good to have a veteran on the couch because we have a lot to talk about in regard to military issues. staying vigilant, department of homeland security steps up security at federal buildings in washington, d.c., and across america. more than 9500 federal buildings in all. we are told there is no specific threat but this follows waves of threats from isis. the deadly attack on the canadian parliament building last week and the hatchet attack on police in new york city. all this as there have been a lot of chatter recently suggesting isis another terror groups hoping to capture the imagination of some radicalized individuals or lone wolf. from what i've read, it is not so much it is a difference, but the volume of it. why does that matter? >> it is what they saw in canada before it occurred. i saw a lot of activity in

i was in north carolina and listen to the radio and tv ads, there is a senate race. all they're talking about is that he hates women, he wants to undermine reproductive rights. all they're talking about other side is hitting barack obama. probably a referendum on this president and the things we're seeing recently, they reinforce the dysfunctional policies planted hands of those on the right. >> president clinton had been out on the stump talking about voting your anger, voting your fears. i want you to listen to president clinton because i am not sure this is such a good idea for people to vote their fear. take a listen. >> and people are unsettled and the president's approval rating is down, but people are trying to get you to do is take our candidate off the ballot, say

that immigration services that gives a new definition to motherhood. now some are saying it could allow fertility clinics to sell american citizenship and pocket major profits. a woman is now assigned a mother even if she gives birth to a child with whom she has no genetic relationship. so let's say a surrogate mother who is an american citizen has a baby for a foreign couple overseas. with the new policy, the baby can become a u.s. citizen and will have access to all the welfare benefits, educational system and all the rights of an american citizen. the surrogate never has to step foot in the united states for the policy to take effect. this isn't happening yet, but this is a loophole that could be exposed. >> it certainly is crazy. you understand why they have this law. so if i get pregnant and go to visit family and deliver the baby early, i want to make sure

my baby has american citizenship. but this has gotten out of hand. you can actually have somebody in a foreign country that doesn't have to be here as long as the vessel for carrying the child and the child can get a u.s. passport. >> if you have a baby overseas, isn't the baby still an american. so what is the need to reinforce that? >> this is the difference, if you are american living in china a chinese couple want the baby to have american citizenship, they can have you carry the baby for them. she gives birth to the baby. >> why do they need this? because that has never not been the case. when my father was deployed, my mother gives birth, the baby is still an american. >> you're either born on american soil or born to an american mother.
