to france. martyrs for liberty and what we have seen for the last few hours is just stunning. we are back in that place again. speak to the people of paris are hunkering down, we have breaking news coverage throughout the day on fox. >> following the deadly rampage secretary of state john kerry calling an attack on freedom of expression everywhere, at least a dozen people shot dead, three gunmen who fled are now still at large is the terror level is raised to the highest level. welcome to "happening now" big news day welcome, everybody. jon: and i am jon scott. an act of terror after masked men fired at a satire called newspaper known for publishing cartoons of prophet muhammed. they killed the editor and a cartoonist along with eight other journalists as well as two police officers.

the terrorists are on the loose, and they are on the search for them. some of the attack was caught on camera. [inaudible] [inaudible] [inaudible] jon: we have fox live team coverage with catherine herridge in washington and we began with kenny logan who is following the story from our london newsroom. what is the latest? reporter: as you can imagine

that paris is on high alert. there is a huge manhunt going on for these three attackers. so far no trace of them, come it seems to be very well organized. the three attackers change cars come you can see this in video. the police are trying their best to find them. they say that they do fear that there could be further attacks. this is very well organized, these gunmen went into that building at a time when the staff had gathered for an editorial meeting. police say they killed everyone in that room before they fled the scene. they shouted god is great. obviously referring to the controversial cartoons that the magazine has published in the past obviously politically motivated as an attack. and this has earned widespread condemnation from international countries around the world.

jon: is the cartoon publications what made this a threat and target? reporter: it appears to be the case, the offices of charlie hebdo have been a target in the past. the magazine has been threatened in the past, it is a controversial publication and published many cartoons including cartoons of prophet muhammed. it could well be that this was an obvious target for an extremist terrorist attack in paris, but this has been on high alert and there have been several other alerts as well. certainly preparing themselves for something like this to happen, but nobody expected an attack on this violence still at this point in time. but french president françoise hollande says it is as a

country, at the highest alert. jon: the magazine has published cartoons that many christians would find offensive, but it is apparently a publication involving islam that brought on this attack. thank you. jenna: back your home, u.s. officials watching the situation closely offering to help in the investigation. the u.s. embassy in paris is near to the scene. correspondent catherine herridge talks to her sources in washington. reporter: thank you. databases are being reviewed of military suspects and other physical evidence has been gathered as the obama administration leaves the door open to increasing security in the u.s. the priority is identifying the suspects and fox news has told investigators they are reviewing databases of individuals that have traveled. they are also looking at the closed-circuit television

footage and they will be gathering physical evidence from the crime scene. in addition to identifying the suspects the priority is on determining whether this is an isolated event or part of a serious attack. it is thought that this was carried out by a small cell and it is important because this distinction is what happened in france with reason long will the tax in autolock, canada, and sydney australia. officials are drilling down on a level of premeditation, the gunmen entered the building and asked for individuals by name as they began to shoot. the chairman says that this clearly involved preplanning and premeditation for the attacks. >> to me the question is is this

organized highly in paris, was there any international environment and that is the key. reporter: there have been conversations with government officials and analysts, three categories of suspects. the self radicalized individuals and affiliates, this would include the affiliate aqim. a counterterrorism source said it was worth noting that the latest edition of inspire magazine, a propaganda journal put out in yemen by them specifically called for attacks on united states, the great britain area, and france. jon: the massacre today the latest in a wave of violence tied to a extremism extremism that we have seen over the past few months. in december, a string of attacks put france on edge and they began when a man walked into a police station in the city

shouting god is great in arabic and then stabbed three officers. the man was shot dead. the next day a driver ran down several pedestrians also shouting. the day after that a man drove through a crowded christmas market killing one person before stabbing himself. prosecutors describe these three incidents as isolated. also in december on the other side of the globe police storming this café in sydney oesterle a after a 16 hour siege when a gunman had more than a dozen people hostage. the suspect was killed as well as two hostages. you will remember in october an armed man gunned down a canadian soldier on sentry duty at the canadian war memorial in ottawa.

jenna: moving back to paris, the city on lockdown. a year-end reporter is live in paris and joins us by phone. hal accurate is that description? a city on lockdown to . >> france has been very quiet since the attack. people are trying to stay home. but it is not completely shut down because we really focused on facing the attackers of three men as they are getting around the country fleeing the crime. and the government is reinforcing the area trying to assess what has happened.

so life is still going on including in official buildings. but people do intend to gather to show solidarity to the press and to support the victims and all of the people that have been in this neighborhood, showing solidarity and gather together. jenna: those officials have been isolated in france over the last several weeks. i am sure that they are gathering to show solidarity what has the reaction been from the muslim community, we do not know specifically who the gunmen are, but we do know that they were yelling and there were references to al qaeda. are they joining as well the

folks that are going to the square? >> there has been a lot of isolated reaction in some well-known thinkers and those that have called to peace and solidarity saying that those individuals include some videos and they have been trying to stick together and you can know that there are various officials that are looking into this in the country. [inaudible] and as you mentioned earlier, the other attacks have also been

taking place. but for now they are calling for solidarity. jenna: alyssa thank you so much. our reporter thank you for your reporting. jon: the u.s. and ac in paris plans remain open despite the attack, the embassy says that there are no plans at this time to limit access to other diplomatic facilities in france. the department of homeland security closely monitoring the situation and the white house is not aware of any travel warning updates. but the state department evaluating what happened. just moments ago secretary of state john kerry offered words of solidarity and commitment. jenna: let's bring in michael now, the former security adviser for new york state and a member

of the policy institute at george washington university. where do you begin an investigation like this and how do you find these guys? >> there's an incredible camera system in paris, one of the largest systems in the world, they are going to be using all sorts of databases to try to compare any kind of facial recognition that they can utilize in this. obviously they will be looking for any kind of information prior to the attack. what is significant is what peter king said. this is a well coordinated attack. we knew that they knew how to get through the system. if they showed up there ahead of time, when did they go and did anyone see them? it is the same type of action and investigation here. any major attack in these urban centers. jenna: you brought our attention to an interesting aspect of department of homeland security is warning about media being the focus here at home potentially.

can you talk about that? >> on december 24 there was a joint intelligence bullet 10 issued and it was following this on the attack but essentially it said that media should be concerned and watchful over any type of targeting by the extremist groups. obviously they were not talking about the physical attack that we have in this instance. but there has been chatter out there. what is significant is that for the last 18 months or so intelligence officials have been concerned about the increasing tempo of these types of attacks and information out there on the web. it has been on the focus as of late. jenna: we are in a new year, 2015. we keep on hearing the words isolated attacks and lone wolf. we are talking about different locations as we see this attack.

jenna: we have more breaking news out of paris. we are watching a terrorist attack development after what happened earlier this morning. we are back with michael balboni. we ended our first conversation about what is the way forward and i would like to ask you about that. kelly ayotte spoke with bill hemmer last hour and she said we should reevaluate our visa waiver program that we have with france which means that if you are french you can come to the united states without a visa i do not have to apply for visa a visa if i want to go to paris. so folks could really come out of the battlefield of syria, go to france do an attack like this, then jump over to us.

do you think it is time to reevaluate these policies in light of the current situation reign to you never want to turn away from a policy that you enjoy with someone like france but what they have been concerned with is that isil has been recruiting on a global scale, trying to get folks to come over, get trained, come back to western europe. the challenge here is that the folks that they are recruiting do not have any footprints with law enforcement or security officials. if they come back and they are under the radar screen they come to the united states and they have always been a concern. so i think the reevaluation of the policy is prudent and of course there are all sorts of other things we should do as well. we cannot have a single point of failure, you can't just be about the visa program, we also have to have an integrated intelligence system and utilization of many different aspects of intelligence. jenna: what should we be on alert for in the next several

hours and several days? >> the old saying is that you look for the bomber and that goes to talk about the individual. flight records. where has the individual flown to reign where have they been reign be able to see if there is any involvement, most likely on the web. have they created a presence in areas that are relevant to law enforcement. this is what goes on all the time. the analysts talking about going through the databases this is how databases are developed. in addition giving local law enforcement like the city of new york, the ability to know this information is available ahead of time, get everyone on the same page of awareness and remain vigilant. jenna: is quite remarkable that these three gunmen are on the loose. the question of who they work with. you always offer value but for

the offices of charlie hebdo. president obama condemning the violence and offering u.s. assistance to bring those terrorists to just is. here is press secretary josh earnest reacting. >> what is clear is that this is an act of violence and terrorism that we condemn in the strongest possible terms and we are going to stand shoulder to shoulder with our allies. these are the allies that have been stalwart in our international coalition that the president has built to take the fight to isil. jon: joining us now is former howard dean campaign manager joe trippi and senior editor of national review. welcome. these are things that are difficult for the white house to wrap their arms around. how would you assess the initial white house reaction to what happened in paris at about 11:30 a.m. paris time? >> i think that they react to

the best they could with the information they had at the time and quickly call this a terrorist attack. i think also john kerry secretary john kerry, his statement just minutes ago was as clear as you can get about the united states standing shoulder to shoulder in solidarity with the people of france. i am sure right now we are using everything we can, whether it is intelligence or frantic experts or anything that the french people or government need the demonstration will provide a. >> there seems to be initial reluctance on the part of the white house although in a presidential white house statement put out at about 9:16 a.m., the president does refer to it as a terrorist attack and says that i directed my administration to provide any assistance needed to help to bring these terrorists to justice. what do you believe? >> there is a long history of

this white house been very reluctant to talk about terrorism and to call something terrorism. this was not one of the worst offenses that this administration has had. they did start off talking about extremism and an act of violence. but they call the terrorism because it was so obviously terrorism. what they haven't done is call it islamic terrorism. john kerry's remark which was great about showing solidarity with with france let's show it with france and let's condemn the terrorist attacks, but he did not use the word islam or muslim ones he did make reference about three minutes in. these acts were done specific people with a specific ideology and the white house is still incredibly gun shy no pun intended, about using and calling any intentions -- the people that aren't just at war with generic extremists but specific ideology with a specific religious orientation. president obama will not even call isis islamic.

jon: what about that? they were shouting at the newspaper apparently on their way out they were heard to say according to one eyewitness that they had avenged the profit mohammed. why not refer to it as islamic terrorist? >> that is certainly what it looks like, but we don't know that and we don't know who did this yet. we don't know if they are connected to al qaeda. it is clearly not a lone wolf situation, but over -- the administration immediately called it what it is, a terrorist attack. as john kerry mentioned and i think what is important in all of this is how fast many of the muslim communities in france and others have denounced this attack. before government to get out there right off the bat and declare this islamic extremism terrorism, it may be that we don't know that yet and i believe that's what it is.

but it's different for me to say that and for the president of the united states to say that. >> there is a perfectly fine point to make except for john kerry's reference seems awfully -- it seems non-secretarial and odd. if they don't think this is about islam, why is john kerry singling out a muslim religious leader condemning this? >> when a gunman jumps up and shouts and kills his fellow soldiers that gets classified as workplace violence in this country. >> that is right and i agree with that. again, i don't want to jump ugly all over the administration three or four hours after this broke. there's a huge rush to see who could be wrong about a lot of stuff. but the simple fact is that the administration is going back for a long time and it's very reluctant to do anything that feeds into the logic of the war on terror argument.

they're reluctant to call on terrorism, they are reluctant to do so this is not one of their worst offenses, but i think that it is assistant with the narrative. >> i think that we could have a real discussion and debate about that and it would be an honest one. and you could fault the administration. this is not the 15 or 30 minute difference -- and at this early stage -- i'm not even sure the french government has declared this islamic extremism at this time. they said terror attack, but i don't think that we know this yet. even if it proves to be the case, we don't know enough yet to call it islamic yet. jon: let us hope that we can get the guys responsible for this terrible thing. thank you both for being here. jenna: "happening now" the hunt is on for the killers the person

jenna: breaking now. jon: the government of france raising its terror alert to the highest level possible after the bloody massacre at charlie hebdo in paris. [inaudible] [inaudible] jon: the french president calling it terrorism and terrorists is on lockdown and the hunt is on for three gunmen who escaped after targeting editors and cartoonist by name at that newspaper office. a total of 12 people were killed including two police officers. the publication is known for satirizing islam prophet muhammed and other religions including christianity. the building was fire bombed several years ago and it was under police protection. thomas anderson is codirector and senior fellow at the transnational threats project the center for strategic and international studies. does this change everything when it comes to the perception of

terrorism and the possibility of it in france? >> i don't believe so but it certainly sharpens that for people who have not seen it for some time. but france has long been a target bowling to their lead of the counterterrorism effort along with the united states and the british and others and also for the cartoon incident and you notice the previous firebombing. in last year we notice that the isis spokesman calling on muslims worldwide to attack americans and europeans specifically calling out what you refer to as the spiteful french. very specific focus on attacking the french. and it should not be surprised to americans or others. jon: you have to wonder about the preparedness.

the first two police officers responding to the scene held up on bicycles without any weapon whatsoever. >> it would seem absurd if they didn't have any weapons at all. it makes a lot of difference if they are dismounting, but to not have a weapon here would be strange given the history of what happened. jon: apparently these guys had a rocket propelled grenade. what does that mean? >> it tells me that these guys have prior battlefield experience outside where they can use an rpg and use their ak-47 guns. it sounds like that this was a well executed event and plan well in advance by those that were not nervous, guys that were

probably and that that is a good indicator that these guys came back from a battlefield in molly or algeria or in the middle east somewhere. jon: what is the follow on from this? when this kind of successful attack hits the internet. our jihad is all over the globe shouting with glee and screaming? >> without a doubt, those that would like to do similar attacks and support those kind of attacks will be celebrating. but more importantly it is likely to stimulate when people see what the art of the possible is, especially in a city like this who have very good police intelligence services to be able to execute an attack that magnitude in paris is certainly telling others around the world that you can do this. you add that to what we saw

happen at the coffee shop and ottawa and what happened in brussels, all people show whether you are returning fighter or a self radicalized home-grown extremist, you can successfully conduct an attack. jon: in your opinion should we the french western nations around the globe be prepared for follow-up attacks multiplied >> i think that we are prepared and we are thinking about these kinds of attacks. of course you can't know where they are going to attack them as you have prior intelligence. but the short answer is yes, we need to be prepared and we can assume that others can attempt these kinds of attacks and we should remain diligent. jon: sources are telling us that the newspaper office was under police guard. and it wasn't sufficient. thomas anderson, take you for having been on the program.

jenna: oil prices at historic lows, crude oil trading $40 per barrel. gas prices dropping national average $2.99. the falling energy prices raising fears about inflation. joining us now our fox network interviewed her. so we just saw a terrorist attack happened during the trading day did we see anything like that at home or abroad? >> the world we live in today the market is often very mild. it's almost like the market expected something like this to happen and it's really going to take an event that is out of an extraordinary expectation and we saw very little buying of bonds

and gold and it wore off very quickly. jenna: that's so interesting that's already into what happened over than last several years. so you're talking about the crash in oil prices. >> i think it is a crash because it's happening for the wrong reasons. oil prices were coming down because the u.s. was raising their production of energy independence and that was a good thing. but now they are falling for the wrong reasons. they are falling because opec has declared a price war on the u.s. energy producers and they are trying to drive us out of business. they are falling because of concerns about the global economy and right now europe is slipping into deflation and that means sharply falling prices and that is not a good thing because when prices fall it freezes investment. when we see this with a cost of oil, this is one of the bright spots of the u.s. economy, capitalist expenditures, it's been a driving factor and has

added a lot to gdp and created a lot of high-paying jobs. a lot of those high-paying jobs and capital expenditures and businesses are being put at risk right now and that is not a good thing. jenna: what is a healthy price that would maintain a new development in the oil market and also give consumers a break? >> you know there is not a magic number. a lot of people use to used to say that $30 was the magic number. but there's more to it than that. it really depends upon what is driving the price. the prices are going up because the global economy is exploding, that is a good thing because we like to see that. if prices are going down because of new innovations and better production techniques. that is a good thing. but what you don't like to see is when the market is being manipulated by the opec cartel. jenna: sorry to interrupt you, but there is a tie in here. we can talk about the oil markets, there's been a lot of

reports of the saudi arabians funding isis and syria, but funding those groups with oil money. they are driving the price of oil down. what does that mean for the saudi arabians? is that sustainable for them? >> i do not believe that it is. but i will tell you that what they are hoping is that it's not sustainable for u.s. energy producers. we just had a report that one cracking operation went bankrupt because the bank pull their credit line. i am afraid that a lot more banks are going to get nervous and pull that money out of there. this is what they want. they want to stop the threat from the u.s. energy production and stop this. jenna: how do we do that? two i think over time what we have to do is instead of being anti-energy in this country or anti-oil, which a lot of democrats in this country are, we have to embrace this instead

of saying that we have to tax big oil because they are making a lot of money. we have to help them develop this. if any other country in the world was dumping products driving the businesses out of business, like solar panels and the white house would be up in arms. they would he going crazy. but when you are dumping wail on this market to put the oil industry or small producers out of the business, we don't hear anything. and so they need to say listen, these guys are using unfair trade practices and we can even get to the point where we can put terrorists on the saudi oil because they have actually cut the price of oil for buyers in the united states and that as a sign of market manipulation. jenna: thank you very much.

last year. jennifer griffin has more. what is the u.s. military role in nigeria today? >> that's a great question, it has changed in the past month in an unexpected move, the nigerian government canceling a u.s. counterterrorism training mission designed to help nigeria go after the islamic terrorists group boko haram. the state department says we regret termination of this as it was in the larger project in helping the nigerian army herriot including countering boko haram. this could not have come at a worse time. boko haram has made dramatic gains in northern nigeria, taking over on the border of chad had been used by peacekeepers. reportedly cutting ties due to the state department unwillingness to sell cobra

attack helicopters to the nigerian government. concerns that they could not maintain the helicopters and also that they are not serious about going after boko haram whose leader in october said that the 200 plus nigerian schoolgirls had been married off or sold into sex slavery. the president ordered the u.s. military to help the nigerian government find the missing girls after a hash tag social media movement involving first lady michelle obama hitting the internet last april. they sent several drones to help divert them in north africa, the u.s. military has been prevented from finding the girls because it does not have a reliable partner. they are not moving forward the way that it should. jenna: thank you. jon: following the breaking news out of the paris newspaper

satirical humor and making fun of many religions, not just islam. raising the terror alert to the highest level, we are going to continue to have more on this developing story as it happens. jon: a shooting incident in this country to tell you about. the fbi investigating after a gunman opened fire inside veterans medical center in texas. one person killed and the in the shooting happened yesterday in el paso. the gunman also dead. our guest joins us from dallas now. reporter: they tell us that there are hundreds of potential witnesses here which means it was a packed clinic at the time and they had begun the process to try to get to the bottom of what caused this gunman to snap. no real motive has been released and no specifics of the incident

itself are being made public. at this hour, all we know is that a man walked into the el paso army post yesterday afternoon and shot one person, killing him. the suspect is dead, but it's not clear if police are responsible or if he took his own life. and once they realized what was going on the facility was immediately put on lockdown because we understand that they do train for this type of incident. that clinic was thrust into the national spotlight last year after a federal audit showed that it had one of the longest waiting times in the country and we don't know if that played a factor in the shooting just yet or not. jon: be sure to get back to us with any new information. jenna: watching a manhunt after a bloody massacre in paris. police officers searching for the individual the targeted
