11:52 am
secretaries of defense share that opinion as do i. where the military presence would have been important is its leverage within the organs of government in baghdad. what happened was when we did pull out and pulled out precipitously, the maliki government which had sided way too closely with the mullahs in tehran then started breaking all of the deals that the united states and the iraqi government had set up. they had been through multiple democratic revolution -- or elections, rather, and the kurds and the sunni had formed a grouping to off set the shiia majority. as soon as we left, maliki started to oppress the sunni and throw out the kurds. it appears to be trumped up charges on his vice president forced the sunni vice president to flee to kurdistan. >> i beg your pardon, i'm short

of time here. wasn't that maliki's covert operation in that -- he didn't want u.s. troops to stay, so therefore, he made it difficult, wouldn't sign certain agreements so the troops remain there and have certain protection? >> right. the status enforcement agreement which the white house failed to press the government. we could have cut a deal with mr. maliki to do that, but yes, so what happened was what you have now, arthel, is you don't have just five or 7,000 of these throat-slitting black flag waving guys taking over 30 thousand iraqi troops. you have the throat slitters on top of a sunni tribal rebellion. that's why the president is exactly right. the only thing that's going to solve this thing is a political deal in baghdad and the troops on the ground that are going to throw out the i.s., the islamic

state, are the same sunni who are using them now as the tip of their spear. >> but those troops on the ground, i take it you're talking about the iraq army. they're not up to speed anymore. they have lost their might, they lost their courage. i mean, how long will it take to get the iraq army to being a formidable force? >> the current assessment is a year or more. that's training people to fight the war in syria as well as working with the current iraqi army. that could take less than a year because we have our trainers over there right now. we have people working in -- with the iraqi military trying to get them back up to speed. but the big thing they need probably more than anything else is the officer corps. because maliki stripped out the officer corps of any sunni and replaced him with then basically ran at the sight of danger.
11:55 am
now to get the young iraqis to have the confidence to go back in to contact against a known, horrible enemy, they're going to have to have a lot of confidence in the officers who are leading them. >> okay. i want to go here in the short time we have left. we are talking about now the u.s. is arming the moderate syrians. so if these syrians, they're the syrian moderates and not officially part of the syrian army there, so the question is why isn't assad fighting? can the u.s. carry out air strikes -- air strikes over syria without the okay of the syrian president? i mean, russia, syria's closest allies want the air strikes to be conducted in close consultation with the syrian regime. so how does this play out? >> wow, that's a good one. even general conway who was the first marine division commander and ran operations on the joint staff was quoted in the press today as saying that i don't
11:56 am
think the president's plan has a snowball's chance in hell of working. so this is -- if you want to think iraq is complex, the syria thing is a total disaster. because you've got a four party civil war and now we're talking about arming moderates and who's vetting these moderates? all of it is such a mess, arthel. then you bring in the russians and the iranians because they're assad's supporters. and we're going to arm the moderate -- >> yeah. captain nash, a lot to tackle in a short amount of time. the music is playing. i'm sorry we have to go. captain chuck nash, thank you. we're back with more on nfl commissioner roger goodell. 3rd . 58 seconds on the clock, what am i thinking about? foreign markets. asian debt that recognizes the shift in the global economy. you know, the kind that capitalizes on diversity across the credit spectrum and gets exposure to frontier and emerging markets. if you convert 4-quarter p/e of the s&p 500,

12:20 pm
american forces in to harm's way, even though it's to train the rebels. it's what's known in congress as a free vote. not free as in vote, you know, just be cavalier about it, but free as in neither the republican side nor the democratic side, leadership was whipping -- was trying to encourage a vote one way or the other. in the end, an overwhelming especially of the republicans and democrats who are either running in tough races for re-election or who are trying to move up to the senate in the case of house members an overwhelming number of the people voted to arm the syrian rebels. in that sense it seems like it's being taken off the roster of things that's going to divide one side or the other. as you know, a majority is about -- of both the house and the senate in both parties voted to arm the syrian side. on the senate side there was no clean vote. it was wrapped up to the
12:21 pm
legislation to fund the government. so in that sense it's not going to be like so many other issues that congress talks about. one of those partisan polarizing things. >> well, that haunting vote back in 2002 for the iraq war that helped in the sense partly propel barack obama the senator from illinois to the oval office, still remain. but do you think that's kind of fading now in light of the atrocities that we see on going by isis? >> well, i think what's -- what is fading for now is that there seems to be -- there was a solid consensus that trying this arms of the rebels was something that a majority of congress could get behind. i think that it is way up in the arm what if anything congress is going to debate after the election. i think it's way up in the air whether they will debate anything at all and if they do debate a -- what they call an aumf, which stands for authorized use of military force, whether it will be to limit the scope of that or to expand the scope of that and
12:22 pm
whether either of those things could pass. i think the interesting votes will come after the election, but at this point going into the election it seems as though it has been kind of taken off the list as i say, polarizing matters. >> yeah, aumf, that's what president obama wanted to settle. but have you seen -- you see this with this president, perhaps a shifting by some democrats because of these political reasons more to the right? >> a little bit -- some going more to the right, some more to the left. there were a handful of members that i talked to on the democratic side, the morning after the speech i was trying to talk to democrats in the house to see if they were going to stick with the president. several of them seemed inclined to stick with the president initially. but then decided that they didn't need to, it wasn't going to work. there's more skepticism on the democratic side than the republican side. this scrambles all the usual perceptions in washington and the republicans were reflexively opposed.
12:23 pm
president obama got 70% among the house republicans and only 60% among the democrats. >> well, at the same time, we have some vulnerable democrats who were backing the president on this because of their races. >> very true. all three of the four really tight senate races backing the president. mark begich isn't backing the president on this. >> look, elizabeth warren is mentioned as a name, bernie sanders, the socialist senator from vermont. what's amazing is sanders and warren -- sanders went to iowa. if you poll them in iowa, they're at or above vice president joe biden. >> yeah, that's interesting stuff. i think clearly, clearly senator sanders, fascinating case. he doesn't decided if he does run for president whether he'll run as an independent or a democrat. because he's kind of straddling that line. elizabeth warren will probably sit this one out. but at least for now.
12:24 pm
but in the future, you know, as you mentioned, 2002 people who were thinking of national races back in 2002 were planning then to sit future years out. but wanted to preserve -- wanted to lock themselves in on one side or the another. i think between now and the next presidential race, there will be other votes that these senators will have to take a stand on. and there will be a more divisive vote than the one we saw last week. one more clearly reflective of this. >> we'll see how this shakes out. thank you so much for joining us. >> thank you, eric. it has been an ugly month for the nfl which is reeling from a rash of domestic abuse cases. what is next for nfl commissioner roger goodell and the league he represents? our legal panel will weigh in. and an area of northeastern pennsylvania, they're looking for that man suspected of opening fire. on tuesday, killing one trooper.

>> i hope they can nab him soon. arthel? well, eric, after a recent string of scandals for his league, should nfl commissioner roger goodell cede some of his authority? goodell was noncommittal on this issue in a news conference he gave yesterday. the media session was held to give goodell a chance to respond to questions regarding his handling of the ray rice domestic abuse case. here to examine it -- i don't know how much we'll get to. we have a defense attorney and former prosecutor and defense attorney david wall is here as well. good to see both of you. >> good to see you. >> hi. >> let's go down the list to see how far we can get on this one. keesha, first ask you, did you get satisfactory answers and explanations from roger goodell? >> no, i did not. from the beginning when i saw the first video of the fiancee being dragged out of the elevator, i automatically said there has to be video footage of what happened in there. and the fact that the nfl
12:34 pm
claimed that they didn't see this second video until september when we all saw it, it never made sense to me. now they're afraid their reputation is on the line. i'm not satisfied with the witnesses we are getting. >> so keesha is not satisfied. david, goodell says the nfl should have new rules and guidelines in place by the super bowl. i mean, should this happen more immediately? >> well, exactly, arthel. it's not like roger goodell woke up one morning, suddenly grew a conscience and he decided to4 implement the changes. what happened is harry levin and tmz published the video they got with one phone call. so the credibility has been so damaged by this either cover-up or the nfl implementing a speak no evil, hear no evil policy. any way you look at it it's an absolute disgrace. i don't think you can rely on justice being served nfl style. i think goodell has damaged the credibility of the league he should on his own just step aside. let somebody new come in and then implement the policies.
12:35 pm
>> let me go to keesha and ask you if you think the cases that have surfaced in the nfl will encourage or discourage victims of domestic violence to report abuse? >> i think they will encourage victims. well, actually, let me change that. it depends on the circumstances. because some victims of domestic violence fear that they're going to create a problem with their spouses or mates, the financial situation as in this case or they're going to ruin their reputation. that victim needs significant therapy to understand it's not their fault. but what i'm seeing in court now as a defense attorney, the judges are taking domestic violence a little more serious and not allowing dismissals even when the victim says, oh, i want it dismissed. no, we need to look further in this. i'm happy about that. >> yeah. arthel, let me say this. the criminal justice system in that particular jurisdiction damaged too. you never see diversion, which
12:36 pm
is set it off a year and then have the case dismissed. a felony assault case with great bodily injury, it never happens. but if i'm a defense attorney in that jurisdiction i bring my client in and say, hey, look, it was good enough for ray rice, it's good enough for my client. i demand that. therein you have a huge problem with the public's confidence in the criminal justice system. guess what, the flood gates will open. that prosecutor as well should resign in my view. >> let's talk about the other legal legs of this case. potential legal legs. if the owner of the ravens, steve bisciotti i think is how you say his name, tried to push and this is an allegation at this point, if he tried to push the video under the rug in order to keep the star running back on the field, could steve face legal or civil lawsuit? >> absolutely.
12:37 pm
and there may be even some perjury issues as well because he stated he didn't know anything about this video until september. absolutely civil suits will definitely be in my opinion needed in this type of situation. >> and -- >> i don't know, arthel. i don't know. because here's the deal. janay rice is on ray's side now. she's part of that team, she does what so many domestic violence victims -- flip-flop, go sideways right after the event happens. so she's not going to sue. it was terrible if that's true that the baltimore ravens had this information and either didn't share it with the nfl or concealed it. here's the reality. we now know that tmz made the call one time and got the video. so it's really shame on the nfl. they could have gotten up off their rear ends and gotten it themselves and they just decided that they wanted a two-game suspension. that was good enough for them so they wouldn't get into it. it was forced on them and it's
12:38 pm
unfortunate because their credibility is at stake. >> david, i have to go. but yes or no, should roger goodell step down? >> i think he should and i think he'll be forced to within 30 days. >> okay. we have to it there. do you want to chime in? >> i agree with david 100%. >> thanks to both of you. the u.s. military reaching a new milestone today in the campaign targeting isis. more than 1,600 of military personnel are now on the ground in support of iraqi and kurdish forces despite the president's insistence he won't commit our troops to another combat role or ground war. what is next for the efforts to destroy the islamic terrorist group? >> the american forces that have been deployed to iraq do not and will not have a combat mission. their mission is to advise and assist. if you don't think beat con men at their own game when you think aarp, you don't know "aarp." the aarp fraud watch network

well, the u.s. military again bombarding the radical islamic terrorists of isis with more air strikes. they destroyed the strategic targets like trucks and boats and this comes as the iraqis are pro testing inside their country. and the iraqi parliament members echoed those cries against u.s. involvement. so can the president's plan be achieved with no u.s. forces on the ground? we have a former spokesman for four u.s. ambassadors to the united nations and he joins us from california. rick, how do you think this can be won? >> hey, eric, thanks for having me. you know, i think that the president first has to answer the question whether or not isis is a threat to the u.s. national security. they seem to be dancing around this issue. they want to say it is, but yet, they're taking options off the

table. and if the president answers the question in the affirmative, that yes, isis is a direct threat to the u.s. national security, then it's our responsibility to act. it's not the responsibility of the coalition. it's not trying to get an iraqi government that's strong. it's not trying to get the peshmerga or any other force into iraq to do this. it's our responsibility. and i don't think that the media are holding the president accountable. let me give you one example. just this week, u.s. ambassador samantha power took to the u.n. security council%8'u and she to the 15 members there that the united states firmly believes that this is a threat to our national security and therefore, we do not need to come to the u.n. to get your approval. how ironic that this administration is now telling the u.n. we don't need you when

they weren't saying that same argument when the bush administration was doing it. i actually think they're correct this time even though they're hypocrites. so the media needs to hold this president accountable. he doesn't get to or he shouldn't be allowed to say one thing and do another. either they're a threat or they're not. >> well, he said that they -- you know, that they are a threat and he vows to destroy them. the question is how do you do that? you have 500 brits, 400 germans who apparently joined them, 100 americans, western passport holders, about 3,000 of them. all you have to do is get on a plane, land in o'hare and try to go behead somebody. >> yeah. i think that the president of the united states needs to talk to colin powell who endorsed him by the way because if you remember the powell doctrine is use overwhelming force. don't use force, don't use force but if you do, then use overwhelming force to crush your enemy that's the powell doctrine. we right now have the first president in the history of the united states that is removing

options off the table. we have a national security adviser, susan rice, who is not about national security at all. she's playing politics. she's telling us every chance she gets that we are not sending in ground troops. what kind of national security adviser actually removes options from the table? >> what if isis wants us to send in ground troops? what if they're trying to suck us in to bolster their cause like osama bin laden did against the infidels, that's us, in the middle east? >> well, first of all, i go back to the powell doctrine. use overwhelming force and crush them. >> and you don't see that happening? >> well, look, i think that we -- i go back to what i said originally is if this is a u.s. national security threat, if this is a threat to us, and the answer is yes, it is, then get in there and take care of the situation.
12:47 pm
don't try to say it's a threat to go on the record just to cover yourself. and then suddenly you are not using all options that are available to us to crush your enemy. if they're a threat get them now before they're on the plane. >> finally, 30 seconds, what do you fear will happen if we can't? >> well, i fear that the president continues to play politics. you know, he has inconsistency said whether or not congress should be involved. sometimes he thinks they should be when it's a convenient excuse. other times they're not. i think he's playing politics to his liberal base. he needs to make a national security decision and then make those decisions accordingly. >> he'll president at the united nations on wednesday. we'll see what he says during his speech about isis. that's this coming week. rick grenell good to see you. >> i want to remind everybody to
