"factor" begins right now. ♪ i'm bill o'reilly. thanks for watching tonight. why the federal government is puttinging all americans in danger. that is the subject of this evening's "talking points" memo. from the beginning, the obama administration has screwed up the ebola situation from the very beginning. we back that up with the timeline. on december 6th, 2013, in the african country of guinea, the first patient with ebola was identified. he is called patient zero, a 2-year-old child, who dies. a few months later, march 24th, 2014. authorities in guinea report 87 suspected cases of ebola. one week later, liberia confirmed two cases of ebola.

the country of sierra leone also reported cases. on april 1st, the organization doctor without borders warns that the ebola contagion was "unprecedented." on the same day, april 1st of this year, the obama administration should have been begun formulating a strategy to deal with west africans coming to the usa from the ebola regions. the obama administration did not do that. in fact, the first public mention, the first one from the feds came months later on july 28th. >> on ebola, we continue to closely monitor the outbreak of the virus. we're taking every precaution. of course, as would be expected. >> a month earlier, june 23rd, doctors without borders declares ebola out of control in west africa. on august 2nd, american doctor kent brantly, who was treating ebola patients in liberia, was

flown to atlanta for treatment of ebola. he gets the disease. on august 5th, a second u.s. citizen, christian missionary nancy writebol, flown to atlanta from liberia for ebola treatment. still -- still no public statement from president obama. no coordinated strategy to protect americans. nothing. august, nigeria, senegal, a number of african country close their borders to guinea, sierra leone, and liberia. also in august, british airways and air france suspend flights to those countries. what did the usa do? nothing. finally, on september 16th, president obama musters enough energy to make this statement -- >> i want the american people to know that our experts here at the cdc and across our government agree that the chances of an ebola outbreak here in the united states are extremely low. >> four days later, liberian national thomas duncan enters

the usa, flying from belgium to washington to dallas. on september 28th, duncan is hospitalized in dallas where, two days later, he's diagnosed with ebola. there were no travel restrictions on mr. duncan. none at all. october 8th, duncan dies. act 12th, one of the nurses who treated him, nina pham, is diagnosed with ebola. october 15th, another nurse who treated duncan, amber vinson, diagnosed with ebola. both nurses have been cured thanks to great medical people. on october 17th, dr. craig spencer, 33 years old, who was treating ebola patients in guinea, arrives back in the usa. the cdc reports the doctor passed the ebola screenings at the jfk airport which are set up to protect us. dr. spencer is not quarantined. let me repeat, dr. spencer working directly with ebola patients in africa, not quarantined for 21 days, is

allowed to roam around new york city unattended. yesterday, dr. spencer calls 911, taken bellevue hospital, diagnosed with ebola. now authorities have to track down all the people whom dr. spencer came into close contact. three have already been quarantined. are you getting the picture here? the obama administration simply cannot handle the ebola situation. the airport screenings are a joke. the lack of a west african visa ban is negligence, that's the truth. the legal media, obama enablers, will not tell you the truth. instead we have a "new york times" editorial today saying, "starting monday in six states, rolled out in other states soon after, travelers who visited the ebola region will be required to report their temperature and any other symptoms to state or local health officials daily for 21 days. the maximum incubation period

for the disease to develop. the official will be responsible for finding and possibly detaining anyone violating these rules." are you kidding me? the officials will be responsible for finding these people if they don't call in? they shouldn't be out of isolation. if you have direct contact with anyone in an ebola region and you come back to the usa, you should be in quarantine for 21 days, period. the "times" continue, "the new measures surely make unnecessary a harmful ban on all travelers who have been in the three countries." sure. just ask dr. spencer. he went through the screening. it didn't work. that doesn't matter to "the new york times" because the countries involved are poor and largely comprised of black africans. that's why the obama administration and the liberal press do not want a travel ban. now, here's what should be happening -- no american

airlines go to the ebola region. none. charter flights are allowed, but those coming back to the usa on those charter flights have to be isolated for 21 days. you simply cannot have self-reporting. it doesn't work. so medical people, military people, diplomats, whoever it may be, have to give up three weeks of their lives when they return from the ebola region. otherwise, we're going to have more ebola cases. that's just common sense. it is long past time for the american people, you, to rise up and demand the federal government do its job which is to protect us. the feds will not control the borders. they will not con front the isis terrorists in an effective way. and now they will not institute simple restrictions again this vicious ebola virus. look, dr. spencer wore protective gear. so did the two dallas nurses. this disease is fierce. you don't have self-reporting in a contagion like this.

i'm sorry -- the liberians and the people in guinea and sierra leone can't come here for a while. also, those brave americans who go over to help the poor africans and we support them, but part of their sacrifice is being isolated for three weeks when they come back. that's it. and the longer the obama administration delays these common sense protections, the angrier you, the american citizen, should get. from the very beginning of this horrible story, talking points has called for effective restricti restrictions. now i'm demanding them. give your senators and congress people an earful. tell them to do their jobs. and that's a memo. next, we'll speak with two doctors about the key points. also as ahead, geraldo investigatinging the hatchet terror attack on two new york city police officers yesterday. in the "impact" segment, reaction to the talking suspense. with us, director of the center for infection and immunity at columbia university here in new york. and from washington, dr. martin mccary, public health expert at that teach at johnson hopkins university. we'll begin with you. am i making any mistakes in my analysis? >> well, i think you point out some of the problems, bill. i don't think in the u.s. we have a public health crisis. we have a media crisis creating hysteria for an infection that though one's ever caught in a public area. but "the new york times" makes a reasonable point that somebody coming back from a high-risk zone shouldn't be out there in the public. i just think it need to be put in the context that 500 people die of tuberculosis which is highly contagious, and we have never had anybody catch ebola out -- >> not yet.

>> in a public area. >> not yet. but that's going to happen, i'm afraid to say. the job of the federal government is to prevent an epidemic, prevent chaos, hyster hysteria, and all of that. "the new york times" wants self-voluntary, you know -- you got to report, you got to call. that's impossible. it's just impossible. they couldn't even do it with the doctor, and he was a hand-on guy with ebola. they couldn't even take him and put him away for 21 days. it's grossly irresponsible. yet -- you've seen the polling. americans agree with me overwhelmingly. the federal government has just screwed this up from the very beginning. >> well, every strategy has problems. i mean, we can't incarcerate people. that's not -- >> if we quarantined them, they'd done that now. unfortunately, dr. nancy snyderman and her crew were forcibly quarantined. >> it wasn't enforceable

obviously if the quarantine of broken. >> they didn't punish her. the public health ordered her quarantined. lock, doc, i'm going to get back to you in a moment. the fact of the matter is, we're trying to prevent this thing here. and the government isn't doing what it should do. dr. lipkin, when you have a situation where a sophisticated doctor -- doctors with borders, going over to help these people -- comes back, a lot of people on this network and others say he's irresponsible. this doctor himself is irresponsible for what he did. do you see it that way? >> well, he i don't think of really irresponsible. he turned himself in. he monitored him as he was asked to do. and he reported that he had a fever. and during the time that he was out and about in the city, he did -- i'm sure he didn't infect anybody. at that point, he didn't have symptoms. >> so you're sure -- >> i think there's a larger problem -- >> let's stay on dr. spencer for a moment. twoont have been wiser for the

doctor himself to say, you know, i'm going to stay away from everybody for 21 days, or the government to compel him to stay away from everybody? wouldn't that have been wiser? >> it does sound wiser on the face of it. it's challenging, however, because you have 150 people coming back every day on average from that part of the world. at the end of 21 days, you've got 3,000 people -- >> i wouldn't let any west africans come here unless they had to come here -- >> people who are citizens. returning -- >> yes, but i still wouldn't do it. >> there isn't a lot of tourism to that part of the world now. >> there isn't. you're right. that's just new york, 100 to 150 coming in here. and there are others, dulles and other airports coming in. i would say unless you have a compelling reason to be here, that you having to go to the u.s. embassy in monrovia, you're not coming for a while. i know it's hard, i know it's inconvenient, doctor. but i think to protect the public health, these thing have to be instituted. if they're instituted in africa,

you know that -- the african nations say, look, you can't come in here. they shut down all travel on the three countries. they just couldn't go. that worked in nigeria and senegal. >> every time we talk about banning all flights, everyone's in favor of restricting flights. when we talk about -- >> not everybody. they haven't restricted commercial flights to those areas. i'm talking about commercial flights, and you know it, doctor, not charters. >> this sends a message to any humanitarian that's thinking about going there that we can't guarantee that we can get you back. and it just doesn't make sense -- >> we'll get back on military flights and chartered flights with doctors without borders, they get back. that's a bogus excuse. come on -- >> this doctor would have come back on one of those flights. clearly that wouldn't have prevented this doctor from new york from coming back to new york. i think it's reasonable what you're saying. isolate them. we need more strategies. the government's a messy place, uncoordinated. it's a bureaucracy. >> right. thank you. >> that's what i appreciate about what we're saying here. >> thank you very much. the government is not equipped

to do, it and the president is one again abdicated his leadership. you know the last time dr. frieden was here, you stuck up for him. dr. frieden, head of the cdc. i'm a simple man. you're much smarter than i am. the last time i listened to this guy -- i haven't listened to him since -- he told me an ebola patient who would actively have the disease, the disease had now consumed him, on a bus, could spread it, you know, to you if he had the symptoms, the active symptoms. then he said, if you're a passenger on a bus, you can't get. i'm saying, you know what, that's so confusing and so contradictory. do you know what he meant? >> i can try to interpret what he meant. so what he was saying is that if you have active ebola -- >> yes -- >> and you vomit or you have diarrhea, or -- >> you sneeze on somebody -- >> the sneezing is not clear. >> mucus? >> no, it's not concentrated in saliva. it really is in feces and vomit

"unresolved problems," third tw terror attack in less than a week. new york hatchet-wielding man attacking police officers, shot dead by cops. this comes on the heels two of canadian muslims killing soldier up there. this now with the inside story, fox' senior correspondent, geraldo rivera. before that, we have a terrible shooting north of seattle. i want to throw to claudia cowen, standing by in los angeles with the latest. claudia? >> reporter: bill, horror inside a high school cafeteria after a student, a freshman at the school, opened fire on a group of friend, killing one of them

before turning the gun on himself. it all happened at the marysville-pilchuck high school about an hour north of seattle, washington. police have not released his name. witnesses say that the shooter is a native american who was active in his tribe and played on the football team and was named homecoming prince last week. he was troubled, too. a fight with some of his teammates recently got his suspended. friend say he was distraught over the recent breakup with a long-time girlfriend. whether any of that was a motive for today's attack we don't know. around ten:45 a.m. pacific time, witnesses say he walked to a table of classmates who were also fellow tribal members, including apparently, they say, one of his best friends. he took a gun out of his backpack. without a word, fired half a dozen shots. >> we have a total of sick -- six individual that were involved. two are deceased. one is a male. he was the lone gunman. and one is a female.

politically correct. look, bill, we know the majority of muslims aren't terrorists. but you cannot any longer deny the relationship between islam and terrorism. especially after these last three attacks in north america all of which had some tie to islam. you deal with facts, here are the facts. fact, muhammad, the founder of islam, of a man of violence who committed all kind of atrocities including ordering 600 jews to be beheaded. when these terrorists engage in these acts, they were following the example of their spiritual leader. it's a fact that in the koran there are 35 sword verses that terrorists can point to that command killing infidels. it's a fact that christians occasionally do goofy things that commit acts of violence. which those occur, those of us who are leaders immediately and loudly denounce those actions. when you have a muslim act of terrorism, why muslim leaders for the most part run for cover. you have to drag them kicking

so i don't have any trouble -- i know a few muslims, not many. but a few. and i treat them the way i treat everybody else. in their religion, once in a while i ask what they think, this, that, and the other. the answers are usually logical. that we condemn this kind of terrorism, that we, islam is now a nation of peace, despite the historical thing that may have happened. there's always context, debate over those. how are we supposed to look at islam? are we supposed to embrace our muslim brothers and sisters? >> absolutely. and i tell my congregation as individual christians, we ought to pray for muslims. we ought to pray and do everything we can to introduce them to faith and jesus christ -- >> we should proselytize to them? >> absolutely. i mean, i teach my congregation -- >> does that mean doing what do you, though, nailing muhammad as a violent guy? i mean, is that the tact you take? >> you have to tell the truth,
