returning is criticizing the way she was dealt with saying she was treated like a prisoner. brian is outside bellevue with more on this nurse and what she had to say and more on this new development, right brian? >> that's right. nurse casey hikoks has been held inside a tent since friday. she is angry. claiming that the three-week mandatory quarantine is inhuman in a phone interview with cnn. she says she doesn't understand why she's being quarantined since she's been tested negative twice for ebola. she has no symptoms and feels completely fine physically. the nurse had just arrived friday after a month-long trip treating ebola patients in africa. she believes this quarantine will discourage doctors and

nurses from volunteering saying, quote, i am scared about how health care workers will be treated at airports when they declare they have been fighting ebola in west africa. i'm scared like me they will arrive and see a frenzy of disorganization. will they be made to feel like criminals and prisoners? now dr. anthony fouchi chit sized the mandatory quarantine. listen. >> the best way to protect us is to stop the epidemic in africa and we need those health care workers. we do not want to put them in a position where it makes it very, very uncomfortable for them to volunteer to go. >> the back and forth continues. >> it continues indeed, brian. so the nurse was there. what is governor cristy's response. he was in guinea and came back sick later. >> that's right.

that's part of chris christie's point. he says i'm sorry for the inconvenien inconvenience. bottom line, the current cdc policy calling for voluntary quarantine is simply not strong enough. >> i don't believe when you're dealing with something as serious as this that we can count on a voluntary system. this is government's job. if anything else, the government's job is to protect the safety and health of our citizens. we have taken this action. i absolutely have no second thoughts about it. >> the new york times is just reporting that the obama administration is reportedly pressuring cristy and new york governor andrew cuomo to change this policy. >> thank you very much for that upda update. meantime, the ceo of johnson and johnson announcing plans to test an ebola vaccine in humans this january. the goal, to have up to a million doses by spring time.

>> nice work. tracking the call and arrested three men. two suspects are behind bars. charges against the third man have reportedly been dropped. good news for republican candidates as we close in on the mid terms. it finds most likely voters would prefer a republican led congress by 52% to 41%. the gop doubling its lead from last week. is a democratic comeback possible? or has november 4 fate already been sealed. let's bring in david. how are you? >> very good. thank you. >> we have got a couple of days. what's the full court press strategy for both parties in the race to dominate congress? >> well, the full court press strategy for the democrats is to make sure that president obama does all his campaigning for

candidates for governor and he is not going to actually, i don't think, be face to face, arm and arm with any of the candidates for tight senate races in the last nine days before the election. and to try and do what democrats are traditionally do better than republicans which is get out there and vote on election day. the republican full court press is to try and portray the country as in a mess as the president not having control of the situation with the islamic state as perhaps potentially running a government that was a little bit too asleep at the switch on ebola and to try and capitalize on what the polls have showed which is that voters -- voter enthusiasm is much higher on the republican side than on the democratic side. >> david, you know, 11-point lead among likely voters predicting vol of congress history mean as guaranteed victory. is this growing gop advance

going to stick or could the dems have a surprise play that could upset those races and give them the lead? >> they don't have to pull a surprise play that's a nationwide surprise play. it's important to state the obvious which is that poll shows a national number but what's really going on here are elections in obviously 435 districts for the house. we know the house is going to stay republican. all we don't know is whether the republicans are going to gain somewhere closer to 5 or closer to a dozen seats. and then all the more importantly, there are still very competitive senate races and, you know, depending on how you count it, nine, ten states. so what's really going on here is that that gap that you're talking about has to be played out in nine or ten different places. >> so then which races would you say are more likely to go into overtime? meaning a runoff?

>> right. so this is the big thing which is i think even the most partisan enthusiastic republican analysts and players and operatives are thinks it's kind of unlikely that the republicans can take control of the senate decisively on election night. because of two states, both in the south where you have to win where the rules are. you have to win a majority of the vote. in georgia, the republican, it looks to be ahead. but not by a decisive enough -- not by that magic 50%. his name is david perdu running for an open seat against michelle nun the democratic. then a second round of voting happening on january 6th. the first day that congress is supposed to be sworn in. before that there is louisiana where mary landru is running.

about isis' strategy and tactics, and does that mean the u.s. and coalition countries need to escalate their strategy? >> number one is confirm we need to know about the action, in it was limited, if it was ordered, if it was generalized, if these weapons are with all units or not. having said that, this means this is a jihadi organization with no regards to international law. we've seen it before in syria, who used those weapons but did not recognize that. this is the scariest part. we need to know more about how much of that material that do have. >> so chlorine gas bombs are not as deadly as sarin gas. might this be a precursor to using chemical weapons? >> if they use chlorine t means

they would use other elements. it's whatever they have under their hands. where will they get those weapon systems? they could get them most likely from the reserves of the assad army. if anything, my assessment is possibly these elements have been stolen, have been taken from isis control of airports, isis control of military sites inside syria and brought them to iraq. >> so then how does that underscore to youu the timing i terms of response? mostly on the part of the u.s. to get something done in syria a while ago now. >> well, remember, we needed to actually have an action against the assad regime. we did not. we hope the that russians would solve the issue. but it's not about the syrian regime. it's about isis having already gotten those weapons. so this is going to most likely prompt an intelligence activity by our government and our coalition to strike those weapons if we know where they are. >> okay.

hopefully we can hone in on that. let's talk about this "new york times" article chronicling the abuse isis applied to western hostages, including water boarding. what did it say to you about isis? all right. that's fine. we lost walid on the phone there. in the meantime, in northern california, a somber funeral procession for a sheriff deputy, michael davis jr. he was gunned down in the line of duty on friday. davis was approaching a suspect who police believe had killed a second sheriffs deputy earlier in the day. federal authorities say the suspect had been deported to mexico twice, and he had a drug conviction. he and his wife are now in custody. and in ukraine, people are voting in parliamentary elections. this coming amid the ongoing conflict in the east between government troops and those pro-russian separatists. heavily armed soldiers are guarding polling places.
