children watching as he spoke. it is not isis. that in itself is a fact. >> instead of isis, let's talk a little bit about al qaeda. we have a fox news alert. the king of saudi arabia, king abdullah who had a long life died yesterday. his brother will be the new king. keep in mind saudi arabia is the birthplace of islam. yesterday on the news that the king died oil prices shot up 2.5%. on the heels of that you've got the news of what's going on with the top guy in yemen. >> this boiling down to a top official saying this could be the worst-case scenario. you have the president prime minister and cabinet all resigning in yemen. this was supposed to be our ally in fighting al qaeda. this was a success story as touted by the president just a short while ago and now it has fallen. >> saudi arabia is a powder keg. we know most of the hijackers are from saudi arabia. we know their government is

an ally of ours who was very disenchanted with president obama. in talks with iran they can't believe. keep in mind this saudi, sunni, iran shia. iran and saudi arabia were countering each other. major move for iran to go beneath saudi arabia and get yemen. those rebels are not al qaeda. they are iranian-backed rebels who are shia. if you look at this area look at what's happening with checkers and chess, it is a big move. >> king abdullah made it his point to try to push back iran's influence as much as possible. it is a bitter irony today that their reach is seemingly extensive. >> you've got a power vacuum. we don't know what's going to happen in saudi arabia. if you put that graphic up one more time, you can see suddenly -- saudi arabia is there in the middle.

then you've got iran's influence, influence in the capitals of iraq, lebanon, syria as well as these cards start to fall and it started yesterday with the president of yemen who had been taken captive by the bad guys for awhile. >> he resigned. >> he left. his cabinet left. which is so terrible considering that we were all sold a bill of goods. we were told by the president yemen a success story. remember this stuff? >> the strategy of taking out terrorists who threaten us while supporting partners on the front lines is one that we have successfully pursued in yemen and somalia for years. >> they are a place where the american counterterrorism strategy put in place by president obama has succeeded in degrading the threat that those organizations paid to the united states, and we intend to implement an analogous strategy against isil. >> i feel better now. >> huge difference between the state department and defense department when it comes to isis.

when you look at what's happening there, think of this. we were never thrilled of what was happening in yemen but the government was tipping us off to what was happening with al qaeda in yemen. now that government is not going to be tipping us off. shia dominated rebels who seem to be anti-u.s. will worry about themselves and possibly taking on al qaeda to take on power in that country. it is the wild west in africa. >> possibly the opportunity for more savage, perhaps attacks in the future. when you see that ground extended for iran and perhaps al qaeda a.p. same territory extended -- >> keep in mind regarding yemen which fell yesterday, that is an even bigger breeding ground for al qaeda. think about ten days ago, two weeks ago those charlie hebdo guys, where did they go for training? yemen. and it is about to get worse. >> don't worry oman is so far away. oops, it is on the border.

who's got news in politics. >> let's see if those 2016 presidential candidates do an interview with that lady. stunning development from senator marco rubio. there are brand-new indications that he will run for president. sources say that he asked his top advisors to prepare for a campaign telling them to quote proceed as if he was running for president. he hired a fund-raiser, anna rogers, a finance director for american crossroads. that's the group that was started by karl rove. talk about an impressive parking job. that is a helicopter coming down. it is landing at a target store parking lot in texas. the coast guard chopper hit a bird and needed to come in for an emergency landing. four people on board that helicopter are okay this morning. the chopper will stay in the parking lot until it is inspected later today.

he's joining us now from winston-salem, north carolina. colonel, why do you think we haven't heard from this? dempsey said the other day we should hear from the white house. >> steve, i don't think there's any winners when they release this report. it is sitting on the desk of the commanding general. i don't envy him. if he puts that -- he's going to make the decision about whether or not bergdahl is going to be court-martialed. if he says no court-martial, no punishment, i think that is a real disservice to the thousands of american men and women who served in iraq and afghanistan because most of them know bergdahl's story. if he says he is going to be charged the white house is not going to like that because that means the taliban five were probably not worth the bowe bergdahl we got back. >> the story we were told, the fairy tale at the beginning from susan rice about how he served with honor and distinction, we know that's not true. the people who served with

him, the guy who walked off post said i don't like the mission here. i'm leaving. if they don't court-martial him, there's a possibility he could wind up with a couple hundred thousand dollars because he was held as a p.o.w., benefits things like that. how will the people serving today feel if the administration and the pentagon says you know what, it wasn't so bad. we understand we're going to let him have a pass on this. >> steve, i mean i think that's such a disgrace. it would be a disservice to men and women. we have hundreds of thousands of men and women who served with honor and distinction -- susan rice's words -- in afghanistan. bowe bergdahl walked off. he said he was a shame to be an american. he got caught up by people who turned him over to the haqqani network. there is allegations he may have conspired with them may have taught them some of our techniques tactics and procedures. there's questions also about whether he was really

quick headlines now. a startling new report revealing two people died after going on rides at disney world. one death in october at hollywood studios. the other last month at magic kingdom. a spokesperson said both women passed out while on rides and later died. they believe the deaths are coincidental. after three major disappearances of flights over the ocean open the ntsb recommending new technology to help researchers pinpoint where they splashed down. they want planes to broadcast their location minute by minute via satellite. >> should the federal testing requirement of no child left behind be left behind?

a senate committee is tackling that question right now. >> are there too many tests? are they the right tests? are the stakes too what should washington d.c. have to do with all this? many states and school districts require schools to administer additional tests. >> are american children being overtest snd here for a balanced debate, i want to thank both of you for joining us. when you look at the statistics here, there are 113 standardized tests between kindergarten and 12th grade up to 20 tests per year is what some students are facing. 11th graders have on average 27 days of testing. that's 15% of the year. lisa, is this an overtesting climate for our students? are they benefitting? >> it's absolutely too much

testing. there's been a tsunami of testing washing over our classrooms and sort of drowning them. you may have heard the expression you can't fatten the pig by weighing it and i think we're starving the pig. there's not enough time and resources for actual teaching and learning because we're putting it all into testing. >> you're saying in the testing, you're choosing testing or learning. nina what's your response to that? too much testing? >> to some extent there's probably too much testing going on in our classrooms but the states required by the federal government between the grades 3 through 8 in math and reading is just one annual standardized test. we spend $14 billion a year on a program called title 1 in place to benefit low-income students and close the achievement gap between the rich and the poor. i would think taxpayers

would want to know what they're getting back in is exchange for that $14 billion and one way to do that is a standardized test in math and reading. it is similar to asking for an annual checkup. >> when you look at those statistics, 15 pb of the school year for -- 15% of the school year for 11th graders. do you believe teachers are teepg for the tests? >> some extent states and localities ought to look at the panoply of tests they have and reduce some of those tests but it is fair for those sitting in washington who are disseminating this money to also ask what is going on with all these expenditures and are they closing the achievement gap between the rich and the poor. the other thing important to note is if you are in favor of parental choice and options you want to empower families with good data. some of the tests administered are not high-quality tests. it is very important for us to have good-quality tests in place.

>> of course. lisa, final word? >> final word is this no child left behind structure we have in place has failed by its own standards. we saw more progress in improving overall achievement and closing gaps in achievement before it took effect than afterwards so why would we continue with something that has so clearly failed and caused a huge backlash. this is a test for congress to see if they're going to listen to the grass roots voices or the lobbyists and funders like bill gates. we need to dramatically reduce the amount of testing so there can be more learning in our classrooms. >> it is a big debate as it pertains to our kids' education. i think we all agree we want what's best for the kids. thank you both for being on "fox & friends." a big question after protesters tried to burn ferguson to the ground.

getting food stamps. scott walker's budget requires everyone applying for government assistance to take a drug test. listen. >> we need people who are drug free. whether it is with employment training, we're going to seek a waiver for food stamps make changes in medicaid. in each of these areas where it comes to public assistance. >> someone who tests positive for drugs would be offered free drug treatment programs. 11 states already have similar programs but a florida court found a law like this they consider to be unconstitutional. the obama administration taking aims at millions of middle-class americans by pushing a tax hike on college savings accounts. these include those popular 529 college plans that so many people are using nowadays. those currently allow parents to start tax-free college accounts for their children. the revenue from that tax hike would go to a $2,500 per student education tax credit for that so-called

storm system that could bring in the biggest snow totals across the northeast so far this season. we haven't seen much snow. we're well below average so far this season. philadelphia, new york city, boston just a couple of inches so far this season. parts of texas have seen more snow so far this season than areas in the northeast. even in alaska we're looking at a snowdrop. we have winter snow warnings in effect across some parts of texas with some areas reporting more than a foot of snow. there is a lot of moisture with this system. heavy rain is also possible across the southeast. winter weather advisories issued for parts of north carolina all the way to new york city, parts of connecticut. then we have winter storm watches where the heavier snow totals are forecast to come down across parts of connecticut to maine. those areas could be looking at six to ten inches of snow. there is a rain-snow line that could be shifting those snow totals across

local lawmakers in washington are once again trying to give voting rights to people without u.s. citizenship. but is that a good idea to you? let's debate it with corey stuart chairman of the prince william county board of supervisors in virginia and the cofounder and executive director of the accountability project. first off, let me ask you corey, do you have a problem with this? >> absolutely. i think for those of us who are neighbors to the district, it does go again to show the only thing more dysfunctional in washington than congress is the d.c. city council. this is the most ludicrous idea they have come up within a long long time. >> you have to be somewhat of a permanent resident to be a citizen. and they are doing it outside illinois. they are doing it in some sections of maryland and california. you see no problem with this? >> this is something the constitution allows. we're not talking about voting in federal elections. these are green card holding permanent residents

who are paying taxes. their kids are going to local schools. they are fully integrated in their communities. we're talking about voting in small elections in municipal regions. we're not saying voting for congress or voting for president because that is unconstitutional. this is allowed in the constitution and widely practiced around the world. this is not a strange or far-reaching topic. this is something that is very normal. >> corey you're not talking about running for president. it's been done before, and these people are on track. but was this intended with our constitution? >> absolutely not. i would agree there's nothing wrong with these people. they're fine people who have come to our country. they've got permanent residency. they have done it legally. but the right to vote is the most sacred right we have as citizens and it is a right reserved for citizens. keep in mind this, probably more than any other city in the united states, washington, d.c. is chock-full of embassies,

i.m.f., world bank other international institutions. we have lots of international presence here and a lot of permanent residents and this will have a significant impact on the vote and dilution of the vote in the district of columbia. >> these are a lot of members of the community who are on the path to becoming citizens. the problem is the citizenship process is long. we really need to shorten that process. this is a nice way to introduce them to the community that they're already very integrated in. >> norma that might be true but there's got to be incentive to become a citizen. do you agree a lot of people may lose that incentive, i can vote, i'm going to the local schools. what is the incentive to go that extra step? >> i think new citizens and people on the path to citizenship happen to be the most physically involved members of our community. let's be honest here, we don't have people lining up at the polls every single election to vote. we have a problem with voting in america.

to life. there have been examining your best selling book. you ever say to yourself, i'm an acclaimed brain surgeon, why do i need this personal anguish? >> certainly that has crossed my mind. but when i look at what's happening to america, you know, most of my life was spent trying to give life to children trying to give them quality of life. and now when i look at our nation and i understand we have $18 trillion debt and we're throwing away so many of our values, i wonder what kind of quality of life they will have. i have to fight for that. >> sure. a lot of people feel as though the president is out of touch with reality. he's afraid to offend too many people, particularly globally right now. what do you see as the biggest issues and his biggest disconnect that you would get in and remedy? >> well, i think the biggest thing is that he doesn't quite realize that government

they investigated from a hostile point of view looking to overturn what the state did in essentially exonerating the officer in the death of michael brown. we all anticipated that maybe the feds would be under pressure or be self-motivated to find some evidence there that the cop acted in a way that deprived michael brown of his civil rights. the feds have looked at it, however. they have found that the state authorities were correct that this hulking brute of a man i think the case was finished once we saw the video of michael brown in the convenience store where he menaces the store clerk and all the rest of that. and there were more videos and photos that surfaced that showed that police work is like war fighting. if you haven't done it you don't understand the pressures unless you are really introduced to the facts and circumstances in the environment that an officer has to deal with them. and i think that the fact that it led to this rioting in

ferguson is a national tragedy. there is, i have to hasten to add that there is no doubt that there is a situation where we have to understand that too many black kids are being killed in dramatic confrontations with cops, that cops have to have tasers, not tanks. the cops have to have body cameras, all of that i support. but clearly we have to understand the pressure and the dangers that officers -- as the officer in the michael brown case faced and understand it's easy for us to armchair quarterback, a lot different in their situation. >> and statistics have as well and you know this, too, that those black deaths oftentimes are caused by a black person in some communities. we've gone through those stats before. there was an article out in the a.p. and it referenced an e-mail on november 10 that showed governor nixon ordering the national guard to stand down during the riots postexoneration in terms of this

trial. what charges, if any -- >> we saw what happened. >> this is one of the most violent moments, perhaps that we moved into and then you hear now that he said to the national guard, stand down. >> could have saved a lot of businesses. >> right. i think that michael brown's stepfather could easily have been indicted for inciting a riot when he was saying -- once he heard the decision to burn this place down. i think that was clear evidence of a crime being committed. in terms of governor nixon, however incompetent he may have been as commander of the missouri national guard, that's a political question. it's not a legal question. i don't see a lawsuit there. however misguided and naive he may have been in making that decision, it's not about the courts now. it really is about -- >> he knew exactly what he was doing. >> putting more people at risk. >> let's change fierce and talk about the "american sniper" movie again being attacked by rolling stone this time. one of the quotes is this: the sniper is a move yeah whose

politics are so idiotic that under normal circumstances it would be beneath criticism. the only thing that forces us to take it seriously is the extraordinary fact that it almost exactly similar world view consumed the walnut sized mind of the president who got us into the war in question. your reaction? >> i like mike and the tybee family. good reporters generally speak. but this is also a very naive and distorted view of war fighting. i said police work and war fighting, if you haven't been there, you don't know what you're really talking about. the "american idol" movie, i haven't seen the movie i read the book. this is a legitimate story about an american hero. what people have to understand about snipers, first of all, is that however deadly and however murderous their skill, they are actually in a sense and this sounds bizarre humanitarians. why? because there is no collateral

damage. it's not like dropping a bomb on a neighborhood, you kill grandma and grandpa trying to get your terrorist. a sniper goes for the bad guy. he gets it. chris dial did it at least 160 times. and i think that this kind of disrespect and who can criticize and who can't criticize, i don't care, anyone can criticize. everybody has the right to say anything they want, whether they're in paris or in new york or in los angeles, that's fine. but i think that what people have to understand is when you're in the brutality of war you're trying to take out a specific bad operator who is going to do awful things, that that is a lot better than bombing a whole neighborhood and getting all the collateral damage. and then when these guys come home, that's what i think the book and the movie focused on as well when chris kyle character, bradley cooper comes home, they did a very effective job of people understanding that that pressure, that posttraumatic stress they're more suicide deaths among our g.i.s than combat deaths. >> he does not take that into

to kill them just as soon as they go in. what we're doing in training the free syrian army without neutralizing assad's air power is militarily unsound and immoral and it will not work. what we're doing in iraq will not work. it will take years at this pace to liberate mosul. iraq and syria are the perfect platform to hit the united states. there is no strategy to degrade or defeat isil. that's the right goal. but the strategy is not working. the president is trying to run out his time and pass this problem on to the next president and we're going to get hit. >> the next question of who could step in as president in 2016 on the gop side, we have mitt romney. rubio pretty much in overnight. who can step in and regain the position of power and influence to lead the globe? >> the person who can articulate an alternative to barak obama.

example of where we had been successful in negotiating these issues. you can argue that al-qaeda and yemen is the greatest terrorist threat, even more so than isis, which seems much more focused on the region, on iraq and syria. but al-qaeda and yemen, remember, they were the ones behind the underwear bomber who tried to blow up a plane over detroit. they were the ones who were behind the attack on the magazine in paris. the real significantance of this is not who is going to take over the government there. it's the fact that it looks like the country may dissolve into mini states little factions, in which case al-qaeda in yemen will have its own safe haven like al-qaeda in afghanistan did before 9-11. very very troubling. we'll be talking about it on sunday with the president's chief of staff dennis mcdonough, one of his top former advisors before he became chief of staff. we'll talk to him about part of the world, a dangerous part of the world that's become even more dangerous. >> let's look at what it looks

like now as you look at these maps and see how much influence iran has and how much formidable isis is. were you struck by the fact that the secretary of state was describing so much success against isis yesterday and the secretary of defense says he knew nothing about it? >> well, actually it's interesting, and it's not the first time that you've had this administration speaking with different voices, oftentimes the white house at odds with the pentagon on a variety of these issues. you're exactly right. look at that map because wointing out is iran's spreading influence because the rebels ho appear to have taken over an area in yemen, they are an iranian-backed rebel force and you can see around are considerable control in those other capitals and then don't even have on the map isis, which is a sunni group, anti-iran, but also anti-american. they've got a tremendous foothold in iraq and syria. it's not good news for the united states. and certainly the arab spring

has turned into an arab winter in terms of u.s. interest in that part of the world. >> i'm sure you're going to be talking about the president's state of the union address on tuesday night. he told the world that we're turning the page. we're moving on with terror. we're taking care of things. plus he once again rolled out his soak the rich plan for more taxes, which will be dead on arrival with this republican-controlled congress. but also he rolled out this new idea where if you want to go to community college, we should figure a way the people should go free for two years. the speaker of the house and the guy who runs the senate think those proposals listen to this are d.o.a. >> why would we want to raise taxes on people? there is no free lunch and the president wants to raise taxes because he wants to increase washington's spending. >> i'll take that as a dead. dead. real dead.

carolina. we have winter storm watches as well widespread across portions of new england. that's where the heavier snowfall totals are forecast that could exceed a half foot of snow. locally i wouldn't be surprised if we saw totals up there of up to a foot of snow as we head into this weekend. here is a look at the timing on the storm. we're going to expect the heavy rain to continue across the southeastern united states today and into tomorrow. then by overnight tonight, into early saturday morning snow should have developed already across the eastern tennessee western north carolina, up into new york city and even southern new england and that storm will continue to move out of the northeast as we head into sunday. it's really going to intensify. so keep in mind the wind could be an issue saturday evening especially. then look at this computer model. it's going to be swinging through the midwest and that system could bring more snow to the northeast and mid-atlantic as we head into early next week. we'll track that next system. let's head back inside. >> all right. thank you very much. it looks like my wife will be busy this weekend. honey, get out the shovel.

this. clearly we have a lot of working to in the society in terms of racial tension. but having a class that suggests an entire race is the problem is inappropriate, wrong, and quite frankly, counter productive. i wonder what students like myself are taking out of this course had they learn all about this negative racial tension into society. there is a lot of negative implications here. >> it seems quite unfair and wrong and pointed. have you tried to reach out to the professor? >> i have tried to reach out to dr. leebee but does he not seem keen on answering my calls which is a shame because i'd like to hear his opinions on this course because i'd love to have someone explain it to me n are you concerned that the university is not taking a stronger stand here in really trying to explain what's going on here? what message is the university sending to you as a student? >> right. so as a campus contributor for leadership institute's campus reform, this unfortunately, is not an isolated event to my

university. we're tracking this trend across college campuses nationwide. and there is plenty of examples of this type of mentality on college campuses. i just did an article a few weeks ago about a ucla law professor who calls the republican base racist, kkk members. another colleague of mine at western washington university where the president begrowned how many white kids were on campus, equated it to a failure and was trying to find suggestions to make the campus less white. then another article recently published where there was a massachusetts university, a white privilege event for mlk day. so we see that there is a large overarcing problem right now at college universities. >> there seems to be one at yours right now. we did reach out to the professor, as well as arizona state university calls e-mails were not returned as of this morning. we thank lauren clark for joining us with that. let us know what you think. the world is in chaos and
