strategist richard fowler. let me start with you, richard. you saw the thrumping, the thrashing that went down on tuesday night. the president brings bipartisan leaders to the white house. and says, what? he said it's time to compromise. now, if you are republican, put your republican hat on for a second why in the world would you compromise after you have the big win? >> hey, listen, i have got to tell you we got thumpedment we will own that we will take our defeat and wear our badge. this is the truth here. for michigan mcconnell and john boehner they have one thing on their mind. their one thing on the mind is get back the white house and maintain control of the united states senate in 2016. mitch mcconnell will have 20 seats up -- 22 seats that he is going to have to defend. that means they have got to get something done for the american people so they canç go home and sell it. >> fair enough. richard, i remember obamacare when president obama had both chambers in the house and the senate and we got obamacare and most people didn't really want it. i remember hundreds of thousands of illegal children coming across our southern border and president obama saying it's my way or the highway.

both chambers are held by the republicans and they're supposed to come pro-mize? >> it's split government on their side of pennsylvania avenue they have got to get something done, eric. case in point. in the state of arkansas, while they voted for tom cotton, the state of arkansas also voted to raise the minute mum wage which means the american people, the constituents are calling for solution driven washington. we have to give it to them whether democrat or republican. >> the american people are wanting to stop obama that. that is their goal and what they voted for on tuesday. that's why we seat marv change in congress. >> let me ask you this then. let me put the other hat on and ask you this: the american people spoke and they voted out a a lot of the people that they thought -- we all thought were going to be incumbents and continue on. the republicans came with younger, came with more females, came with more minorities. maybe they are saying it's time for change, not business as usual in d.c. >> well, i got to tell you the republicans really put forth incredible candidates.

way get more four or five million illegals through the end ever the year. he would have a tough time now getting this through congress. >> sure. he is in a very difficult position. several months ago he leaked this out that he was going to take executive action on immigration, which of course, you know, created all this hope for the latino community. then he took it a step back. he pulled the rug away from them and basically then because of the democratic candidates in these swing states that basically said plea please don't do that he is pretty much in a position that he needs to do something because he made that promise. if he does take that action. eric, i really belief that it's going to start off in -- with a hostile environment in congress. especially when the relationship between mcdonald, boehner and the president, it's so delicate that to really start off going on on immigration by the end of the year, i think could have a negative impact for the beginning of next year. >> mercedes, here is the thing on immigration. listen, for republicans to win the white house, every pollster, democrat or

republican will tell you 40% of latinos, for that to happen, republicans have to move on immigration reform marco rubio knew it, let me also be very clear. in the president's press conference he said i will pass executive order but -- there was a but there. the but was any law passed by congress will supersede my executive order. >> whoa err, whoa. no, no. he said any law -- it is best that he approved of. so he would have the final say. >> of course he approve any bill. bill. >> well,. >> that's the job of the president. >> no, no, no. he can veto and if he didn't like at the could likely veto it. >> veto or sign it. >> keeping his executive order in place. superseding what congress puts on his ask themselves.

president obama has vowed go around congress and take executive action and republicans aren't amused. >> i believe that the president continues to act on his own. is he going to poison the well. when you play with matches he is going to burn himself if he continues to go down this path. republican threats don't seem to be phasing the white house us in the very least. >> is the in the going to use the authority he has under the law and the constitution to take some spheps good for the american people? and the simple answer is yes, that is what he is going to do and do it before the end of the year. >> joining me to analyze director of research for the center for immigration studies and for tampa, democratic strategist jessica you are lick. let me start with you,

stephan. president obama has vowed now to use his pen to give, the way it looks like, amnesty for up to 4 or 5 million people just because he wants to. >> right, there is a fundamental constitutional question here. putting aside it's probably bad for taxpayers and workers to do this. the constitution says he is supposed to execute the laws, not announce in advance that he is not going to be enforcing the laws on millions of people and then charge a fee for that and, also, confer a benefit. social security numbers, work authorization, this isn't just a cop saying we he have to procedure advertise enforcement. this is him making up law on his own. it's fundamentally unconstitutional. >> jessica, where do you think president has the authority to do this. you just heard josh ernst say yeah, it doesn't matter if boehner doesn't like it or mcconnell doesn't like it yeah we are still going to do it. >> yeah, he has the ability to execute an executive order. that is part of the role of the president of the united states.

and it can come up for judicial review down the line. that can happen. in the meantime it is a tool he can use to force congress for the first time. this argument has been going on since 1986 to actually do something about immigration which we know is a pressing issue. we have all of these people now in the country and we have to deal with them. >> let me throw something at you, jessica. why not legal immigration. why not reform legal immigration. close the border and add, right now we allow about a million new immigrants per year into america. make it 2 or 3 or 4 million. but make it legal and make them go through the documentation, the process and all the people who are here illegally have to get in the same line as everyone else. >> i think that would be a great idea if we could get congress to pass a bill and send that legislation to the president to get everyone on board. that actually deals with all of that. do a comprehensive bill. they won't do a comprehensive bill. they won't do a border security bill. they won't do a bill addressing all the people here we know in detention

centers the children that are here. they won't talk about the visas that we need to get people with higher education here for tech companies and industries. >> steve, a lot of the reason why they can't get that bill through the house and senate is because they haven't secured the border yet. >> look, everyone knows that we are not enforcing our laws, right? each year the number of deportations goes down. we don't even deport the people that are actually arrested in jails. we have got local jails that won't cooperate. we have got a border that's unsecure. >> okay so. there are about 66,000 hispanics that become -- turn 18 years old. every single month in america. you don't want to alienate voting group. what do you do as republicans to say we are for you. we are in to having you come here and enjoy the fruits of america without alienating a huge voting block that's only getting bigger? >> what you have to do is what is best for america. hispanics are americans. what would be best for america? enforce the law, restore the confidence that we should have in our government to actually enforce the law.

if some illegal immigrants go home, that's great. then we free up more jobs for measures. we save taxpayers money. that's good for all americans and for hispanics. now, once we have shown that we're serious about enforcing the law, then we can have a debate if we want amnesty. the public generally doesn't want it. you would have to push it down their throat. if that's what you want to do then that's the reason congress hasn't acted. there is not support for this. >> simply enforcing the law, would the hispanic community be okay with that? would they say the republicans are -- you know, i'm interested in voting for them. by the way, hispanic community would like to vote republican. they have a lot of the similar values that the republican party brings to the table. family values, religion, et cetera. >> yeah. and you made a very good point. these people are are not american yet. they want to be american citizens. they want to contribute to this country. they are contributing to this country. they want to have the american dream. if you deny that to them, then you are not only hurting the future of this country. you are making a mistake because they will not forget

that. move forward in future elections and your own stubbornness. >> to both of you guys jessica, first. what do you with the 12 or 13 or 15 million illegals that who are here now. do you spend them back or okay provide amnesty? two sides though this coin. go ahead, jess. >> not in favor of 100% amnesty. but there are people here who have been here and educated and so many different levels of this issue. it's not just send everyone home. and it's almost impossible to do when we are talking about a number of people like that. but we do need to put them through the immigration process, which is incredibly difficult and arcane. it needs to be reformed. it needs to be stream lined and needs to be focused. and that's what needs to happen. >> steve, what do you do with the 12 or 13 or 15 million here illegally. >> first of all you start by enforcing the law. you actually control the border. you actually go after the employers who hire illegals. then, after that, you can decide if you want to have some kind of amnesty for people who have been here a long time and then with legal immigration you bring those. >> no. we have talked about all

failure of family responsibility. a a family -- a failure of personal responsibility but pick yourself up by your boot straps. i think the world has changed and the naacp has not. >> very good. let's move on to topic two, ferguson. michael brown's mother is now under, at least police investigation, i don't think she has been arrested yet. for potentially armed robbery. what happened was she came across a stand where they were selling michael brown t-shirts. she left. she brought back a group, a group of thugs who beat up some people, stole their t-shirts and their money, somewhere around $1,500 worth of stuff. what say you? there is no way you can condone that. >> it's not a question of condoning. mike brown comes from a socioeconomic subset. his mom obviously from the same subset. why are we surprised? when you hear armed robbery you think she stuck up a bank. she didn't go to a bank. she went to her former mother-in-law with a whole bunch of her pals and the mother-in-law, the former

in the factor follow up segment tonight, dealing with iran, a stunning report by the "wall street journal" reveals that president obama secretly sent a letter to iran's supreme leader last month. in it the president reportedly highlighted both country's mutual interest in destroying isis, the administration has repeatedly denied there

would be any military coordination with iran in the campaign against isis and today, went on the defensive. >> with respect to potential presidential correspondents, i think you know that i'm not going to comment on any private communication between the president and any world leader. first of all as i have said repeated lid in public and others have too, we are in no way engaged in any coordination, military coordination with iran on countering isil. >> writes about foreign policy and former united nations political affairs officer ashley jackson. let me started with you, ashley. you say it's okay for the president to write this letter? because i'm wondering, really, with iran. one of our greatest whoas, one of our biggest threats to american safety, security, sovereignty, write them a secret letter? >> well, apparently what the letter said was basically the u.s. and iran have a shared interest in fighting isis. supporting the iraqi

government just like iran to defeat isis. didn't say anything new it dangle a carrot ahead of these nuclear talks. >> why do it? >> because we have a shared interest with iran. >> say it again. you just said something important in your comment. dangle the comment? >> ahead of this deadline on november 24th. >> talk about that. >> for a nuclear deal with iran. and this is really -- this is what this is about. this is a really important thing. the administration and others have been working for a long time to get this. >> i'm glad you said that. when you listen to susan rice and you hear josh ernst earlier saying now this is all about making sure we have a shared interest in defeating isis. >> yeah. >> kerry, the problem is that i agree with ashley that this is all about a nuclear deal with iran. of which many americans don't want. >> well, it's both. it's taking the teeth out of the nuclear deal. this letter went around the back of our allies. israel is pissed off. they were not informed of this letter that it's going

to take the teeth out of the nuclear deal. the other thing is, the supreme leader who this letter was addressed to, less than a month ago, publicly accused america of deliberately creating isis in order to justify our presence in the region. so you can imagine that sort of person who would publicly accuse us of that to turn around and try to work with us? >> i can't imagine even being at the table with iran regarding nuclear let alone writing them a letter saying we have a common interest. >> it's not that simple. while the supreme leader didn't, of course, make that very provocative statement that isis was a -- the president was supportive of u.s. military action really unheard of. iran's government is not who he image news. we need to work with more progressive parts of that government. >> iranian's puppet. he makes the west feel good about themselves. the real leader is the real leader in ayatollah. this is a joke. >> mahmoud ahmadinejad was never the leader of iran

thanks for staying with us tonight. i'm eric bolling in for bill o'reilly. in the unresolved problem seeing want tonight, fixing the economy for the folks. factor viewers know that take home pay for the average american has fallen since president obama took office and not much has been done about it so last night bill laid out his plan to get the economy back on track. as republicans get ready to assume more power in d.c. >> republicans need to lower corporate income tax. to about 2 o0% or so. that will give companies more money to expand, thus creating jobs. when there are more jobs, there is more competition for workers and salaries go up. number two, there should be a six month tax amnesty on corporate money being held

overseas. let the companies bring it back, provided they evan vested in america. not keep it sitting over there in luxenberg. third, raise the minimum wage. that will encourage young people to get into the marketplace and other folks to get off the doll. 10 bucks an hour. not going to break anyone. and, with the corporate income tax cut, the minimum wage rise will not affect profits. >> all right. joining me now with reaction, lou dobbs, host tonight 7 p.m. eastern on our sister network fox business. lou, thanks, you saw it three ideas, cut the corporate tax rate. let's go through them. corporate tax rate, minimum wage. what's wrong with cutting the corporate tax rate to 2 oo%. >> there is nothing wrong with it if we make a few fine adjustments. and i would like those justments to first cut can the individual marginal tax

rate queer taxing labor. we are making all sorts of screwball priorities out of our tax system and we have got to come to grips with it you want to cut individual taxes i want them first and i want labor respected. i want. >> in what way? i don't like seeing the capital gains tax rate lower than taxes on labor. it makes no sense. we should be prizing working people, show them that we support the family, the working man and woman. the middle class in this country and by god, tax them less than we would capital appreciation. >> you don't't disagree with bill. you want to add additional tax cuts which i think a lot of people watching you would agree with you. let's talk about that profits sitting overseas taxed in those various countries. bill point out bring them

back but make sure the companies bringing them back you actually use that money to hire people or buy capital equipment in america. >> in that detail, there is a great deal of devilment. imirnsz. as you know repatrioted capitol put it on radar. those companies cut $20,000. principle beneficiaries, largest beneficiaries of that tax holiday if you will on that overseas banked money. we have got to come to terms with the fact there is a cause and effect relationship with what is happening with labor and capitol in this country and the management decisions that are being taken. so public policy has got this thing so screwed up we have to take a pause and think about what we are doing. >> let me take o'reilly's side. i have been talking about this the better part of nine years since i have been at fox. the problem is that there were no restrictions put on the companies when they brought the money back.

turn this around as a win? how? >> i'm trying to wrap my head around this. i mean, this was a huge depressing, traumatic gut wrenching defeat traumatic, gut wrenching defeat for democrats, hillary, as you say, bill, campaigning. some saying this is going to help her. wow, i didn't know her spin machine was that good. >> what could it be? could it be they're saying now she will not look like the obama, she's the anti-obama coming in riding on the horse saying we tried that for a while, now try a clinton instead of obama. >> well, there's a valid point in some taking this tact. it will be easier for hillary clinton to run against a republican senate and house rather than having to dance around harry reid if the democrats had somehow retained control. but what's left out of this equation, eric, is that she is now inextricably tied to an obama administration that was just repudiated at the polls. she may try to distance herself.

for about a month. >> why? >> why? because i wasn't behaving. i wasn't a behaved prisoner. i was lashing out. and not lashing out like being disrespectful. i never wanted to come off as disrespectful. but i just couldn't take it all. i was just, you know, snapping back into the worries and the paranoia. and i took the lightbulb off and i broke it and i ended up stabbing myself in the neck with it. lost quite a bit of blood and passed out. the guards thankfully heard the lightbulb being broken, came in and saw me there, i guess, on the ground there in my blood.
