fred flights with us, senior fellow at center for security policy but also is a former cia analyst. fred, there was no elevation of the terror warning in the united states but canada had taken its terror threat level up from low, which in itself, in and of itself is interesting to me, from low to medium status. tell us what is going on right now at your former agency, at places like the cia? what's being done to try to evaluate what is happened this morning? done this morning? >> the cia counter are terrorism center and national terrorism center, they have set up and look at all possible intelligence and intercepted communication and human intelligence to find out who is behind the attack and if there will be a follow- up attack. >> what are the chance was

something like that? there is no way of knowing. a follow- up attack? >> i am concerned of a high likelihood. i think it was an act of terrorism and it was not home grown terrorism. it looks like a sophisticated plot, probably al-qaeda with the islamic state behind it. we have multiple attackers and this is the mo, of al-qaeda. we know that the islamic state has tried to stage beheadings in australia, and we have to assume that this is one of many plots that the is slammic state and al-qaeda is behind. >> when we spoke to you earlier in the hour, you reminded us of a plot that was hatched or attempted and hatched in canada years ago, people think it

sounded preposterous. and you say it bears repeating now? >> there is about 50. i think the heard foundation said 60 plots since 2001. in 2006, 18 men were arrested in toronto hoping to attack the parliament and behead the canadian prime minister. they were fortunately caught because of various communications intercepted. i think there is more plots like this afoot. >> it sounds preposterous. and we'll see what isis has done to whole villages of people overseas, the fact that this kind of thing came home to canada, now, shouldn't surprise us. we don't know the motivation behind the terrorist attack, but you believe it is al-qaeda or isis- motivated terrorism?

>> i think al-qaeda or the islamic state and looking for security vulnerabilities. and they, i am worried they found security around the canadian parliament was weaker than the american congress or british parliament that would be their preferred target. and this means every state involved will have to step up security. the united states will have to do this, to. we'll have to look for vulnerabilities and the islamic state and al-qaeda will be targeting. >> we should stress that we don't have any indication that anyone other than the gunman was hit by gunfire. a man with a gun, managed to get inside of the canadian parliment building on a day when the members of parliment and prime

about what you are seeing now. have you got a sense that law enforcement has control of what you are seeing? >> reporter: there is a lack of information going on. and so cell service is not working. instant messages and e-mails from people on the inside are delayed. we are getting updates from people on the inside and said just heard another shot or we are moving and find out that that was sent an hour or two earlier. we don't know if it was jammed or overload. that is helping to confuse the situation. the perimeter is in place several blocks from the parliment. and we haven't heard confirmed reportings of shootings in an hour and hopefully that is the

case. and just before 10 o'clock a.m. this morning, and 9:30 is when the caucus started on capitol hill. the shooter after shooting the soldier at the national war memorial was able to run down the frot door and hallway fully armed where the government party, conservative and new democrats on the other side of the hallway in conference rooms and holding the weekly caucus meetings. it was close to a source situation if not for kevin vicars. >> you have to wonder if the gunman was aware of what would be at that hour. we talked to a high ranking staffer. when i asked him. do you have drills for this kind of thing, especially after we were told days ago that the

terror threat was heightened. and i was surprised by what he said. in all of the years in parliment there was no drill in his experience for this kind of thing. >> my office sun news network was in that building and just steps from a balcony that overlooked the hah way and i was there five years and there was never a drill. i was not part of the parlimentary staff. but part of a media staff that had a desk in the pressroom. we would have been involve would in a drill. i spent five years up there and that never happen. i am not surprised. the gunman was able to access one of the few unsecured doors. there are guards just inside. considering how fast it happen

shooting in the war memorial and bursting in through the front door. no one would have been alerted. and so you would carrying a rifle brush past a security guard that are there wishing tourist good day when they leave. they are not able to enter, but are able to exit. and he brushed by them and the video that i know you have seen and others have seen shot by a brave cameraman inside. it show cases how quickly security officials were on the gunman. >> it seemed like numerous officers from law enforcement agencies that flooded the primary area. it so manied like there is a relaxed atmosphere. and generally people safe. and we know members are there in parliament. and was it your sense at all when you hear of the heightened

terror threat that is based on chatter. and did you get any sense covering that story and this area that there would be changes subtle or otherwise to prepare for this? >> most of the changes in security that go on, you don't necessarily see. i have been covering parliment off and on for a decade and going up to the hill on a regular because and. security is always increased. new entrance routes for tourist. it is the people's house and where a lot of tourist go. we are able to go through it but in a more secure fashion. beyond that you wouldn't notice the changes with the naked eye. on big events they have snipers. and that would not be going on today.

and sense the running down of two canadian soldiers by jihaddist just a few days ago in montreal. the type of security changes that you are talking about would not have been there to the naked eye. i know you are speaking with my friend mark stien and he talked about how it is more relaxed and unfortunately this will change things in ottawa and it will be stepped up security closer to what you see when i travel down to dc. >> you know the level that that is now and the considerations that are underway. brian lilly, thank you for your time and helping us to understand the scenes unfolding there. >> thank you. >> wendall goller, we know that the president has been briefed as to the frightening and unfolding developments innot

wachlt what else can you tell us? >> reporter: he's being kept up-to-date as information is available. the u.s. embassy is on lock down. and here in this country capitol police after the post heightened 9/11 state of awareness, not necessarily because of events today but monitoring events going on in canada. and the international terror system and no indication of what is going on there. it is part of a attack and they have raised the defense just in case. it is no visible increase of security in the white house. as you pointed out security was ramped up after a fence jumper when a knife made it inside of the white house. there are dogs that mingle with the tourist in front of the

white house. and when there is a security threat here, they clear the tourist traffic. that has not been done. people are going up and down pennsylvania right next to the fence. pentagon said there is no increase in their defense posture. and they are across the border to assess the threats. and there is a shooting of the soldier in the war memorial. it could be canada's agreement in dealing with isis and syria and iraq. we know that yesterday a driver in canada ran down a couple of soldiers and one of them died. white house secretary josh ernest will be asked about the preparation for home grown terrorism in the daily briefing that is set to begin a few minutes from now. >> we'll carry that live.

wendall, thank you. so again, a fairly small situation in terms of the of people involved, but it caused a great deal of chaos that is still ongoing in ottawa. a gunman who opened fire in the war memorial. and a shot one soldier ran with his gun inside of the halls of parliment on a day when members was parliment and prime minister were there to meet in their respected caucus. and the sergeant in arms is attributed with stopping the gunman and dropping him there. it could have been a worse situation if not for the former are member of the former member of the royal canadian police. many parliment members are told to shelter in place.

clear. we'll monitor that scene and we'll bring you the latest and monitoring the military basis. we have to be on extreme caution and look out. >> and because you are monitoring all of this, are you getting a sense of calm in calming this resolution. and what is your sense they are listening to the local accounts? >> reporter: you could see the reporter on global tv. people were running and people are giving chase to someone. and they were waiting to see what it was. and members of the public chasing after the police who are chasing sudden. and they have a hectic scene going on. and everyone is still very tense and it kind of ebbs and nows and it is quite and somebody thinks they see something and it goes

from there. >> yeah, it has to be extremely heightened sensitivity. thank you, lauren. we'll check back with you. they are talking about this in the state department briefing in washington. acknowledging the u.s. embassy remains on lock down and all personnel are safe and movement is restricted. secretary of state john kerry has been briefed on this and right now it is way too early to speculate if it is islamic radicals or another tie. but they are tracking it closely. we'll be back with more in a minute.

construction there. marble floors and stone walls and like a cathedral and that may be the dorway that the gunman dashed through. it is guarded and not necessarily barricaded. it could have been worse than it apparently was. members of parliament were in this morning and they are on wednesdays. and they were in the respective cackuses and discussing the population issues of the day. and stephen harper the prime minister was there and he was spirited out of the building and certainly fine and you heard josh earnest say that president obama will be conferming with him when he gets the opportunity. and joining us now. david harris, a lawyer who spent 30 years in intelligence affairs

in canada. david, what are you hearing about the motivation for the attack? >> it is unclear and forensics will tell the tale. they are recalling that the center block of our part of the canadian government came under fearful assault. we are getting reports of possible multiple shooters involved and raising clear questions about our cafasity of the government to handle this situation. it is worried that there is evidence that canada is becoming an exporter of terrorism. there is a problem of radicalism in this country and drives from a percantita intake and we don't know what the motivation of those involved might be.

we did see just in the last two days or so the treedful situation in which the soldier were driven down by a jihaddist. people are are on alert at the moment. the halls of parliament were open. and there have been barricades erected over the years in response to previous terrorist plots. what happens now. does the building become a fortresses? >> they have complained about the security and as you can see it is hardly demonstrated there will be many broader questions. and they are scattering

androaring through the streets they could be by the armed forces personnel. we'll have to see this. and if things show up and amount to a is slammic extremist episode that will be in the worries that we are seeing it could have been so much worse. their meeting rooms are off of the hallway where the gunman was and if not for a quick- thinking sergeant of arms it being have been terrible. it is the level of knowledge and planning and the fact that major weekly caucus meeting was as you

mentioned taking place. it could have been wiped out. we don't know how many people were involved. and do you get the sense that the worst of this. and the carnage that took place is over? >> it is very difficult it say as you can imagine there is a great deal of uncertainty. my concern and i conveyed this in a testimony before there is certain issues that we are facing. and if we have the resources to deal with it. we had testimony in front of the

senate a warning it seemed and the enteleigence service director of operations cautioned that resources were limited it is about who they would be able to track and follow this is use of the car and weapons against the capped cand soldiers raised the concerns and it does appear the suspect in the case now deceased was in the the rmp. and so we are now starting to see the resource issue looming large. >> david harris, thank you for the insight. the chaos is not over yet in ottawa, a number of members of parliament are barricaded after

a gunman broke in the parliament building after shooting a ceremonial soldier outside of the war memorial. >> they are searching for additional suspects and the sergeant of arms getting a lot of praise. he apparently shot the suspect and took him down. shepherd smith jones us from the fox news desk. >> thank you very much. we put together a tick toc of what happened in canada. just after 10 o'clock this morning in a sleepy day in ottawa, the place where nothing ever happens. a man at 10 o'clock a man stepped from a car and slowly, though with a purpose and methodically described to me and those are quotes. slowly and metoedically war

memorial where a ceremonial soldier was standing guard. it is a tribute to the person to be able to be there. the gunman walked up to him and pulls a weapon and shoots him in the chest. according to the description of the royal canadian mounted police. the man walked 200 yards to the the parliament building and began shooting. the second gunman according to the authorities in canada. he was at a nearby mall. we can confirm because the canadian broadcasting corporation affirmed that the soldier shot in the war memorial has since died. the government confirmed that. we have confirmation that the gunman firing inside there was shot and killed. he was shot and killed by a man off duty at the time. then there are reports of a second gunman, now at a nearby

mall, and much of the city of ottawa and the river that separates two provinces there is shut down for all practical purposes. is the scone still active? according to the authorities it still is. but we know of no additional shootings in the last hour. inside of parliament a reporter captured the scone. that, the scene this morning inside of parliament and inside of what is described a secower zone. one cabinet member counted 30 shots inside of the building. some of the first word of the attacks came through social media. we have the tweets i can get for

not a lot of information is coming out. members of parliament are speaking out the day and the police told them not to speak combnl. this is it the national war memorial of canada and where the soldier was stand nothing ceremonial guard. it is my understanding that the gunman got out of a car and shot him in the chest and walked in the parlamount building. it is 200 yards walked from here to here. and 30 or so shots began to ring out. and this is the mall up here. i don't know. my french is no good. but this is the mall nearby. there fls speculation that the gunman had made his way over there. now they are telling us it is a second gunman. they raised the terror level from low to medium.

that is after another attack in quebec. police say a radicalized muslim, ran over two soldiers with his car and one of those soldiers died. cops shot and killed the driver. he left facebook post to show he wanted to join up with militants overseas. now, the nhl cancelled the game between ottawa and toronto. senators were to host the maple leafs and the canadian prime minister will address the nation tonight. who's responsible for this? is there anything organized about this? and could a terrorist group be responsible for this. any answers at this point, is strictly speculation. i can report to you, we have no idea who is responsible or where

basically locked down. and no one really knows what is happening. rc&p will have a press conference soon. it does appear that the soldier who was shot this morning in the national war memorial has died. there are numerous reports of that. and i believe a number of mp's are in the parliament buildings waiting for the all clear and so the situation is unknown. it is not clear how this happen or how many people are involved. at least two shooters are involved. there has been concern about threats from militants after canada decided to recently send some fighter jets to confront

states that there was a imminent terrorist threat in canada and that caused a stir here. and the authorities say while they were on the alert they were not aware of an iminant terrorist action. that information will be reviewed in light of what happened there is a reason that that is the case. and there will be months of studies and probes and investigations to find out what and how this happen and how to keep these things from happening in the past. it is equivalent in a kind of a smaller way in 9/11 and the

version and another version had two people in one car. we know it started in the national war memorial. and the reservist soldier shot in the chest and the chatea u hotel multiple shots there. and in the mall, it would be a long woke of french for me. there are reports that a gunman may be there. and in parliament building at least 30 shots fired here. we know that the soldier here is dead. we know that the gunman that shot the soldier is dead. and we believe there is another gunman or police in canada led us to believe that there is another gunman there. and all of this is on lock down as is most of the city of ottawa itself. largely the province is shut down. they are restricting traffic at

the borders. and i can show you pictures over here. this is been developing at 10 o'clock east coast time. and this is a picture of the parliament building and these are the first images that we got out there and patrol cars out and no activity of and time. calm as it could be and yet police were out and about. the firing was going on inside of parliament hill. this is a picture of the canadian press of someone being treated and this person is we believe it was the soldier who was shot but we don't know it. we can't confirm it. we are led to believe it is a picture of the soldier. we are disguising his identity because it is our understanding that he had sense died. this is medical and police personnel on the site. and this sort of a scone in

canada is a brand new thing. i remember going to israel 20 years ago, and saying i could not believe the number of people standing with huge weapons and that is how it is in new york city depending on the day can that's how it is on parliament hill in canada, which is a stunning thing to see, isn't it? when you have the multiple shootings happening at multiple places, one of our guests from canada, it's like our 9/11 so far, and in some ways it certainly is. it just seemed completely overwhelming, and then we went to shutdown mode. those troops remain here as well. they are in complete shutdown mode in ottawa and beyond. wron what grn in. is that global news?

let's listen to global news now, our partners in canada, who are covering the witnesses on the phone, and a possible shot of the suspect's car. here, look. >> to be honest, it's want that close. that being said, imented to set the scene because i know it wasn't far, and the way in which this unfolded, we understand is that the shooter began at the war memorial and witnesses watched him run across the street, past his car if this is the way in which the witnesses described it, and right up the center block and into parliament. that is turb disturbing to hear. if this car stopped and did exactly as you described the scenario, had your measures been put into place when they were warned long ago, that car would not have been allowed to be stopped. >> well, presumably, yes, if we had a system in place where.

getting to the thr they believe may be the vehicle in which one or both of the suspects in this case was traveling. the initial report was there was a car with no license plate on it. he didn't say weirdest. i don't think canadians say that. he had passed this car that was in the middle of the street. a liberal member of parliament that he had never seen before. he had no last night plate. here is the car, or a car with no license plate as described by that member of parliament. there were multiple stories about what may have happened with this car. you heard global news reporting what we are reporting, and that's the same thing that canadian broadcasting corporatings are reporting from police sources to whom all of us have spoken, and that is that

this gunman went to the war memorial, shot and killed the soldier and then walked. now, granted, it's 200 yards, and it sounds a little far fetched, but that is what the report is. that somehow this person was able to shoot here and then walk all the way over to parliament. might we find out later from police sources who had told us this story that, in fact, that person might have gone by car? we might. the question at the moment is where is this second suspect, if this second suspect exists? have they been able to bring that second suspect into custody? for now authorities tell us the answer is no, but we expect to get more on that in just a moment. when i say the city is locked down, i mean, according to authorities in ottawa, it is completely locked down, and it will remain that way because they believe this is still an active situation. now, that means there are still members of parliament on parliament hill who are locked inside the building who were told to shelter in place. residents all over the city have been told to shelter in place

when we look at this and keep in mind that the original shooting happened across the street at the national war memorial. as soon as those shots were fired, someone called 911 and alerted the authorities, but he had enough time, obviously, to get across the street. we're talking a matter of minutes here. if he had only targeted parliament hill and we know he came within 20 to 30 feet in that caucus room, i mean, this could have been a lot worse, chris. >> it could have. you know, if he had been shooting all the way through, there could have been more injuries, deaths here, so the way we have to rethink that entrance -- >> so in canada they're rethinking security already as they still have an active security situation. think of what they have just said. a man walked into parliament and went unimpeded for quite some time until police could go in and take him down. we do not know how many have been shot, and we do not know where the second suspect is, but
