no shoes. she is bleeding from the face. take a listen to what the man larry had to say about the whole incident. >> she was dressed for florida, short pants, light shirt. had one sock left on her foot. she had walked about three quarters of a mile through a woods that had been -- had not been cleaned up since the ice storm. of course she was trembling cold. and bleeding quite a bit around her legs and her arms. and had a bloody nose. and all in all she was pretty composed for a 7-year-old girl. she said her mom and dad were dead that she had been in a plane crash and the plane was upside down. when a 7-year-old had to be the bravest little kid i have ever seen in my life took to do that, walk that

far and it amazed me. i wish i could have helped her more but i couldn't. >> so this man larry said he immediately started to wash her off with a washcloth and try to help her in any way that he could. he called 911. we are showing pictures of the family with the little girl. we are blurring her face at the request of of the family. >> terrible tragedy and incredible story of survival. the f.a.a. 9:55 private plane flying from key west. the family on vacation returning home from illinois. at 6:30. this 7-year-old girl, whose identity we are shielding at this point showed up at larry's home. disshelved, bleeding from her legs and face. and reporting that her parents had died in the piper seneca airplane that you are seeing there now. and it overturned. her entire family killed. her parents. her sister. and her cousin.

and she walked away with injuries but walking three quarters of a mile to this home. home. reporting her survival and her family's death. >> unbelievable. at this point we don't know what happened to the plane. marty guts ler, the father there you see in the picture called air traffic control at about 5:30 to report engine problems. the plane shortly after that disappeared from radar. we don't know what happened, but we dewe do know that his daughter survived 7 years old. unbelievable. >> in a highly wooded area and she found her way to help, which is an amazing this 7-year-old little girl after going through all of this. apparently the plane, according to local reports wasn't smoking and wasn't on fire so it took a while for them even to find the wreckage. >> our prayers for her strength this morning. >> yeah. well, we do have other stories making headlines on your saturday that he we want to tell you about now. an explosion rock as neighborhood in illinois leveling a home and leaving one person dead. a second critically injured. back-to-black basses were

actions in november and december 2014. talking there about the december 2014. talking there about the attack on sony late last year. the three organizations already were on the u.s. sanctions list however. and officials are not sure if the 10 individuals have any assets in the u.s. that can be frozen. some foreign relations analysts say this response by the obama administration does not go far enough. >> this is a very minimal list response for several reasons. naming specific individuals naming specific individuals and entities singling them out for sanctions is very ineffective way to do sanctions. if you sanctioned john dough, he disappears and james dough appears or the abc company becomes the xyz company. in the administration's defense, such as it is, they do say this is their first step. step. let's hope there is a lot more coming. >> bolton says the obama administration should put north korea back on the state department's list of state sponsors of terror. the president has said he is considering it.

american history when it american history when it comes to civics only 24% of high school students had a proficient knowledge of the topic. well, hardly a passing grade. now, and you new proposal in the state of tennessee, students will need to pass the same test immigrants take in order to receive their high school diploma. is that an ideal solution? joining us now is state senator mark norris. hey, good morning senator. >> good morning good to be with you. >> good to be seeing you too. what's going on in the state of tennessee in terms of this civics test. give us an idea. >> well, actually the state of tennessee has really been in the lead in terms of reintroducing civics and citizenship in our education in 2006. in 2012, we passed legislation to mandate that we have object based citizenship teaching in our schools. there is a movement to bring

this civics test, the citizenship test that is used by folks applying for immigration status and we put that on the books as a way of drawing attention to the importance of understanding certificates and citizenship some of the questions be asked. name one branch of the government. government. house of representatives has how many voting members? senator, why is it important for high school students to understand and know the answers to these questions? well, it's a way of drawing attention to the importance of knowing the fundamentals but more importantly, we need to go beyond that rogue memorization is not the answer. representative gerald mccormick who is the house sponsor and i are putting this forward as a way of drawing importance of having knowledge for civics. in order for democracy to you have got to be well-schooled in what's going on. that's what's being lost in this country today. >> so you need a 60 to pass

investigators later discover a crash plane with four people dead inside. joining us now on the phone is larry wilkins the neighbor who answered the door. good morning larry. thanks for joining us. >> good morning. >> so break it down for us. what happens when you hear a knock on your door? >> well, i answered the door and there stood a little girl about 7 years old that was bloody you you have to bear in mind this little girl is 7 years old and she had walked about three quarters of a mile through very very rough terrain. a woods that in 2008 we had the ice storm here and all of the -- a lot of trees are broken down in this woods haven't been cleaned. she was bare footed. she had one sock left on her foot. she was dressed for the florida weather. they had come out of florida. and it was, i don't know, close to 40 degrees, maybe a

little under. maybe a little over. and she said that her mommy and dad were dead. and that she had been in a plane crash. and the plane was turned over of course i looked out to see if i could see anything and i did not. and i brought her in and laid her down on the couch. put feet and lifted her feet up. and called 911. and then got a washcloth and tried to clean her up as best i could and calm her down. as best i could. and fortunately state police arrived less than 10 minutes. and they took over from there. and then shortly after that the emt showed up and that scared her quite a bit.

because they put a neck brace on her and she was complaining about her wrist. they put a board on the wrist and wrapped it up. she's a brave little girl. >> you said mr. wilkins that she was remarkably composed. composed enough to tell you her parents had been killed. did she tell you anything about what happened to the plane? >> no, sir. >> no, sir. the only thing she said about that was that rewere -- like i say, bare in mind this girl is 7 years old and she walked three quarters of a mile bare footed through very bad terrain. i wouldn't want to walk in a woods after dark without a light. and her lips were trembling. she was quite excited but for 7 years old and been through what she is -- great. she was absolutely wonderful.

i could hardly understand what she was saying. i asked her her name three or four times. and i think her first name was kayla, but i'm not sure about that that was the best i could get. >> mr. wilkins you had forged such a bond in such a short time with this young girl that showed up at your doorstep that he she wanted you to ride in the ambulance. ambulance. >> yes, sir, she did. they wouldn't allow that in fact, i was going to go to the hospital, which is about 30 miles away, to be with her and they told me it wouldn't do any good they wouldn't let me in because i wasn't kin to her. she asked me to go with her. please ride with me. but they wouldn't allow that. >> how did that effect you mr. wilkins? i mean, i would have cried. >> well, it brought tears to my eyes too know. of course, we were also looking for that plane at

the time. the plane like i say probably three quarters of a mile from the house. and we had, god, i don't know, 15 to 20 people out there looking. and i just couldn't understand why we can't find that plane i mean it sounds reasonable that three quarters of a mile you would have heard it do you hope to save this brave little girl again, mr. wilkins? >> yes, sir, i hope so. >> let's talk a little bit more about her bravery. your home is in southwestern kentucky again traveling from florida to illinois. is after dark, in this heavily wooded area not wearing shoes. somehow she makes it to your home. you mentioned you wouldn't want to be there without a lifetime achievement how do you think she walked three quarters of a mile. how what is that terrain like? like? how did she find that civilization? >> that terrain is like

with that ice storm hundreds and aoun dreads of trees were wrought down and still laying on the ground. wild blackberry bushes and thorn bushes and everything else. her legs legs were scratched up something awful. she a bloody nose. that's probably from the crash. you just can't give the little girl enough credit. i know i'm getting a lot of attention here. she is the one that ought to be getting the attention. >> how rural an area is this mr. wilkins? >> it's not that rural. we are are on barnaby lake in western kentucky. it's a vacation area. and there is only three houses on my street that have people that live in. several houses on the street but they are vacation homes. people just come for the summertime. >> have you been able to make sense of this

john hinckley will not face murder charges in the death of former press secretary james brady. he walls shot in the head during 1991 assassination attempt on ronald reagan's life which left him partially paralyzed. hinckley was found not guilty by reason of insanity and is being held in a psychiatric facility. brady died in august from pneumonia stemming from that gunshot wound. the medical examiner ruled his death a homicide, which left the door open for new charges. could this be the end of guitar playing for bono? ♪ and i wait ♪ without you ♪ with or without you >> gosh, i hope not. u2 front man broke his arm in six places and has titanium elbow following a freak bike accident in november. the a 4-year-old fears the injury will make it hard for him to play guitar. he says the recovery has made been more difficult than he thought it would be.

owned by an ortho peedist in illinois. returning home from key west a looked like a beautiful new year's vacation ending in tragedy. >> so amazing though is apparently according to the homeowner who answered the door we just spoke to from a second ago. this little girl walked through touraine so rough that he said he wouldn't want to walk through it. it had been a lot of trees had been knocked down by ice storm in 2008. it's never been cleaned up he said. he said it was remarkable feat that she made it that far through the woods. >> not that it was dark and, you know, heavily wooded in this terrible touraine and thorny and all the brush caused her legs to be all bloody and she had obviously fallen down somehow or had injuries from the plane crash that caused her to have a broken nose and blood all over her face but there isn't a whole lot of similarrization around there. it's a community where a lot of people will summer there and winter elsewhere. so there aren't a lot of lights on anywhere. he happened to have a

streetlight out by i had his house and he said maybe that was her signal that brought her to him. >> the humanity of the story was that mr. wilkins said in the few minutes that he was with this young girl, he comforted her. he cleaned her wounds, he put her on the couch. he held her hand. she asked him to go with her in the ambulance and exposing the cold reality of the situation which her family had been tragically killed. killed. the ambulance attendant said no, he could not because she was not kin. she had lost her kin about a half an hour before and mr. wilkins was so touched and obviously so disturbed by this scene and nobled by this little girl who came out of the woods into his life and probably changed it forever. >> and what a sad and bad decision by the ambulance attendant i have to say there are moments when humanity trumps rules. when the needs of a little girl are more important than whatever the protocol is he should have been allowed to go with her.

>> actually it's very good. it started out -- i'm having trouble with my earpiece. started out in really, really rough shape but they've actually over the last six weeks come back significantly. you know, cocker spaniels, wonderful pets wonderful dogs to have as families, but they do have their own share of issues. skin obviously being one. ear problems. ears flap over they don't allow enough air into the ears. and eye problems. and they suffer from retinal atrophy, glaucoma, dry eye syndrome, so they have a lot of issues. and unfortunately i think both these guys have most of them. >> are the two looking for a home to be in together? why is that and what type of home are you looking for? >> well, i'm looking for a home for both of them to be together because really denny just needs to have the eyes of drummond here. and so we're looking for forever

a light two-engine prop plane flying from apparently key west, florida, experienced engine trouble a little before 6:00 p.m. the pilot radioed in to air traffic control and said he was having problems. the plane then disappeared from radar and within about a half an hour the sole survivor showed up at a local home. >> and that's after she walks three-quarters of a mile through, i mean, just unbelievable terrain. the neighbor who opened the door said that there had been a terrible ice storm several years ago and it had downed just a ridiculous amount of trees so there were brambles and just thorns everywhere that bloodied up her legs. she had a bloody face, a bloody nose potentially from the plane crash or from walking that long distance in the dark. shows up at his door. here's what he has to say. this is larry. >> i answered the door and there

stood a little girl about 7 years old that was muddy, ha walked about three-quarters of a mile through very very rough terrain. she was barefooted. she had one sock left on her foot. she was dressed for florida weather. they had come out of florida. and it was i don't know close to 40 degrees, maybe a little under, maybe a little over. and she said that her mommy and dad were dead and that she had been in a plane crash and the plane was turned over. so of course i looked out to see if i could see anything and i did not, and i brought her in and laid her down on the couch put a pillow under her feet, lifted her feet up, and called

911. you just can't give the little girl enough credit. i know i'm getting a lot of attention here but she's the one that ought to be getting the attention. i just thank god that i was here when she came to the door. >> and larry wilkins believes that this brave little girl orphaned in this new year's tragedy, followed the light at his home to the door and then knocked on the door. and in that few minutes that they were together after he called 911, he cleaned her up and they forged such a relationship that when the ambulance came this little girl asked that he be allowed to go with her to the hospital. now her only true kin in the world who minutes before had been a stranger a person that she would probably never meet at any time in her lifetime becoming her savior in that particular moment. so a story of terrible tragedy but a story of pluck and survival and the hume.

>> tell us how this works and why you believe it's not legitimate. >> well, the cfpb actually came out with a recent report of very specific instances. for example, some of these learns are charging as much as 300% for an auto title loan and for regular loans that they provide to military families their interest rates are as high as 584%. and they're basically getting around the existing law through a number of loopholes that they try to do to tweak the laws as they exist right now to be able to take advantage of military members and their families. >> you say that some of these military members are being targeted because they're young or they're distracted by their missions or their deployments. what are some of the other reasons you feel like they're in the crosshairs? >> well, one of the reasons they're in the crosshairs is because they have regular income that's coming in and one of the ways they're getting -- these

lenders are getting around the law is instead of calling it a payday loan they're calling it different types of products. for example, an advance deposit product. those kinds of things. because they know that they can get money when they look at the deposits that are coming in on a regular basis and they give these military members an advance on those deposits they make them open ended instead of closed ended, and they tweak the law in a lot of different ways to be able to take advantage of our military members and of their spouses. >> yeah, i mean, silly me i thought we had usery laws in every state that protected people against that kind of lending. what can military families do? is there a recourse? where can they go for help and wise counsel on this? >> absolutely. one of the things i do on a regular basis is provide financial education some 100 time a year. one of the things i military members to do is go to their family readiness center. every branch has one. they have financial readiness officers that are there.

what can we expect to happen this year, 2015? here with the answer straight from his crystal ball, our favorite professor at the uva, the center for politics professor larry sabato. thanks for joining us. >> thank you, tucker. >> first of all, the president says -- people consider the president weak, he's a lame duck, but he still has a lot of power. he is the president of the united states and he's the power to veto legislation and to fight with congress. will he do that? and if so where are the battles going to be? >> well, he will certainly veto anything he disagrees with. i think he's looking forward to brandishing the veto pin because he's hardly ever used it. but he may veto fewer things than we think, tucker because people are forgetting that while the republicans gained nine seats, they did very well in the election, they have 54 out of the 100 seats for everything but certain appointments you still need 60 votes in the senate. so mitch mcconnell, the new majority leader, is going to have to find six democrats to go

along with anything that he and the republicans want to get passed from the senate and the house. that's going to cut down a lot on veto. >> a lot. there are governor's races going on in a number of states and in two of them kentucky and louisiana, we could potentially see democrats who lost in this last round of senate elections, allison grimes and mary landrieu, run for governor. do you think that happens? if so, do they have a shot? >> i will bet that it won't in both cases. grimes because she did so poorly. landrieu because i think naturally she's kind of exhausted after that election. so, you know, my guess would be that republicans are going to hold the governorship in louisiana most probably with u.s. senator david vitter, who seems determined to run for governor, and in kentucky the republicans have a good shot to take control of that governorship after eight years of democratic control. so those are the only two

governor's races. there are some state legislative races but we all know it's about the presidential contest. every year is explicitly political, tucker. >> that's for sure. a year from now you and i tapd rest of us will be in iowa likely because the primaries will have begun. so the democratic side hasn't gotten a lot of attention. obviously hillary clinton is the front-runner at this point. she hasn't officially entered but she is leading the polls for sure. but there are other potential kand talts. one is a sitting vice president of the united states joe biden. do you expect him to run? >> if you made me guess today tucker, i'm just guessing, i would say no. he's lost two presidential races prior. he doesn't seem to have the enthusiasm needed to run against hillary clinton. he doesn't seem to relish that opportunity. and, you know, he's going to be 73 during the election year. he would actually be 74 before taking the oath of office as president were he elected in

2017. so, you know, i would say probably not if i had to guess today. he may prove me wrong. >> if you had to bet on a viable alternative to hillary clinton, and i think there's evidence democrats want an alternative, some do, anyway on the left flank of the party, who do you think it's likely to be? >> well, tremendous pressure on senator warren from massachusetts. whether elizabeth warren will run or not only she knows. she says no, no no no but also always in the present tense and that's what president obama did in that '08 cycle. it was no, no no until one day it became yes. jim webb is putting a team together, doing it privately, but there's a real team being formed around him. whether he can be more than an irritant to hillary clinton remains to be seen. and there are others. >> jim webb whatever else you think of him, is a smart, interesting character. on the republican side, there

are a million candidates. i won't ask you to list them all. who is going to surprise us, do you think? >> yeah, out of 21 candidates we're bound to have some surprises. whether they'll all run is another question. but ben carson could do better than expected. jeb bush, by getting in so early, has squeezed out some of the other establishment candidates, whether they even realize it now or not. i'm talking about mitt romney probably paul ryan going to be tougher for chris christie, there could be others. some of the governors like governor kasich in ohio. but i tell you, i think scott walker, even though he lacks charisma, as everybody points out, he's got a lot of support in the grassroots. he could do well, carson could do well. ted cruz, no matter what his colleagues think about him in the senate i watched him up close and personal in my own classroom and i can see why he was a debate champion at princeton. so there are a lot of very strong candidates in there. i don't think the retreads are going to do as well people like
