>> it's a delicate issue for presidential candidates including chris christie and rand paul. in the meantime school officials in santa monica california closed a child care facility after an infant enrolled there was diagnosed with measles. infants aren't vaccinated for measles until they're a year old. now, more than a dozen children are under quarantine sparking fear and anger among many parents. >> it's not only a danger to their own children for those that are unvaccinated but the children that are in different categories that can't get vaccinations for whatever reason, like if they're an infant or allergic to something. they can cause serious damages

to those children. >> i think the kids should be vaccinated. i mean, it's an endangerment to other kids. >> william is live in los angeles on our top story today. william? >> jenna, current outbreak stems from the personal belief exemption that allows parents to send children to school without a vaccine despite a state law requiring it. so the latest quarantine, 14 infants from a child care center on the santa monica high school campus who are 7% of students that are not vaccinated. the infants, not vaccinated will be quarantined for 21 days. the baby who contracted the measles is the second case on campus. quarantined now. parents are worried. >> i want to say to the anti-vaccine people and tell them there are consequences and

people should think long and hard before you buck the regime. >> if you not get them vaccines keep them home. if you bring them out into the public you need to be respectful to the rest of us. >> the majority of the california cases are coming from the disney instance where three adults and two kids didn't have the vaccine. the united states had eliminated the measles effectively but it is back thanks to the anti-vaccine movement that started with this movement. here is the map. 48 states allow for a religious exemption, 18 for the personal belief exemption. in some healthy neighborhoods of

there is not a big thought on measles and vaccines. is that why some of them are tripping up on it? >> i think you are right. they come up quickly. but you want in the early stages when you are trying to make a national splash build your name id and not make a gap you really want your staff to be super meticilous about this thing. you don't want to make statements off the cuff and revise them later. it is one thing to take a stand out of the mainstream but it is another to have it both ways. it was obvious governor christie wasn't prepared to respond and people need to be prepared to respond to stories that are not necessarily politics but the debate of the day. this is what we are seeing on

retracted it. but you still have people bypassing them. >> the stories reflect the life of a politician. you have parents coming up and if they feel guilty for their child having a disorder or disability they are looking for a cause of it. it is this deep, heart felt thing. as a senator/public figure you encounter these people. you pander to them sometimes and if the pandering has to do with 9/11 truth-ism it can make the politician sound stupid. but medical outcomes could turn into a dangerous situation. >> there are people in california that people are unhappy some of these children didn't get vaccinated >> right. because a measles outbreak

started there. one of the interviews in the previous package showed there are members of society who are too vulnerable to receive vaccines. so you are not just endangering your child but other people. if you walk into a room where someone with measles has been two hours before you have a 9-10 chance of getting it. this is a frightening statistic. but it is an interesting union between super healthy liberals in california who refuse at 75% rates to vaccinate with anti-government conservatives who believe they own their children and can subject them to any medical decision they make. this is an interesting unholy union between two sides putting pressure on people like presidential candidates to try

to take both sides. the very conservative, dr. ben carson, came out and said we have eradicated these diseases and can't bring them back. >> there is going to be dueling images from washington today. the president is getting set to defend his signature health care law holding an event at the white house with what the administration calls ordinary americans who wrote the president to say how they benefited from the enactment of obamacare and at the same time republicans on the house side are preparing for another vote to repeal the law. i imagine there are people who have written and said you promised me i could keep my doctor and i didn't get to. or you promised i could keep my health plan and i didn't get to. those will not be featured in the white house photo opportunity today. >> no and the voters who care

the most about obamacare are the voters opposed to it because of philosophical reasons or the shady way it was passed with budget reconcilation and tricks they had to do. but also the people directly impacted. you refer to the people who lost their health plan, their doctor whose premium is up because they have to buy more coverage or they want to be insured because they are self-insured. it is undoubtable he can point to people that benefited from the law but the public feeling is more people suffered from it. >> why is the house taking another vote on repealing it? the president will never sign

it. >> once they expanded their house and the republicans took back control of the senate they were really always going to have show vote on the repeal of obamacare. the pressure is on both sides. the supreme court decision coming down this summer would invalidate sub-saharan invalidat invalidate subsidies. both sides are trying to prepare and come up with a way that is "outnumbered" -- out of this and congress is saying let's say all of the subsidies are valid and make all of the federal exchanges state exchanges. both sides are preparing for the decisive moment and that is why the president is trying to enroll more people brag about the happy customers, and you see the republicans in congress

trying put their foot down one more time and be on record for a repeal vote. >> we will be watching all of it. it will be a fascinating day on capital hill and at the white house. new information overseas as the battle is heating up in iraq for the oil-rich northern city. isis fighters launching an assault but the kurd forces are taking back control of an oil field. >> the syrian border town of kobani is in the hands of pro-american fighters finally but isis is regrouping and launched a major assault on the oil-rich town in iraq proving that militant organization is far from defeated. they might suffer defeats one place but can launch attacked in other areas.

they captured oil towns and fields around the area and young women and children and children fleeing their home. kurdish fighters are trying to push them out but they have had limited success. they have taken back some fields but are not pushing them out. they are struggling to go into the towns that isis has taken over because there is reports of booby-traps and bombs making it difficult. isis is proving they have a strong fighting force in iraq. they are capable of fighting in iraq and syria, but the iraqi national army is nowhere to be seen. this has been the weak point in the entire strategy and that is the iraqi force are not there and helping in the fight against

way they will be taken away from the cities by the parking bans. the parking bans will be lifted thankfully. put one thing that is not normal is the cost of all of this. the boston mayor weighed in on that today: >> we will shatter our budget for snow. our budget is roughly $18 million. we are not over the top yet, still money under the cap but we are heading toward that. >> reporter: more than 40 inches in the last seven days in boston and that is a historic record. there was a bright spot of warmth in all of this. the new england patriots coming home after their super bowl win and greeted by the cheering fans despite the cold and tomorrow the parade goes forth. it was canceled for today. they needed more time to get the snow off the streets of boston but it is back on for tomorrow. fans come out and cheer on your team but definitely bundle up

received i think on the democratic and republican side. the senate and house. many members were talking about supplying ukraine with arms to fight back against russia. we all know that russia is no match for ukraine. they could crush the ukrainians. and so what we need to be able to do though is to supply the ukrainians with appropriate rockets and artillery equipment so they can fight back and raise the stakes on the russians. the russian people when there are russian deaths and deaths the russian people respond. 70% of the ukrainian deaths are because of rockets and heavy artillery and the ukrainians don't have the ability to recognize the incoming fire and

stop it. so if we could give them the high technology to do that it would create a more level playing field over there. >> but the president, president obama, suggests he wants to be slow in considering the options here. >> you know, i would love it if we had a president that was slow but we have a president who is disinterested in foreign affairs. look at libya and syria and i would argue what is happening in sudan and other places even -- we have a president who is not looking at the facts. they are completely disinterested in the reality of what is on the ground. the ukrainians are struggling and this is russian offense that is a serious threat. president putin is threatening nato. he is pushing back on nato. we are the leaders. the united states is the leader

there is cold temperatures in the midwest. feeling like single-dijgits in new york and in buffalo, maine and boston there. the highs are going to stay relatively chilly out there in the 20s in new york city and chicago. and parts of the east into wednesday, you will have a brief warmup and we mean upper 30s in new york city. look at areas further west. we will see cooler air moving across the plains and that starts to move eastward so expect another round of cold temperatures with it being below average in parts of the east over the next couple days. now we mentioned another upcoming storm system and before that, we meanwill see a clipper produce light snow and energy from the west starts to move eastward. low pressure is developed and tracked up the coast. and a big question is how strong
