state, says they are still holding out hope. isis as you know claims that she died during those air jordan, but isis has not offered any proof of that and officials in jordan call the claim quote, criminal propaganda. we have more on the possibilities. >> reporter: experts say the jordanians' air strikes, while some boll symbolic, are unlikely to change the battlefield very much. there is growing criticism of the administration's handling of the isis threat. yesterday, national security advisor susan rice doubled down on the president's policies for confronting terror. >> while the dangers we face may be more numerous and varied, they are not of the existential nature we confronted during world war ii or during the cold war. we cannot afford to be buffeted by alarmism and the nearly

instantaneous news cycle. >> reporter: this was an exercise in self-congratulations. the message was wow, we are doing so well we are going to give you more of the same and my barf factor soared when towards the end, susan rice speaking of the administration, called it our unparalleled leadership. this was not a strategy america deserves better and the islamic state deserves more than this. >> reporter: the administration for its part says they know precious little about the whereabouts and condition of kayla mueller, an american aid worker from prescott, arizona who was taken hostage in syria all the way back in 2013. isis says she died in one of those jordanian air strikes. her family says they are holding out hope she is alive. also, we are learning the united arab emirates might be joining the fight again. they were a major part of the coalition against isis and one of the few arab states who committed combat aircraft to the fight in december. they quietly stopped taking part in those missions. now state media says there is an

f-16 squadron from the emirates headed to jordan. >> the thoughts and prayers of all americans are with kayla and her family. thank you. arthel? we are nonetheless in the process of doing a review of our hostage policy not with respect to the no concessions aspect that i have outlined, but with respect to how we can support and be more responsive to the needs of for example, the families that are suffering so enormously when a loved one is in that circumstance. >> national security advisor susan rice talking about the current review of u.s. hostage policies. the family of a missing journalist says they are taking part. austin tice went missing in syria in 2012. he is not believed to be held by isis. his mother expressing frustration with our entire

hostage policy saying the u.s. government is not doing enough and that something has to change. >> it's appalling to us that no such entity currently exists in the united states government. there is no agency, no person solely committed to this singular objective of the safe return of the hostage. >> my next guest appeared with tice's parents at the news conference this week. u.s. director of reporters without borders. we saw deborah and mark tice there at that press conference and mrs. tice saying that u.s. hostage policy needs to improve significantly. what do you think might be the number one change? >> reporters without borders, we of course support strongly mr. tice's parents. there are many requests. we urge the u.s. administration

to create a single point of accountability really dedicated to the safe and soonest return of the hostage. this focal point doesn't exist right now and it would really represent an improvement of the communication between all the government agencies involved in hostage crisis. another request is an improvement in the external communication, the communication with the family and we and the families are really pushing for maybe the consideration of authorizing security clearance sometimes with the families. >> what does that mean before you go on? >> just to order families to have access to classified information they don't have access to right now. the administration is not sharing any information with the families, and i can tell you that it's a huge frustration

especially after so many failed cases recently if i can say that like that. and one other request which maybe doesn't appear obvious but which is very important for the family because it takes them a lot of time, there is [ inaudible ] to protect the identity and the assets, just to take care of the bank accounts, the online identity. >> let me jump in there because what you're saying is crucially important but apparently having a little bit of trouble with your audio so let me get this cleared up and if we can we will get back to you, okay? stay right there for me. thank you. eric? >> we will get that problem sorted out in just a moment. meanwhile vice president joe biden telling vladimir putin quote, don't tell us show us. this after the russian president told a conference packed with world leaders that he says his country does not want war.

the vice president adding that the u.s. wants a peaceful solution to the continuing conflict in ukraine that if kiev needs to defend itself, he says the u.s. will provide the means to do so. >> together, we agree that no country ever again be able to redraw the map of europe by force. too many times president putin has promised peace and delivered tanks. do not believe there is a military solution in ukraine. >> this comes as the russian president is warning against what he calls foreign attempts to impede his country's development. the west has accused russia of supplying those troops and equipment to those pro-russian separatists in eastern ukraine who have continued to clash with the country's government forces causing more deaths and violence, and attacks in cities. russia disputes those claims. the ukrainian president, poroshenko, is pushing for a quick cease-fire with the russian-backed rebels. in the past few days ukraine

says five of their servicemen were killed in the violence and 26 more were injured. i want to go back to delphine, the u.s. director of reporters without borders. you were in the mix, we were talking about the hostage policy and the efforts to improve it. you were in the midst of telling me one of the requests that you are asking for on behalf of the parents of austin tice, they are asking quite clearly themselves, there should be protection for the hostages. tell me more about that. >> some of the three main requests right now of the families is to improve the external communication between the agencies involved in such cases, improve the external communication especially with the families but also to help the families protect the assets and for example, the online identity of the hostage because it requires a lot of time and the families are facing huge obstacles that they should not

face in such a dramatic circumstance. >> i want to get two more points before we go in a short amount of time. i would like you to tell me about the hash tag free austin tice, then i want you to tell me what you expect this policy review scheduled to be finished by the end of march. what do you think is going to happen, will changes be implemented immediately? >> so first, the austin tice parents asked reporters without borders to help them raise awareness about their son. we were able to convince a new york ad agency to work with us to develop this huge free austin tice campaign which will be launching in the next week. we invite all american media in all american cities to help us raise awareness about austin, but also to urge the u.s. administration to do everything they can to bring him back home. that's really the main objective of this campaign, the u.s. administration can do more to bring him back home and we hope

in. what can you expect? fox news has the story from washington. >> reporter: administration officials concede the tax penalties could come as a complete shock. for the first time since the affordable care act, obamacare became law taxpayers now face the prospect of paying the government for not being properly covered by health insurance. >> it is true according to cbo estimates that it is possible that millions of people could be affected by this. >> reporter: affected because between four and seven million americans receive income-based health care subsidies in 2014 under obamacare but any income changes during the year a raise, for example, creates a new tax calculation. that means millions may have underestimated their tax snapshot and now have to pay. >> it's based on a per month calculation. it's also based on adjusted gross income. >> reporter: according to the treasury department, between 2% and 4% of taxpayers who could afford it had no health insurance for all or part of 2014. that means as many as six

million people will have to pay uncle sam. >> it's a significant challenge, one we are concerned about. >> reporter: the irs is concerned because despite hundreds of videos online and a website that boasts around 800,000 hits millions remain unaware of looming obamacare taxes. for some it will mean a smaller tax refund this year. others will owe the irs $95 or 1% of their income, whichever is greater. >> not only will they have an extra penalty, but they are also going to have an extra tax preparation fee that they're not used to having. so it's going to be expensive. >> reporter: the white house offers this final warning. >> the last piece of advice i would have for individuals who may be watching us or reading this, are more concerned about having to pay a fee in 2014 is to make sure it doesn't happen again. >> reporter: that may sound a little flippant but white house officials do admit they are bracing for the political fallout even as the marketplace

sign-up deadline approaches on february 15th. at the white house, kevin cork, fox news. >> thanks so much, kevin. a powerful storm sweeping down the west coast expected to douse parts of california with up to ten inches of rain. the system already triggering flash floods and leaving thousands of people without power. meteorologist janet dean is live in the fox news weather center. tell us more about what's happening out west. >> obviously a good news story in that they need the moisture but too much of a good thing is causing flooding concerns and mudslide concerns as we get all of this moisture in from the pacific this weekend and into early next week. ongoing precipitation and in some cases, over six inches in a short period of time. the drought monitor of course severe to extreme especially across california, where we have one of the worst droughts they have seen in decades. how much rain are we going to get? anywhere from two to three, even

four to six inches in northern and central california. again, a good news story but we are going to have those concerns of flooding as we go through the next 24 to 48 hours. so sunday, monday, that's when we are looking at that storm system as well as very gusty winds for san francisco. current temperatures okay it is feeling like springtime over two thirds of the country, 60s and 70s. here across the high plains, anywhere are temperatures from the mid to upper 70s, really incredible. the only place that's not feeling the love is across the upper midwest, the great lakes and the northeast where we are watching another winter storm, several of them as we go through the weekend. you can see the snow starting to pile up along the great lakes interior sections of the northeast. here's the first impulse sunday morning, then as we get into sunday night, overnight monday we watch this storm really pick up strength and give us the potential of over a foot of snow for boston yet again.

rebel groups in syria appearing in federal court in chicago. she is one of six bosnian immigrants arrested on terror charges. if convicted she could face up to 30 years in prison. a huge move from nigeria to fight the islamic extremists within its borders. the country has postponed elections scheduled for next week. officials say they need a six-week delay so the new african coalition can try to drive the radical islamic extremists of boko haram out of northeast nigeria. the coalition will reportedly include nearly 9,000 troops from five african countries as the boko haram terrorists continue to massacre the innocents. authorities in taiwan ordering all transasia pilots to take proficiency tests after this week's horrific crash that killed at least 40 people. the airline says it canceled nearly 100 flights for the testing. back here at home there's a

major labor standoff right here in our country, work at some ports nearly grinding to a halt. two dozen western seaports are where it's occurring. they predict if things don't get resolved soon, it could have a big impact on our economy. will carr is following this story from our west coast newsroom with the very latest. >> reporter: well, this could have a huge impact on consumers all across the country. west coast ports support nine million jobs they also contribute $2 trillion to the annual economy. they bring in everything from bottled water to your iphones. according to the pacific maritime association which temporarily suspended vessel operations for the weekend, the ilw union has been slowing down work creating gridlock at the ports on purpose for months. this tactic to leverage negotiations over pay and pensions. >> these slowdowns are having the same result as a worker strike, except that workers are still getting a paycheck.

the slowdowns need to stop. the terminals cannot withstand any more. we are truly close to gridlock. >> reporter: the union, on the other hand, says that's absolutely not true providing pictures showing ports that don't appear to be congested and accusing the pma of creating the problem to gain the upper hand. >> this is a shocking development, to have the companies close the ports down on the weekend in the middle of this congestion mess that's been affecting customers for the better part of 2014, really, is a really blow. >> reporter: with all of the back and forth union members have protested in recent weeks but the pma points out that the average union worker makes $147,000 a year plus benefits and that recently it's offered to increase that by 3% and maintain fully paid health care and caught in the cross-hairs of all of this are the businesses and consumers.

>> hope they can get it settled soon. thank you. arthel? whitney houston's daughter on life support as investigators open up a criminal investigation into the case, according to tmz. it reports police are looking into bobbi kristina's boyfriend. a friend found her unconscious in a bathtub january 31st. a scene stunningly similar to her mother's death. bobbi kristina reportedly had some kind of injuries and according to tmz, police are looking into a possible fight earlier in the day. tmz also reporting the boyfriend has a history of domestic violence. we wish her well and her family. moving on now, new fallout over israeli prime minister benjamin netanyahu's planned address to congress next month. an israeli government official now saying they may have been misled about the nature of the visit as we learn that some democrats plan on skipping it entirely.

falsely saying on the air that he was in a helicopter hit by a rocket propelled grenade while in iraq in 2013. lester holt will fill in for brian williams. at the bottom of the hour, time for the top of the news. after dropping out of the fight against isis in december, the united arab emirates back in the battle, according to their state-run media. sending a squadron of fighter jets to jordan to help out with that country's stepped-up air strikes in the wake of the horrific murder of jordan's downed air force pilot. isis claiming one of those air strikes did kill american hostage kayla mueller but offering no proof. jordan is dismissing that claim as nothing other than quote, criminal propaganda. we have the very latest from amman, jordan, on this situation. >> reporter: it's been 24 hours since that claim was made by isis and there remains a great deal of skepticism not only here

in amman but also in washington. both the cia and the state department say they are aware of these claims by isis, they are investigating but they are unable to verify anything with regard to these claims. now, kayla mueller went to syria several years ago and was taken by isis in august of 2013. she was a humanitarian aid worker, was working with syrian refugees and spent a great deal of time in the middle east. there had been some thought she was being held by isis and there was an effort to negotiate her release previously, but in the last few months, there has been really no communications that we know of or are hearing about with isis, so there is a lot of skepticism about this claim that she was just recently killed or that she was in this building that was destroyed by jordanian jets. this according to many jordanian officials is what they call criminal propaganda. it is being used really to deflect away from the fact that isis brutally murdered a jordanian pilot. now, those air strikes by jordan in response to the death of that

pilot continue. both u.s. and international coalition air strikes have really been ramped up in recent days and we are now hearing that the united arab emirates is joining in part of these after suspending being part of the air campaign after the pilot went down. this is a good sign for the coalition. there is a huge amount of effort by the united states and other countries in this coalition to draw the arab nations into this coalition to make them more active, to really get them to be part of this. losing the uae but getting it back is a big, big step forward for that coalition. guys, back to you. >> you know the arabs -- the arab neighbors have about a million men they could use but so far they are not doing that. thanks so much from amman. the fallout continues over israeli prime minister benjamin netanyahu's address to congress next month. vice president biden will miss the address because he is traveling overseas. mr. biden's office isn't giving many details, just saying the

trip was scheduled beforehand. several leading democrats also saying many in their caucus will not attend. molly henneberg has this report from washington. >> reporter: we don't know exactly where the vice president will be on march 3rd. his office says he will be out of the country when israeli prime minister benjamin netanyahu addresses congress. vice president biden as president of the senate would usually attend a joint meeting of congress, especially when a foreign leader speaks, and sit behind the podium. he has missed another address by a foreign leader the australian prime minister, in 2011. the v.p.'s office says this trip was planned before house republican speaker john boehner announced that netanyahu would be addressing law makers. the white house has been critical of boehner for lining up netanyahu without coordinating with the obama administration. president obama has a tense relationship with the israeli leader, mainly over iran's efforts to develop nuclear weapons. other democrats also skipping the netanyahu speech include

congressman john lewis, g.k. butterfield and earl blumenauer. taking the vice president's place will be orrin hatch, third in line to the presidency. neither president obama nor secretary of state john kerry will meet with netanyahu when he's in town. they say it's too close to the israeli elections and don't want to appear to take sides. arthel? >> molly henneberg reporting from washington, thanks. it's not only causing more controversy in washington but back home in israel. one political opponent there accuses the prime minister of being quote irresponsible. that official is a zionist candidate for party minister and said recently quote, when we manage our relationship with the u.s. we have to manage it simultaneously with the president and congress. the prime minister has made it into a partisan issue in the u.s. we cannot let israel become a problem for one party or the other.

is it? what does netanyahu's address potentially mean? we have an iraq war veteran member of the u.s. army reserves, co-chair of the house republican israel caucus and the only jewish republican member of congress. congressman, always good to see you. thank you for coming in. do you think the prime minister should speak? >> absolutely. i look forward to welcoming him to the u.s. capitol. i look at the speaker's invite showing that america still has a strong commitment to our greatest ally in the world in israel. the middle east is a region filled with a growing threat of radical islamic extremism. you have nations like iran as state sponsors of terrorism working to overthrow other governments in the region like we are seeing with yemen. i look forward to this opportunity for the israeli prime minister to talk about security concerns vital for the survival of a democracy in that region. >> you know what critics are saying. they are saying they didn't

check with the white house, he's being rude he shouldn't do this, he is being irresponsible as some are sniping back home. do you buy that? >> no. listen, i'm not going to the speech because i'm jewish. i'm going because i represent a district in new york overwhelmingly proud of our relationships with our allies loyal to them. we were deeply impacted by 9/11. we have a resolve and commitment to defeat elements that want to threaten our way of life. enemies of israel are enemies to the united states. so really for any house democrat or the vice president on the fence to try to figure out where the best place is for them to be that day, they should be in their seats. there should be no question. >> let's take a look back at 2011. here's the prime minister speaking before a joint session of congress, and right next to him behind his shoulder over there in the usual spot, there's joe biden. he ain't going to be there. it will be orrin hatch. are democrats who want to boycott this speech do you think they are being disloyal to our allies and what message is

there in those democrats and critics who won't be there? >> really they should be standing with israel in this hour. they should be loyal to our strongest allies. you can still watch, you can watch now the video of winston churchill speaking before a joint session of congress. this is the third time the israeli prime minister is going there. he was there in '96 and 2011. years from now, decades from now, with everything that is ahead for israel and the stability of the future of the middle east, when they are looking at that video, they are looking at that picture saying where was the vice president. what was more important, when we had a historic unity rally in paris, where was our president? why was his plane flying -- >> eric holder was there and he skipped out of paris. but what about the election? it is just like two weeks before the israeli election. the critics are saying he's using it for his own domestic political propaganda purposes. >> time is sensitive because as reports are showing the u.s. looks like they are willing to

make -- making foolish concessions to the iranians, cutting a deal just to cut a deal that threatens the stability in that region. what happens when iran is within two, three months of having the ability to have nuclear capability. what happens with other countries in that region that also are going to want nuclear capability when it happens. >> do you fear that that message, this controversy, bottom line, finally, that his message can or will be lost with this controversy? >> there else that should come between the message that the israeli prime minister will have on march 3rd. if having the israeli prime minister come address the american people if that undercuts america's foreign policy, there is something wrong with america's foreign policy. >> congressman, thank you for coming in. we trust and are sure you will be there when he speaks not boycotting it. thanks so much for coming in. >> thank you.

>> so president obama also warns of overreaching abroad in national security priorities. in what ways could we overreach and what's the danger? >> well, i think this document first off is very broad, it's supposed to be broad it allows the government agencies and departments to then get in see where they fit and figure out what they want to do. so the word that's used the most in the document is will, and will is a word when used in government documents, it means to imply futurity not direction. so a clear overreach would be we shall do. now, shall has a completely different context than the word will. this thing is full of wills. there are no shalls in there at all. so overreaching would be to say we shall do this, we shall do that, then all of a sudden that comes with a money trail and there's nothing in this thing that comes with a money trail. it's a broad, sort of fluffy view of things. these things are not supposed to

be specific and this one certainly isn't. >> what would you say is the right temperature regarding security priorities on the international front as well as here in the homeland? >> i think we are in a very indecisive moment in time right now. we have one foot on the dock and one foot on the boat. although we have troops in afghanistan, we've got over a thousand troops and building back in iraq, at the same time we're trying to withdrawal, trying to pull back so we're caught betwixt and between. the temperature, i don't know how to gauge a temperature on that. i just wish that we could see some kind of a clear path of what it is that we intend to do. what is the intended outcome in afghanistan, what is the intended outcome in iraq/syria? those are unknowns. >> then there's russia. is there a more effective way to handle putin and get him to comply, get out of ukraine?

is it possible that putin could find himself isolated and left only with allies like iran? >> yeah i think putin right now is driving the train. he's been driving this train and that's because nato will not stand up to him because nato the countries in nato are european and they are totally dependent on western -- excuse me, on russian energy supplies. so there's a big problem with that. the ukrainians, crimea, we don't even talk about the crimea anymore. everybody is focused on eastern ukraine. the russians already annexed crimea. i think putin looks at it and says if he wants eastern ukraine, he's going to have eastern ukraine because he knows there's nothing militarily we can do. his economy is in a shambles right now. good for that. you know, i hope the whole thing comes down around his head. but yet his personal popularity among the russian people is strong because he is what the

russian people want which is a strong decisive leader. >> because i mean you're right, the economic sanctions are hurting him but he keeps moving on. i want to end on this captain nash. is this one of the most complex times that you have seen? there are so many layers happening here. we've got hot spots of terrorism, deception amongst neighbors, the cyberthreats we have to deal with? >> it really is arthel. this is a very complex world and it's getting more complex by the day as science and technology spreads throughout, we are getting to the point now where individuals have access to technology and to wherewithal that it used to take giant companies to have and before that, it took nation states to have that access. now everyone has access to it. so individuals can act out on a scale that would be thought impossible just 20 years ago. so you've got that and we used to be used to a very unipolar world, bipolar world.

get a load of this, herbal supplements may be worthless. the new york state attorney general's office reports it test add number of the top selling store brands and say four out of five did not even contain any of the herbs listed on the labels and say many of the products even contained what they called unlisted allergens. >> dr. mark siegle is here. what do you make of this? >> this is disturbing considering i was already concerned some of them may not work. supplements are not well regulated by the f.d.a. the f.d.a. only gets involved if they've been shown to be dangerous. so i've always had a problem with some of the hype. but now the question is are they really pure? look at some of this. wal-mart the ginkgo biloba used for energy was found to have weed in it.

wheat. we're weird ad worried about that with gluten. everyone is worried about gluten and they go and get a ginkgo biloba thinking it will help them have more energy. wheat. >> that stood out because it claimed to be wheat and gluten free. and the thing about is we know gluten f you're a celiac, that could be deadly. >> exactly. if you have the worst form. in walgreen's, the ginseng we've talked about that, it's not really proven the it had no ginseng in it. gnc, peanuts and soybeans -- >> can i stop for a second? how could something on your shelf, and like a major american retailer, had no ginseng in it? it's got the label and says what it is? how could that be? >> it's incredible. there is nobody in charge of it. i'll give you one disclaimer here. we're using a technique called dna bar coding. i looked that up and that's very very accurate at telling you what's in something. but maybe there is a possibility

that the manufacturing process actually distorts the results. so i can't say with 100% certainty that this is for sure the case. but for sure, there was a canadian study on this a year ago which showed this exact same problem in 44 products. i think there is a smoking gun here at least. this is a problem. this is a problem. again, i'm not sure that i would recommend people to take ginseng to begin with. but one thing is for sure, if you want it, you better at least get it. >> how do you know if it's in it? >> go to the chinese store and get it in a vial. >> here is another one. target valerian and st. johns wort. they found some ingredients that included peas and beans in there, which you might be allergic to. there is an issue of provoking agencies. >> it's very serious. what if you have some of those vitamins that you bought at one of the four stores? there is a cease and desist
