first fox news alert. there is some drama as world leaders meet for the g-20 economic summit. president obama among those attending the high level meeting in australia. western leaders issue a harsh rebuke to russian president vladimir putin over the crisis in ukraine. now we're learning that putin, who is there, plans to be leaving the conference early over this confrontation. ed henry is live now in brisbane, australia. so ed, is it true that putin can't handle the truth? >> reporter: that may be the case. very hard when president obama goes on the world stage, g-20 to get 20 leaders to agree on almost anything. in this case it's probably 19 because putin is not agreeing that he needs to get out of ukraine. one leader after another, steven harp harper from canada saying, i'll shake your hand, but you need to get out of ukraine.

somebody pretty hard. but we should note despite all the talk, despite all the rhetoric, putin is still doing what he wants in ukraine despite the talks, despite the sanctions. the leaders are coming together. but so far they haven't been able to get him out of ukraine. >> wham bam, that's the way to say it. the white house has dispatched, general martin dempsey, what has the president said about that mission and the fight against isis? >> reporter: well, what's interesting is that we're told general dempsey is on the ground talking to u.s. troops, but also to iraqi leaders to try to figure out the situation on the ground there in iraq. bottom line is there have been a lot of u.s. air strikes on the iraqi side, the syrian side. perhaps slowing isis down. but it's not turned the page. it has not pushed them all the way back. when i asked the president at a news conference recently, are we winning? he said i can't say that yet. so part of what general dempsey is doing is trying to get a read out of what's happening in iraq

and figure out what's the strategy moving forward in syria, which is a much, much more difficult challenge. >> the president is expected to issue that controversial executive order on amnesty. any new indication from the president on what he will do and when that potentially could come? >> reporter: we're hearing as soon as this week when he gets back from this trip. interesting, because in another one of these news conferences on the road here, the president doubled down and said, i've heard the criticism from republicans, but they haven't acted on immigration. i'm going to go it alone. that's why we saw in the last couple of days, boehner warning there will be fallout over this. listen. >> every administration needs this and needs that, needs all kinds of things. if he wants to go off on his own, there are things he's just not going to get. >> reporter: one thing the president needs is to keep the government open, funding for the government running out on

december 11. that's why i'm told there is a split among some of the president's advisors. some saying wait, don't act on these executive orders until after december 1 is, after you get that budget deal in place that the government doesn't shut down. some of the other advisors of the president saying no. the criticism is out there from boehner and others. go for it. so we may see it in the next couple of days here. >> finally. it's after 6:00 p.m. eastern time in new york. at night, we're going to get into to night sooner. 9:00 o'clock in the morning in australia? have you had breakfast yet? >> it's like a 15-hour difference. it's 9 a.m i got a little nap in before this. but when i got the alarm wake me up saying eric shawn wants you, i got right out of bed. >> we appreciate the report. great job. what a trip. can't wait for you to come back and tell us all about it. >> thank you. fox news alert. open enrollment is underway for the next phase of obamacare. the obama administration is assuring people that the federal exchange healthcare.gov is going

to work smoothly this time around. but for many, that may be the least of their concerns. that's because those who previously signed up may be forced to switch their plans or see the cost of their premiums jump by next year. this comes as the state of washington's health care web site was shut down after just a few hours while authorities stride to fix a software glitch. peter doocy has more. >> reporter: there are already issues with health care.gov, just a few hours into the second open enrollment period ever. there are reports, widespread reports of users who say they are unable to log into accounts that they just created and if you can't log into your account, you can't apply for coverage. straightly the online marketplace washington state has been taken offline because of a broken tax credit calculatear. even though they were a few dollars off. the site will stay down until it's fixed. the hhs secretary announced

today that tens of thousands of people have already applied for coverage. that was just before lunch. >> we're going to continue o watch everything and monitor everything. as i said all along, there will be places where we'll find things. what we're going to do is quickly work to take care of anything we find. we want to listen and hear. i think what weigh -- we see, with 23,000 people already applied in terms of the application process. >> reporter: 23,000 is a massive improvement over last year's first day when internal memos revealed that six applications went through on that first day of open enrollment. some lawmakers are concerned that people picking up new coverage through the exchanges are getting ripped of the way that the law is written. >> the president has not signed anything big. he's going to continue to stake his legacy on what he thinks is the success of this law. we're seeing this is not the case with skyrocketing deductibles and everything else. it will be a tough couple years.

>> reporter: this time around, open enrollment will only last three months. last year consumers had six. arthel? >> thank you very much, peter. about five minutes, we'll have a lot more on the cost of obamacare and what we can expect. meanwhile, the latest doctor who was infected with ebola has arrived in this country, at the nebraska medical center in nebraska undergoing treatment there. he's a 44-year-old surgeon who lives in maryland. his plane touched down just a few hours ago. he's a legal u.s. resident, working in sierra leone. now more than 4100 people have died from the virus in sierra leone where he was working. adding there were signs that the rate of new infections there were sadly surge not guilty that west african country. intense manhunt underway right now after a police officer is shot and wounded during a traffic stop outside denver last

night. aurora police say shots were fired. the second officer returned fire, but it's unclear if the suspect was hit. officers say the shooter fled after abandoning a car two blocks from the scene. >> it all happened so quick that the officers weren't even able to get a description of the driver. we hear it all the time. it's one of the most dangerous parts of the job is a traffic stop. so you're right, you never know what you're getting into. >> the injured officer is reported to be in serious but stable condition. it's unbelievable, they were able to get that washing machine-sized capsule on top of a comet that was flying at 84,000 miles an hour. now the european space agency says it lost contact with the lander. it successfully landed earlier this week and then sent spectacular images back to earth. now it has gone into sleep mode because they say it relies on solar power and the battery,

well, it died after it touched down. jonathan hunt in the news room with the latest on the philae. >> as the batteries ran low, it tweeted apparently, i'm feel ago bit tired, i might take a nap. the concern for scientists now is whether it will ever wake up from that nap. the key to that is recharging the batteries via solar panels. but the lappedder touched down in the shadow of a cliff space on the comet and that prevented it from seeing the sun and therefore charging those batteries. scientists at the european space agency did manage to rotate the lander by 35 degrees before it shut down and they hope that may be enough to get the solar panels into sunlight. even if they don't, scientists say the lander has already performed some 56 hours of experiments and data collection. >> that was all very successful. so they have already received an enormous amount of data that was

planned to be taken by the lander. so it's a tremendous success already. >> the main mission here is to try to find clues about the origins of life on earth. the material beneath the surface of the comet is around 4 1/2 billion years old. and scientists hope that the lander can get samples, it might give them insight into whether comets brought the basic building blocks of life, organic matter and water to earth. scientists have been working around the clock to make best use of the time the lander was operating and as they wait to see if the batteries recharge, they say they're now going to follow its lead and take a nap themselves. eric? >> hopefully it will wake up and give us more spectacular information. arthel? a fox extreme weather alert. arctic blast hitting much of the country right now. look at these pictures. now massive storm heads east, dumping snow from the plains to

the midwest. janis dean, what's going on with this weather? >> crazy. we're breaking records in the temperature department and in the snowfall department. it is a little early for this. i think we're going to warm up to around seasonal temperatures next week. but we got to get through this storm system, bringing over a foot of snow for the northern rockies. up toward the central rockies and the central u.s. across the greatat lakes. eventually some snow for the ohio river valley, the tennessee river valley andi%swx interior northeast sections. we're also watching all of this moisture move in from the gulf of mexico. that combined with this cold front that's bringing that arctic air mass. we're going to see snow in sort of unlikely areas. amarillo, toward tulsa. st. louis, louisville, indianapolis. a mixture here and then that's going to continue to press eastward. this is monday overnight. nashville mainly a rain events. we could see severe weather on

the relatively warmer side of the storm. then pushing across interior portions of the northeast and new england. again, it will be mainly a chilly rain event for monday, all of monday. back to that, lake effect snow and then that case we could see over a foot. over the next 24 hours, in the mountains of portions of new mexico and colorado, off towards the ohio river valley. look at just west of cincinnati here. we could get six inches or more. and those great lakes over the next couple of days because we have the relatively warmer waters of the great lakes, that colder air, over a foot certainly we could see. current temperatures, it is cold, even more potent cold front moving into the northern plains than last week at this time. your current windchill what, it feels like if you're not protected, minus 7 with the wind chill in rapid city, 26. kansas city. and again, the worst of it right now across the northern plains and the central u.s. with those

holland. welcome. >> hi. >> tammy, let me start with you. unbelievable. according to this report by medical daily, they cite the research firm health pocket, get a load of this, rates could go as high as 78%. if you're a man, you're 23 years old. 78.2% if you're 63 years old, 22.7. if you're a woman, 23, it could go up by almost half, 44.9%. and if you're 63, 37.5. was this supposed to happen? >> look, we anticipated this. a lot of the reports you're seeing now are based on the silver plan. they ignore the white house and hhs ignored those numbers which really reflect the bronze plan, which is where those young people are moving into, those with not a lot of money, those are the plans people were purchasing. so when there was not a big rush to sign up for those plans by young people, we knew that there was going to be when the pool was smaller than they thought,

this was going to shift. what's disturbing is with all of the news, they say, it will go up a single digit or maybe some people will get it lower, they're looking at a small sliver of the silver plan. you really have to look at the expanse of the entire pool and you're looking at really major increases. then there is the other issue of telling people that they better change their plan, they should shop and switch out of the plan that they bought. the concern is that is an attempt to lower cost, but are you then going to have it once again, lose the doctor you chose, lose the hospital you chose again? this is bad news for the administration with the gruber revelations and with this hearing on the issue on the subsidy. they're in bad shape and no one is really surprised. >> doug, are you surprised? young people, they're supposed to save obamacare. very basic. now we're told by the cbo, they say they need 13 million people in it next year and the administration says there will

only be 9 million. >> i remember last year when people were predicting that the affordable care act was going to fall under its own weight and it actually did pretty well in terms of signing up over 7 million people. to tammy, premium increases compared historical standards are pretty low. 3% in the silver plan and 4% in the bronze plan. and in 48 cities, this was a kaiser foundation study, they actually found that premiums decreased. but there is -- this varies widely across the country. this is a private insurance market. it's not the federal government. there is a public option you might be able to have a controlled fee, but there isn't. these are all private insurance companies making the decision. don't forget, many people are going to have tax credit, 85% of the people who buy on insurance exchanges will have a tax credit, which will reduce the cost. >> this adds even more as tammy mentioned. gruber, saying that they fooled

around and to make sure there wasn't a tax, they lied to the american people basically, that voters are stupid. now we have the immigration executive order, tammy, that's coming down. is this president arrogantly defiant or just sticks to his principles and as he sees it and that's where he wants to take the country? >> look, there is a dynamic here for obama. they really i think truly believe that they only lost the midterm because they didn't gin up their base. they don't think that it's about barak obama or that maybe the base stayed home because everyone is being hurt by the economy, that this is really about economy and jobs. they think that it's because they didn't get out the word enough on their main issues. but mark u daal did get out the war on women and this failed. we see this was not just a federal issue, but a local, state issue, governors going from blue to red as well.

i think what obama is doing is believing that if he does all of this, it will change perhaps the dynamic for 2016. so everything he does is political. there is nothing really that is looking at what's best for the american people. and his plan at this point isn't just about deportation. all the stories are about this will lessen deportation. the fact is, these are individuals, according to senator sessions, who will get a social security card and a work permit, and photo i.d this is really the beginning of naturalization, which is bad news for african-americans in particular who are still suffering under double digit unemployment. >> wow. doug, you get the last word. other people say he's doing this to stuff the democratic party with a whole bunch of new votes that could vote democratic in 2016. >> i think that's absurd. he's doing it because -- we don't know what he's going to do. we have some idea. he's doing it because the house is refusing to act on a bipartisan immigration bill that passed with 69 votes. everyone from marco rubio to

chuck schumer voted for that. and house republicans refused to act on it. and i would just point out that there wasn't a lot of outrage when president right hand reagan or george h.w. bush or george w. bush took deferred action against individuals who were here illegally as well. so look, i think he's doing it because he thinks it's the right thing to do. politics plays a role in everything. politics plays a role in what republicans are doing now in termination of threatening to use the budget to stop the president. so i think he's making a decision that this is the best -- in the best interest of the american people and i hope he goes forward with it, or i hope congress actually acts and allows at least a vote on the bill that the senate passed. >> it seems more likely he's going to do it next week whether some republicans or even democrats like it or not. tammy and doug, thank you for joining us. >> thank you a lot. >> absolutely. well, talk about not being able to hold your liquor, this robber thought he could grab two

other presidential candidate. so is it likely that secretary clinton will announce she's running for the white house come january? >> you know, no one will have an easier time raising money than hillary clinton. when she comes to town they might as well put out buckets. so the challenge, i think, that here may be referring to really isn't so much the challenge to hillary. hillary could do whatever she wants on whatever timetable she wants 'cause she exists in a craft right now n a league of her own. the thing is, if she's not going to run, then the other unknown democratic contenders out there who would like to be president, they're gonna need time to get out there and put together an organization and put together a game for the candidacy.

what terry is getting at, and i think is completely right, is that this game has got to get underway and if mrs. clinton's right now. but if she's not going to be the one, who decides to go, then these other fellows and girls need time to get underway as well. >> good analysis. it's not just about mrs. clinton. it's about the democratic party. so moving forward with this, how does clinton's camp run a campaign should she make the decision to run? highlight her platform, all the things other candidates will do, without running the risk of hillary fatigue? >> well, you know, everybody talks about hillary fatigue. i don't think they have to worry about it so much. i do think that most people pay a little less attention to politics than you and i do. and so i think people will take as much in as they want to.

and i don't know -- there are these circles. the way to do politics was to do communications in circles. so for the first six months to eight months, you're not talking to everybody. you're talking to each growing circle. and that's what the clinton campaign frankly is already doing. >> well, so let's go here then because -- i'll pull out hillary hateers, clinton critics. what ammunition is out there that they can use to stop hillary clinton? >> you know, i'm surprised, 'cause i did a book a long time ago called "the case for hillary clinton" the last time she was thinking of running. and they were out there everywhere. i mean, by the time i got home, i was in the fetal position. i wanted to say look, i'm not her. there is nothing new out there. when i look at it now, what are you going to do if you're a

we're also learn being the pennsylvania state police costs. they spent more than $11 million in that manhunt for alleged cop killer and survivalist aircraft tehran. that price tag includes those by the state police, it does not include the f.b.i. who were part of the search that finally nabbed him. the 31-year-old is charged with opening fire on a police barracks two months ago, killing 38-year-old corporal brian dixon and seriously wounding a second trooper. frien has not entered a plea and he is being held without bail. we're going to get a little lighter here and talk about this now. caught on camera, oregon police say a man who wanted to steal two beers, he got a lot more than he bargained for. the suspect getting into a violent struggle with store employees. here is the video. come back in the room -- who tried to stop him from leaving after he grabbed two beers, knocking over shelveses in the struggle before he got away. police spotted the suspect

us. you help save our dollars. not just our com. we're opinioning more. that's good news for us and the economy. >> shows consumers are feel ago little less averse. they're spending. in october we saw retail sales rise, which is better than september, when it fell .3%. so in october, we saw consumers spend more on clothing, but cut back spending on electronics. in september you had the iphone release. so there was no reason to spend money on electronics in october. also gas prices, we saw huge shopping spending because gas prices remain low. there are problems with wages. people aren't going to spend if they don't think that their

salaries are going to rise. that's the real issue. until we see more increases in wages, we're going to see consumers pretty much spending where they have. we're not going to see good growth. >> are most of us seeing more in our wallet at the end of the month or is it because of the gas prices are lower? >> low gas prices is really going to help consumer, especially for the holiday shopping season. it's expected to add $40 billion to the consumer, to their wallets. but even though gas price spending for consumer is only 3% of their budget, it's not that much. but it's important psychologicallyda:v because -- >> 3%? >> yeah. but when you drive around, you see gas prices, so it's very visual. and just seeing low gas prices makes consumers feel better. >> that's fascinating because it's psychological because you spend so much time sitting there. i sit there at the pump and look at the thing going, and i'm thinking, 60, 70 bucks to fill the tank. plus i'm sure some people have got a big suv, which we don't have. you spend even more.

really only like 3%? >> it's true. it's actually better than a raise because think about it, you have to pay taxes. this is money in your pocket. >> free money. >> totally. >> what does it did -- do to the economy? >> consumer spending drives two-thirds of the gross domestic product. we've had a really roller coaster of a ride this whole year when it comes to the gdp. we had that contraction in the beginning of the year due to the cold weather. then the gdp recovered in the second and third quarter. all eyes are on the consumer in the fourth quarter because the hope is consumers will spend enough to put the growth rate for the year of 2014 beyond 2%. unclear if we'll get there. but economists are hoping the consumer is strong enough to do that. >> now the stock market, we're sitting here, you watch it, you see those numbers go up and it's up at a high record. keep on thinking, it's getting up there in the stratosphere. is it too late? should i still go into the stock

market? i'm getting nervous. >> this is the big question. we had that correction back in october where the dow would drop 400 points in one session. now it's recovered beyond that. so hopefully the correction a month ago allowed some people sitting on the side lines to get in and buy low. but you look every day, the dow, s & p hits a new high large hee on the heels of better corporate earnings and this feeling throughout the markets that the federal reserve is going to keep interest rates, short-term interest rates near zero, at least until mid next year. that's giving investors some hope. that's why we're seeing the markets go up. >> i failed accounting. when you have 401(k)s, they start on january 1, does that give a push, like a steroid to the market or does that have any effect? >> it's so interconnected, but for us to see a real noticeable change in the market, there would have to be so impactful. so ultimately it's a matter of corporate earnings, what the fed is doing, and how the consumer

is acting. that's why we're so focused on the consumer in the fourth quarter because if the consumer is healthy, the rest of the economy is healthy. >> interesting. i thought people start sock money away or buying stocks in january, that would artificially inflate the stocks. then toward the end of the year, you don't have that support. >> it's cyclical. but consumers should be watching their 401(k)s because you look at the market and if the markets are volatile, then your 401(k) is going to be impacted. but ultimately, if you don't need the money for the next two years, you don't have to worry about the day-to-day fluctuation. >> i think of warren buffet, he buys it and goes away for 40 years. now he's got billions. thank you. >> thank you. electronics toys are getting smarter and smarter. and more interactive. all to keep your kids moving and engaged in learning at the same time. we've got the folks from "consumer reports" on deck with some of the best new products just in time for the holiday

fascinating device that let's you connect to your circuit board and then to a computer. you can connect with alligators, close to anything that conducts electricity. for example, fruit or anything. bananas can be turned into a keyboard. >> touched like a banana? >> the computer has a program on it where you're running a keyboard, musical keyboard but as you touch the bananas, they have the little rock -- >> that's cute. and this thing, i don't know if i want to touch it. what is it? >> basically, it's -- it extrudes a thin little line of plastic and it's a 3-d printer met the glue gun and i'm going to burn myself.
