"special report" is next. we begin with a fox news alert. a video claiming to be from the islamic state warning that quote, nightmare has just begun for japan. the group apparently releasing a new video today that reportedly shows the beheading of japanese journalist kenji goto. films of the background that have become all too familiar. good evening everyone. i'm arthel neville. welcome to america's news headquarters. >> hello i'm eric shawn. calling itself a, quote entire army thirsty for your blood. this as the white house is condemning this latest beheading and calling for the release of all remaining hostages.

we're told that they are holding an unnamed american woman. the militant group also still holds that jordanian fighter pilot. earlier this week isis threatened to kill him unless a woman terrorist on death row in jordan was released. jordan agreed but only if they got proof the pilot was still alive. so far, there is no word on his fate. catherine herridge has been working her sources and joins us now from washington. he would be the seventh western hostage murdered if this is confirmed. tell us a bit more about that horrific tape that you saw. >> reporter: at this hour, the u.s. intelligence community is aware of the tape and reviewing it and seeking to authenticate it. i would emphasize we have never seen a fake tape from isis in the past and also within the last hour the japanese prime minister has been on their national broadcaster saying he is very sorry on a personal level for the execution. so that would seem to be

confirmation on its face. this videotape, i've seen all of these videotapes that they've released, really since late summer last year. there is some elements of this that really jump out at me. i think first and foremost, it's quite short. just running over a minute in length. and it also does not make any reference to the demands that have been aired on social media throughout the week. there is no mention of the jordanian pilot. there is no mention of the al-qaeda suicide bomber in jordanian custody and no mention of this $200 million ransom request that was not answered. at least on its face the tape seems to suggest that it may have been recorded sometime ago and what we've seen play out in the last week is a rather twisted effort by isis to maximize the problem banda value when -- propaganda value when it seems the hostage has been dead for some time. >> they're just so cruel and

heartless, without soul, to have already killed him and then as you said, just played us in this whole effort to apparently try and negotiate for the hostage's release was just a bluff. >> let's lay out the data for people. about a week ago we obtained an isis tweet here at fox news through a counterterrorism source and this is an account that is deemed highly reliable or credible by the intelligence community. that tweet specifically said that the deadline had passed for the $200 million ransom and that both of the hostages had been killed and that the video was being sent to production. what we saw from isis in the last week is when they made these demands with the remaining hostage, it was always just a photo of him with an audio recording over top. there was no moving video like what we saw today. and significantly what seemed to be holding up the process was

this proof of life for the jordanians that their pilot was still alive. and certainly what i've heard privately from my contacts is that it's entirely possible the reason there was no proof of life is because either one, the jordanian pilot is already dead and the jordanian intelligence officials suspect as much, which is why they were so adamant about the proof of life, or in fact, what you have within isis is you don't really have a clear command and control structure. so on one hand there is a group holding the japanese hostage. there is another group that's holding the jordanian pilot, but they're not really operating in sync. there is some operation within the group as to who is in charge. >> finally, we've had this horrendous deadly string. what comes next? how do we know if he's alive? and there are other hostages, including that american woman. >> there are a handful of hostages that remain, in addition to the american we believe there is also at least

one other european. what this episode has done, unfortunately, is that it is shown on some level that some governments are willing to negotiate with this group to try and obtain their nationals. counterterrorism analysts have said that this episode was really meant to do two things -- or rather three things. one, it was meant to send a message to the jordanian government about its involvement in support for the coalition. number two, it was meant to send a message to countries like japan who have been on the fringe of the coalition that they really need to stay out. and number three it has clearly achieved its goal of getting isis back into the headlines in a very horrific way. >> thank you for your deep insight as always and your analysis of what is going on. so tragic. certainly we all hope it eventually stops. thank you. >> you're welcome. some background now on kenji goto. the 47-year-old japanese

freelance journalist was captured by isis back in october. he traveled to syria to try to secure the release of his colleague on january 20 isis released a video of the two hostages demanding $200 million. but just days later, the terror group killed the first journalist and goto converted to christianity in 1997 a little bit more on kenji goto. we want to bring in now congressman peter king. he is a member of the house homeland security committee joining us on the phone. first of all, do you have any further word on the authenticity of this video at this point? >> there is nothing i can say other than all the evidence is as catherine herridge said, is that this is a real video that he has been executed. i strongly doubt that the japanese prime minister would come forward if there was any doubt at all. so we have to assume that the

tragedy has gone forward and that he is dead and this is one more savage act by isis. >> one more brutal savage act for sure. and besides your sentiment to the goto family, what was your fiction reaction when you heard this? >> i just can't imagine what it must be like for a family to go through this. any death in the family is horrible. there is always a certain amount of anguish obviously. this is so horrific. having it done on the world stage, to be dragged out week after week month after month. and also to realize the brutal nature of the death and what must be going through their son's mind, their husband's mind father's mind, over the last several weeks and also to realize they could have been playing the family and the world along for the last week, that he may have been dead a week ago for all we know. again, the horrible nature of the murder is absolutely

horrific and again it's a further wake-up call we needed to the world and to america that we're not dealing with human beings here, not dealing with people that you can negotiate with or people that there is reasoning with. these are just brutal savages and the only way to stop this is find them ask kill them. there is no way they can be reformed or changed or negotiated with. >> how do you find them? we had k.t. mac farland, very experienced in the military. she says listen, put a bounty on their head. you don't give them $200 million, them being isis. you spread that money in the community there and say, you want this money? then you turn in jihad john. is that the approach or is there a better strategy? should there be a new strategy in this fight on isis? >> i think there could be several strategies. i agree with kt. i think bounties can work. it should be tried.

we should attempt that. but also one of the problems with us pulling out of iraq the way we did and also the fact we have no troops in syria at all, we have very little intelligence presence on the ground and we really are not close to what's happening over there. we have to be able to get intelligence assets on the ground in iraq. that's difficult to do without some level of military support. so i would say this is another effect, bad effect of our troops being withdrawn too quickly from iraq. if we had a military presence there, that would give us more of an intelligence presence and those assets could enable us to have a better chance of finding out what's happening. but that, plus the bounties, plus again working with countries in the region to find out whatever we can whatever sources they have. but again it's generally u.s. intelligence using assets. it's hard for us to get assets when we don't is a real military presence there. >> congressman, you're a man of action. what's your plan of action when you show up to work on monday

morning? >> our chairman is very strong minded. i believe we have to make it clear to the intelligence community we want a full report. i'm not saying they're not doing the job. they need to tell us exactly what they're doing what are the possibilities there are to make sure there is nothing they're holding back on and it's essential we do all we possibly can, use whatever leverage and power we have, but also we have to get -- we believe we have to -- i believe we have to get intelligence people on the ground. we have to get people there find sources, and right now it's very difficult for us to do that due to a lack of a military presence. >> congressman, appreciate your time and your analysis and we will see you again. thank you for staying on top of this horrific situation there in this fight against radical islam. >> thank you and eric. the latest tragic episode that we have now witnessed increases the debate about negotiating with terrorists.

this as jordan and japan's apparent talks said the japanese foreign minister a deadlock. the white house is defending its decision to exchange five prisoners for beau bergdahl. that after one of the men was intercepted making telephone calls to the taliban. the white house says it does not consider the taliban a terrorist group. instead they call it a quote, armed insurgency. molly henneberg has more from washington. >> reporter: defense officials insist that five taliban leaders released from the guantanamo bay prison last june to the country of qatar have not rejoined the fight against the u.s. even though one of them made phone calls to his taliban contacts in afghanistan, phone calls that were intercepted. the taliban five as they're called, were swapped for army sergeant beau bergdahl last year. a deal the white house says it does not regret. but some republicans said then and say now it was a bad idea to let those guys out of gitmo. >> to expect them not to go back

in the fight, for them to somehow to undergo some conversion is just damned foolishness. additional american lives will be threatened because if these people which they most likely will as 30% of the others have been released, will pose a direct threat to american men and women serving. >> reporter: the qatari leader promised president obama that his country would keep tabs on the men through the end of may. then they'll be free to leave qatar. for now, the obama administration says there are ways to monitor what the taliban five are >> we remain confident, as we were when we sent them there that the assurances we've received are sufficient enough to help us mitigate any future threat that these individuals might pose. >> reporter: the white house and pentagon stopped short of calling the taliban a foreign terrorist organization. instead referring to them as an armed insurgency that uses terror tactics. senator mccain says this is an example of the president's quote, obliviousness to the

things that are happening in the world. eric? >> thank you. arthel. let's turn to america's election headquarters for now. a closer look at the evolving landscape in the 2016 race for the white house. mitt romney announcing he's out before he ever got into it. and plenty of fellow republicans jumping in with their praises of romney. so who will take his slot as front runner? romney advised the party to find fresh blood if they are to beat the democrats. peter doocy is here with more from washington. hi peter. >> hi. the decision to drop out we've learned, actually came last weekend and mitt romney spent several days thinking about it and sticking to scheduled events, like a long-standing commitment at mississippi state university. at that point he then went public with his decision and here is how he explained himself to supporters on a conference call. >> i believe that one of our next generation of republican leaders one ho may not be as

well-known as i am today, one who is not yet taken the message across the country one who is just getting started may well emerge as being better able to defeat the democrat nominee. >> reporter: there is more. from a source close to romney who says, quote, mitt believes this is not about him being president. it's about the presidency being in the right hands. the first look at the gop leader board with romney out of the picture reads like this based on recent fox news polls. scrub bush 15%. huckabee and rand paul, 13% apiece. ben carson 10%. and then governors scott walker and chris christie in single digits. romney endorsement now becomes a hugely coveted piece of political capital. so far romney has spoken by phone with jeb bush and sat down for dinner with chris christie and that's just in the time since he told the world he's not going to be the 45th president. as for democratic reaction it's been a mixed bag. you got the 2012 obama campaign

political consultant and president of basil smichael associates. tammy, i'm going to start with you. there was some article earlier floating around that the dems were beating the gop in the divide and conquer game. do you believe this or is this pretty much a smoke screen because the dems basically have one basket? >> yeah. you're going to hear that the republicans are all fighting with each other and they're all getting mean and it's all divisionary. the fact of the matter is is that the mortallent, the better. i'm excited about this. also the rules were changed for the gop. the first debate is in august which means we are going to have the serious candidates who will be up at that point. i think this is fabulous. everybody who is running they're serious. they appeal to a certain group of people. it will be very exciting to see who comes out of this. already we have some surprises like carly fiorina and scott walker. so the field is clearly opened up. i think you're going to see an approach with some very serious men and women who know that they don't want to rip each other to

shreds and don't have to because we've got something large at stake here. >> basil, let me bring you into this conversation because there is going to be a natural pruning process, if you will. so i ask you, what is it that the democrats can do or should do while this takes place? >> actually i think what the democrats should do is what they are doing. i think they're establishing networks across the country, getting into a lot of those early states. they're looking at fundraising. they're actually taking a lot of the obama strategies and sort of implementing it in the 2016 context, trying to get young people motivated and back out to the polls because historically a lot of first-time voters don't come out in successsive elections. i think it's really trying to bring back a lot of the original sort of obama voters and let them know that this is going to be an extraordinarily important election and going to tammy's point, if hillary is indeed a candidate and she does become the nominee, there are a lot of

folks that want to see more of a primary. so i think part of the democratic strategy is convincing folks that even if we don't have a strong or contentious primary season that this is still an important time to come out and vote. >> tammy, listen you made a good point, you're saying the more the merrier so people have a choice. of course, i believe what you pointed out that you think that the republicans are going to do the republican -- going to do their best to really not get each other so bloody that it turns off the entire party or regular people. are there any land mines that the republican candidates need to watch out for 'cause it's going to be this type thing where you got to appeal to the conservative base to win the nomination, but then you've got to turn it and appeal to the popular voters. >> look, i think that the big danger is somebody who might be seen as a bully who gets all of the press.

the legacy media will focus on negatives or even make stuff up, even before mitt romney dropped out, they started talking about some of the property he had purchased. so i think we have to look out for that. but the pack of the matter is these candidates just have to tell the american people, which includes the republican base what they stand for. and look, basil hillary, if she thinks she's going to waltz through and maybe she will be just given the crown for the primary, but when you're not used to competition and if she doesn't want competition, that's going to be real tough in the general. she's not going to be prepared. >> i think she is very used to the competition. look at the 2008 prosecute primary. >> she blanked. >> i don't think she blinked. >> she did. >> that was contested n they were tied at the convention. >> primary season -- >> basil, they were tied at the convention and she blinked in front of barak obama. that's not going to work. >> she is battle tested. >> where? >> she's already getting -- >> in the shower? where is she battle tested?

claiming to show the beheading of kenji goto. >> the united states is working to confirm the authenticity of the video. the japanese prime minister saying that he is left without words when he thinks of the grief of the goto family. he added that the japanese government did what it could to get his release. there is still no word on the fate of a second hostage for the jordanian pilot the militants threatened to kill him on thursday unless jordan released an al-qaeda prisoner on death row. conner powell joins us live from our middle east bureau with more. conner, first talk to us about how the video compared, this one compares to previous isis videos. >> reporter: this video is very similar. it has sort of all of the previous hallmarks of isis video, particularly the execution videos. the biggest difference is that it's a very short video. but it has the same sort of -- shot in the same manner.

most importantly has in this one minute long video it has the british voice of the executioner who oversees this. he has been present in almost all of these videos always talking. in the video he also threatens japan and says because of their unwinnable war and what he calls against isis, there will be more violence seen upon japanese citizens. kenji goto traveled there to help free another japanese citizen last year. isis originally demanded $200 million to free him. but in repeat days, there was a deal that looked like might actually come through where jordan would release an al-qaeda linked prisoner and then isis would release a jordanian pilot who they held hostage and goto. but that deal seems to have collapsed in the last 48 hours or so. one thing that's important to remember about this video, it's not clear when it was shot. the deadline for this deal, according to isis, expired

thursday at sundown. we haven't heard anything from isis since then. so there was some hope that maybe goto was still alive and that the pilot is still alive. but right now it is clear that he was killed in the last 72 hours. is this pilot who nobody has seen any proof of life and that was a big demand by jordan, the big question is is he still alive. >> conner powell, thank you very much for that update. we go to eric now. >> for more on the latest beheading, we have our middle east journalist and fox news journalist. this continues to be so offensive. so repulsive, so horrible. that's what they want. they had these negotiations that conner told us about. what went wrong? >> the only way that this could have went right is to basically furnish the demands of isis or any other terror organization. what do they want? ransom money which would make them richer and we already know that's a problem. or they would want a swap which would make them richer in terms of their terrorist stockpile.

we don't want to feed into that. that's why we've had a policy in this country, both democratic and republican presidents agreeing we should never negotiate with terrorists. the problem or issue that we really want to avoid with the video like this is not allowing this video to now monopolize the face of global terrorism. we allowed that up to now. the headlines are always about isis. we're believing that this war on terror is contained to isis, to syria, to iraq and that's not the case. this is global terrorism. we do not negotiate with terrorists whether they are the taliban, whether it's al-qaeda, whether it's isis, whether it's hezbollah, whether it's the iranian regime that this president is trying to strike a deal with. >> the state department doesn't classify it as a terrorist organization and that's the white house reasoning for the beau bergdahl swap. so what do we do? should we negotiate with isis? should we change that policy or keep ours? >> absolutely we keep our policy because look at the results of when we do negotiate with

terrorists. they are going to repeat these actions over and over again. if we go back to the taliban while we're busy talking about the designation of whether or not the taliban should be on the terror list, they go forward with their agenda. look at the gitmo five that we released. already one has been caught communicating back with the taliban. what does the pentagon and white house say this week? they say that we believe that they are still in qatar. we believe that they have not gone back to the battlefield and what they should add to that sentence is that they haven't gone back to the battlefield yet. we already know they're communicating and that we're allowing when we swap these terrorists out, when we're -- this is human currency. they're asking for their terrorists back to replenish their stockpile of top, top terrorist leaders. >> it is so tragic and it continues and they have other hostages. let's read to the statement the president just releasing. we're getting this from president obama. quote, the united states condemns the heinous murder of japanese citizen kenji goto by the terrorist group isil.

he courageously sought to convey the plight of the syrian people to the outside world. our thoughts are with mr. goto's family and loved ones and we stand in solidarity with the prime minister and the japanese people denouncing this bar barrack act. we applaud japan's steadfast commitment to furthering prosper and peace and for its assistance. standing together with broad coalition of allies and partners, the united states will continue taking decisive action to degrade and ultimately destroy isil. that a statement just moments ago from the white house by the president of the united states on this latest barbaric act. lisa, your reaction? >> it's obviously tragic and that's what the president will convey in all of this. but what we'd like to see is that there is a comprehensive a united front not only with the u.s. and its allies but right here a nonpartisan look at

it out 2016. but the former presidential nominee was the clear early front runner. but does that mean he would have had a chance on his third go round? our chief congressional correspondent for the washington examiner is here. do you agree that perhaps mr. romney decided that he could not have made it to the end? >> i think governor romney thought he could have won the nomination. in other words, he felt he was the best candidate amongst the possible candidates out there to secure the gop nomination. i also think he feels he could have round up enough donors to get there. but i think the logic in what the romneys were thinking was that there would be a bruising fight between republicans all vying for the nomination and if he did win it, he would arrive not in great shape after this bruising battle versus a likely candidacy from hillary clinton who wouldn't have gone through the same effort and with a have come into the general election period relatively unscathed.

i think that's the scenario that the romneys decided was not in their favor. i don't think they were looking long-term, what a general election would be like. i think they were really focused on could he win the nomination again? he had the money. he certainly had a lot of support around him. he has a desire and the confidence that he was the best man for the job. but i think he was relying on what happened the last time around where there was a very bruising fight and it cost him, he thinks, the time and the money that he needed to really battle an obama can did city. i think they saw a repeat of that. i think that's really what was driving the romney camp to say no to a third effort. >> governor romney is a smart man. he's a great strategist and now speaking of strategy people want to know who governor romney is going to throw his support behind. he's already given a shout out to the next generation of republicans. who is it going to be? >> that was a really interesting comment he made because you would think well, he'll just get behind the most likely

nominee who right now everyone seems to think would be jeb bush. he's leading a lot of the polls. not all of the polls. but others think governor christie is someone who that romney camp supported. i know from talking to people in the camp romney that christie has been a favorite of theirs. and that's a possibility. but it's also possible that further down the line he will eventually come to support jeb bush if he's rounding up support from the rest of the mainstream gop donors and backers. but he did make that really interesting comment arthel about somebody new. that is not really christie and it's not jeb bush. >> no. >> it would be one of these lesser candidates. could be a rand paul. could be governor scott walker. any of these possibilities could be it. >> if governor romney comes out directly plain and simple and says, i put my support behind x, y or z this specific candidate being one of the new and upcoming young steres in the republican generation, how much

of an impact with that have on their candidacy? >> i don't know if it would be that influential simply because romney lost the general election. so how influential can he be at this point? let's look back to 2012. senator mccain's endorsement didn't necessarily help romney at all in his campaign. so i think -- i think that was one of the more interesting questions, arrest they will. does romney endorsement really help a candidate? i think it depends who the candidate is and if he's endorsing someone like a scott walker or a chris christie, it would be kind of expected that he would. it would be unusual if suddenly he decided to endorse jeb bush 'cause we know there have been a rivalry there. i think the help that he can give a candidate through endorsing them is rather limited just based on the fact that he was not able to win by a long shot in 2012. >> i know you will keep an eye on all of it and we will talk to you again soon. good to see you.
