daily blogging after 15 years. and what it means for the business. we're back here next sunday 11:00 and 5:00 eastern. check us out with the latest buzz. the fox news alert. right now more than 3 million people sfwr from des moines to cleveland are in the path of another powerful winter storm that is on its way east. the storm is expected to leave behind more than one foot of snow or more. and could affect super bowl parties planned for tonight and make for another messy start for the work week. hello everyone and welcome to "america's news headquarters" i'm eric shawn. >> and i'm arthel neville. people in the midwest are expected to see the worst of the storm around game time. gusts of winds up to 40 miles per hour. and visibility and snow drifts. after that the storm moves towards new england, potentially delivering yet another blow to

folks still clearing out from last week's storms. we have live fox team coverage, meteorologist janice dean tracking the storm live in the fox news weather center. but first we're going to send it over to brian who is standing by -- brian? >> hi arthel. this snowstorm has you said is large and unusually slow moving stretching from nebraska to maine, close to 100 million people could be affected. you're looking live now at chicago. where it's been snowing since last night. the city expected to get hit hard. a blizzard warning in effect from 2:00 p.m. to midnight today. the real heavy stuff is on its way. they're expecting 10 to 14 inches. whiteout conditions and those heavy winds. the storm causing more than 700 flight cancellations. that's more than half of all flights offered out of chicago's o'hare and midway airports according to flightaware.com. of course now you're also going to be looking at cleveland and detroit. this is live pictures. this storm hitting the midwest
9:02 am
today from cleveland to detroit. of course, on super bowl sunday and that has officials concerned about dangerous road conditions for people driving to and from super bowl parties last night folks hit the stores preparing for both event. >> i walked in at 11:00 in the morning, there was lines, there were people everywhere. it was crowded already. everyday items for people worried about the snow and all the stuff for the pearces for the super bowl. so sold out pretty much everything. >> we care about the snow, but the football game is where we're rooting for. >> it's more important. >> it's more important. >> mm-hmm. >> well, speaking of patriots starting late tonight through tomorrow the new england area could get another foot of snow on top of the already two to three feet of snow dumped by the blizzard earlier this week. this additional snow could make it harder for snow clearing efforts. they've been using dump trucks out there it snowed so much. looks like we're going to have a press conference from new york
9:03 am
city mayor bill de blasio later this afternoon. and i'm sure janice d. can tell us what we can expect in the next 24 hours. >> oh, yeah, for sure j.d. is definitely on top of it. bryan, thanks so much. >> for more on the path, here is meteorologist janice dean. how bad will it be? >> it's bad because it's affecting more real estate than the last storm system. 100 million people in the path of this storm. watching it rye now chicago, into a blizzard warning for the next 12 hours. where we could get upwards of a foot of snow, with blowing snow conditions. so people are urged to stay inside. there are some of the snowfall totals. this is the forecast total looks like around 10 inches snort of the city could get higher amounts. could see a foot or more in detroit. cleveland 7 inches and buffalo 9 inches. then this storm makes a beeline towards the northeast. so as i mentioned really dangerous for the chicago area, blizzard warning in effect until 12:00 a.m. tonight.
9:04 am
overnight tonight with wind gusts, 340 miles per hour. tomorrow this is where i'm concerned. not because we're going to get a jackpot of snow across new jersey, or new york, but because we're going to see a mixing and the potential for ice on the roadways. some of the computer models are showing up to half an inch of ice in the new york city area during the rush hour. which will make travel next to impossible. so that's 11:00 p.m. tonight, you see the snow working in to new jersey, long island new york, up towards connecticut. and massachusetts. but look at this right here. that pink area. that's freezing rain that's ice. accumulating on the roadways and the power lines. so mayor de blasio is going to give us a press conference and probably going to talk about the fact that we have an area of high risk for the new york city region not just because of snow, but because of the risk of ice. then an all-snow event for new england. in some cases over a foot for the areas that received over a foot last week. that's going to cause some major concerns obviously. there's one of our forecast models. i think this is keeping us
9:05 am
honest here around five inches. however, the mixture of freezing rain or ice is going to cut back on the snow totals but it's going to make a very dangerous commute tomorrow morning. so be prepared across jersey up towards long island new york city connecticut, definitely places north of that. that's where we're going to get the snowfall amounts over a foot is very much possible for the boston area. and then it's going to be very cold. so we're going to get a mixture of freezing rain or ice for the new york city area and jersey, all snow event for new england but then it's going to get very cold, so any moisture that's on the roadways we're going to have a flash freeze. so this is going to be a big concern as we head into the new work week for the northeast. but, you know make no bones about it, this is a storm that's going to affect a huge portion of the u.s. tonight tomorrow and into tuesday. back to you arthel and eric. >> we'll have to be really careful. arthel? >> japan vowing to hold isis

9:07 am
do more to rattle islamic state fighters and make these kidnappings and beheadings more difficult or impossible. in fact some republicans this morning calling for american troops to be sent to the region. >> the president has the right goals to degrade and destroy isil. an american campaign is not going to destroy isil. you're going to need boots on the ground not only in iraq but syria and there's got to be some regional force formed where an american component, somewhere around 10,000 i think american soldiers to align with the arab armies in the region and go in to syria and take that territory from isil. that's what will make it stop. boots on the ground. that's a buzz word causing some serious problems with democratic lawmakers who argue that islamic state controlled territory is just too unstable for troops to make a difference. so these concerned elected officials have a different idea. >> i disagree with my friend
9:08 am
lendsy graham about an invasionary force of 10,000 americans to plunge them into the chaos and carnage of syria at this point would be a serious mistake in my view. let's work to build and support this coalition of indeng news efforts in the region to bring stability. >> the outgoing secretary of defense chuck hagel comes down on the side of senator graham in this argument to a point. he says he thinks some american troops forward deployed to the region could help air strikes be more precise but does not think they should be on the front line. >> peter doocy, thanks. are more u.s. troops the answer? ambassador john bolton, former u.s. ambassador to the united nations, senior fellow at the american enterprise institute and fox news contributor joins us now. ambassador, we just heard robert gates say the president has set an unrealistic goal to destroy isis. is it? >> well, i think he said with the means that the president has made available to date, which is absolutely right. let's go back to what the president himself has said.
9:09 am
he said we want to degrade and ultimately destroy isis. well, you know, the bolsheviks came to power in russia in 1979, and ultimately they were defeated in 1991. ultimately should not be our goal. the longer we allow isis to consolidate its power and the territory it now holds, the harder it's going to be. frankly, the forces that are arrayed against them now, the kurds, the free syrian army such as it is the regime in baghdad, are not nearly sufficient to do the job. but before we talk about which specific american units we're going to deploy, let's have a strategy to bring in to play the entire moderate arab world which fears isis, the oil producing monarchies of the arabian peninsula and others, who are deeply threatened by these radicals. i would not count on iran. i don't think they should be any part of the strategy. in fact, i would not put it beyond iran to work out a modus
9:10 am
with the islamic state so the baghdad government is not threatened. we need to deal with the arabs, and with israel who fear the radicals of isis on the ground there in the region. >> you just mentioned bringing in the arab world. why aren't they? why aren't they stepping up? let's take a look at some of the numbers. it's unbelievable. that egypt and saudi arabia, they have more troops than great britain and france. so they have the numbers ambassador, and while the president says he'll only deploy troops for a good reason what he calls a clear objective after all the blood and treasure that we've expended over there why should we expend any american service person to be over there when the arab army are so large and they're not doing a thing except for some air strikes? >> well, pretty soon under the obama budget our -- the size of our army will be comparable to saudi arabia and egypt as well. look i don't think we should deploy solely americans at all. i think there are many other contributions we can make.
9:11 am
but it requires a strategy that if the president wants an objective, try winston churchill's objective coming back to the russian revolution of 1979. churchill said we should have strangled poll chefism in its cradle. that should be barack obama's objective with respect to isis. i think that's the farthest thing from his mind. and i think we're paying a price for it and the price of defeating and ultimately destroying isis is going -- just going to get higher and more costly every day that goes by. >> and quickly what does that mean for us? >> i think america will be in danger. what threat does isis represent that it can train jihadis to return to europe and the united states on valid passports and carry out attacks in our country like we just saw in paris? or god forbid even worse come back with nuclear weapons. >> ambassador john bolton from boston this morning. with your insight, ambassador, thank you as always. >> thank you, eric. well the u.s. oil workers

oil workers across the country going on strike. it is the first major work shopage in over three decades. so far the united steel workers union which represents those oil workers is telling its workers to walk out of nine refineries in california, texas and elsewhere. more facilities could be affected. the order coming after the union and u.s. refiners failed to reach an agreement on a new contract early this morning.
9:16 am
both sides say they still do hope, though, to reach an agreement over pay benefits and safety before the strike extends even further. president obama set to unveil his new budget tomorrow. it includes rolling back about a trillion dollars in automatic sequestration cuts that began in 2013, and it will reportedly seek to boost spending by $74 billion, or 7% over current caps. chairman of the house budget committee tom fife telling maria bartiromo the president's budget is just bad news for american families. >> every single dollar that's taxed and every single dollar that's borrowed is a dollar that can't be used to pay the rent, to pay the mortgage, to buy a house, to buy a car, to send your kids to college. so the things that the american people want to do, the president's budget is making more difficult. >> a national reporter for "the washington post," good to see you. >> good to see you. >> so as you know the president
9:17 am
says no, in fact, my budget is all about the american people, particularly those in the middle class. so, colby i know you talked to your sources on friday. what's the best-case scenario that can happen once president obama presents his budget to congress? >> well, the associated press had a clever lead in a story over the weekend where it said is monday budget day? is it groundhog day? or is it the day that we recycle all the arguments we've heard over the last several years. and it's all of the above. so what you're going to hear is the president's going to come out with a big bold, ambitious plan. republicans are going to immediately say it's unworkable. and then the difference between this year and previous years, though, is that the republicans control both the house and the senate. they're going to pass their budget. and the white house is going to have to then work with congress if they want to get back to what's called regular order. passing budgets and appropriations bills on time. something they haven't done since 2009. >> so you adegree that both parties want to reverse sequestration cuts right?
9:18 am
that's something that they agree on? >> they do. the way they want to do it is different, though. obviously the president wants to increase spending for all discretionary. that includes both the pentagon and all the agencies that were cut -- whose budgets were cut by sequestration. what the house republicans have said over the years is first we want to bump the pentagon's budget back up. it's a crazy world out there. we're fighting too many wars. we can't scale back pentagon funding. and then they want to be more deliberate in their cuts on the discretionary side. they don't want to raise discretionary spending but they don't want it to be these across-the-board cuts as we're seeing now. >> all right. so limei'm looking at my notes. the president is also proposing $561 billion in defense spending above the sequester restrictions an increase of some $38 billion in the nondefense discretionary side you mentioned we're talking about $530 billion. so that's an increase of $37 billion over current limits. so is there anything in the
9:19 am
budget that we could expect that would transcend politics colby? >> well, again the pentagon funding, they're both going to agree that that needs to be increased. the one thing the president, new news, he is going to ask for half a trillion dollars in infrastructure spending. the way he wants to do that is he wants to tax future foreign earnings, offshore profits. the republicans are not going to like that. republicans and democrats both agree we need to do something about our infrastructure. it's crumbling, it's aging. we don't innovate. we don't build. >> yeah we got to keep up right? >> and we barely maintain. we don't have the money they've been borrowing for years from general treasury just to keep up paving roads and potholes and that's not building new. and that's not really the american dream. so republicans and democrats are both in agreement on infrastructure. but how to pay for it has been the big buzzle for five six years now. >> listen, i have to go. just give me a quick answer, we know there's going to be some pushback from congress, but is
9:20 am
there a possible let's see, backfiring process, if you will on republicans if they just do a wholesale rejection of the president's budget? >> oh, absolutely. if they don't come out with their own plans, if they don't come to the table with something workable, it's not going to look good for them, either. the american people are watching. they want washington to work. they don't want these fiscal cliffs, and these shutdown showdowns, as we've seen the last several years. so both sides are going to have to come to the table. >> let's hope they do. colby, thank you so much. good to see you. >> thank you. you, too. >> arthel talk about some really bad news. trying to go to the super bowl show up in arizona for your seats to watch the game and you find out you may not actually have tickets to the game at all. >> ooh i would act a fool. next we're going to tell you what happens and exactly who is to blame. seriously i would show up, it would not be pretty.

some ended up paying thousands of dollars to get their ticket only to find out it's not the case that they can actually go to the game. that's because some brokers have been short-selling the tickets. but that's become commonplace in recent years. so what happens is the brokers actually sell the tickets before the brokers end up buying the actual tickets. they then turn around and try to get the actual tickets at a cheaper price before the game. but this year the brokers sold too many tickets and haven't been able to buy enough to make up the difference, leaving fans like tim and erica ruiz empty handed. >> you can sell something you don't have? >> we talked to two couples yesterday when we were in phoenix, and they warned us hey, if you don't have your tickets in hand you could have a problem. >> they said they'll refund us. >> what about therental, the car rental, the cost of getting here. >> the ruizs tell us they paid
