and anti-terror raids, now it's all about the hunt and it is all about vigilance. we saw a lot of french troops. they've been guarding and patrolling around sensitive sites in this city, including religious sites synagogues government buildings as well as tourist sites like the eiffel tower next door to where we are. right now nine people remain in custody here believed to be suspected of being accomplices to the one responsible for the kosher supermarket hostage standoff as well as hootshooting. two more people arrested trying to get to france from italy over the weekend and two more people arrested in greece. these four people are believed to be linked to the terror plot in belgium and people arrested there, five people. of those people arrested have now been charged with some link to that attack and it just shows

you that the broad network of terror that authorities are now revealing throughout europe, they're meeting today in brussels, and that's where the plea to the arab league came from to help out with this growing problem, jon. >> and i guess there was some controversy over the burial of one of the gunman? >> there was. actually both of the again men, suspected gunmen response i will for the charlie hebdo newspaper slaying. we can tell you now that couchi was buried friday night and his brother was buried saturday night in a suburb outside of paris, very low key ceremonies unmarked graves. a lot of security a few family members. officials around here really didn't want to do it. they were afraid that these things could become shrines but they went through with it anyway. meanwhile, though over in the

delaware where the vice president just spoke this morning at a martin luther king breakfast. did the vice president say anything about what happened over the weekend? >> he didn't. the vice president stuck to the script even though he had a line in there about drive-by shootings carried out by gang members but it was part of a speech he was giving about racial profiling. no word about the drive-by shooting near his own house. bidens were out of the house at the time this happened. 8:30 p.m. on saturday and their house is both hidden by trees and several hundred yards from the road but we don't know how he feels because he didn't say. >> what's the latest on the investigation? >> if investigators have a lead they have not shared it with us. in fact, all the newest information that we're getting today is coming from neighbors who were home on saturday night. one man told the associated press that he heard four shots. others in the neighborhood have told local outlets they heard

six or seven. the secret service says that agents stationed at the biden residence heard multiple rounds and saw a vehicle speeding away into the dark night but the kind of car and the kind of gun remain a mystery to us. and so far, the only person arrested is just charged with resisting arrest after a run-in with an officer who responded to the report of gunshots. we also don't know if any rounds have been found to have hit any of the biden owned buildings so there are still a lot of unknown details here in delaware. >> peter thank you. >> during his state of the union address tomorrow night president obama will unveil a new proposal to tax -- to hike taxes on higher income americans. the 300 billion plus that tax hike would generate would be used on new spending as well a tax cut for the middle class. some congressional republicans

are already dismissing the plan as dead on arrival. let's give you some details behalf we know with bret baier, anchor of "special report" here on fox news channel. the big one seems to be an increase in the capital gains tax. >> significant increase and also some banking fees and that's not sitting well with republicans on capitol hill as you mentioned. this is a very populous message, progressive message that the president apparently is going to deliver in the state of the union but one that as you mentioned is probably dead on arrival in a republican controlled congress. you had the speaker, his spokesperson put out that more washington tax hikes and spending is the same old top down approach we've come to expect from president obama. it hasn't worked. republicans are offering better solutions focused on helping small businesses grow and hire and helping families improve their lives. similar statement from senate majority leader mc connell so

don't expect that plan to go very far but talking about it, the president will lay it out tomorrow night. >> the capital gains tax was 20% when president obama took office, went up to almost 24% as a result of obamacare and now they want to take it up to 28%? >> yeah. significant and obviously affects top end earners. republicans will talk about that as being a why punish a success in america and why not raise all boats and that's how they'll phrase it but it will put them in a difficult situation when you're talking about things that are attracted to the middle class and perhaps this is more of a marker about 2016 than it is about this year. >> we have a couple of the other bullet points up there on the screen. in the middle there, an increase in the death tax. this gets argued about under just about every administration but it's my understanding that the president proposes expanding

the estate tax to as high as 60%. >> this is what they call a trust, family trust loop hole as opposed to an inheritance tax or death tax. bottom line is it would truly affect a lot of people trying to pass on to their kids what they've created. >> and finally, i thought this was interesting coming from a president who just proposed you know free community college for certain people. he wants to reduce the tax benefits of those very popular 529 college savings plans that a lot of parents have put money into. >> yeah. and it's interesting when he went out and talked about this community college effort for the two free years and we say free in quotations because obviously somebody is paying for it and it's the taxpayers according to republicans. all of these plans are going to

have just hit a brick wall when they come to a republican congress but they are going to be laid out as the president's marker. now, whether it's the first point in a negotiation or just laying a blueprint tore -- or a road map for republicans down the road we don't know. >> it doesn't seem like the proposals have a snow ball's chance to get through the legislature right now. >> right. that's just a fact. you look at all the things that have been said, even chris van holland, democrat from maryland who put up a similar proposal it was shot down right way from republicans like paul ryan who is now head of house appropriations. so i think you're going to see a lot of pushback from republican lawmakers but how it's phrased is going to be interesting because it lines up to the next election in 2016. >> anchor of "special report" thank you. you can watch tomorrow night president obama giving his sixth

involving multiple vehicles. witnesses say the trouble started when the icy interstate caused this semi to jackknife. volunteer firefighter witnessed the chaos and helped to save who he could. >> all of a sudden, all cars in front of me started running into the side of the tractor trailer. i spun around twice, caught my grip finally on the side of the road. we were able to get the baby and the mother out of the car right away into another car screaming, yelling. it was bad. >> new york and new jersey also a big mess. you can see in this car crash in spring valley new york cars slipping and sliding down a street. drivers totally helpless as their vehicle spun out of control. the new jersey state police reported more than 400 accidents. in connecticut there were 40 accidents in new haven alone. one woman was killed when her car struck a utility pole. one of the more dramatic stories from oregon. check out this driver perhaps

court because of her age. the cofounder of the contact management social networking startup plaxo is charged with first degree murder. he is accused of shooting and killing a man at his ex-wife's home. the victim has not been officially identified. and a special prosecutor shot dead in argentina. the prosecutor had accused argentinean president for -- fernandez. the prosecutor, his body was discovered in his apartment and he was scheduled to testify today in a closed hearing. >> the terror group expanding attacks beyond nigeria. many people were killed. this comes as several african nations are now joining nigeria to try to stop the terror group from spreading any further.

we have more on that from london. >> this was a bold raid. militants crossed into cameroon on sunday to snatch hostages many woman and children. cameroon's army followed them, gave chase engaged in a fire fight and a number were able to escape or were freed but the rest of them in captivity and it's thought the my militants crossed back to northeastern nigeria with the hostages. the militants have been conducting a campaign of violence in this region in its bid to form islamic state but these latest abductions are the biggest raid in a neighboring country. there are fears now that this group may have ambitions to expand across nigeria's borders and of course nigeria own troops have not had success so they are backing the fight

against the terrorists and there are suggestions, too, that the african union may form a larger force in this region. merkel adding voice of support to that today but meanwhile, the violent continues and on sunday four people killed in a suicide bomber at a bus station in nigeria. it stopped two but the group has carried out many similar attacks in the past to this one and it has over the years since it formed, killed thousands of people its thought and it has abducted many in the past. you remember those almost 300 school girls who were kidnapped last year and there are fears now, jon this violence may continue to escalate as nigeria's election date draws nearer. >> still no sign of those 300 girls. thank you. >> well, the terror crackdown escalating in europe today aimed at preventing the next terror attack. why our next guest says this is

working out on the tracks. police say he might have thought the train was on a parallel track. george plitt dead at the age of 37. >> well, europe is still on edge after this month's paris attacks after what appears to be an al qaeda sleeper cell killed 17 people. now as the e.u. tries to track down any others that could be involved chairman of the senate homeland security committee says we have to assume there are sleeper cells here in the united states as well. >> i'm not aware of any specific cells, any sleeper cells, but when you see what's happening in europe, and you see how widespread that is from france to belgium to germany, i think you have to assume that that is certainly a risk that we do have to consider and we have to do everything we can to make sure that our intelligence agencies are working cooperatively with other foreign intelligence agencies and that the agencies here in america are also fully communicating so we don't have the stove pipes which really led to 9/11 a dozen years ago. >> former co-chair of the new

york anti-terrorism task force c.e.u., the stove piping expression is one that suggests we have the information but we just don't have the context to the put it together. so how do we make sure that we're putting together all the intelligence that we need so we don't have another terrorist tack here? >> right. it's a combination of things. if you take a look at our international intelligence that we're gathering through the c.i.a. and through the n.s.a. and the military intelligence that's very important but by the same token, we have to be in the communities and the neighborhoods and we have to gather the intelligence on the ground. and we have to then combine all of that information to be able to prevent an attack like this. >> i'm glad you brought that up the neighborhoods because i was thinking to myself about how to go after terror cells and what could i compare them to. i started thinking is it like a drug gang we've confronted before? is it like the mafia, organized crime? certainly in new york city police have confronted both of these things and to some degree a success so what can we take from that and apply to

terrorism? >> terrorism is more difficult because unlike organized crime we can't put a chart in place and identify players. so what we have -- >> why can't we track them? >> we're looking at individuals who may be just motivated by the internet motivated by recruiting efforts motivated in the neighborhood. there's not that direct contact in many cases from al qaeda and yemen or isis in syria directly to a small neighborhood in detroit or new york or new jersey. so the thing is that we have to be able to get that information on the street and that's why it's so important. the broken windows theory that was put in place, stop and frisk type situations around the country, to be able to make the arrests locally. not only is it good for the community to clean up the community but it gives us the street level information. who might be the next person that is radicalized? who is disenfranchised in the community?

those are the things we need to get from the street. >> in many ways we're talking about old fashioned police work, right? just being there. show of force. >> exactly. in the neighborhoods we know across our country, perhaps we could get in where this kind of terrorism could be developed where it could be radicalized, where you have disenfranchised individuals, that's where you want your informants your police activity and making those low level arrests helps do that. >> we have a lot of high level people commenting about what we're cobnfronting as a nation. former c.i.a. head panetta said something about terrorism this weekend. >> i don't think there's any question. i think what we're seeing as i said is a much more aggressive chapter and a much more dangerous chapter in terms of the war on terrorism. >> we appreciate the candor but one has to wonder if it's a self fulfilling prophecy where you have so many people saying this is so much more dangerous and we're going to get hit again.

>> look. we've known this. this has been going on for 10 years. it's a little bit different now because of what we saw in paris and because of isis and the aggressiveness and the financial power they have and recruiting power. but we've been dealing with this for 10 years and we've been worried about the same things for 10 years whether from al qaeda or isis whether a direct contact with those organizations and trained in the country by them or they're just self radicalized here because they're inspired by them. at the end of the day what does it matter? we're still the victims. they're still terrorists. so we've got to attack it from all fronts, not only in syria and not only in north africa but right here in our communities and our neighborhoods. there's an answer here. it's aggressive law enforcement, aggressive intelligence and it's acting on those things together and sharing the information. >> reassuring to hear that bob. great to have aweyou as always. >> republican party says the party lost control of its message in the 2012 presidential

from the jerusalem newsroom. john? >> reporter: jon, there is confirmation that an iranian general was killed in the convoy attack. israeli tanks were on the move heading north to the golan heights along the borders of syria and lebanon where israeli troops as mentioned are on high alert. you no the target sunday was a military convoy traveling near a syrian part of the golan heights. one of those killed in the attack was the son of a man named, ahmad mcneya. hezbollah's former operations officer. he was killed in 2008 allegedly by israel. his funeral was held today where followers chanted death to israel and death to america. reported killed in the attack is another militant who was said to have been in charge of developing hezbollah's strike force for infiltrating israel as mentioned during the, in the

lead-in here. now it is possible it's possible that those killed in the convoy airstrike were involved in some kind of military operation that was in the works against israrael. as mentioned israel has not confirmed nor denied its involvement in yesterday's airstrike. though lebanese media reports of an israeli helicopter firing missiles at convoy, possibly an a pooch chee helicopter with its hellfire missiles. that said jon as one former israeli general who commanded troops in the golan heights earlier today, not a question of if there will be retaliation against israel for these attacks but more so the question of when. jon: john huddy from the middle east newsroom. thank you, john. jenna: rebels seize control of yemen's state-run media after fighting soldiers near the presidential palace. others remain trapped in their

homes. yemen official called the media takeover, a step towards a coup. the fighting near the palace marks the biggest challenge to the government by rebels since they seized the capital in september. jon: well the republican national committee is changing its debate strategy for the upcoming campaign approving nine debates for the 2016 presidential cycle. that is far fewer than 2012 if you recall when candidates participated in at least 26 televised debates. tammy is over here shaking her head righto painful. jon: top gop officials say it was too many. it gave democrats ammunition against gop eventual nominee mitt romney. talk about it with the aforementioned tammy bruce a radio talk show host and alan colmes, host of the alan colmes radio show. tammy is fox news contributor. i didn't see you shaking your head. >> i think they make a very good decision here. it is like a traveling

vaudeville show. you can't blame the media or debates for mitt romney's lost. the person responsible was mitt romney he twisted himself into a pretzel to appeal to one constituency in primary and one in the general. as governor of massachusetts he ran away from his signature legislation. you can't blame that on debate. very smart move to limit from 26 debates. jon: why were you shaking your head tammy? >> that is ridiculous. you want enough of a debate for people to get to know candidate. when it comes to romney. they don't blame romney what happened in 2012. they blame the establishment this is move by the establishment perhaps they learned something. the other great piece of news the first debate will be in august meaning they will go through some of the candidates who won't handle the beginning part of the primary. you will have a smaller team of people as well as opposed to 20 people up on the stage before. so it is also going to be less

fodder i suppose for the legacy media. it wasn't that the candidates were awful. with some debates the legacy media was able to bash them for longer period of time. >> you can't blame the media. i blame democrats for losing midterm elections. blame candidates. democrats ran away from obama. by the way today reached 50% approval rating, improving economy and strong stance on issues america agrees with. romney could be a mistake for republicans if he once again becomes nominee. i think it will be bush by the way. jon: he seems to be taking heat from some conservative writers an so forth. we'll talk about that in another issue. there was that moment in the debate, in one of the debates when cnn, formerly, we don't have that, but you all remember the moment when candy crowley formerly of cnn stepped into the debate and essentially corrected mitt romney. a lot of people saw that as media taking sides. >> i don't know why they rely on legacy media at all. fox news will have the debates.

those will be ones to watch. jon: three of them. >> why would you go to legacy media which has a history of being biased, when in fact i thought that the gop should buy airtime on all networks, control their own debates choose their own moderators. there is still this obsession with being liked by the media and by reporters. republicans have to get over that. rage fan went over their heads. that still must be the template if you will if candidate will be heard. >> legacy media you mean liberal media? >> one and the same. >> letter l. it is important to go i like the phrase legacy media, you have to get as wide an audience as possible. you can't ignore the legacy media. buy time on networks instead of using network news entities. >> you're not engaging debate back and forth. which is what people want to see. jon: why didn't it help candidates? got 26 debates. got a lot of face time got a lot of questions batting

questions and back and forth maybe smacking down bad ideas why didn't that help. >> it is combination of things. about republicans attacking each other. after the debates you have weeks of media harping on one element or another that becomes the narrative that the media prefers. i think that becomes a problem. this is where the gop can do a lot, which is again limit that dynamic. also realize that they're in charge. they don't need to pander to anybody. i get concerned when certain republicans like ted cruz worries about what is going to give the media fodder or worries about who is the media going to like or other candidates do. we can't worry about. that. >> ted cruz said over the weekend if the media nominates middle of the road i'm sorry if the republicans -- >> freudian slip? jon: republicans nominate another middle of the road candidate they will lose? >> no the according to republicans being polled. they want mitt romney to run. he will run by the way with cruz

do you men monopolize the conversation? one professor says we should let women speak first all the time. he is my favorite professor. i'm just saying. >> all that plus our hashtag one lucky guy. tell us how you feel harris, at top of the hour. jon: do you have anymore to say? i don't want to take it from you, if you like to speak more? >> i'm good. jon: see you in 15 minutes. >> new information on the price of milk today of. sales hit record highs last year but now farmers dealing with plummeting prices. joining us from the sister network is fox business network's cheryl casone. we talk so many times about oil prices dropping. it was interesting to see the news about milk prices dropping and why. what can we tell our viewers? >> global demand. one of the things we saw in 2014 you had record prices for milk. then what happened was, china who was importing a lot of our milk, they started to switch to milk powder. they produce more milk powder. russians are no longer importing our milk. the problem all the dairy

farmers across the country because they were making boatloads of money to be honest with you they bought new equipment, they bought more cows. next thing you know we have overproduction of milk. so really tough time right now for dairy farmers across the united states but for consumers under $3 a gallon for gas. i mean for gas, cues me for milk. unfortunately there is cause and effects. we're looking 2015 being a very tough year for dairy farmers. you continue to see milk prices drop. that is a prediction, jenna we're getting right now. jenna: what is the message, cheryl, from that? because we see the price of oil go down as you point out because of overproduction, because of concerns about the economy. this is the same thing for milk as well. should be concerned about other industries? >> absolutely. like i said, there are some industries like retail industry do really well, when gas prices are down, excuse me and oil prices are falling. that is good for that is good for the retail companies. that is good for transportation

for fedex ups airlines and car companies of course but the downside to that unfortunately you do see a real shift in the global picture. as far as milk goes it's a global picture. unfortunately dairy farmers were doing so well in 2014 and they will not do as well in 2015. milk prices cut about in half. payments to the dairy farmers is cut in half. they are going to get a break on their own, energy outsourcing of course. their trucks, trailers tractors but it will not help with regards to prices. jenna: very interesting. there is a new study with a very catchy headline says, within two years the top 1% will have more wealth than remaining 99% of the people on the planet combined. what can you tell us about the study, cheryl? >> the study comes from oxfam. be clear about the source of study and timing of study. they are a champion for poor and hungry around the world.

they do great work, i don't want to take ahead of. that they release this right ahead of davos with all the billionaires descending on davos, switzerland. they do good work and beatings up on the top 1%. within two years the top 1% will have 50% of the wealth across the globe. and that the rest of us, the 99%, are going to make up the other 49% or so. the percentages are changing. they point out a couple of well frankly american businessmen successful beating up on them. michael bloomberg his net wore jumped to 33 billion. that was a gain of 22%. warren buffett is at 58.2 billion of net worth. that is gain of 9%. they're using a study to single out world's wealthy to give them a smack across the face to be onhonest with you. jenna: be sure to catch cheryl on fox business network. if you're not sure where to find it in your area, click on

jenna: multimillion-dollar mansion in annapolis goes up in flames. nearly 100 firefighters battled the fire for two hours of the fire lighting up the sky and shutting done roadways after sparking on the second floor of this massive home. to make things even worse here, there were reportedly no fire hydrants in the area. investigators don't know yet what started the fire. rescue crews are not sure if anyone was at home. neighbors reportedly say the family was out of town but, devastating fire with a lot of obstacles. jon: how do you build a house
