increasing taxes on the rich and giving free things to at this time middle-class and working class. the republicans are saying that kind of old tax and spend is not what worked. if it had worked things would have been better under president obama. we'll cut tax rates and create more jobs and create a stronger economy, and you know, a job is obviously the best social program for everybody. and they understand they will have to do things to deal directly with the middle class and talk about boosting the earned income tax. and benefits to the middle-class and not with raising taxes. they say the way to do it is cut spending. >> a lot of observers have said that these proposals that the president trotted out in the state of the union would not have even passed the last congress when democrats held the

senate. first of all a lot of the proposals are not popular with the democrats. >> some of them are not popular with the democrats and they didn't have a filibuster proof majority in the senate and anything that it raises taxes. i kind of love the fact that democrats need to pay their fair share. they said that when they raised income taxes and surcharge as part of obama care and what is the question of the fair share? it is a moving goal post for the president and democrats, but having said that no this would not have passed in the last congress and less chance with the republicans in control of both houses now. >> the next part is political strategy. both sides were saying that the republicans and president could find agreement on the overhaul of the tax code and the president trotted out the ideas of raising the taxes on the

wealthy and free college and that is a gnath mato really republicans. the feeling was that he blew off prospect of a agreement overall. ni don't think he blew it up. there is a possibility. if it is going to happen it would happen in corporate tax reform. the big difference wants to lower rates and close loop holes and end up with revenue, not to be revenue neutral and use that money for what i say free things like free communicate college tuitition. and it is it a tax raise. and republicans are saying no, we want the traditional kind of tax reform where we lower rates and revenue neutral and doesn't give the government more money to it to spend on social reforms. >> chris, thank you. don't miss chris on fox news

new york university waited months before telling police that a student set fire on a bed with a 19-year-old girl on it. the nypd was not notified until two months later. the girl who suffered burns with the upper body was reluctant to go to the police and they respected her wishes. rebecca rosewood land and ashley is an defense attorneys. no body went to the police, at least not in the early going. the university had its own investigation and crow about the fact they expelled the student, but until now, there was no talk of criminal charges. >> john this bothers me. we live in new york and i am here now. and nyu is a massive university with 40000 students. and they do not undertake a criminal investigation and they are not the nypd.

as we told you moments ago the house of representatives passed a bill to ban the use of taxpayer money to fund any abortions. the vote comes on this the 42nd anniversary of the supreme court's decision that legalized abortion in this country roe v. wade. our shannon bream joins us. >> thousands are marching through the streets of washington towards the supreme court as they do on the anniversary of every year. roe versus wade 42 legalized

abortion. house gop leaders hope they could memorialize bypassing a ban on most abortions after 20 weeks. there were some exceptions written in. but it fell apart. some members balked. some expressed about the rape exception reporting requirement would actually require women to report that they had been raped in order to get an abortion. others worried passing that bill as one of the first priorities would send the wrong message. house leaders are pledging they are going to bring that bill back for a vote at some point but senate democrats say if they pass it there we'll do everything we can to block it here. we'll have to see. they are confident the president would veto it as well. the house did vote today on another measure aimed at cutting off any federal money flowing to abortion. the administration sent us a notice they should plan for that to be vetoed if it makes it through the senate. we'll join the if a raid march

. a health official says 70 people have been infected in that measles outbreak. the disease has spread to five states and mexico. the majority of the cases are in california. the state's health official says anyone who has not been vaccy natd should avoid disneyland where the disease this outbreak originated along with other crowded places with international travellers like airports. five disneyland employees were those sickened. a disneyland spokeswoman said it's safe to visit the theme park if you're vaccy natd. a word of warning to those
