operating inside france and the threat is not over. we have fox team coverage of all of this. we have rick live in paris and peter tracking the very latest in washington. but let's begin right now with amy kellogg who is standing by live in paris. amy, what is the mood in france tonight? >> hi patti ann. i think there's a lot of concern about cop tanment of violence. people are worried that something else could be coming down the pike. but also pat teei think they're worried about the other side, muslims, jewish community anger going around of uncontrolled manner. the brother of ahmed a muslim police officer gunned down outside the charlie hebdo headquarters yesterday said mad men do not have color or religion and he warned that reprisal attack s do not bring back the dead and they don't make the grieving family members feel any better. in the meantime hayat

boumediene,the wife of one of the terrorists, now believed to have fled france. of course she was france's most wanted women. believed to be an accomplice in much of what has gone on in the last couple of days. her information about her whereabouts possibly glean fred friends and associates who have been grilled by police in the last 24 hours. meantime, 700,000 people came out in spontaneous rallies across the country in solidarity. but the french was the fall-in flowers, became a substitute -- flowers were some memorials but we saw pens become a substitute for flowers for the cartoonists who were gunned down. a big rally is planned for tomorrow at which several heads of state will be attending is a major focus tonight. that is being beefed up across the city of paris patti ann. >> amy, we saw some jewish shops shutting down early yesterday.

were they back in business today? >> right. this after the siege of the kosher grocery store. we went over to the moray, paris paris' storied jewish neighborhood. the stores there had been ordered shut by police as precautionary measure yesterday but it was a rainy. evening, close of sabbath day. there were people out and about in droves, jews and nonjews alike in that neighborhood. the shops wr ss were open. they say they been dealing with antisemitic attacks and incidents in the past. however, this new sort of form of terrorism that we're witnessing brings things to a whole new level. i spoke to a jewish woman who moved to israel from new york many, many years ago. she lived through one there and when the second one started in 2000 she said she had to get out. she had enough. she needed to bring her family to safety. she moved to paris. she described the mood in the jewish community today for me.

either stop her just luke they did a good job of eliminating the threat yesterday but they can also get her interrogate her, and find out what other links they may have. >> senior correspondent is live in paris with more details. rick? >> kelly really a strange turn of events here. french authorities seem convinced that hayat boumediene is an accomplice of two terror attacks this past week. the murder of the french woman on thursday and the seernlg oniege on the kosher grocery store. as you mentioned, her common law husband, amedi coubali, was killed in the grocery late yesterday after he killed four hostages at the beginning of that siege. and french officials say they thought boumediene was with him and slipped away in the confusion as surviving hostages ran out. now we're hearing she may not have been here since new year's day. there are reports that she left

france on new year's day. traveled to spain. flew from what did to istanbul, turkey, on january 2nd. turkish intelligencesbelintelligence saying the woman by the same name resembling her picture landed in istanbul on the 2nd, spent two nights before traveling to a town near the border with syria and then disappeared. now, this is true, there may be some relief because an armed and dangerous terrorist is no longer on the loose here in paris or somewhere in france but there is also obviously on on going concern there could be more radical islamists out looking for payback here in the country of france. kelly, france has the highest muslim population in europe. there are believed to be other radical islamists here in the country at this hour. al qaeda in yemen which inspired the attacks of this week have said there will be more attacks here in france so of course this country remains on its highest state of alert. kelly? >> pretty much on edge.

thank you, rick. our state department issuing a global travel warning, telling americans to be careful after this week's attacks in paris especially if they're planning a trip to the city of light. this as attorney general eric holder gets ready to head there for an international meeting on terrorism. peter ducey is live in washington. hi, peter what specific threat is the state department warning americans about? >> two big things. you've got kidnappings for ransom and violent attacks like the ones we've seen recently in canada, sydney and paris. officials in foggy bottom are warning these attacks are possible in public places where americans are known to gather and could be perpetrated by isis fighters looking to get back at america against the islamic state in iraq and syria, or by al qaeda-linked militants who may be looking to bankroll their operations with ransom money. patti ann? >> what are we hearing from the

pentagon about the plans to reduce the threats in. >> without giving away too much of the pentagon playbook, the chairman of the joint chiefs martin dempsey says that stopping the attacks requires a global plan. listen. >> what we try to do across this -- you know this swath of radical extremeism that stretches from the fatah and i suppose over to nigeria we try to keep pressure on that network with the sweet of capabilities that we have, whether it's intelligence, building partners in some cases direct action. >> do we need to do more? >> well, i think so absolutely. but that's not to imply we're not doing enough. if you understand the distinction there. we're doing a lot. >> so far those are really the only specifics that we have. the white house has been mostly quiet. patti ann? >> peter, we mentioned the attorney general traveling to paris for this meeting. what more can you tell us about that? >> there's a big meeting tomorrow with international leaders to talk through these

evolving threats. but some administration critics are confused about why holder was chosen to attend this meeting in paris. >> so many of the things that this administration does wrong in regards to islamic terror come out of eric holder. he wants to try islamic terrorists like tax cheats or counterfeiters in courts in new york city. he wants to close down gitmo. he wants to give battlefield captures their miranda rights. this is exactly the wrong guy leading the fight against evil. >> additionally administration officials are telling their french counter parts that if they need any help from the united states, all they have to do is ask. >> peter do okay, live in washington, thank you. continuing coverage on this. house republicans gearing up for a major battle tackling president obama's executive action on immigration and specifically targeting the department of gnome landhomeland security.

attacks on paris let's turn to a former cia analyst. thanks for joining us this afternoon to weigh in on what we can possibly expect as the investigation continues. as you know there are some reports that hayat boumediene could have left france by now and could be anywhere including syria in yemen. we just had a report she's in turkey. she's like finding a need until a haystack it would seem. how can french authorities best track her down? >> french authorities are going to be going through lots of different types of intelligence. they're going to go through the 500 phone call records that we've heard about in the press. they're going to be going through records at airports. they're going to be going through intelligence assessments that have been written about various individuals and ties that she may have had both within france and potentially within turkey which requests are saying she was recently in. they're going to be going through this data trying to

track her down and make sure she's not in touch with any one else. >> you know you're talking about people that she may have had contact with. police say hundreds of phone calls were made between boumediene and the kouachi brothers who attacked the charlie hebdo newspaper on wednesday. can police expect any cooperation from these women in helping them track her down? >> well, i believe all these women are currently being questioned. they are in police custody. i think that they will be probably very useful to the investigation because it seems like they were in touch both obviously with their husbands, so also with other individuals. they might have knowledge and i think that police will be using both the records and other individuals they may have been in touch with and to assist with the investigation. intelligence is difficult. it's not a perfect science. we've seen this before. it's not something where the answer to all of the questions are going to be immediately handed over. it requires crossing a lot of dots and seems like some things slipped through the cracks. unfortunately that led to the tragedy that we've seen.

>> unfortunately indeed. and beyond the search for her, there are heightened concerns about terrorist attacking yet other western targets britain's mi-5 chief saying that al qaeda wonts or is planning more attacks aimed at inflicting mass casualty on transport system or iconic targets. how do we in the west best prepare for these kinds of attacks to possibly thwart them? >> yes, yesterday the british have warned there is a higher level of alert for targets in great britain. transportation target being a terrorist attack target is nothing new. transportation hubs are frequently targets of terrorist attacks and this is something that u.s. law enforcement officials, nypd intelligence unions and they have been concerned about this. this is not a new threat. the mass casualty component of it you know unfortunately is going to be something they're going to look at more closely now because the individuals were not lone wolf they were connected to known terrorist groups and known previous terrorist actors which means

that there is the potential for something more serious which is why i think we are seeing the heightened concern over the last few days because of the ties that these individuals had to other groups, not simply individuals randomly acting on their own or inspired by jihadist materials. >> we have to be right 100% of the time they can be right just one time. >> it is true. and it reminds me of one of my favorite pieces of writing on intelligence, which is the intelligence -- the inevitability of intelligence failures which is that even in the best case scenario when you have so much information it still takes time to go through it. human component to it to put the pieces of the puzzle together and they just need to be right once. we thwarted many plots. we are right many times or we would see a lot more of this. unfortunately when something slips through the crack, it is a real tragedy. >> thank you, tara. meanwhile another pair of brothers arrested on terror charges. this time in canada. the royal canadian mounted police brought two men in three

months after the ottawa terror attack. accusing ashton carlton lemond of planning to leave canada and carry out terrorist at activities abroad. they are in participation. which terror group is not clear. we'll have more on this story as it develops. the weather right now cold air blasting much of the country right now, here in new york temperatures hovering around 20 degrees and it will drop to the mid teens by the evening. and in michigan, clean-up is under way after a massive pile-up there on a snowy interstate. state police say nearly 200 vehicles including dozens of semi trucks were involved. meteorologist janice dean is live in the fox's weather details. look at the windchill factor and it's even colder. >> it is. and that video is in incredible so people really need to drive carefully because we have the potential for freezing rain and icy roadways from texas all of the way up to the ohio valley.

current temperatures, you you can see on the map. it's cold. 19 minneapolis. 16 in chicago. 25 in cincinnati. it's 36 in dallas. 23 in boston. 25 here in new york city. the windchill is what kelly was talking about, what it feels like against your skin and in some cases you know you can freeze. your skin can freeze very easily in just a matter of moments with these dangerous windchills. they're going to remain with us over the next 24 hours. really for the better part of the weekend and into early next week. watching the satellite radar imagery we're talking about the threat for freezing rain. it's happening right now in texas. all this moisture from the gulf of mexico is going to pull northward towards the ohio river valley tennessee river valley and that's where we have the threat for freezing rain which can be very dangerous on the roadways. the good news is it's a weekend so hopefully people are not traveling. heading into sunday we watch all this moisture move northward. a lot of snow with this and that pink to indicate freezing precip precipitation precipitation. the purple here along the mississippi river valley across the ohio river valley, that's

where we have freezing rain advisories really dangerous with the next 12 to 24 hours. looking at the forecast highs for sunday. again, very cold across the northern tier of the country. another shot of cold air on monday and tuesday. as we get into the earlier part of next week, kelly, we're going to see temperatures rise. and in some cases be above average. so that's the good news that's coming. >> looking forward to next week. thanks. >> you got it. skaerchearch teams taking advantage in the break in the weather to lift the tail section from the bottom of the java sea. the metal chunk was pulled to the sea surface using inflatable balloons. no sibgn of the black boxes. >> indonesian authorities believe the cockpit voice and flight data recorders detached from that tail section of airasia flight 8501 on impact. search boats have detected

several pings believed to be coming from the black boxes near where they located and recovered the tail today. meanwhile, sonar continues to detect more objects in the area including what's believed to be the plane's front section. but now timing is a concern for the search for the boxes. the batteries on the beacons emmitting the pings only last about 30 days. which means divers only have two weeks left to locate them. still authorities are confident they will find them saying air france flight 447 box's were found two years after it crashed into the atlantic. the black boxes hold the key to what happened to airasia flight 8501 which crashed halfway into the two-hour flight from indonesia to singapore. pilots asked to climb to a higher atltitude to avoid big storm clouds. we're not given permission to do so right away because of heavy air traffic. four minutes later the plane disappeared off radar. no distress call was given.

hayat boumediene. french authorities say she was an accomplice in yesterday's kosher grocery standoff. but it's now not clear if she was even in the country at the time of the attack. intelligence officials say they think she passed through turkey and possibly into syria before that attack. her common law husband is one of the three terrorists who were killed in two hostage standoffs yesterday. hundreds of french forces meanwhile have joined the thousands of police around paris to try to track her down. she is considered dangerous. she could also possibly be the key to helping authorities dismantle what could be a terrorist network. meanwhile, the man accuse of going the get away driver in-law of the kouachi drivers has been released. he turned himself in wednesday night and police now say he was not involved after his alibi checked out. officials saying he was in school at the time of the charlie hebdo attacks. tomorrow folks are expected to gather for a huge rally condemning wednesday's attack on

that satirical newspaper and showing their support in the fight against terrorism. the british security services are warning al qaeda that they have more in store after this week's attacks in paris. chief intelligence correspondent has more from washington. >> the u.s. intelligence and counter terrorism community are considering the credibility of a claim of responsibility from al qaeda in yemen. five-minute video message in arabic called the blessed raid in paris. earlier today before the takedown of this industrial park on the outskirts of paris 32-year-old cherif kouachi told the french tv station that he was al qaeda quote, i was sent me cherif kouachi by al qaeda of yemen. i went over there and it was anwar al awlaki who financed me. the american-born cleric al awlaki ran it in yemen before he was killed in a cia drone strike

in september 2011. separately, u.s. government sources told fox news they also believe the 34-year-old brother said kouachi went to yemen earlier that same year and trained with or fought alongside al qaeda in yemen. fox news is told said kouachi wanted to meet with the al qaeda leadership. eyewitnesses at wednesday's massacre at charlie hebdo said the two brothers claimed they were al qaeda and in one instance specified al qaeda in yemen. shortly after the massacre a series of tweets went out from a twitter account linked to al qaeda in yemen. they show images of the shooting with photos of al awlaki and another american kahn who was killed in a cia drone strike. he was the driving force behind the group's online propaganda magazine that called for the cartoonist assassination. to maybe the fbi and homeland security head joint intelligence bulletin warning the paris

principle weapon. sadly, we seem to have forgotten that lesson and many people including the president think we can deal with terrorism through law enforcement means. that's tragically just not true. and i think the statement by the french prime minister much stronger by the way than the statement by french president yesterday tells us the mentality we have to have. we have to understand it's war, not law enforcement. we should be very clear our objective is victory period. >> yeah. you have been critical of the release of prisoners from guantanamo and other u.s. actions that you feel have hurt our ability to stop terrorist attacks. do you think these paris tragedies will change anything. >> i think it's time for national debate in this country. i think as citizens we ought to come to a collective judgment what we think we're facing. and i think a failure to do that will simply leave us more vulnerable. when you release the terrorists from gitmo they cok. go back and commit terrorist acts. commitment a our will and our resolve are weakening, that

we've seen debates about nsa and paranoid wildly inaccurate statements about what they're doing when in fact, they're trying to protect us. and we've gotten distorted reports about the interrogation techniques that have kept us safe this we've now abandoned. that's just part of the story. this is a much bigger picture. we've got al qaeda, isis and other terrorist groups establishing control over large territories in the middle east north africa, boko haram in nigeria. this is clearly getting worse, not better. that's what the head of british intelligence service mi5 said that you quoted a few moments ago, the threats are increasing and our capabilities are decreasing. >> so this being a war, you believe our military should be in yemen and syria, iraq, north africa, as you mentioned. you see the will for that? >> well, i think the exact involvement we have in different places depends on the particular circumstances. and we obviously want allies

with us. european, arab, and others. but the key here is to understand that if we don't defend at a distance we will be defending in our airports and on our streets. and as for the will of the american people, i think we are a very pragmatic people. and i think we respond when the president and other political leaders say that we're in danger explain the steps we have to take. one of the biggest problems unfortunately is for the past six years president obama almost never addresses national security concerns and sadly the republican party has not adequately called him out for his failure to do this. so i think that's why a national debate is so important. let's let the american people see what the risks are. they've just seen what happened in paris. i don't think they want it to happen here. i think they reacted exactly as you would expect when they saw americans being beheaded by isis and syria a few months ago. let's have the debate. >> so attorney general eric holder is going to attend this

upcoming meeting in paris about terrorism. we had a critic on earlier today who said that holder is exactly the wrong man to lead our fight against evil, in his words. do you agree with that? >> well, i think it's a representation that the administration still views this as a law enforcement matter and not a war. now, this particular meeting was called by the everything from. it con interior ministers so in that narrow bureaucratic sense i don't have any problem withholder going to this meeting. but it does raise the larger question, is this just like a threat from armed gangs knocking over the corner grocery store, a little bit junked up, or is it a war? i think it's been a war since at least 9/11 really before that. i think we did respond adequately in the years right after 9/11 but we have not these past several years. that's why the threat is growing and that's why the risks to the united states of an event like we just saw in paris sadly are also increasing. >> so what about other western

leaders? israel and egypt, possibly our best allies in the region. are we doing enough to maintain good relations with them? >> no. i mean, we have focused on israel's construction of apartment buildings in east jerusalem as the biggest threat to peace and security in the middle east. it's like looking through the wrong end of a telescope and we watch egypt for the first time begin purchasing weapons from russia. the first time in over 30 years. actually egyptian president has just done something really remarkable, called for a revolution in islam. attending the christian christmas eve service a few days ago. i think there's an example of a muslim leader no jeffer sewnian, democrat, to be sure, who understands the threat islamic terrorism poses to egypt and muslim societies more generally. i think the terrain is well suited for american leadership. but we just need to see it asserted. >> all right. ambassador john bolton thank

you as always. meanwhile, joint chiefs dhar man general martin dempsey also speaking out about those terror attacks in paris telling fox news sunday anchor chris wallace that the suspects were probably training for years to carry out such an attack. listen. >> these individuals were inspired in some way. they didn't -- they were probably not self radicalized on the internet x is another way these attacks sometimes occur. there's a pretty clear indication that one in fact did receive some training in yemen. >> and that there's a linkage among them whether it's schools or family relationships. as far as whether it was directed by al qaeda, i don't think that linkage has been blashed. >> general martin dempsey speaking to fox news sunday and you can catch that entire interview tomorrow. check our local listings. david petraeus potentially in legal hot water now.

"the new york times" reported late yesterday that justice department prosecutors have recommended criminal charges against general david petraeus for allegedly leaking classified cia material to his former mistress and biography paula broadwell. the paper says it is now up to attorney general eric holder to decide whether to seek an indictment of petraeus, the architect of the successful surge in iraq who later served as director of the cia. petraeus resigned that post after admitting to an affair with broadwell. on ded 2nd senator john mccain wrote holder expressing concern about doj's foot dragging over petraeus's investigation. quote, i can conclude this is a circumstances in which the principle of of justice delayed is justice denied, is certainly at play. and that this matter needs to be

point. can they accomplish this in the wake of the terrorist attacks going on in paris? >> i think you have to separate what happened in paris and this threat renewed threat which is really a constant threat from al-qaeda from what republicans are trying to do. the white house is trying to make is seem as if republicans are wanting to defund the department of homeland security tikritcal time of the of course republicans want to take away the funding from this very small part of dhs that would enforce the immigration executive order. the problem is that republicans really don't have all the cards here. the president still is the president. he could still veto any effort to defund that and then republicans are sort of left with the choice. do they not fund dhs at all or do they fund it completely, including this part that they don't like? that's kind of a tough position that they've been put in. but that's the way that everything is broken down in terms of power here in washington. i think it's really tough for republicans to do this.

>> i think it's also the circumstances of what's unfolded in paris and other parts of the world in terms of terrorism. the department of homeland security, to be clear, is only funded through february 27. all other departments are funded through september 30. the end of the government's fiscal year. so at a time getting back to when the terrorist attacks are taking place around the world should the republicans even be taking this aim at perhaps cutting anything that would resemble a cut in department of homeland security, which is so integral to our national security? >> i don't think there are any republicans on capitol hill that actually want to cut department of homeland security funding. that is critical to our national security. i think that this is a really important point that republicans need to make. if they're going to push forward on this which i think is a legitimate issue, to push forward on defunding what they consider an unconstitutional executive order they need to separate out that funding, have that fight but also be honest with themselves and with leadership with their members and say, look, we're probably

not going to get this through but we can get some political advantage out of this to push this very important constitutional and important point about immigration law and make that point. when it's all said and done they'll likely get the veto and then republicans will ultimately have to say, look, we tried. we made an honest effort. this is the situation we find ourselves in. we have to fund it and keep fighting until we win the presidency in 2016. >> how do all americans make a unified effort on capitol hill, given the fact we're fighting an enemy that's unified against us? >> this is a tough question. i think that they've always said that politics stops at the shore's end and that we hopefully could unify together and -- there is a lot of bipartisan support for a lot of these homeland security efforts. the question really is can republicans make the argument
