12:01 pm
this minute. his name is abu bakr al-baghdadi, the islamic state terror group head and demands all muslims pledge aliege generals to him. the iraqi government reportedded wounded al-baghdadi in an air strike. the pentagon officials can't confirm that. i'll have more on the confusion that led to this moment. even if a strike did hilt the leader this terror group appears to be gaining followers. not losing them, gaining them. egypt's most dangerous militant group today reportedly pledged its allegiance as a whole to isis. it could be a big boost for isis, marking an expansion of the group outside iraq and syria. we have team fox coverage. jennifer griffin is live at the pentagon but let's begin with catherine herridge in d.c. officials say they see nothing to suggest that this isis leader, baghdadi, is either killed or wounded. >> defense and intelligence officials are still assessing the fallout but see nothing to
12:02 pm
suggest al-baghdadi was critically injured or killed. with the death any major terrorist leader u.s. officials expect heightened chatter among the leader's followers and caters that the identification of a successor is underway. neither are true in the case. >> the department of defense and intelligence officials loor can into the reports certainly. don't have anything to confirm for you at this point in time. we have been working every single day to take on the threat of icele and the threat it poses to the united states, and this certainly falls into that but we don't have anything to confirm at this opinion in time. >> today even u.s. officials admit it's a confused picture with airstrikes targeting a heavily armed convoy friday near mosul, as the iraqi interior ministry and tribal leaders report that the isis leader was wounded in a different location, a border town, and transported to sierra for medical dream.
12:03 pm
seasoned military an lists believe the strike shows the u.s. and its allies are slowly billing an intelligence gathering capacity on the ground in iraq. >> we have reported extensively that isis or islamic state militants have been big on social media. now an indication they may have gone dark? >> a counterterrorism source who tracks social media for government agencies told fox news there was a spike in chatter from isis immediately after the friday strike, including this tweet from an iraqi government account, describing the attack, location, and number injured. none of the details have been independently confirmed. other accounts allege the whole thing was a rumor designed by the u.s. government to force al baghdad to make a proof of life and reveal more information about his location. since many of these sites have gone dark because they're confused about al-baghdadi resident status at this time, but this kind of confusion in many ways is helpful to the u.s. and its allies because it can be
12:04 pm
very destabilizing for that network. >> that's interesting. thank you very much. let's turn to d.c. and james, the dean of the school of international service. thank you. >> thank you. >> islamic state militants don't seem to know whether their leader is alive or dead is interesting to me. hough disthis play in the big picture? >> in the big picture we need to step back and remember that the president and our military leaders have all said this is a campaign that's going to take a number of years, in fact go into the next presidency. so, while it's a good sign that the united states seems to be able to target the leaders of isis and perhaps has been able to get mr. baghdadi -- we don't know that -- but even being able to gosgn-, good sign. but that doesn't mean that everything is going to change nor the better. it's still going to be a multiyear campaign. >> some leaders of the extremist
12:05 pm
groups are really involved in the process, if you will. some are morphingheads. explain to our viewer about baghdadi and how important he is. >> well, i think this motion that the caliphate he called for rests on his person, makes him a big deal and -- >> at least to him. >> well to him, and to many of his followers. but i don't think that even if he has been killed or wounded, it doesn't mean that those members of isis who have been carrying out the attacks in both iraq and syria, are suddenly going to decide they don't want to do this anymore. they're going to continue on, as you mentioned, egyptian jihaddist group pledged allegiance to isis. >> he airstrikes have changed some things. we have video evidence of that. for instance, they used to travel in convoys. now they can't much do that.
12:06 pm
so at least there's been some sort of disruption. right? >> well, we hope -- yes, there's been some disruption. it's also clear since president obama announced that he is send sag hundred -- sending 1500 more advisers into iraq, that this means that we still don't have enough good intelligence on the ground to direct the airstrikes, and so we need more intelligence, and a lot of that has to do with our difficulties in working with the iraqi government and ineptitude of the iraqi military. >> those two things, the government and the military, very much tied together, no question about it. nice to see you, thank you. >> thank you for having me back. >> now to the new soldiers president obama says his decision to send more troops to iraq is, quote, not a sign, unquote, that u.s. strategy is failing. remember, the president stated goal is to degrade and destroy the islamic state militant. there is no evidence that degradation has begun, and
12:07 pm
there's evidence they islamic state is getting stronger. still, president obama, who promised we would see no u.s. boots on the ground in the fight, says the factsek we're doubling the number of u.s. boots on the ground in the fight, is actually part of a new phase in this fight against the islamic state. one that puts our soldiers on the offensive. noncombat soldiers on the offensive. obviously. they are advisers returning to anbar province, obviousliment jennifer griffin with the news at the pentagon. does this troop commitment mean combat role?ell be move what is an offensive role if not that? >> it's interesting because they talk about some of these training bases as being -- but not according to pentagon official is have spoken to or the commander in chief himself. >> it signals a new phase. first of all, let's be clear, isil is a threat not only to iraq but also the region, and
12:08 pm
ultimately over the long term could be a threat to the united states. >> so the troops will not be combat troops. the u.s. strategy until now has been to carry out airstrikes, averaging about five targets a day according to released provided by u.s. central command. there are currently 1400 u.s. troops on the ground. the white house announcement last week will more than double that number. the additional 1500 u.s. troops will be trainers and advisers, as you mentioned. the pentagon explained it will need $5.6 billion for more training. the u.s. spent an estimated $20.2 billion to train the iraqi forces before leaving in 2011. two of the training bases will be expeditionary in nature. >> i wonder what it mean wed got the word we're doubling the number of troops on the ground in iraq in what amounts to the minutes after the mid-term election loss. there is any connection there? >> well, both the white house and the pentagon officially are denying that the political
12:09 pm
calendar had anything to do with the timing of the announcement. >> it's being done now, quite frankly, because the iraqis have reached a -- they have demonstrated the willingness and so they reached a point where they need additional help and guidance, particularly in areas like anbar. >> in an unusual move the president invited centcom commander general lloyd austin to the white house to have lunch with topu republican democrat congressional leaders on friday to explain the strategy in iraq and syria. a sign the administration knows it's going to need a lot of support on capitol hill to fund the next phase of the strategy. >> jennifer griffin on our advisers in this conflict. thank you so much. the syrian dictatear bashar al-assad said the cease fire plan of the united nation is worth studying. the regime lash out at the

proposal when a u.n. official brought it up last month. that official is proposing a small scaled truce in aleppo, the last major city where rebels control some areas. it's not clear whether assad has any intention of actually following through with any peace deal at all. the u.s. postal service announced it's -- the latest victim of a cyber athere's word the hackers have links to the chinese government. this is as president obama traveled to china to talk to that country's president. what aomo. mess. we'll be back in just a moment.
