reject any military action against isis. that seems strange. they are good guys. but how can you let innocent people die when you can save them? especially when the group committing the murders committed to killing you. that's another story and i know failing to stop evil leads to more evil. hitler could have been taken out earlier but the peace for our time crowd lead by the british prime ministered failed to confront and look what happened. let's get back to jimmy carter. when you have a guy like that convinced the country is being threaten threatened, you got to take it seriously. mr. carter is a give peace a chance kind of guy but now he wants to destroy isis, and you know what? he's right. and that's a memo. for the top story tonight, the house of representatives voted to support a bill that provides for training sierran rebels to fight isis. the senate voted 78-22 to

approve it. congressman marsha blackburn from tennessee voted for the bill and sean duffy voted against it, both republicans. mr. duffy, please explain your vote. >> listen, bill, i don't trust the president to vet the syrian rebels. his foreign policy has been a disaster. you look at what he's done in egypt and iran and without putting together an effective strategy in those regions, i don't trust he'll be able to vet in syria. i voted no not only for that but reasons in regard for this president's heart isn't in the fight. he gave a 14-minute speech and he's done everything to tell america what he won't do to win. i'm not going to put ground troops in but he will say i'm going to do air strikes. that strategy is not sufficient -- >> is there anything that president obama could have said or done that would have persuaded you to support his campaign against isis? anything?

>> absolutely. we're going to put every ounce of american military power behind the defeat of isis -- >> if you were more hawkish you would have voted yes. okay. >> and the reason is, bill, i think you're able to save american troops from going in if you're strong on them today. >> it's a matter of how you get them. so ms. blackburn, you voted for. do you trust that president obama has a plan that can be effective? >> i don't. but i sure do trust the men and women in uniform and command team and bill, i represent fort campbell, a major military post and talking with current and former commanders, i found it was important to them, to the men and women in uniform to have the befginnings of a strategy. the president so far has not done that. every single step he's taken, he's come up short. this is just the first step and i am not sure the president has the leadership skills to make this happen. >> all right.

but look, the -- what the house and senate approved is training about 5,000 guys in syria that will probably be train in saudi arabia and come back. it doesn't have anything to do with us as far as our military, other than we'll provide a lot of training. so i'm thinking back to george -- to president bush, ms. blackburn. >> yes, when he wanted his surge, barack obama and a lot of people were opposed to that. all right? they were opposed to it because they didn't trust george w. bush because he got into a rack and it doesn't go his way and he wanted to double down and they said no, he's incompetent and he can't do it and it turned out the president pulled it out of the fire. is it possible that barack obama's strategy could show the same results? >> my hope is that barack obama will develop a strategy and that he will begin to listen to the commanders out there. he did not do that when we came

out of iraq. he avoided every single thing -- >> you're doing this on a hope, right? i don't see any signs at all -- >> men and women in uniform. >> i don't see any season president obama is going to be even as hawkish as president carter. mr. duffy, when you vote no, that means for the short term, it wouldn't be any action taken against isis. if you don't put the resources into at least some people on the ground fighting them, they still have pretty much free reign unless they can find them, which is not easy. >> they hope the president will come back but if you listen to john kerry and play the clips and even president carter, they get how serious this is and the president is tipping the toe in the water policy and i think bill, this is just politics. i think the president saw his poll numbers dropping and thought he had to come out with a strategy on syria and he did as little as possible to get the

american people off his back and it's a strategy that won't work and my hope is he'll listen to some of the left wing guys in his party to get them to come out and talk how we'll defeat this cancer growing in the middle east. >> i hope he listens to the military command team. >> so do i. >> they came up with the surge and the way this is structured, bill, the authorization rekwierrekwierquires a dod to come to us before they do reprogramming. this may be a case where dod, the command team and the house have to take the leadership role and then the president may find himself leading from behind. he needs to speak to the coalition. he needs to define this mission. he needs to speak to our allies and so far, he's not been able to do that and i'm not sure he ever will. the pound is, we have to annihilate isis and somebody has to get busy on this. this is not the step i would like to have taken.

2009 when he asked about his handling of the economy, they gave him low marks. it wasn't because of him. they loved him in 2009 and hated the economy. they said it's the same thing now. people are mad at the foreign policy crisis, not the president there is two problems with that. couple weeks ago the president was at a fundraiser denying there were that many crisicrisi. he said social media shows people how messy it is so now they think it's worse. that's something he said himself, the president. the difference from 2009 is obvious. back then the people still liked the president. they didn't like the economy. now they think the economy is better. they are really angry about the foreign policy crisis. his approval ratings are nowhere near where they were in 2009. there is a flip. >> okay. now you asked josh earnest the presidential spokesperson and we're officially banning the words boots on the ground.

american women versus men see the threat. there is a difference. the question, do you approve of president obama's plan to confront isis? 62% of men say the plan is okay with them. but only 44% of women say the same thing. join us from washington, laura ingraham. why the 18-point gap? >> smart women. when you look at the polls, bill, since 1965, gallop has been tracking the difference between men and women's views on mill t military action. it was 7 3-59. 91 driving saddam out of kuwait, 45 women and go on to several months after 9/11. should we go after saddam? it was 80-68. that gender gap continues. number one, women tend to be naturally a little more like mediators, right, where we
