>> wake up. good morning. you are watching "fox & friends first" on this tuesday morning. i am heather childers. >> i am leah gabrielle in for ainsley earhardt. >> millions of americans waking up in a deep freeze. >> deadly mix of snow and ice slamming the northeast making for another messy and dangerous compute commute this morning. kelly wright has the latest. >> the treacherous weather conditions have been contributing factors in the deaths of nine people. for 1500 miles people are coping with another major storm. new england is one of the hardest hit areas more than a foot of snow falling on parts of massachusetts. just last week a blizzard hit the state dumping 3 feet of snow. compounding matters is a blast of arctic air plunging the midwest and northeast into a

deep freeze. temperatures dip into the teens and single digits for most of the week. >> half an hour, 40 minutes the temperature dropped at least probably 13, 20 degrees. >> in new york city several inches of snow fell along with freezing rain and sleet delaying mass transit across the city. one subway train filled with passengers lost power for 2 and a half hours. the rescue train was set to pick up stranded commuters. >> they need to come up with a better way to get the passengers off the train or something because that was ridiculous. >> near chicago, look at this. the weather contributed to this multi vehicle krach. two semis jackknifed causing multiple crashes. no one was injured remarkably. bone chilling temperatures are sticking around for the rest of the week.

piling up. more than 500 flights already scrapped today. >> it's a mess out there. in another news a nationwide manhunt for a suspected mass murderer coming to a close. police have arrested 26-year-old tommy jessie lee. they say he left his georgia home after allegedly killing five people including his wife, his in-laws and step daughter. he caught him in a bus station trying to make his way to alabama. the man who gave him a ride there tipped the police off. he has been expedited back to georgia. >> fighting for her life surrounded by family whitney houston's daughter is showing signs of improvement but it is not clear if she has neurological damage. bobby christina brown was found face down in a bathtub. she is moving her eyes and swelling on her brain has gone down. they found drugs inside her

deal with cold windchill temperatures early this morning that's not only across parts of new england. we look at cold temperatures further west across parts of the midwest in cities like chicago and cleveland and across the aen la you at that atlanta. after yesterday's storm system brought freezing rain to the tri-state area black ice concerns so winter weather advisories have been issued. the computer models are differing a little bit. the european model is showing a little bit more heavy snow. similar areas have been hit hard by so much snow recently. the american model is more offshore. otherwise across parts of southern texas looking at areas of rain another storm system impacting the pacific northwest with rain and snow. heather and lia?

tax rate of 30 percent meaning the millionaire warren buffet won't be paying less tax than his secretary. they want to hike the rate of capital gains to 28 percent from the current rate of 25 percent and expand the number of items that would be subjected to it. they have giant balances in tax deferred retirement accounts. the proposal would bar contributions to such accounts once the balances reach slightly above $3 million. the president wants to impose a 19 percent minimum tax and one time mandatory tax on current prophets. the idea is to encourage them to bring cash home. it imposes a 7 point fee on the nation's 100 biggest banks. that will be passed on to
