counterterrorism operation. i think war is the wrong terminology and analogy. i don't think people need to get into war fever on this. >> but after the white house and pentagon contradicted secretary kerry saying we are at war with isis, mr. kerry appears to have changed his tune. >> in terms of al qaeda, which we have used the word war with, yeah. we're at war with al qaeda and the affiliates and in the same context, if you want to use it, yes, we're at war with isil in that sense. but i think it's a waste of time to focus on that. frankly, let's consider what we have to do to degrade and defeat isil and that's what i'm, frank many, much more focused on. >> which one is it? >> in the meantime, critics of the administration like republican senator graham can't hide their frustration with the white house's handling of isis, especially when it comes to the president. ruling out ground troops. >> i am tired of hearing from

this administration how easy this is going to be when it's going to be hard and the consequences of losing, my friend, is that they survive our best shot. this is the last best chance to knock them out. they'll open the gates of hell to spill out on the word. this is not a sunni versus sunni problem. this is isil versus mankind. >> all weekend long the debate back and forth and then we have the beheading of the british aid worker over the weekend that's just another heartbreaking development in all of this. but john kerry all over the map on the language. this white house cannot seem to get the language straight and john kerry insisting this isn't war. this is a major counterterrorism operation. do you think the words do matter at this point? >> i do. he actually said that -- john kerry said on cbs that he believes it's a tortured debate over what we're calling this or not calling this. he said that's not what counts. it's what we're going to get done to be isil that matters the most. isn't that the problem?

we don't know what's going to get done. we don't know the actions that this administration is going to take because the messaging is so mixed right now. i was actually talking to fox news security analyst and she said, do you know what? these don't matter. she disagreed with me. she said these are just words. it's actions that matter the most right now. why are we so afraid to talk tough? here is the threat that isis poses and here is how we plan to combat them. what is the -- why are we all so scared? >> seems to me the politics of all of this is driving it. the president said he would end wars, not start them. he doesn't want to go on record saying we're at war. he also said there's no such thing as a war on terrorism in 2013 but i think words do matter because when you're trying to build the coalition of arab states to join you, they're looking and listening to your words. if you're saying, well, we don't know what this is, why would they commit to join us? >> but the president has said some words that would matter to those other states that would maybe join us, the muslim world, that would maybe join us.

he said during his speech last wednesday night, this is not about islam. this is not about religion. he is using some words to try to build that wider coalition within the arab world. he's not using, however, consistent words within his own administration. rear admiral kirby said absolutely we're at war with isis just as we were with al qaeda which was also not a state. they don't have to be a state for us to be at war with them. so i think the context here isn't just that the words aren't being spoken outside the administration. i'm curious about those words that are being tossed around within. is that indicative of maybe indecision on the part of this administration? will that cost us in the long run? >> it's arguably worse. >> the war of words may be the first light at the end of the tunnel. what does that mean? that's a signal that the train is coming that somebody told us. >> it is costing us. front page today, "new york times," "usa today" said that many arab nations are saying, all right. we'll help you but no ground

troops and that was one of the big things that we had come out and said, no boots on the ground. president ruled that out. not our boots on the ground. whose boots are they going to be if the arab countries are saying we might financially contribute but no boots on the ground? >> they know maybe this administration isn't really serious about it but i think that -- i'm with k.t. mc farland. he ran on words. he was going to be the peace president and we gave him the nobel peace prize. we didn't give it to him but he got it just for showing up. as long as he can keep this -- you know, if he can talk peace and he can avoid the word "war" and then take the actions, i think a lot of actions i agree with. you know, he ran so much against the bush administration and then he continued so much of the policies. i was happy he did. >> he got the president. he got the national security briefing. >> doesn't he realize, though, that if the white house and the pentagon are saying one thing

and the state department is saying something else, doesn't he realize that that not only does it confuse the american public but isis and terrorists and leaders of those atrocities are hearing that? and what they see is an america that looks totally confused. doesn't know what it's doing, doesn't feel comfortable coming out and saying, yes, this is a war, yes, we're going to get in there and yes, i think you hit the nail on the head. this is all political. this president is very afraid of the notion that the united states will have combat troops on the ground, that he will go against his campaign promises and that's more valuable to him than winning this fight. >> i don't know. whatever -- i just think people need to be on the same page. if they're not going to be on the same page, are you suggesting they just don't talk and inform the american people? >> i think they need to be on the same page. i think it's their responsibility to get in a room -- there's no reason why the state department, the white house and the pentagon cannot be on the same page when you're talking about whether we're involved in a war with isis and terrorism. i don't understand why that's a problem there. >> we have this revelation last

week that isis is far greater than the administration estimated. it's just whether or not we're at war. look at the angles we've covered with this murderous cult, isis. administration has told us they're a threat to the homeland. wait. they're not a threat to the homeland. they're small in size, no. who is doing this? >> can i offer this from the c.i.a.? we thought there were about 10,000 of these guys. now 31,500 which would put them, by the way, at about the same size the taliban were when we were fighting the 2001 force. my goodness gracious. if they're not imminent, i don't know what is if they can grow that quickly. you know, i think it's really interesting that we're at a point now, we're all talking about the words that you are being said. do we anticipate that there's a possibility that we can wake up and while we're all talking about the words, they might take

out somebody like osama bin laden? i mean, that's the only hope, really, in the background of my mind. i'm thinking, maybe they've got us all talking amongst ourselves while action is being taken. >> but we're not going to put boots on the ground, tom, and we're expected to build an international coalition to help us, right? i don't know if the british are going to change their mind but up to this point, david cameron sdpt seem to have the appetite or the will. our european allies are not jumping in to help us. when i look at what we said we're going to do, the president said we're going to arm the rebels in syria, i have deep, deep worry about arming these rebels and the president said their pharmacists, doctors a couple of weeks ago, i agreed with him a couple of weeks ago. i think he was right. if we arm the rebels, i think we're not going to like the outcome. they're going to get into enemy hands and asad is not a good guy. i think we've better thanked a bridge there. he's a murderous dictator but i think that asad is better than isis. >> i don't think the words

matter. europe is going to help us or not and it doesn't matter. the words don't matter. i think -- i was talking to eric on the five of us. he said we have to get the help of turkey. when has turkey helped us? since the first gulf war. so i don't think that words matter. they have their plan. they don't -- you know, no one wants to put their boots on the ground. so i don't know what you can do to -- >> what do you say to a leader like senator rand paul who steps into this and he says that even his perception on this, his perspective is changing because isis is growing? but i said ultimately, the only ones who can declare war against anybody is congress. >> i've sat here and had many conversations about experience on the ground and he did do this. talk about stifling them financially. going after the oil fields they're securing. they're spreading quickly and that there are -- >> $3 million a day they're making on the oil. >> that makes them stronger and stronger. why want talk about the money

angle? why not talk about how we're going to impact that bottom line? those dollars that are coming through the door and empowering them every single day. >> $3 million a day based on stolen oil, those are figures that we're learning today, they can literally buy and train anybody they want to on the planet. >> as they are. meanwhile, we have an open border. president has not shown any will on the keystone pipeline to develop oil online but i think he needs to go to congress. he has to for that $500 million piece to get them to authorize this but i also think that when conservatives and republicans say he doesn't need congress, he has the authority, i think that's a bit hypocritical. how can they demand and scream but then when it comes to war, all of a sudden the republican party doesn't need the president to fall the constitution? republicans have to be consistent. >> i think they have to be consistent and that's why i think rand paul is saying that. i think he's saying you need to go to congress not only because you want the support of the nation, you want to show it's

tell you about. minnesota vikings are just announced adrian peterson is expected to play on this coming sunday despite his indictment on felony child abuse charges for an incident in which he allegedly whipped his 4-year-old son with what he calls a switch. his lawyer says peterson, quote, used the same kind of discipline with his son that he experienced as a child growing up in east texas. charles barkley also came to peterson's defense. watch. >> we spank kids in the south. i think the question about did adrian peterson go overboard but we all grew up in different environments. every neighbor in my neighborhood in the south would be in trouble or in jail under those circumstances. >> my thing is i don't want to tell anybody how to raise their kids and i don't want anybody telling me how to raise my kid. let's make a distinction between child rearing and child abuse. that was child abuse. no fine line here. >> i think i've had many welts on my legs. >> welts like that?

>> oh, yeah. i got beat with switches and i -- i don't like the term. when the media talks about it and somebody says something on television, beating your child, listen. >> that's what that was, though. you saw the pictures. >> we called it spanking or whipping our kids. >> i'll tell you, a lot of backlash today for charles barkley. i want to get this in. corporal punishment is not itself abusive under the law according to the statement from the texas attorney general. physical discipline like spanking would only become abusive if observable and material impairment occurs as a result and we have the pictures. you can clearly see this child was scarred from that. you worked in the school system. you were a dean in the high school. i'm sure you've come across different conversations with parents about discipline. what are your first thoughts with this? >> to me personally it's disgraceful if you look at the pictures and see. it looks like that kid was just

horrifically hurt. with that being said, a lot of parents have differing opinions about this. not just in school. look in twitter. oftentimes when the stories come up, a lot of people will say, look. i was spanked when i was young and it didn't hurt me. my mom used to run around and chase me and i grew up just fine. i think there's a distinction, though, between spanking and child abuse. and it's the responsibility of people to look at photos. we're talking about a 4-year-old here and be able to let law enforcement and our own eyes and common sense make that distinction. there's a difference between a mom giving a child a pat on the behind and this. >> it's child discipline versus child abuse. not spanking versus abuse. there can be -- spanking can be a form of abuse in some cases. >> true. when it's spoken about in the school system and among parents, that's how i hear it. spanking like it's no big deal. >> to me what this news tells us, adrian peterson will likely

play in new orleans this weekend is that the nfl, which is the bigger story here, is giving him a second chance. >> you know, i want to say this. corporal punishment is allowed in schools in 19 states, including texas. and again, according to the attorney general in the state of texas. what sandra is talking about, though, is true. and chris carter went on record, you know, also from the nfl, went on record this weekend saying, any kind of spanking and he also shares this history with charles barkley of having been beaten as a child by things that grow on trees. >> this is out of control. if you look at the pictures, this is more than just spankings i got as a child. this seems excessive. this is the predicament, though. owners have said we want to let the legal process play out. that would make sense in normal circumstances. look at the ray rice issue. sometimes the course doesn't get it right. i understand what the owners are saying. let's let the courts decide.

but the nfl has such a problem and i think honestly, harris, is it too much to ask these players don't get arrested? i know that they've covered up for a long time the behavior of players in college and beyond. we saw what happened at penn state. but we all work in the tv intis. we don't get arrested during the weekends. don't we have a duty to avoid the appearance of impropriety? don't get arrested and you won't have to worry about it. >> i want to watch the sount bite with chris carter and then wheel continue the conversation. >> this is the 21st century. my mom was wrong. she did the best she could but she was wrong about some of that stuff she taught me. and i promised my kids, i won't teach that mess to them. you can't beat a kid to make them do what they want to do. >> that's correct. >> so what he's talking about is an evolutionary process. he's saying, look. this existed. and you know, you see this according to these men, chris carter and charles barkley, breaking long racial lines. that's not true.

i had wondered what journalist cheryl atkinson might be working on and what she's been doing is getting an exclusive interview and according to her reporting, this is going to come out, i guess, in a wider sense. one of her aides was assisting on a weekend to help purge some documents that the state department had on the night of september 12 a couple of years ago in benghazi, libya that our u.s. outpost was hit. this was interesting. she may not have wanted to talk about foreign policy yesterday. she had a funny look on her face when senator harkin wanted to talk about the book. she didn't want to talk about it. >> she wanted to talk about steak. you don't talk about foreign policy over steak. that will ruin a steak. >> what about the idea of having bill clinton by her side? he's always sort of around. in 2008 at times, he opened his mouth a little too much, wasn't so helpful. at this particular event after she stopped addressing people,
