoken with reject isis. isis controlled a large town in eastern ear yaw. >> of course they reject them. isis is killing them. >> they are crucifying nigerians on a daily basis. if you look at youtube arab language social media they are spray painting graph teet tee on the walls. this is who we support before
9:41 pm
isis killed them. >> we are late in supporting them but what do you think to turn things around? >> two things will turn things around american air strikes in syria. >> that border no longer resi s resists. isis is using the tactics that in pakistan and afghanistan. they don't have to worry about drones they don't have to worry about air strikes. their leadership is sitting comfortably in eastern syria, in places likes abu kamal just like back in 2008 when they were sending more fighters to kill iraqis and foreign soldiers. they have to go in in neighboring countries no the in syria to train and support the army. there is has to be a three prong approach. the how do you vet them how do
9:42 pm
you know who is the moderate who is that. we don't have time to run any kind of check on these people. do we have an idea of who the moderates are? >> we have an idea who they are. the united states has been working with the moderate forces on the ground that are fighting isis in the past year. you do not strike the united states. you do not strike the west. we support the united states can support forces on the ground that don't want to expand outside of syria. >> now the assad regime said look to the united states. you come to our airspace we are going to shoot you down. you have to give the assad regime, they took 190,000 people and they are still standing. every one has been fighting with them, although we have threatened with the red line our
9:43 pm
commander-in-chief never did anything about it. does he have the capacity to shoot down our airplanes? >> he does no the. he is blu -- he does not. he is bluffing. fighters have taken out some of the air defense systems. they have really weighed down on the regime forces and air defense systems. he has thrown that out there. he is worried it is time to hit assad and isis while the heads can count the most. >> thank you so much for being on tonight. thanks. coming up, the boston bomber's terrorist sister now in trouble with the law. this jihadi family has got to be kidding. you won't want to miss my take on what should happen to her. think jihadi mom america's newest real estate brand is all ready the brand of the year.

harassment was charged with misleading boston police membership and bench warrant for her arrest kind of like her mama. she doesn't show up and when she does show up she says i am really poor and i am pregnant and i am in the gym the judge says oh okay why can't we just support this woman why can't we live with mother and sister in a country she is alleging she is in danger from and she has asylum here from. >> it is remarkable there is no consequences for individuals who do these types of acts. there needs to be swift and sure actions from the state department when someone commits a crime. i think when you go on welfare you shouldn't become a permanent
9:49 pm
resident. all six became permanent residents meaning they have a green card and can stay here as long as they want. many were taking welfare benefits they were committing crime why isn't the state department taking it out it was a privilege to be in the country it is not a right. >> how does someone go about having this woman deported. right now we are talking about two criminal charges she is already ignored american law. who would make the motion to have this woman thrown out of the country. >> taste the state department. they are the people who give out the visas. >> i don't mean to interrupt you, but what does it take for them to say you are out of here? >> on september 30th before they go to the judge the state department is woefully poor at doing these types of deportations. what it takes is for someone in
9:50 pm
congress who is an elected official to stand up and tell the state department there needs to be consequences when you do some sort of wrong thing. you are a permanent resident or you are on a visa. >> when i was a da if someone was here, we had to make sure they were convicted of they1 i would think that that would be something that would be a little easier done. >> you're going to have to change the law. right now, you are be on welfare
9:51 pm
and still have a green card in this country. i think the law needs to change so not only there is some sort of consequence, but i think if you don't have a sponsor that is going to take care of you and then you can't take care of yourself, then you should go home. coming up, your responses to my opening last night on the president's isis strategy. and your last chance to vote in tonight's poll. can we defeat isis without putting u.s. troops on the ground. facebook or tweet me @judgejeanine.
9:55 pm
we got a ton we got a ton of responses. marilyn said isis is at war, rose says look at cameron. he already put his country on high alert and takes them serious. he's not off playing golf while the world is in turmoil and returns to his office. larry says we may not be at war but isis is at war with us. becky says i would loov to hear obama's response. melvin says obama says make power not war. he's a great talker or politician as a leader he might as we will be on the golf cou g course. he says the words i want to yell on every street corner but i would be arrested. that doesn't bowed well for me. on tonight's insta poll we could see isis without putting u.s. troops on the ground. we can't defeat them with this president if he puts boots on the ground he will tie one hand behind their back and limit their ammo to three pull lets a day.
9:56 pm
vivian says how about putting the troops at the border for a change. too late for that one. left unchecked they will take over our nation and others as well. ronald negative they have to be flushed out we can't afford to show any mercy in their world to show mercy is a show of weakness. they know and respect only one thing that is force. sending them over there with their hands tied and without backup is only going to get them killed. alma says we need to do whatever is necessary to defeat isis we are at war even though the clueless administration can't say the word. angela says no. obama is throwing a bone at the american people to try to save mid term elections. i just hope none of them are dumb enough to believe it. stephanie says nope. i am an army infantry wife and as much as i don't want my husband in harm's way i don't see any other way to completely.
