our sources say that the grand jury will be meeting on monday as they reach a vote on whether charges will be filed. to be certain, nobody knows when that grand jury decision will come except for the grand jury themselves. now, this comes as folks across the region are anxiously waiting that decision and this what if game that is going on really just adds to that level that's there. what folks at home are worried about as well as police and officials is will they see that same kind of violent unrest that we saw back in august. police say that they are preparing for that possibility but they don't believe that that will be the case this time around. and really the last two months, most of the protests we've seen, they have been almost entirely peaceful, passionate and loud but no major violence. and you saw that last night at that protest along west

florriscant avenue. a car ran into a light pole there but no major injuries were reported. there were three arrests. but again, no violence and protesters say that's their plan moving forward, is to be loud, to be passionate, and to get their message across but not to have the acts of violence. police say those protesters, majority of them, that's not what they are worried about. it's that small minority of individuals in small groups that will use these large demonstrations as cover for more criminal acts. captain ron johnson said that is what keeps him from sleeping at night the last several months and especially the last several weeks as we build up to this grand jury decision that, again, could come any day next week. arthel? >> thank you very much. coming up later in this show, we're going to dig even deeper into the possible outcomes from the ferguson grand jury with a former d.c. detective and defense attorney. so please stick around for that. meanwhile, we are getting

reports that president only signed off on guidelines that expand the u.s. role in afghanistan. this decision would allow u.s. troops to target taliban fighters and conduct air strikes when needed. now, those new guidelines are broader than previous plans and would mean that u.s. troops would be taking on a greater combat role in the country even after an agreement was supposed to end combat missions at the end of this year. vice president biden announcing $135 million in humanitarian aid to help civilians affected by the syrian war. this raises the amount of money that the u.s. has provided to more than $3 billion. activists say war has killed more than 200,000 people. this new funding will reportedly help feed people inside syria as well as refugees in neighboring countries. the vice president made the announcement while visiting

turkey. the president has 1.6 million syrian reverend few yees. thousands of people in upstate new york preparing for the worst after record-breaking snowfall. forecasters now warning that all of that snow could be a problem as the area braces for lots of rain and temperatures as high as 60 degrees. let's take a look at exactly what that means. so the average home in buffalo had up to 7 feet of snow dumped on top of it. that's the equivalent of nearly 44,000 pounds. how much is 44,000 pounds? roughly the weight of ten mid-size cars. that's a lot of snow. >> that is a ton of snow, arthel. and heavy snow is now part of the big concern. on thursday, 30 roofs in the buffalo area collapsed overnight. not only do you have 7 feet of snow on top of these buildings but a half inch of rain is in the forecast for sunday and

monday. potentially making that snow heavier, raising the threat of more roof collapses. meanwhile, temperatures on monday are expected to rise to 50 degrees. melting snow holding the equivalent of about 6 inches of snowfall. this has shifted the state's focus for preparing for potential flooding. the national weather service has extended a flood watch extending from sunday to wednesday. >> flooding can be terrible. i mean, really terrible. flooding can be worse than the snow. no doubt about it. and if you ask me to pick the snow is a much easier situation, much less damage. >> reporter: the state has stockpiled more than 50 swiftwater rescue boats and 176,000 sandbags. heavy equipment is ready to clear up clogged up drains. meanwhile, people continue to dig out of their homes and clear

roads. neighbors helping neighbors along with the new york national guard. some 5,000 people are helping in the cleanup effort. local travel bans are being lifted allowing delivery trucks to bring much needed food and supplies. a stretch of the new york throughway has reopened but several exit ramps remain closed and roads remain very dangerous. how bad the flooding will be depends on how much rainfalls and how warm it will get and how quickly the snow melts. governor cuomo says they are hoping for the best but preparing for the worse. >> people are trying to find their cars as the travel bans were lifted. many people were forced to abandon them after the snow came down. now days later, it's looking to be a nearly impossible challenge. >> no towing fee.

over several months and that his name will be cleared. outraged republicans now calling out president only's unilateral action on immigration. house speaker boehner saying that his party will challenge the move during a house committee meeting that will examine how this will affect the border security. byron york is the chief political correspondent for washington examiner. he's also a fox news contributor. hi, byron. good to see you. >> hi. thanks for having me. >> absolutely. speaker boehner saying the people will rise to the challenge but they are in a pickle, they being the republican, that is. why? explain why. >> it depends on whether you're talking about doing something now this year and right now democrats control the united states senate. they will control the senate until the first week of january. so if republicans in the house try to do something, it will be stopped in the senate just like

it was last year in the government showdown fight, remember when the republicans kept passing these bills and the senate kept refusing them. so nothing is going to happen there. i think what the speaker is doing right now with this hearing that you just mentioned is trying to kind of lay a predicate for taking action in january saying, for example, trying to prove that president only's order will increase the number of illegal immigrants and what we see in january with the senate is something entirely different. >> byron, let me set the scene for our viewers for a second on that hearing that we're talking about. december 3rd, jey johnson will testify on how the new directive, now that 4 million plus people who have been living in the u.s. illegally will no longer face threat of being deported. secretary jey johnson will be examined by the house republicans in an effort to discover how the reduction in deportation will affect border

security. so byron, here's the question for you. what key questions, specific questions should republican lawmakers ask and how important is the tone in which they asked their question? >> well, it's important that they ask questions trying to elicit information and not to make speeches. that's always the problem on capitol hill if you've been to any hearings, you see senators and representatives just making speeches instead of trying to ask questions. i think what you'll see them concentrate on is, if you have people who are currently here in the united states illegally and they are not top deportation priorities anymore, will that word get out just like we had a situation last summer with unaccompanied minors and will more people be encouraged to come to the united states illegally, thus building on the problem that the president and others are trying to fix? >> and you know, "the washington post" editorial board saying

that the gop should make the next move. gop should make the next move. what does that next move need to be, in your opinion? >> well, "the post" wants them to pass some kind of immigration reform, which is not going to happen. what i think you'll see is in january, once the republicans control both the house and senate, first thing they are going to do is pass a bill to fund all of the government. they don't want to be accused of trying to shut down the government. and then they want to pass a measure that, in a very targeted, surgical way, specifically target the president's authority and funding for the president's authority to do what he has decided to do in these executive actions. and then they'll see if they get enough democrat support for that. remember, there will probably be 54 republicans in the senate. to pass a filibuster, get over a filibuster, they are going to need six democrats to go along to get to 60 votes. they don't know if they can do that, but even if they do, of course, the president can still

to release its decision any day now over whether to charge ferguson police officer darren wilson in the shooting death of michael brown. some of the charges the grand jury are considering is considering include manslaughter, first degree murder, and possibly no indictment at all. weighing in on these possible results, ted williams, former dc detective, fox news contributor, and defense attorney. always good to see you, ted. let me start here, before the possible charges, as you know, there are reports of outsiders planning to come to town to make their feelings be known loud and clear. as a detective, i ask you, in what way does this compound the potential for something to go awry, because local law enforcement agencies, they want to maintain order. but with outsiders in the mix, it could complicate things. they know they're the players in their community. who might do talk to me about that.

>> well, not only could, it will complicate plans. you have a lot of fair-minded people in ferguson who all they want to do is come forward, exercise their first amendment right and demonstrate. but what you have are agitators, outside individuals who have their own beliefs and hatred perhaps maybe toward law enforcement. and they are going to emerge and inner mix with these fair-mind people and they're the ones who very much that law enforcement is concerned about. can you imagine some demonstrators demonstrating peacefully and someone in the crowd firing unfortunately, a weapon in the direction of law enforcement and it's an agitator? and i got to tell you, that is one of law enforcement's greatest fears at this state. >> absolutely. i can understand why. let me get back to the grand jury, ted, with you. there is an a.p. report citing

the many ways that the ferguson grand jury is unusual from how long it's been meeting. prosecutors often present cases to grand juries in a single day. but as you know, this case has lasted three months. also reports pointing out that the st. louis county prosecutor, that he wants to release grand jury testimony if officer wilson is not indicted, which is also unusual. what do you make of this, if anything? >> well, first of all, let's take what you just said, the release of the grand jury testimony. last night i was on greta van susteren and one of the things she said and i do agree with, grand jury testimony is normally secret testimony. now, this prosecutor, because many years ago his father was killed and there has been some movement to have him recused, i think he's making some moves here for transparency.

but i want you to think about this. there are possibly individuals in this community who have said and given testimony on behalf of officer wilson. and if that happens and they live in the community where michael brown was shot and killed, can you imagine what they would go through? so i'm deeply concerned about the prosecutor releasing information under those circumstances. i hope that he will redact whatever witnesses had to say. this is certainly something that does not happen with grand juries. and also i must tell you, this grand jury is made up of 12 citizens. it looks as though these 12 citizens are wrestling to be fair not only to michael brown and his family and the community, but also to be fair to officer wilson. >> excellent points you make there. i always enjoy watching you on greta's show. so thanks for being here with me

today. >> my pleasure. >> absolutely. let's go to jerusalem now where israel is beginning its demolition of palestinian suspects' home. the country reviving the controversial practice after abeen doning it nearly decade ago. it comes after a string of recent attacks by palestinians there, including a palestinian man suspected of ramming his van into a train stop and after tuesday's horrific attack on a synagogue in jerusalem, the suspects' relatives condemning the practice, saying when israelis kill palestinians, they suffer no consequences. al-shabab killing 28 people after hijacking a bus in kenya. the terrorists singled non-muslim passengers and shot them to death. al-shabab claims responsibility for the attack, saying the victims were 19 men and nine women. the kenyan government now launching a major operation near the border with somalia.
