mission into the anbar province. but the precondition for that is that the government of iraq is willing to arm the tribes. >> that was general martin dempsey urging that we might need to send troops to the anbr province in iraq. but president obama has yet to make that specific move. here with me now, tom rogan columnist for the national review and "daily telegraph." good to see you. let's talk about anbar and what your concerns are regarding isis. >> the two main ones the moral issue in the sense that we have thousands of tribal members, very diverse array of tribes in anbar which is the province just across the board in syria. you have for a long time now, at being abused by isis in grotesque ways and marching people to their death, young boys. killing women. but at the same time, the fact that there is a missed opportunity here for the united states in the sense that tribes

off that local and it's much more moderate. the tribal culture is about family links, not the authoritarian desperatism of i isis and we're allowing them to die. in 2006 when the marines in anbar joined with the same tribes and formed al qaeda in iraq, they chucked them out and destroyed them. but where you see isis gathering that strength particularly taking ramadi then they're able to push towards baghdad and push towards karbala. they can send multiple car bombs a day and politsize and drive it out towards the precipice, again, or to push towards kabala and if that happens you'll see the shia militias go extreme on the other side.

>> a chaotic situation at best. the administration had said and the president said getting our u.s. troops out of there. we've done that and transitioned out. we are war weary, nobody wants to send our young men and women into this situation, but it sounds like our military and pentagon advisors, at least want the door open that we can assist in some way beyond just encouraging the iraqi forces, which the white house is saying it is up to them. this is their country. they have to take responsibility. can they do that without more of us, a u.s. presence on the ground? >> i think one of the big issues the administration has really struggled with since the beginning is the reality of the middle east. you have to show physical presence to generate political support on the other side. so, the iraqi government without american leadership will just gravitate towards iran, but if the united states is willing to say, we're going to get into anbar and put special forces on the ground with iraqi units or the tribes.

get them supplies and they can essentially mobilize a ground army against isis and insurgency against isis. there is risk. it's easy for me to say it in the studio but with special forces embedded in larger units who can take the fight to isis and arm those anbar tribes you can build a sensor of gravity against the islamic state which really ripped their heart out. this is blunt language, but we see what they're doing and connected to broader, strategic impacts. catastrophic for the united states. last time we were talking about how that affects lebanon and jordan. lebanon is now in a really precarious situation in terms of stability. unless you address these threats, they continue to metastasize because the people who are being slaughtered for standing up are essentially, you know, just pushed out and you're left with a situation in which the yzbz chaos just continues t tumble on. that's why you see dempsey
