one of new york city's finest laid to rest today. good evening. i'm julie banderas. this is "the fox report." [ playing taps ] >> family, dignitaries and total strangers paying tribute to rafael ramos, one of two new york city police officers gunned down in a vicious and cowardly rampage last weekend. ramos and his partner wenjen liu as they sat in a patrol car working terror patrol working overtime. it's described as a plot to target law enforcement. the new york police commissioner recognizing ramos today as much more than just a cop.

>> he was a father a son, a brother and a husband. he was a new yorker. he was a new york city police officer. and he was, he is a hero. >> always a hero. thousands of police officers united to support the ramos family and the law enforcement community as a whole. many also turning their backs to new york mayor big deblasio as he spoke at the funeral. police union officials accuse the mayor of contributing to a climate of mistrust between police and the communities they serve. our report live in queens, new york tonight with the very latest. brian, controversy aside today it was all really about honoring officer ramos and his life. >> julie it really was. known as ralph by his friends and his loved ones officer rafael ramos remembered today for his selflessness and compassion, his love for his

church and giving back to the church and his love for his family. today more than 20,000 nypd fellow officers stood in solemn silence in honor of him outside of the christ tabernacle church here in queens. a silence only broken by the speeches blaring on speakers "amazing grace" and 12 helicopters which flew overhead in the missing man formation. officer ramos's casket was carried out of his beloved church. the nypd official flag handed to his two sons. his shield given to the family. bagpipers and motorcyclists leading the motorcade to its final resting place as officers gave their final salute. inside vice president joe biden had this message to ramos's two sons. >> justin and jayden, know that although your father is gone, you have inherited an entire family, the men and women of the new york police department will always be there as long as you

are alive. they never they never, never forget. >> commissioner bill bratton posthumously naming officer ramos an honorary chaplain a position he had been studying for. he also promoted him and his slain partner to detectives first grade. >> here we are to remember. remember what it means to take the job. those of us who are privileged to call ourselves cops. no other profession will give you as much or sometimes take as much. the job can reward you like no other, but one day it might demand from you everything in return. >> that nypd flag that was handed over to the family symbolic of a city grieving, by the way, julie. the colors green representing the police. the five white bars representing the five burroughs of new york and the 24 stars representing all the cities in the greater

new york area. julie? >> brian, many of the speakers today not only talk about ramos but they also reiterated their support of the nypd right? >> reporter: that's exactly right. no doubt there were hundreds of officers outside of the church that did turn their backs as marry bill deblasio spoke over the television screens out here. and obviously the tensions continue. but ultimately today's message was about supporting the nypd. governor andrew cuomo speaking today saying that he commemorating the nypd for how they've handled the anti--cop protests over the last few weeks. >> the nypd protected the right of freedom of speech, even though they themselves were the target of false and abusive chants and tirades by some. what a beautiful testament to their professionalism. >> reporter: vice president joe biden called the nypd officers and their families a different breed. of course for their courage

something we should all thank god for. julie? >> well said. brian llenas, thank you very much. many of those brothers and sisters in blue traveling to officer ramos's funeral free of charge today. jetblue providing complimentary flights to help 730 police officers from all over the country get to and from queens to pay respect. the new york-based carrier has also been working with a partner airline to help relatives of the second slain officer fly from china. funeral services for liu will be set when travel arrangements for his family are finalized. and an outpouring of support outside new york city. thousands attending pro police rallies all across the country this weekend. a large crowd bathering, in fact, in downtown cleveland for the sea of blue support rally. the city has seen protest after protest there condemning the police shooting that left a 12-year-old boy dead last month. and in boston, more than 100 people gathered outside a local

police station to thank law enforcement agencies there for their service. the crowd lit candles and held signs that read "support our police" and "thank you bpd." turning to other news now, north korea is blaming the u.s. for its recent internet outages. its network was down again today. kim jong-un is blaming washington for the problems after president obama vowed to retaliate over the sony cyber attack. the regime still denying any role in the hack by the way. but now pyung yang is throwing racial insults to president obama and accusing him of being behind the release of the sony movie "the interview." the comedy shows kim jong-un being assassinated. our reporter from the north korean bureau, what else are they saying today? >> reporter: the north koreans are continuing to sling insults as once again their cell phone service and internet has gone down this week.

the north koreans released a statement saying that president obama is quote reckless in his words and deeds and then hurled that racially charged insult at the president. a state department spokesperson quickly fired back saying the statement is offensive, ridiculous and absurd. at the same time, some critics are now questioning if it was actually north korea behind the sony cyber attack. but experts say that's a stretch. cyber security analyst morgan wright on america's news headquarters earlier today. >> at the end of the day, i still go back to that the fbi put their stamp on it, the president has come out and said it. those are bold moves if you're not sure that north korea is behind this. >> reporter: the fbi staying strong behind its assertion it was north korea behind the cyber attack, julie. >> it's interesting. because after sony decided to pull the film, president obama had actually said that sony never actually checked with him. had they asked him he would have said to go ahead and debut the film as originally planned on christmas day. so now some theaters actually did go ahead and release the

film. how's the movie doing at the box offers box office and online? >> reporter: so far it was released in about 300 independent movie theaters. it's been doing pretty well. we've seen a number of sell outs so far. over the past two days, it was released on christmas day, we've seen long lines going into these movie theaters. the movies made more than $1.5 million at the box office. that does not include online sales which are harder to track. but it is safe to say so far the movie i nowhere close to the $44 million it took to produce and the tens of millions more spent on promotions. sony now is taking another hit. the movie has been illegally downloaded, julie hundreds of thousands of times over the past two days. >> might turn out this might have actually been the best thing that could have possibly happened to sony. we'll have to wait and see. will carr, thank you very much. well the new republican-controlled congress officially gets to work on january 6. but what kind of white house will g.o.p. lawmakers encounter when that happens? some experts are saying that

there are areas for compromise between president obama and republicans, especially over tax reform. but then of course other issues like immigration may spark a bitter fight. dan springer is traveling with the president who is on vacation in hawaii. dan, what can we expect in the upcoming year? >> reporter: well, julie i think we can expect a contentious year but one that will at least start out with both side, the president and gop-led congress talking about getting stuff done don for the american people. the year that is about to end next week was the least productive in over 60 years. only 296 laws were passed, gridlock ruled, and congress's approval rating hit a historic low. now the republicans hold majorities in the house and senate. they have vowed to get busy. but just a couple of weeks after incoming majority leader mitch mcconnell met with president obama at the white house, mr. obama outraged republicans by signing an executive order granting amnesty to 4 to 5 million illegal immigrants. in an interview with national

public radio before he left for vacation, the president said quote now you've got republicans in a position where it's not enough for them to simply grind the wheels of congress to a halt and then blame me." the full interview on npr airs on monday julie. >> and so what will be some of the issues taken up first? if you could maybe start with the top couple. there are so many. >> reporter: certainly i know republicans really want to tackle immigration. for them it starts with border security on the southern border. they also want to do something about the corporate tax rate. they want to cut that corporate tax rate. and there seems to be some willingness in the white house to do that. we can also expect them to pass laws that would chip away at obama care. one that has a chance of getting signed would be eliminating the tax on medical devices. and there's the keystone xl pipeline which will likely be passed in the senate. then there's the threat of a veto. political observers while though curious to see if real compromise happens. >> the question is exactly where

are those going to -- what are those going to be? and will there be actual compromise as opposed to just talk of compromise. the difference between rhetoric and action. and we'll see whether they'll be able to do that or not. >> reporter: and all those battles lie ahead. but until then, mr. obama's resting up for those battles with a pretty relaxing trip here. he spent a lot of time playing golf. and today he got to the beach. julie? >> it's interesting. because a lot of people see golf as something that relieves stress. it only causes more stress to me. i hope that's not the same case with the president. but he's probably a much better golfer than i am. >> reporter: probably. >> do you golf? >> reporter: i'm doing it. >> you should get out there and join them. >> reporter: i do. >> i'm sure they'll let you. >> reporter: i can't get near them. >> dan springer thank you very much. death. that is the maximum penalty for soldiers who desert their posts during times of war. tens of thousands have walked away in the past decade but only a few hundred have actually been prosecuted. we're going to take an in-depth

burning building out into an outstretched arms. people waiting for him just down below just before firefighters had even arrived. cary jackson was holding the camera and yelling while his cousin caught the boy. unbelievable. >> everything you watch it like oh, my god he's dead. he jumped he jumped he finally jumped. and just that feeling that gives you just relive that moment and say that you saved someone's life. and it's a really good feeling. >> oh, my gosh. god bless those people and god bless that little child who actually listened and did what he was told and jumped from a second-floor apartment building. imagine how scary for him. firefighters saved another child also trapped inside that building. six people including two kids were injured but no word yet on what sparked the inferno. but the good news is everyone survived, thank god. well the military term "december -- desertion" has been

in the headlines lately. although the army rarely prosecutors. >> reporter: the bowe bergdahl case has drawn attention to the issue of army desertions. how many are there? more than 20,000 soldiers have deserted from 2006 to 2014, the army has released. those numbers are less than 1% of the number of active duty soldiers each year. but between 2001 and today, the army has only prosecuted about 1900 deserters. military analysts say that's because usually soldiers desert for family reasons and not to go over to the enemy. >> they could be released from the military administratively, perhaps given a less than perfect discharge, and everybody goes on their way. the soldiers go home, leave the service and the military is able

to muster them out without putting them on trial and putting them through the agony of a court-martial proceedings. >> whether sergeant bowe bergdahl will face a court-martial is up to general mark milley the head of army armed forces command. one lawyer says in general those are looked at very harshly because commanders have a unit of other people who are looking at that soldier and saying, i don't want to go, either, so obviously there has to be an example made. sergeant bergdahl was released by the taliban earlier this year in exchange for five top taliban commanders being held at gitmo. julie? >> molly, thank you. it was a white christmas for some. and now the same people could see more bad weather before we even reach the new year. as another storm makes its way through the u.s. plus this. >> there she goes. or not exactly. demolition doesn't go exactly as planned.

a man who claims to be one of the harks who shut down the online gaming networks says he did it to quote expose poor security. the online networks for both microsoft x-box and sony's playstation went down christmas morning. engineers for both companies are actually still working at getting everything back to normal. meantime a group who goes by the name lizard squad is claiming responsibility for the hacking. amazon signed up 10 million new members this holiday season for its prime subscription

>> and smelly. >> i think your wish is going to come through later on this week. let's take a look at it. 50 in new york. it's warmer in new york than it is in san antonio texas. that is nutty. 14 rather in minneapolis, 17 in denver. factor in what it feels like with the wind chill and it is extraordinarily cold in minneapolis. feels like 3, 12 in rapid city. all of this cold air is going to continue to move southward and eastward. we're going to get a taste of this later on as we head into the new week and the new year. so ahead of this front mainly rain now. we could get several inches of rain. flash flood watches and warnings posted. we saw some embedded thunderstorms earlier today. no thunderstorm watches or warnings just yet. but we are looking at the potential for more flooding again for parts of the gulf coast and the southeast as this storm exits. and then we watch this next storm system for the northwest. if you like snow you want to head to the northwest and the northern rockies and the intermountain west where are going to get over a foot of snow over the next 48 hours.

funeral for new york city police officer rafael ramos. he along with his partner officer wenjian liu were shot and killed in an ambush as they sat in their patrol car in brooklyn. former president george h.w. bush was admitted earlier this week into a hospital after experiencing shortness of breath. a family spokesman says the president is making progress and discussing when he can go home. call it the gift that keeps on giving. gas prices falling to their lowest level since may of 2009. the national average now, $2.32 per gallon. triple a says gas prices have fallen for 92 straight weeks. as jeb bush officially considers a 2016 presidential run, we're getting a brand-new look into his eight years as florida's governor. a pro-democratic group releasing a slew of e-mails from his time in office. the document dump comes after bush recently announced that he would release some 250,000

e-mails next year in advance of an e book. peter deucy is live in washington to explain. peter, what stands out from all these e-mails? >> reporter: julie, it stands out that the governor responded to a ton of concerned constituents. most of the messages are pretty brief. others are very detailed. there's one from september 12 2001 to someone asking him to consider shutting down schools in the wake of the terrorist attack. he write this quote it is an interesting question and a real dilemma. a return of normalcy is critical but it needs to be done with respect for the historical impact of 9/11-01. i don't have an answer on how to calibrate this perfectly." then there was this following the dramatic federal raid that forecefully removed 6-year-old illian gonzalez from a florida home and sent him back to cuba bush wrote "i believe that a dad has rights that outweigh all others. and so probably would a judge why the attorney general didn't follow that path is a mystery to me."

and republican strategists analyzing this crop of correspondence think it is going to put points on the board for bush in the likability category. >> he was intimate with his constituents and respectfully disagreed with them and explained. why it shows he can make a strong stand and he shows leadership. >> bush also addressed the iraq war where he defense his brother. medical marijuana, which he says relies on junk science. and when someone wrote to protest his appointment of a gay judge to a circuit court he wrote that he didn't think sexual preference should be an issue in a job interview. julie. >> typically when the opposite political party releases e-mails, personal e-mails you would think they'd be damning and somehow discredit the politician. in this case these e-mails actually shed the former governor in a positive light. i'm not sure that's what democrats wanted to do. i mean, how are democrats treating these newly released messages? >> reporter: you're right, julie. but democrats still think that there is a lot in this new cache

of messages that will upset conservatives in the way democratic strategists see it. that's bad for bush. >> the biggest problem he's going to have is with conservatives. we see that in the e-mails. on the issue of abortion the issue of immigration, the issue of education. i mean he has got a real problem on the right flank. >> reporter: there's one e-mail that's kind of funny. bush declines an interview request from barbara walters in the year 2000. he says that's because he's not really a fan of the national spotlight. >> that's interesting. i wonder if he'll be a fan of the national spotlight come 2016. all right, peter doocy, thank you very much. these new jeb bush e-mails obviously very interesting. affirming his position on a wide range of issues. many are saying certainly a sign that he plans on running for president. so we want to know what you think. will the documents help or hurt his chances in 2016 and why? tweet me @juliebanderas" and

i'll read some of your answers later in the show. the secret service facing new criticism for what many consider a dangerous practice. the "new york times" reporting volunteers with no special training are frequently used to drive vehicles in the president's motorcade. a seek rel service spokesman defends the agency saying the volunteers drive staff and press vehicles and are actually briefed by secret service agents prior to any movements. he adds the unit of secret service vehicles is a separate entity and is driven by seek vet service personnel. well, the times report comes after a string of high profile security incidents which led the secret service to re-evaluate the way agents patrol the white house. the irs says it is low on cash. the funding bill passed by congress earlier this month slashes nearly $350 million from its budget. the head of the agency says he's looking at ways to cut costs and that it could impact tax season. others say the irs is just fine

with the money it has, it just need to be more efficient. which is it? >> reporter: it isn't just about lois lerner so says a new report from house republicans on the irs targeting of conservative groups. the report says there were eight senior leaders who were in a position to prevent or stop the the harassment of conservative groups seeking tax-exempt status. >> it was in fact all the way to the top of the commissioner level that this was allowed to continue. and i think that gives a good reason for the next congress to continue the investigation until they've looked at all the documents and then put in the reforms to make sure this never happens again. >> reporter: tax law specialist hillary go has an e-mail from an agent in 2013 quote i think there may be a number of ways to deny them. let me talk to sharon light tomorrow about it and get some ideas from her as well. this sounds like a bad org. this org gives me aicy feeling. there's a june 2012 e-mail from then deputy commissioner steven miller to his chief of staff

nicole flaks when he considered telling a ways and means subcommittee about the irs targeting of consecutives seeking 501 c 4 status. quote i am beginning to wonder whether i should do the hearing and affirmatively use it to put a stake in politics in c 4. >> i think with this ever-changing story it's obvious that he was misleading the ways and means committee. he had information that he was considering putting out that would have enlight and the american people before the election and he withheld it. >> reporter: elijah cummings is critical of the way this report was handled "it is revealing that the republicans are yet again leaking cherry-picked excerpts of documents to support their preconceived political narrative without allowing committee members to even see their conclusions." >> agency leadership is warning there may be a delay in processing tax refunds and other services with coming cuts.

>> there's going to be a price to pay as there already are for the revenue that we're going to gain from irs enforcement is going to go down. the ability taxpayers to get the assistance they need is going to be more difficult and things like that. >> reporter: critics say the agency should work on its efficiency. >> all that happened is the budget's going to the 2008 budget for the irs. perhaps they should try something like become more productive like the rest of the world does. >> reporter: before the scandal the irs had a positive rating of 20% with the public. now after the fact it is likely to remain an easy target. somewhere to cut at budget time. in washington, mike emanuel, fox news. the leader of the islamic terror group al shabab surrendered to the police today. the united states had a $3 million bounty on his head. al shabab is considered a threat in somalia and east africa, and it has carried out several attacks in recent months. a somali intelligence officer says the commander turned himself in after falling out

>> a former child star arested after an apparent bar fight on christmas. police say dustin diamond aka screech from "saved by the bell." boy, has he changed right? my gosh. it's amazing to watch these actors grow up. well, he stabbed a man with a switchblade. pretty serious stuff. it happened at a wisconsin bar late christmas night after an argument over taking pictures. diamond told police it was an accident and he was trying to defend his fiancee. the 37-year-old faces several charges including carrying a concealed weapon. he's being held on $10,000 bail. and is scheduled to be back in court tomorrow. an old church building burns to the ground sending firefighters scrambling to protect neighboring homes. and now investigators are trying to determine what caused the fire. our top story as we go across america.
