who have locked their car doors. not a tiger. we'll keep you posted on that search for the feline. >> okay. that's going to do it for us. julie banderas is up next with "the fox report." >> take care. this is "the fox report." good evening, everyone. tonight, the highest ranking general is on the ground in iraq. joint chiefs martin dempsey is on the ground there. this comes two days after general dempsey told congress to fight alongside iraqi troops in the more complex missions against the terrorists. there are, approximately, 1500 u.s. troops currently in iraq. 1500 more would be sent soon.

mostly to help. meanwhile, president only is attending the g-20 summit, a meeting of world leaders that has been tense at times, especially considering the cold reception that vladimir putin has received so far. chief white house correspondent ed henry joins us live tonight where he is with the president at the g-20 summit in brisbane, australia. and ed, does this trip by general dempsey mean the administration is turning its focus to isis? >> reporter: there is no doubt about it. they say they've been focused on isis but there's no doubt that there might be a refocus now. in fact, there have been reports suggesting the president may be shifting his strategy. there's been a lot of behind closed doors meetings. general dempsey meeting with u.s. troops, of course, but also talking to iraqi leaders. there have been a lot of air

strikes. hundreds of them now on the iraqi side as well as across the syrian border and they have done little to stop isis' march. perhaps slowing them down but senior administration officials acknowledge the obvious that isis is still very strong, has been gaining strength and the fact that general dempsey is taking this trip right now just days after once again telling congress that he may recommend to the president that he ent u.s in to deal with all of this shows how important this is in terms of dealing with this terror threat and, in fact, the president here in australia will have a news conference in a couple of hours and you can bet that isis will be front and center of that news conference. >> apparently president only is not making friends over there in australia over climate change. tell us about that. >> well, he probably upset the australian prime minister tony abbott a little bit. they posed a couple of times with kualas. who doesn't think they are cute. but the president used a speech here in brisbane to basically

promote his agenda in terms of battling climate change when tony abbott had said again and again he's a skeptic of climate change. here's the president taking a poke at the prime minister. >> as we develop, as we focus on our economy, we cannot forget the need to lead on the global fight against climate change. now, i know that's -- [ applause ] i know tlashere's been a health debate in this country about it. >> reporter: healthy debate, of course there a reference to the prime minister not being on board with the president's agenda. that's why some of the local media in australia is charging the president grabbed somebody by the shirt and threw him down, a rugby term. >> i love that. we're in disagreement but it's

at least cordial. it sounds like the leaders are coming together and that's in slamming president putin, right? >> no doubt about it. the canadian prime minister said i'll shake your hand, mr. putin, but you need to get out of ukraine. at one point the prime minister saying that he needs to make sure putin is not recreating the last flo lost glories of czarism. it's hard to get all of the leaders to agree on much of everything. there's reports now putin may be leaving this summit a little early. he doesn't want to hear about how he needs to get out of ukraine. >> you know, we did just show a picture of putin with a koala bear. what is that all about?

>> reporter: he's trying to get in the spirit and the local host brings out the koalas. a kangaroo was next to a russian bear and it was suggested that tony abbott had strong words for vladimir putin. behind closed doors it's been pretty tough. >> i wouldn't say he's quite known as the softie and i don't think that koala bear is doing him any favors. but, hey, what politician doesn't play nice in front of the cameras? don't they all? ed henry, thank you very much. well, today marks the beginning of obamacare 2.0. the first day of the second ever open enrollment season. so far, this time around, much less fanfare and far fewer glitches for the obamacare website than a year ago. the government is expecting 9 million people to sign up for coverage, a cautious estimate far lower than original projections and the future of the key part of obamacare is still very much in the air with

the supreme court set to hear a challenge overtax subsidies next spring. peter doocy is live in washington. are consumers having any problems with the obamacare website? >> julia, there are widespread reports of consumers being locked out of the accounts that they just created and that's a problem because you can't apply for coverage without being locked into an account. there's a problem in the washington state marketplace so officials pulled that website off line until it is fixed. tens and thousands of consumers have successfully applied for new coverage today so sylvia matthews burwell is optimistic. >> we're going to continue to watch and monitor everything and what we're going to do is quickly work to take care of everything and we want to listen and hear but i think what we see with 23,000 folks already applied in terms of the application process, that things

are up and running. >> reporter: 23,000 is a big number compared to the 6 that went through on open enrollment last year. 1.2 million people used a window shopping feature at healthcare.gov in the last week. >> interesting. what are republican lawmakers saying about it? >> julie, there's concern that the affordable care act is not going to be so affordable for those in the marketplace because their plans were just canceled. >> obviously the president is not signing anything big. he's going to continue to stake his legacy on what he thinks is the success of this law. that's not the case with skyrocketing deductibles. it's going to be a tough couple of years. >> you remember last time an open enrollment period started, kathleen sebelius was at the helm of hhs. the new secretary says that she has not spoken to sebelius today but they talked during the

run-up to this period that will run for three months. >> peter doocy in washington, thank you so much. that brings us to our twitter question of the day. is your health care better or worse because of obamacare or is it the same? we want to know. tweet me @juliebanderas. an ebola patient who just arrived on american soil is critically ill. dr. martin salia is a permanent u.s. resident living in maryland. he got the disease working as a surgeon in his native sierra leone. he's the third person to be treated there for ebola and the tenth patient overall here in the u.s. dominic is live from our west coast newsroom tonight. dominic, this medevac wasn't as easy as the others. what can you tell us about his condition? >> well, it took about 40 minutes to get him off the

plane, julie, carried off in an isolation because he wasn't able to walk off the plane like previous ebola patients had. he landed at the airport around 2:43 local time. he was carried on to an ambulance and taken straight to the nebraska medical center. shortly after his arrival, they gave a description of how the team was ready to treat him. >> they were suited up and ready to go in prep railings for this patient so once he's inside the unit, they will begin evaluating him, giving him iv fluids and other supportive care. we hope to have experimental drugs and other therapies available this time around. >> nebraska medical is one of the most experienced hospitals in tweeting ebola in the united states. we're expecting another update, julie, on salia's condition. >> what do we know about the doctor?

>> well, he's been working as a surgeon but his hospital wasn't an ebola treatment unit. he worked at three other medical facilities. it could be any of those. it's unclear what strain of ebola he's contracted. here again is a hospital official. >> we received word from both medical teams on the ground in sierra leone and the flight crew transporting him that he is extremely ill, possibly even more ill than any of the patients that have been transported from western africa to the united states to be treated for ebola up to this point. >> apparently after he started getting symptoms, he went to get tested. he got two negative results first before proving positive five days ago. and no indication. >> dominic in los angeles, thank you. well, we're weeks away from republicans taking control of

shooting for the first time. he's wearing a t-shirt heading to the hospital several hours after the shooting of teenager michael brown jr. four minutes later, at 11:57, a dispatcher adds more description. a suspect wearing a red cardinals' hat, white t-shirt, yellow socks and khaki shorts. he was with another man. at noon, officer darren wilson reported that he was back in service and needed to search for the thief. two minutes later you hear his voice calling for backup help after he stopped two young men. >> 21 put me on canfield with two and a backup car. >> it bolsters his contention or the claim that he did recognize

him as the same suspect as before there was ever any kind of physical encounter. there's been a claim early on was that mike brown was killed when he was jaywalking and i think that information is contradicted by what's in the radio calls. >> it rapidly became clear, ferguson was dealing with an officer-involved shooting. >> send all units over here. there's going to be a problem. >> michael brown's family responding to the release of the video and audio saying we will wait for the grand jury decision and continue to change the system that works in favor of law enforcement and against citizens. >> folks in the nation's midsection bracing for another

subfreezing night. the winter-like storm dumped several more inches and perhaps even blizzard conditions. it's not even thanksgiving. air travel could disrupt from coast to coast. i wonder if this is like an omen of what is to come for this winter? >> i blame it on the retailers who got all of the christmas stuff out before thanksgiving. >> yes. >> put the blame on me. >> that's right. this is the reason why. let's take a look at it, julie. as you mentioned, a lot of snow. we broke records in some cases across the northern plains and snowfall totals and the freezing temperatures which are going to stay with us throughout the weekend. over the northern plains and up towards the central u.s. and it's going to be cold enough for snow across the texas panhandle, parts of new mexico, certainly up towards colorado. then, diving in towards the ohio

valley, tennessee valley and great lakes where we could see over a foot of snow. so let's track this storm. we're going to seagull if moisture moving in along with this arctic cold front and the snow will continue, especially across the ohio valley, we're going to watch this because 6 to 10 inches is possible and then mainly a chilly rain event across the east coast but, of course, this is monday so search trying to get into work and it's going to be an all-day event. the lake-effect snow will pile up. take a look at amarillo, texas. 32 degrees and a drop as we head through midweek and things will settle in towards average, which is what we are hoping for as we get into the latter part of next week. windchill, though, julie, really, really dangerous. people need to be inside where it's warm because it's going to be another cold start to the workweek. colder temperatures than we saw last week, if you can believe it.

four workers are dead after a chemical leak at a dupont plant in texas in laport, houston. crews have contained the area about two hours later. officials say neighbors were never in any danger but the odor could be detected 40 miles away. no word on what caused the leak. well, the lava moving through hawaii is coming dangerously close to a trash transfer station. county civil defense officials say the breakout lava flow near the station has now stopped at least for now and it's no longer burning asphalt. officials are monitoring the breakout lava from that volcano. it burned down a house and since then it has not advanced significantly.

it may be days or longer before scientists can communicate with a lander parked on a comet. scientists were looking for signals from the philae lander as it was sitting next to a cliff that blocks sun height and without sunlight, scientists are unable to recharge the lander's batteries. did any of that make sense for you? hopefully jonathan hunt will explain what i just said. >> well, what they are doing right now is waiting and hoping essentially with philae shot down, there's not a lot else that the scientists can do. before the batteries ran out, they were able to lift and rotate the lander back by 35 degrees and they just have to hope simply that it's enough to get the solar panel out of the sunlight. he's really excited about the experiments and data collection carried out by philae.

joint chief general martin dempsey arrives in iraq two days after the u.s. said they would consider sending a small number of troops to fight isis along with iraqi forces. a sierra leone doctor is in the u.s. getting treatment. he arrived in nebraska this afternoon and is said to be critically ill. the second ever enrollment for obamacare is under way, effective today. people now have until february 15th to sign up for 2015. the government anticipates nearly 9 million enrollments this year. republicans are close to taking control of the senate in january but a showdown is already brewing between president only and the congress. the first big challenge will likely be expected executive orders from the president on

immigration. john barrasso says it's an end run around the american people. and with regard to immigration, we need to modernize it and clearly border security and enforcement are the first steps in the process. >> more tonight from washington. molly? >> julie, president only says he's just about finished waiting on congress to pass immigration legislation. he wants house republicans to accept the democratically controlled senate immigration bill and house republicans want senate democrats to agree to their version of the bill. so the president says lawmakers should not be surprised if he acts alone by executive action before the end of the year. republicans are threatening to fight, quote, tooth and nail if the president changes the nation's immigration laws

separate from congress. the president returns from his trip to asia and australia tomorrow and suggests he's prepared for some conflict with congress. >> there are going to be areas of agreement between me and republicans and areas of disagreement. there are going to be actions i take they don't like and bills i pass that they don't like. >> reporter: meanwhile, house republicans are pushing ahead with the keystone oil pipeline. they passed a bill on friday approving the pipeline. the senate is set to vote on the same bill on tuesday. so far, president only is not on board which could set up another battle with congress. and then there's obamacare. republicans say they will try to limit the president's health care overhaul. >> now, after the election, the president may have said i hear you but by the looks of things, it's just the opposite. >> on top of all this, keep in mind the government is only funded through december 11th. so the lame duck congress will

have to deal with that in the following weeks. inside the democratic party, democrats try to regroup following the midterm something that saw them lose control of the senate for the first time since 2006. two political correspondents carl cameron looks at the disarray the democrats face and how they are trying to confront it. >> reporter: behind closed doors in washington, d.c., the liberal democracy alliance of super rich donors, organizations and political action committees regroup after the blowout midterms. senator harry reid was re-elected democratic leader and the democratic party has sunk to a new record low, 36% favorable rating. at least six democrats publicly did not support reid for leader, putting a spotlight on dissatisfaction on the left.

reid said he got the message. >> we're going to expand a little differently with a different approach and the one thing that came out of the caucus without any second guessing is that we have to continue fighting for the middle class. >> in defeat, democrats are split on whether to take a more centrist or liberal approach. reid tapped one for the leadership team and senator elizabeth warren is the populous in the senate and strategic policy adviser to the democratic policy center, translation, she'll work in the war room. >> wall street is doing very well. ceos are bringing in millions more and families all across this country are struggling. i am grateful to the caucus for gif giving me a chance to be part of that fight. >> but reid has also tapped senator john tester, a conservative from montana, to head the senatorial campaign

committee primarily in charge of fundraising and candidate recruitment. the problem remains their president and policies. mr. only's reluctance to improve the xl pipeline and promise immigration executive orders is expected to worsen partisan gridlock. both parties know they could be in the 2016 white house race. ? you have to handle this one way or the other. >> reporter: the president is about to nullify exists laws passed by congress which is about to have a gop in both chambers that thinks the president is seriously overreaching. a strong earthquake hit indonesia today. the underwater 7.1 magnitude quake was felt strongly in several cities and triggered a small tsunami.

some buildings damaged but there are no reports of injuries, luckily. the tsunami warning center has lifted its warning for hazardous waves and it's located along the pacific fault line. areas of central italy, meantime, are being evacuated of heavy rain that caused heavy flooding there. at least one man is missing after a car got swept away by the rushing water. several others have died. the civil protection agency issuing flood alerts for a large part of the country. bridges and roads are closed and people are being urged not to drive. here's a look at some of the worst damage. >> reporter: we are used to the coast of italy looking a lot different but this is the worst of italy's nightmare. flooding going on for weeks with rain not letting up for days at a time and massive landslides that have taken down houses. five people were killed in a

span of a few days this week. an elderly couple was believed to be buried under a mudslide. people near genoa, the worse-hit areas, were rescued by helicopter. the longest river will jump its bank. italy is susceptible to landslides but building that has led to removal of so many trees has aggravated the situation. where funds have been earmarked for projects to shore up vulnerable terrain, in some cases it's been blocked by italy's complex bureaucratic procedures. damage so far from this wave of storm is in the hundreds of millions of dollars. suspected thief getting much more than he bargained for. the smackdown with the shoplifter.

an oregon teenager is lucky to be alive after a massive tree comes crashing down on her and it was all caught on tape. >> oh! >> holy smokes. this happened on an icy day in salem. the girl was waiting for her dad to pick her up from school when she suddenly heard a crackling sound. that noise was actually coming from a nearby tree as it was splitting in half. >> i looked up for like a tiny second and then i turned around. >> it ended up hitting three people. i was shocked. they were screaming and it was a scary moment. >> the teenager is okay now and says she can actually even joke about her mishapp. a raging inferno reducing a building to rubble. it's our fox watch across

america. >> texas, a million dollar home in dallas now reportedly a total loss after a massive fire. authorities say dozens of people were attending a party there at the time, all managed to make it out safe. two firefighters suffered minor injuries. investigators suspect it may have started in an outdoor fireplace. crews hoisting a car out of a giant sinkhole that swallowed the vehicle and prompting authorities to evacuate the home along with five others. crews have to wait and assess the scene making sure the ground was stable enough to bring in heavy equipment. officials are trying to figure out whether nearby sewer construction could be to blame. oregon. a convenience store owner and her husband fighting tooth and nail after he allegedly tried to steal two bottles of beer. the violent struggle lasting for several minutes with the suspect losing most of his clothes in the process.

police caught him shortly after he made a run for it. he's now facing a long run of charges including robbery and assault. michigan, a foot locker from world war i leading one man on a quest to find the family of its original owner. he says he stumbled upon it years ago at a yard sale but it wasn't until he cleaned it up that he noticed a name and wisconsin address. now after a detective work and help from the national guard, the priceless artifact will soon be in the hands of the relative of the soldier who owned it. 25 years after a massive earthquake destroyed part of california's bay bridge, it's been replaced with a new $6.4 billion span and the old bridge is coming down. but about 800 sea birds that live on it, well, they don't want to move and strict environmental law is boosting the cost of the project by about
