"america's ae "america's news hq" starts right now. we begin with the latest threat from isis. world leaders condemning what appears to be the execution of one of the japanese hostages. attention is now focusing on saving the remaining captive, but as the u.s. and other nations vow not to give in to terrorism, isis is changing his demands. peter is here with us with the latest in washington. peter? >> isis wants to trade their japanese prisoner for an iraqi prisoner behind bars in jordan. the kidnappers have dropped their $200 million ransom demand

and instead want to swap their prisoner for this woman who is jailed in part for her role in bombings in jordan a decade ago. so the terms are different and a new question emerges. is this trade something the japanese and the jordanians are willing to do? the answer is not clear because japanese cabinetry says quote, the relationship between japan and jordan is extremely good and the two leaders keep meeting with each other. we're asking for cooperation between the related countries, including jordan, to resolve this hostage prices. this morning president obama's chief of staff explained that the united states is not going to get involved with a ransom payment out of fear it would fuel more kidnappings. they're not going to get involved with a prisoner swap either. now we explain the problem with the proposed trade.

>> i think that the prisoner that they want is a very high-level woman who participated in what was a devastated bombing in a hotel in aman and i understand that jordai is concerned about that. >> shinzo abe is under strong pressure to get rhett mangthe remaining hostage home safely. abe is committed to that but at the same time says he will not give in to terrorists. president obama, by the warksway, held a news conference in india today. while he didn't bring up this japanese hostage situation, he had a lot to say about the fighting in yemen, as major parts of that country are now under iranian-backed rebel control. ed is talking with the president in new delhi. ed? >> the president of india trying to make promises on trade

agreements and also an eventual climate change deal, but the issues in the middle east causing an interruption. he's saying he will go to saudi arabia. the president getting a question about the fact that the u.s. really does not know who is in charge there now, even though the president just four months ago said yemen is a success story, now the country in shambles. he insisted that u.s. counterterror efforts have not been sidetracked even though it's not clear whether we're getting intelligence from the yemenis right now to direct u.s. drone strikes. listen. >> it is a dangerous country and a dangerous part of the world. we continue to go after high-value tarkts insidegets inside of yemen and we will continue to maintain the pressure that's required to keep the american people safe. >> the president also pressed on the crisis in ukraine which is

deepening again. he noted that u.s. sanctions have worked in terms of crippling the russian economy, but he acknowledged it has not changed russian president vladimir putin's counte hasn't changed his behavior. but the president said again that u.s. military options in ukraine are off the table, signalling this crisis will continue on for some time. shannon? >> thank you. in iraq isis is running into some resistance. fighting is going on about 60 miles north of baghdad between islamic militants and government security forces allied with shiite militants. they are gaining ground of some territory against isis. what is a realistic and winnable strategy long term? let's talk about it with former military general bob scales. nice to see you. >> hi, shannon. >> i want to ask you about this

opinion peace you wrote. you talk about the way we can win this and the ways we're not going to win it but you talk about the possibility of hope. >> right now if you listen to general dempsey in the presidency this week, they keep talking about defeating idealogy. well, you can't defeat the idealogy of 19-year-old men who are infused with this radical view of the world. you have to strike them where they're weak and where are traditionally islamic armies weak? they live in rapid serialism. if you take away the idealogy then they no longer have hope that their martyrdom will enact in something good. take away hope.

don't attack hope and you will never be able to assail an enemy enemy's commitment to cause. >> so where is the key there? >> you can't do it incrementally. you can't attack hope by baby steps, which is what we're doing right now. remember, war is a test of will. we're attacking the psychology of the enemy here. you need something dramatic you need something overwhelming you need something that discourages them, you need to remove their hope for the future. you do that with a little bit better and more certain dramatic application of military force. we can do it now because isis is scattered out along the river and see these enclaves. mosul is their center of gravity of hope. if we can get the iraqis good enough to take down mosul it's like the cracking of their

psyche. we can see military success at a reasonably cheap price without putting our soldiers at risk by attacking hope and not idealogy. >> this week in the state of the union address the president asked again for authorization of use of military force with regard to attacking the islamic state, isis whatever term you want to use for it. i've heard from both sides of the aisle, we want to give it to you but you need to come to us with specifics of a strategy. so although the president keeps asking for that authorization, short of the administration spelling out what it wants and needs, the two sides can't come together. do they have a strategy? >> partial strategy, but what is the president saying in this new authorization? a key tenant is the soldiers couldn't engage in combat. that just flies in the face of what you and i just talked about. if you only allow the soldiers under these new rules to do non-combat defensive function how are you ever going to

sincerely take the battle back to the enemy? republicans, on the other hand, are saying, do what you want mr. president, but don't tie the soldiers' hands by statute. use rules of engagement. use policy. use orders all the traditional means, but don't have a soldier restricted from taking the fight to the enemy by a law. that is absolutely the wrong way to approach this problem. >> really quickly because we literally only have seconds. how worried are you about the situation in yemen where the president sat down and we have rebels not al qaeda linked, but possibly iran-backed running the show? >> it's over. it's over. this is syria in 2011. their network is collapsing, our abilities to use drones are off the table. our many friends are basically running away from this. no aq wins this and so does iran sadly. >> general, thank you for your insights and i encourage folks to read this in the "washington post," i think it was on the

23rd. turning out in egypt, deadly clashes between police and cairo. at least a dozen people are dead, a bomb also exploding at a police station. the protest marked the fourth anniversary of the 20th uprising that toppled the president. john kerry arriving in nigeria this morning just as there are reports of another attack by the extremist group boko haran. kerry is in nigeria's commercial capital of lagos. that's about 1,000 miles from the village where they had this latest attack. we're told dozens are dead there. over the last six years, boko boko haran extremists have killed at least 10,000. >> i don't spend time on my

>> we've got the fight between the president and congress who wants to levy more sanctions on iran, so this plays to boehner's position as well. >> it certainly plays to boehner's position but it also plays to positions of the senate and democrats in the house who have deep, deep misgivings about the policy with iran, especially with great unrest in the region and special as iran is making power plays outside their sphere of influence. as that's going on you have democrats in the senate and the house who say to the administration, this is not the time. this is not the time to have open-ended conversations with iran, this is the time to deal with what netanyahu says and bring down harder sanctions after the fact. so boehner is covered. whatever the white house says, there are plenty of democrats who are closer to benjamin netanyahu's side than they are to the president. >> and the potential 2016 contenders, they don't want to miss this opportunity, either. we have a little bit of sound from former texas governor rick

perry, potential 2016 contender, talking about this in iowa of all places. >> of all places. >> when peace talks between israel and the palestinians fell hard, did we stand with our greatest ally? no. unnamed administration sources were quoted attacking the israeli prime minister. and i might add the secretary of state compared israel to the apartheid regime of south africa. >> i got to say that's a different version of rick perry. at least in the beginning we knew he was recovering from back surgery and having all kinds of issues when he ran last time, but he's pretty fired up. a lot of people fired up in iowa. >> here's the thing. foreign policy divides republicans in large part because they're a more libertarian wing, more interventions back and forth. the issue of israel however, becomes a social issue. it's an interesting thing. the voters to whom rick perry was speaking in iowa were largely evangelical christians.

guess what they have in common? they see the primary region and they are superior to support that nation. if you want to talk about former policy, it's over here but if you want to talk about israel, that's front and center for the social conservatives rick perry was talking to. >> there were some people who decided not to go to that gathering, some big, big names who are potentially running. for the socially conservative faithful, most of them were there. i got to say, though, saw a lot of the speeches some better than others. but the thing that struck me this morning across the board in mainstream media, tons of headlines about scott walker the wisconsin governor the true conservative folks on the inside, they love this guy, they think he's a contender. there were questions about whether he was right for the presidency, but i won't name the other networks because you don't watch those or papers you might read. but across the board, it was like they were discovering scott walker for the first time.

>> i'll put it to you this way. the four republicans the fact that mitt romney and jeb bush are engaged in what could be a very costly very damaging fight for the establishment crown, that creates new dynamics in the race. and somebody like scott walker who not only hits iowa but goes out for the more libertarian wing, part of the koch brothers wing in north america, he can come through in between where the social conservative lib libertarian post, if he can right those two legs of the stool, the republican establishment has picked every nominee since 1980. the only way that's not going to happen this time is if the other two branches of the party can unite behind somebody. walker represents the kind of candidate -- the kind of candidate -- who might do that. >> you and i will spend time in all these places.

raising concerns following an already blustery weekend. parts of pennsylvania got nine inches of snow saturday. if this next storm develops as predicted, north of the city can be slammed with blizzard-like conditions. and the midwest may be slammed with more than a foot of snow. janice, all the details. >> we're going to call it a blizzard because we have blizzard watches from new york city all the way up to boston meaning that conditions are going to be impossible impossible to travel. i would say starting monday late afternoon into the overnight into tuesday. and part of the reason is we have our first main ingredient. this is a clipper system moving across the ohio river valley bringing 4 to 6 inches of snow, but it's what happens when this clipper system moves off the coast and interacts with the atlantic moisture and the cold air that is going to plunge southward. so let's take a look at it.

this is 9:00 a.m. monday, so d.c., you're getting the snow. philadelphia new york, long island up towards boston this is overnight on tuesday. still snow flying and the system deepening, again, as we head into tuesday afternoon still with us for philadelphia, new york boston portland. boston this could be a huge event for you, over 3 feet of snow is not out of the question here. and conditions could be catastrophic. the national weather service out of boston is trying to make sure all of their residents need to be prepared. you need to make your preparations now. so blizzard conditions easily 2 feet or more in all of the areas that you see shaded in green, and then wind gusts over 60 miles an hour. we could actually see hurricane force wind gusts. shannon, this could be a historic storm, top five for new york, certainly top five for boston. d.c. a few inches of snow but still could be quite debilitating for that city. we'll keep you posted.

jailed because of his christian faith. so what did the president have to say? joining us now, his wife and the director of injustice. they have been working on his release as well. so gloodood to have you back with us. what can you tell us about the meeting? >> thanks, shannon. it was a great meeting. for me it was a miracle. i tried for two and a half years to meet with president obama or at least get a call. i know because of nuclear negotiations, the administration has been careful not to say things or have meetings that might upset the iranians. to me it was praying to god who is the king of kings and lord of lords and not having any real connection or any way to control what the president does, just seeing how much the power of prayer and the access we have to god who controls or has the hearts of kings in his hands

that directs us when we pray and the access comes from the division of sentry of jesus christ tochlt me christ. to me that was the miracle of the meeting. we prayed and it happened. >> your faith has been so, so strong and i know something that has sustained you and your children through much of this wait. and jordan you have been fighting on his behalf. how possible was it that the president would sit down and work this out with sayed's family? >> this happened within 48 hours. saw the president would be in her hometown, this is where sayed lives with his children, let the president see this was real. that's the first thing. it's not just a talking point it's not something josh ernest talks about during press conferences. this is their hometown to see that community. the second thing, it has encouraged the staff. after this meeting, the state department and the white house

staff has this kind of renewed interest and also just encouragement on their own part of the one of the state department officials said i'm really excited about this. it's totally changed the way our government is moving forward, so it helps with momentum and it also reminds our leaders these are real people who are in prison there. it's not just something with the nuclear negotiations. this is a real family with young kids. >> can you tell us any update on your husband's condition, how he's been? >> he's still suffering in one of the worst prisons in the world with one of the worst conditions. he still has a lot of pain. of course, the nutrition and the condition of the prison is horrible. but he has a lot of hope. he's holding onto his faith and he's heard so many people are praying and taking action, and that's really giving him a lot of hope to continue and hang in there until we can get him home. >> jordan this is all playing out as we repeatedly discussed against those negotiations for iran's nuclear program.

how much leverage do you think the u.s. has at this point to be able to use it to get him and others out of iran? >> that's right. we believe it's key because if these negotiations are not successful or they come to an end and the u.s. has given all the sanctions relief, and people talked even about the idea of ransom. we almost started giving iran 700$700 million a month. that was not something that used to take place when americans were in iran. this led up to the petition meeting with her. this is going to be up to the government at the end of the day, not the americans doing our bidding behind the scenes. this is the key time. we know july is this extension, and future administrations, we don't know if they'll continue this relationship with iran so this is a very key moment to get these americans home, not just sayed but the "washington post" reporter and levinson to locate him. >> i know that our viewers

tens of thousands left without power in southern california after the powerful santa ana winds whipped through the area this weekend. some of them topping 89 miles an hour downing numerous trees power poles even a billboard. will carr is in los angeles with an update on the cleanup. hi will. >> hi, shannon. the winds brought a gust of a small hurricane at times. in this video, you can see a white pickup pulling out of a parking spot, and seconds later you can see a huge billboard come crashing down. it ended up crushing two parked cars just like tin cans. nobody was hurt, although if it had been seconds earlier, it would have been a different story. listen to the owner of one of the damaged cars. >> fate is fate, and none of us get to decide and i'm glad that me or one of my family members weren't inside. >> well, the sign is giant.

we're talking about 20 feet across 40 feet high, it's double height. and the i-beams are metal that were attached to it and they completely bent over. >> reporter: elsewhere santa ana winds uprooted massive trees. they tossed them around like toothpicks, smashing power poles. at one point they knocked out power for 60,000 customers in southern california. the santa ana wind pushed through mountain passes during winter. on saturday they went through a mulch fire at a green company. the winds shouldn't be as strong as yesterday, but there could be gusts up to 55 miles an hour. shannon? >> thank you very much. admirers gathering to remember iconic british leader winston churchill who died 50 years ago today. a series of events taking place worldwide to pay tribute to the

potential 2016 gop contenders who spoke at the iowa freedom summit this weekend. he's got a hit tv show and high-end properties all over the globe, and while he clearly enjoys the speculation about making a run for the white house, there are plenty of people who never really do it. i sat down with the ceo of the trump organization to talk about that. >> people say it's a publicity stunt, they don't take it seriously. they know you have a gift for staying in the headlines and for really sort of the midas touch with a lot of things you touch extremely successful. but they don't think you're serious about this. >> i am totally serious about it, and i'm looking at it so seriously. to the extent that a lot of my time up here is spent thinking about that. i look at the country i see how we're doing, we're not respected by anybody. the whole world has blown up around us and we've caused so much of that with what's happened to the middle east, et cetera, and you just look at what's happening. the job numbers are totally fictitious numbers. the real unemployment, the

people who can't get jobs are taken off the role, so they're considered unemployed. i think the real number is probably 20%. and rich people, frankly are doing very well. i'm doing very well. if you're rich, you're doing very well. if you're middle income or you're not rich at all, you're doing very poorly in this country. and something has to be done about it. >> so i asked him about how he's wooing iowa's very politically savvy voters and why he decided to go to this event held by john king who has been under fire for some of his comments on immigration. here's what trump told me on that subject. >> you have to close up the borders. right now people are pouring through those borders, pouring through. if you come from europe if you come from asia if you're number one in your class at harvard, you can't come into the country. i get people calling me all the time, begging, can i get there from hong kong they're a great student, went to a great university, went to the wharton school of finance. they get thrown out of the

country. but if you're from other places you just walk across the border. and if you have disease, if you have problems, if you have criminal records if you're a killer, you know, they're not letting their best people come. you know one of the hardest countries to become a citizen of is mexico? mexico, it's almost impossible. but it's like a railway system going right into the united states. keep going fellows, keep going. so we're getting people that are killers, we're getting people that have tremendous medical problems, we have people that have language problems. languages which we don't even understand. we have people in this country and we have languages that are coming in from various parts of south america that we don't even have people that understand what the language is. and this is what we're getting. but if you come from europe, you can't get in. if you come from asia you can't get in.

i see beautiful highways and i see medians like nobody has ever seen before. just euphorically, they're made out of gold. then i come back to the city and i ride over potholes and bad roads and disgusting roads and airports and bridges that are falling apart. you've seen the same reports that i have, they're dangerous. they're collapsing. and it's very, very sad. i'm strong on the military. we have to build up the military. they want to tear down the military. this is the time we need the strongest military that we've ever had because the world hates us, and they want to do something. so more than anything else i love the country and i want to make the country great again and will make a decision before the middle of the year. >> a lot of us think that you would change up the conversation and breathe a lot of interesting life into the campaign. let us know.
