streets of new york city with a scary threat. >> reporter: good morning. federal prosecutors have now charged a 30-year-old american citizen with trying to recruit people to isis. originally from yemen, he has been the subject of an f.b.i. investigation for over a year now. a series of pro-isis tweets first tipped off the feds. now they say he has been attempting to recruit other terrorists and even was planning to kill u.s. soldiers returning from the middle east. a department of justice official tells fox news these are not isolated incidents. there are dozens of others being investigated inside the united states right now. this coming as a brand-new threat against new york's times square is revealed. a disturbing new report shows supporters of isis are being asked to use pipe bombs to attack american targets. lawmakers are calling for drastic action to be taken against isis including new york congressman elliot engel who fears another

9/11-style attack could be coming. >> i understand my colleagues are war weary. i'm war weary. i understand the american people are war weary. i'm war weary. but again, i think doing nothing would invite something very similar that happened to my city, new york city, on that fateful day of september 11, 2001. >> nypd commissioner bill bratton said cops are aware of the threat but they don't believe they are credible. back to you. >> anna kooiman live in times square. >> secretary of defense and chairman of the joint chiefs of staff were asked to go in front of the armed services committee and explain our method when it comes to fighting, defeating and destroying isis, at which time we'll have a chance to hear your statements and ask some questions. when they asked some questions, that's when the script went off and i think we got some candid comments, especially from general dempsey who many people in the military have been dispointed for because they know general dempsey

and they say how could he possibly be behind some of the strategies he's been trumpeting over the last few weeks. >> the president made a promise no boots on the ground. his aim is to establish a broad coalition of those that will put boots on the ground. not u.s. troops boots on the ground. in keeping with that promise, as you mentioned brian, some are asking how can the white house say that, yet general dempsey say this? >> my view at this point is that this coalition is the appropriate way forward. i believe that will prove true. but if it fails to be true and if there are threats to the united states, then i of course would go back to the president and make a recommendation that may include the use of u.s. military ground forces. >> they seem to be a house divided. if this coalition doesn't work, by the way, last night, in talking to his french counterpart, he said half of the troops in iraq,

half of those military combatants would not be able to actually continue the fight. so if that happens, if this coalition proves to be false he's saying i'll go back to the president and suggest our own boots on the ground. >> and that's what you'd expect. you want all the options on the table. the president seems to keep taking things off the table. at least general dempsey is being practical with this. go back a couple of weeks, remember he said isis is one of the greatest threats ever. then he got taken to the woodshed and he kind of backed that down. so it was refreshing and candid to hear him say there is a way we might actually have to see boots on the ground. charles krauthammer has looked into his crystal ball and has analyzed it and sees three reasons why dempsey may have said we might have to put people there. listen. >> either the president wants not to do it, which appears to be the impression he was definitive in his speeches.

this is not going to happen, no ground troops. and the military wants to go ahead and do it because it knows it's going to need to at some point. or obama is cleverly being the one who gives the good news and is having the general go out and talk about the inevitable bad news, the ground troops. or the third possibility is these guys have no idea what they're saying or doing and they can't agree on what's going on. >> i'm for one hoping for the second. >> i think three is more realistic. >> when you saw them scramble after this hearing when you had dempsey's press secretary, colonel ed thomas go we didn't say there's going to be boots on the ground. josh earnest goes we never said that. we're talking hypotheticals. then you had at the state department a spokesperson saying no boots on the ground, to reiterate. you realize when the general said i'm not going to go back and restate anything i said because i was being honest and everyone else tried to spin it forward, this became the

number-one story to emerge. on top of that, it is illogical to think 5,000 free syrian army people training for over a year and a half inside saudi arabia as well as what's left of the iraqi army and nobody else so far who has put troops forward are going to be able to suppress and stop 30,000 isis fighters. it's illogical. >> there are troops on the ground. there are covert operations. and the president's theme here seems to be operating within a covert nature. if that ends up whiepg out out -- wiping out isis, fine. but it's leaving the american people confused. >> leave all thethe table. about seven and a half minutes after the top of the hour hour with this busy wednesday. heather nauert with headlines. >> the minnesota vikings just suspended adrian peterson again. he is banned pending the outcome of his child abuse case. he was reinstated on monday

but in a new statement the owners say this now -- quote -- "after giving the situation additional thought, we have decided this is the appropriate course of action for the organization and for adrian. peterson accused of hitting it would of his sons, both four years old. peterson apologized but says his own parents disciplined him this way and it helped him become a football star. the search for a missing university of virginia student expanding this morning. police are moving the search after new surveillance video shows hannah graham outside the bar where she was last seen appearing drunk. this as her heart broken family pleads for help. here is what they're saying. quote, those of us who know and love hannah know she would not disappear without contacting family or friends. graham is the fourth young woman to go missing in this area in the past five years. brand-new information about the man who shot two pennsylvania state troopers in cold blood. he is a sharp shooting

survivalist who targeted cops and was out for mass murder. that suspect right there, the 31-year-old, his father says he is a skilled shooter who -- quote -- "does not miss. he is accused of murdering trooper byron k. dickson diks and critically wounding alex douglas before getting away. an incredible story of survival. three people, including a man with a broken leg, and a ten-year-old boy swam to safety in the pitch-dark water after a wave sunk their boat off the coast of kuai. the nightmare started when a massive wave hit the boat. all three were thrown in the water. one of the men suffering a broken hip and his leg broken in three places. he described it as the worst pain of his life. after four hours of unbearable pain they decided to swim for it. half an hour later they made it to shore.

as it turns out, the nfl uniform inspector was at the door and said hey, that's not a nike product. you can't wear it. he eventually turned it inside out. he later said apparently he did it himself rather than face a fine. but nonetheless, come on. nike product. clearly a christian message. do you have a problem with that? that's number one. >> number two is this. there is a teenager in arkansas, 13-year-old. she actually -- she wants wants -- she wore a t-shirt to school. she purchased it at a christian fair. it says virginity rocks. from arkansas middle school. the back says i'm loving my husband and i haven't even met him. this is just her freedom, her speech on her t-shirt. they said you want to be abstinent, take the shirt off. they gave her a school-issued shirt to wear instead because they thought the possibility was there that it -- quote --

"opens up too many doors for conversations about abstinence." >> apparently those people who said that have never been to a sex ed class in high school. they're graphic. >> her mom said her daughter needs to respect the leadership of this school and she will. she is a good kid. >> to south carolina where on 9/11 four high school students at woodruff high school decided to bring two huge flags to school in honor of those who lost their lives and showing patriotism on 9/11. all four kids came to school with large flags, they all got them taken away because we're not being anti-american. rules are rules. anything that creates a disturbance on campus or draws an unusual amount of attention to one's self- -- we all love americans and support our country. we value our americans. we've got to get into the first amendment. we cannot discriminate. >> which of those three

e-mail, bad e-mail. anything that reportedly could have gotten them into trouble, colonel, was grinded up, was shredded and the review board never got all the documents. big deal. >> this is key because what they probably took out were the very authority documents, the accountability documents which were the heart of the accountability issue. let me be very clear on this. what they probably took out were documents with direct signatures, where people signed off on things and/or initialed things. a lot of times you get a packet and the principal will review it and initial off on it. i think what happened was anything that had direct, someone putting pen to paper was completely pulled out. that's what the accountability review board should have been focused on most viciously. >> i said this before. they should be more outraged than anyone because pickering's reputation on the review board. but they didn't have all the information. >> clearly this would have indicated other directions this investigation could and should have gone but

didn't. they are the ones on the hook saying we didn't have a complete investigation, but i don't see them actually saying right now here that we need to get the rest of the documents into the mix. >> when you were saying things with signatures on it, for example, if the secretary of state signed off on something, she knew about it. if she signed off on the security investigation -- >> or deny it. >> she could no longer deny it. hypothetically, you would think about the electronic pad because those had to be printed from something. you say the big picture, there's 15% left of this story. >> 15% of issues, items and specific incidents and people involved we don't know yet. we're getting close to the end here but this last 15% is going to be the most difficult to get to because all roads lead to principal officers. some of the documents we're talking about were probably the direct link to bad incidents, to include the holy grail, the obtaining of weapons from the libyan

testify on capitol hill about dangerous wait times at a v.a. med center in phoenix. the big question, will this hearing bring us any closer to finding out who will be held accountable? the hearing starts at noon. details here on fox. elisabeth, time for house call. >> a shocking report finding more than 70,000 kids are sent to the e.r. each year due to an accidental overdose on medications. and most of these children are younger than two years old. so how do you keep your own kids safe? here with the tips you need to know for sure, emergency room nurse practitioner erin tober joins us. 70% overdosing medication. what is going wrong here? >> this is something i see all the time working in the emergency department, is that parents aren't careful enough with how they keep their medication, even responsible parents. i saw, for example, the d her medicinem, she's cabinet packed up in a box,

adults, we don't want this in children. it causes them to go into shock. >> diabetes, a lot of people dealing with that, a lot of risks. >> diabetes medications are particularly dangerous because they last for a long time in the body. when i see these kids in the emergency department, i admit them to the hospital for overnight observation. they need their blood sugar monitored over time. >> you mentioned something. when you know what the medication is, that's one thing. a lot of times you don't. those pill organizers, and some are doing the right thing. they're organizing the medication by day. that can pose a danger? >> this is the biggest offender in toddlers. they can't tell us what they've taken, how much they've taken. if you suspect your child has taken a medication, come to the e.r. pill organizers are particularly bad because in that case they're taking those medicines out of their childproof caps and putting them into something that's easy to open. if you're going to use those, keep them high, locked up, out of sight. at best, don't use them at all. >> 45% of the cases occur

through a relative. if your kid is visiting somebody or you have somebody visiting you, what's your advice? >> tell them to keep their medicines out of sight. a lot of times we put medications in our purse, in your suitcase. they're not high in the medicine cabinet or the kitchen cupboard like they normally would be. educate your relatives they need to keep their medications out of sight of children locked up ideally especially when in your home. >> never describe your medication as candy? >> yes. parents want to avoid the fight of giving their kids medication so they say it's candy, it's going to taste good. while this is going to avoid temporary kicking and screej when it comes to taking medications, it is a bad habit over time. it leaves the kids seeking out medicine. kids need to view it seriously and responsibly. it is good training to fight the fight and make them take it. don't disguise it as candy. >> that advice gave me

now charged with five felonies. and those are a look at your headlines. back to you. >> heather, thank you very much. we've got extreme weather to tell you about. arizona residents bracing for a monster storm. you can see them loading their cars with sandbags to put them around their houses. in arizona. >> that's right. maria molina is here with this very latest on odile. >> we're tracking odile, currently a tropical storm. the center is over very warm water so that is allowing it to keep its strength, maximum sustained winds at 50 miles per hour. temperature over the water is about 90 degrees. you can see that the center is forecast to come into arizona and just outside or over the city of tucson as we head into late tonight. we're talking several, many hours at least 12 to 24 hours of areas of heavy rain across portions of new

mexico and arizona. we have flash flood watches already in effect. locally up to eight inches of rain could fall across southwestern parts of new mexico. that seems to be the bull's eye but more than four inches could fall across the southern portion of the state of arizona as well. about a week and a half ago we had a little more than three inches in the city of phoenix and we had cars being washed away and significant flash flooding. it's going to be very interesting and hopefully not as bad across parts of arizona over the next couple of hours. otherwise, on the heels of odile, we have another tropical storm forecast to come very close, uncomfortably close to the city of cabo. we're going to watch the storm system, currently a tropical storm. could become a hurricane over the next few days. brian, let's head back inside. >> nascar legend tony stewart's fate in the hands of a grand jury. new york prosecutors deciding there is enough evidence from this deadly accident last month to move

forward with the case. kevin ward jr. was killed when he got out of his car and walked on the track to confront stewart during the race. stewart has maintained his innocence, releasing this statement. i look forward to this process being completed and i will continue to provide my full cooperation. nascar says they are closely following the case. more news. ray rice taking the first step to possibly return to the football field. the nfl players union appealed his indefinite suspension arguing he can't be punished twiews for -- twice for the same action. commissioner roger goodell initially suspended rice for two games but then increased. major sponsor movement. anheuser-busch sending a strong message to the nfl saying they are disappointed and concerned with the handling of behaviors that so clearly go against our company culture and moral code. they are worth about $400

arkansas where the republican challenger tom cotton is actually leading the incumbent democrat mark pryor. what's going on in arkansas? >> arkansas is an interesting test this cycle of whether red state southern democrats are going to be an extinct breed one day, or if they can survive. pryor is one of the candidates this cycle who is running on the family name. we're seeing that trend in places like alaska and louisiana as well. that will be a close race as well. >> now let's head out west to colorado where in the senate, mark udall, the incumbent democrat, is leading corey gardener. but wednesday again it's close enough, looks to me just about the margin of error. >> this is also going to be a close race, an intense battle ground, a place where republicans did a good job recruiting but also what i consider to be the ground zero for the so-called war on women. women's issues are prevailing from democrats there this cycle.

in your kitchen. the encouraged targets are here in times square, las vegas strip and places in texas. we'll get to the police response in just a bit. first, federal prosecutors have charged a 30-year-old american citizen with trying to recruit people to isis. he's originally from yemen and has been the subject of an f.b.i. investigation for over a year. a pro-isis tweets first tipped off the feds. now they say he has been attempting to recruit other terrorists and even was planning to kill u.s. soldiers returning from the middle east. a department of justice official tells fox news these are not isolated incidents. there are dozens of others being investigated inside the united states right now. this is coming as a brand-new threat against times square is revealed. a disturbing report shows supporters of isis are being urged to use easily made pipe bombs to attack american targets. simple household products like sugar, christmas lights, and matches can be used to make these explosives.

kelly, who i assume is at home watching you. >> scrambling to get the kids out the door for school. >> sometimes she'll get out for school. first off, you're coming off a best seller right here. you combine this what you know of breaking news with now you've learned about politics. how does that fill into the means? >> what do you -- >> how does it fill into this story line? >> the story line, the main thrust of the book is politics, but it's impossible to talk about politics without looking at the intersection points with media and the news. >> you feature a lawyer turned journalist. who might that be based on? >> clearly there is some inspiration there. that's a fairly common path for greta and others. and the character also is a child actress turned lawyer, turned journalist. and at the time i was writing some of this book, i was reading melissa frances' book, and so that filtered in there.

i interviewed melissa, which was helpful. >> regardless of political affiliation, it's exciting. i want to know what megyn has to say about it. >> she actually was very involved? the early processes of the book. she's my first reader of all the stuff that i do. and she's so helpful, but she's, as you know, brutally honest. i get these thick stacks of first drafts back with red all over it and boring, boring. sorry, honey, boring. and things crossed out. you need an honest reader like that. >> you had to research the political process and research the breaking news process. you've been in the control room a lot when news breaks. that was learning experience for you. >> it is amazing. you guys know, but for someone who walks into that from the outside, it is so stunning and when you get into the control room, breaking news event is total madness. but it's all clicking and all comes together and everyone sort of short forming their language and as an outsider, you don't know what they're talking about.

not eating with them -- >> where do you get that intimate time, one on one time? where do you find it? different schedules, schools, sports, everything. >> often what i do is when i come home from work, my daughters are already ready for dinner. i'm a little too late for them. so i sit with them. so they're eating. they're eating fast. they're eating chaotically and i'm spending quality time with them. but my dinner isn't on the line. she's the key. >> is that what it comes down to? if you're having sword fish for $19 a pound and your kids are just running around the table, you're not going to digest properly. >> exactly. >> so you would rather spend time with them alone as they have the chicken fingers and then when they're on their own, your wife comes in and then you eat? >> exactly. >> maybe for men that works. for women, you end up having two dinners. >> that's right. that's the problem. there is a wonderful study out of the university of north carolina that showed that this burden falls disproportionately on women because whatever else we may say about an egalitarian

this person, adrian peterson, is unable to separate what he hopes are positive feelings toward his father from the brutality that his father may have inflicted upon him. but he certainly has visited brutality upon his own children or child, depending on whether the first case is borne out. and that can't be held out as any kind of standard or as anything that's acceptable. >> when you see the pictures, both the boy with the injured head and then the thigh with the markings on it, it gives you chills as any adult or parent looking at it. what do you say to someone in the moment? they're angry. the kids have disobeyed them. walk us through the steps of someone who is about to discipline a child that may actually cross the line into abuse. what should someone do? >> number one, go look at yourself in the mirror because often you'll be surprised at the rage showing on your face and it will wake you up to the fact that you've got to take it down a few notches.
