a fifth preparing to be involved and the possibility turkey will as well. with the united arab emirates leading arab nations in air strikes we're told by the pentagon in the first hours if it happens tonight. it's 11:00 on the east coast. 8:00 p.m on the west coast. 6:00 a.m in syria the sun has risen above isis militants in a new world. we have continuing coverage of tonight's breaking news the pentagon confirms the united states began bombing targets in that country linked to the islamic state terror group we heard from a senior official the military is briefing president obama on the operation throughout the night. we have reports of the first amateur video from inside seara. first on fox tonight. we're told this shows some of the first strikes in the syrian city of raka. this would be the capitol of the provence there.

isis made it sorts sort of defactor capitol. pentagon officials say the u.s. is attacking with fighters and tomahawk jets. the first is hard targets where the group stores weapons the united states, as mentioned is not going alone. according to defense officials i'm told five arab nations are assisting. saudi arabia, jordan, bahrain, united arab emirates, and qatar. but qatar is not flying missions over syria. no nations from europe and no help from turkey, not yes. a nato member where the united states tried to get on board. the islamic state executed three western civilians two from the united states and one from great britain the group made its name by executing men, women and children across us us and seara. set them on fire, in cases

buried them alive because did not share the group's religious beliefs. the president obama announced we'd take the fight beyond air strikes. the new strikes target the large territories in seara. officials say militants had something of a save haven the timing of the strike is well worth noting as world leaders flock to the united nations here in new york city. president obama expected to use much of the speech to make the case for fighting isis. there is the russian president vladimir putin warned the united states strikes in syria without the united nations approvalm would be, quote, acts of aggress and a quote violation of international law. again, this from vladimir putin. we have not heard from him thus far tonight. and no word from the brutal syrian leader assad, also

fighting the islamic state. there are members of the administration, at least officials speaking to the "new york times" say it was inevitable assad would be backed up in the course of this. the goal to degrade and destroy the islamic state. first eliminate save havens isis militants go to, but then, degrade, destroy. along the way, what will happen with no ground troops on the ground, what will happen is that isle will become more vulnerable. all that area which assad would like to take back, others would like it as well. so you have to wonder what's happening in tehran? with leaders of hez bowla. they'd like to fill that vacuum

exactly right. they're going to run out of targets because you're up against a terrorist army in essence. they're going to go to ground they're going to spread out from bases these are hard targets that they began striking two hours ago. we expect it to go on another few hours at least but they will have to then do bomb damage assess manies and what is going to happen is that they're going to be on the move. then, the question comes in, this is what all military minds know. once on the move who is going to go after them? air strikes alone are not going to take care of the problem once they start moving and readjusting and leaving training camps, then you're going to need boots on the ground. as we've been talking about all night, the free syrian army, so called moderate rebels that

we're going to start training in saudi arabia, that is a one-year proposition at best. will take five months before it gets started. there are not any ground forces on the ground that are capable now of going after these isis fighters after al-baghdady. incoming days and weeks you're going to see ground forces have to get involved if they're serious about this campaign. because they're going to run out of targets, fixed targets at a certain point. >> it's one of the most-interesting aspects of the early going of the campaign. >> your goal is grade if you want to knock out control and control. they operate like an army. they have centers and they have communications efforts. they have ways to move to other places

they're behaving like an army but they're still terrorists that will revert back to going into towns and will blend in with the population, using suicide bombers and will behead hostages they're going to behave like terrorists. there is only one way to deal with that. general stan mccrystal, his team, one of the reasons they're so successful is because those teams were hunting people down, interrogating people, they were mopping up, essentially, these kind of fighters so, they aren't going to sit in their bases and just wait for american war planes to continue dropping bombs they'll have started to fold into the population, to move out into areas where they can continue acting as though, as any al qaeda-like terror group group acted in the past.

they have bombed command and control centers, communications facilities. they have bombed their military weapons storage areas. as you know they have weapons from the united states with iraqi army left them behind. just been back and forth across this syrian border, which was wide open this, is a different kind of campaign and frankly military analysts will tell you, riskier because if you accomplish your goal, your first goal of degrading, being able to get in there and not let a vacuum be created there is a difficult thing. the president suggested this will be a lengthy campaign. under the law he has 90 days and then, he has to tell congress again, that he's doing this. then, he has 90 days, then, they're supposed to be a vote.

bret baier is the anchor of special report and live with us from washington a vote by the congress. that is how the constitution says this should work. >> it is, shep. and you know, you might not see it right away. it interesting to see reaction of lawmakers whether there is a call for a vote or whether they just let this go in this unified effort. key thick v thing is that administration will tout the arab face on this. it is a big success to have four arab nations flying and another a part of the coalition tonight. saudi arabia, jordan, ba hane, united arab emirates and qatar but lawmakers, will be interesting so see whether they call for this right away. couple points to follow up on targeting. both with general keane and jennifer, key thing is to have enough targets we can confirm u.s. has been

flying isr flights. intelligence, surveillance and recognizance flights over syria. that is where you're getting these initial targets you talked about. arsenals, hard buildings. what happens is that thoegs targets will be taken out they'll have to find the leadership and that will require a lot more on the ground spotters, especially if isis leaders going into urban areas if they're expected to do. and low-flying what is called tactical isr. that requires more skill from the ground. let's be clear, there may be u.s. boots on the ground we may not know about. covertly. you're not going to hear about them the president is going to put this arab face on it. >> bret baier, thank you. it's interesting what motivates

continuing coverage of bombs over syria tonight. tomahawk missles then air strikes against isis targets across syria. in the sort of capitol of islamic state, which is in syria and along the border there as well. yesterday, sunday, the spokesperson for islamic state released a video saying we're going to retaliate saying our fighters are ready to fight. just sort of rattling and more than anything just sort of trash talking would be the equivalent of. john bussey from the "wall street journal" is here. war talk is on. they're ratcheting up the fear. this is part of the pattern. they suggest well, they might be

6:00 a.m half hour, syrian state television had a health program on. and syrian state television now has a history program on. there is no news of this in syria from state-run media. you would expect they have a plan for that. but that plan is not yet underway. jennifer griffin is with us from the pentagon this evening. three significant pieces of propaganda video in recent days. >> that is right. going back to friday we saw the video had what sounded like an american accented jihadist fighter threatening to kill syrian troops in the raqqa area. he was trying to taunt the united states on friday. then, two days later you have a 42-minute audio tape for the spokesman of isis which there is a lot of trash talking as you

mention. talking about president obama being a mule of the jews and they talk about secretary kerry. they call ominous limbs to kill disbelievers. then, today, in algeria, there is a videotape of a french hostage supposedly taken captive yesterday in algeria by an al qaeda linked group. that french hostage is calling on the french not to take part. it's notable tonight and not necessarily because of that hostage rvideo but that the french and british are not participating in the syrian part of this coalition, this operation to strike inside seara. the french over the weekend, shep, m recent days have first allies to begin striking with the us inside iraq. it is five arab countries that

are the key part of the coalition. >> frightening to many on different levels that we didn't get cooperation from britain and from france. >> i expect the brits to be involved soon. but it is notable that tonight it is not french war planes, not british war planes that are flying over syria. those first 90 minutes, we're told began at 8:30 p.m eastern tonight, that is when the first tomahawk missles were fired off the war ships in the red sea and persian gulf followed by that, those were f-16 fighter jets and fighter jets from the united arab emirates and other arab nations, shepherd. >> they have been so good with the social media part of this. for recruiting and opinion forming. do we have such a thing? is it mobilized? are we good at it?

>> well, the pentagon has a huge, they call it information operation. so they renamed it information operation. and that is a key part of any time the u.s. goes to war. one thing i have heard from u.s. defense sources just two weeks ago is that there is a degree of frustration on the eve of september 10th. he outlined isis threat and the strategy going forward against isis. there is frustration in days before that that the president had not yet authorized them to carry out cyber attacks of it will be interesting to see if the u.s. begins those attacks, begins taking them off the airways, and they should be able to do that and it will be interesting to see if these propaganda videos at the pace in which we've seen them. >> it really will, jennifer, thank you. and bret baier in washington our coverage will continue in just a moment. the new war has begun.
