arab nation rejoining the fight against the islamic state. hello, everyone. i'm eric shawn. welcome to a brand-new hour of inside america's news headquarters. >> i'm arthel neville. topping the news, united arab emirates will take part in air strikes against isis. that's according to an associated press report quoting an official in jordan. the uae announced it's sending over a squadron of f-16 fighters. they suspended air strikes in december after islamic state fighters captured jordanian pilot last year. meanwhile, the family of the only known american held hostage by isis says they are holding

out hope despite claims in the islamic state that she died in jordan's air strikes. leeland vittert is covering the story from washington. >> reporter: experts say the jordanian air strikes over the past couple days, while symbolics, are unlikely to change the battlefield equation by much. the jordanian response comes as there is growing criticism in the administration's handling of the isis threat. yesterday national security advisor susan rice doubled down on the president's policies for confronting terror. >> while the dangers we face may be more numerous and varied they are not of the exist tension nature we confronted during world war ii or during the cold war. we can not afford to be buffeted by alarmism and nearly instantaneous news cycle. >> this was an exercise in self-congratulations. the message was, wow, we're doing so well, we're going to

give you more of the same. and my barf factor soared when toward the end susan rice, speak of the administration, called it our unparalleled leadership. this was not a strategy. america deserves better and by the way islamic state deserves more than this. >> the administration for its part says they know precious little about the whereabouts and condition of kayla mueller an american aid work prosecutor arizona. she was taken hostage in syria in 2013. isis says she died when those jourdain an air strikes. her family says they're holding out hope she's alive. as you reported, we're learning the united arab emirates might rejoin this fight. remember, they were a major part of the coalition against isis one of the few arab states that flew and committed combat aircraft to the fight and it was in december that they quietly stopped taking part in those missions. now the f-16 squadron headed to jordan.

we'll see if they rejoin the fight and what that means for the broader coalition going forward. >> indeed. thank you very much. the feds have busted what they say are isis supporters here at home. a mother of four facing terror charges in chicago after she and five other bosnian immigrants sent money allegedly and equipment to rebels in syria. bryan llenas is covering the story from the new york city news room. >> reporter: this 34-year-old illinois mother of four was arrested friday. today she faced a federal court judge on charges for conspiring to support terrorists by sending money and military equipment to terrorists overseas. the f.b.i. says since at least may 2013, she and five other bosnian immigrants used western union and pay pal to transfer their own cash and donations from others in the u.s. to isis and al-qaeda terrorists in syria and iraq. this money was also allegedly used to support the family

members of terrorists. the f.b.i. says they also purchased and sent military equipment from businesses in st. louis, missouri, to terrorists overseas allegedly packing u.s. postal service boxes with u.s. military uniforms, tactical combat boots, tactical gear firearms accessories and riflescopes. the military equipment was sent to contacts in turkey in saudi arabia, who would then forward it to terrorists on the ground in syria and iraq. she is accused of sending more than $3,700 via pay pal to an accomplice who purchased equipment, including two sniper rifle scopes. all six bosnian immigrants livediú ji,íaó> ]3 in the u.s. legally. four of the six lived in st. louis, missouri, and three are u.s. citizens, including the woman who lived in schiller park illinois. her arrest shocking neighbors. >> it makes you sort of feel

less safe. as we all know we got to go out and kind of be ourselves and not really try to let it bother us. knowing it's a few doors down from your own kind of makes you wonder. >> reporter: the six bosnian immigrants are accused of supporting their point person a bosnian native and u.s. citizen, who left st. louis, missouri, in may, 2013, to join terrorists in bosnia herzegovina, and ultimately syria. now if convicted, she faces up to 30 years in prison. eric? >> thanks so much. nigeria is postponing next week's presidential election to fight boko haram. they and four neighbors announce they will deploy 9,000 troops to northeastern nigeria where boko haram has unleashed a reign of terror since 2009. kidnapping, murdering and driving roughly 1.5 million

people from their homes. they have also begun launching attacks in camaroon and niger which are both in the new five nation coalition. nigeria's election now expected to take place around the end of march. prime ministers expected address to congress next month. joe biden's office announced that mr. biden will not attend it when israeli prime minister netanyahu, addresses congress. the white house has already faced criticism for saying that officials are not even meeting with mr. netanyahu because the trip comes two weeks after the israeli voters head to the polls. but supporters here in the united states say that the israeli prime minister should speak. molly henneberg has the very latest from washington. >> reporter: we don't know exactly where the vice president will be on march 3. his office says he'll be out of the country. when israeli prime minister benjamin netanyahu addresses congress. vice president biden as president of the senate usually would attend a joint meeting of

congress, especially when a foreign leader speaks and sit behind the podium. he missed another address by a foreign leader the australian prime minister n 2011. the vp's office says this trip was planned before house republican speaker john boehner announced that netanyahu would be addressing lawmakers. the white house has been critical of boehner for landing up netanyahu without coordinating with the obama administration. president obama has a tense relationship with the israeli leader. mainly over iran's efforts to develop nuclear weapons. other democrats skipping the netanyahu speech include congressman john lewis, butterfield and another. taking the vice president's seat will be republican senator orrin hatch, who is a president pro tem of the senate. neither president obama nor secretary of state john kerry will meet with netanyahu when he's in town. they say it's too close to the israeli elections and don't want to appear to take sides?

>> thanks so much. long time nbc news anchor brian williams taking a leave of absence from his newscast after he apologized about misremembering a story about his iraq coverage. in a letter to the staff, he said quote, as managing editor of nbc nightly news, i have decided to take myself off my daily broadcast for the next several days. he goes on it say upon my return, i will continue my career long effort to be worthy of the trust of those who placed their trust in us. williams apologized for the exaggerated story about the helicopter flight he said he was on a helicopter that took enemy fire in iraq when, in fact, it was the helicopter in front of his. nbc news assigned the head of its investigative unit to look into the statements. and lester holt will take overt anchor desk in the meantime.

happening again. powerful storm now sweeping down the west coast. that system expected to soak parts of california with up to ten inches of rain. as you can see that's already triggering some flash floods. thousands of people have already been left without power. and again in the northeast yet another winter storm baring down on parts of our region. janis dean is live in the fox extreme weather center with details on that. storm number three four five, six, seven? >> i'm going to blame the groundhog. let's talk about the west coast first. we have moisture moving in to the west coast. ultimately a good news story, but the bad news is a lot ofoisture coming in a short period of time, so the flash flooding is evident, as well as the threat for mud slides. so this area really needs to see the rain. we'll get another round of it this weekend early into next week. we call this the pineapple express because a lot of this moisture comes in from hawaii and that will continue to pound the west coast. southern california not really

getting in on this one. but you can see several inches in some areas of northern california, you've already received close to a foot of rain with an additional two to four, even six inches on the way. and they are into a snow deficit in some of these cities. that's where they really need the moisture as in snow pack for the agricultural months ahead. so we're just not getting it, unfortunately. we'll get the rainfall over the next couple of days. but not the snow pack they need. the rest of the country enjoying springlike temperatures. 20 to 30 degrees above average except for the northeast. we're getting several storms moving across this region. new york city north of new york, that's where we have our winter weather advisory. the first system moves in sunday overnight and then into monday we're going to watch the next wave of snow push in. and then new york just north and south of this area, that's where i'm concerned of icing as we head in for the morning

commute. south of new york, mainly a rain situation is going to be too warm for snow. north of new york, west of new york jackpot of a foot maybe even two feet of snow. if there is any silver lining, it will come slower than the last few systems where they were pounded with 12 inches 18 inches in just a matter of hours. this one kind of comes in waves as we head into tuesday and then it will exit. but how much snow will we get? considerable amount north and west of new york. there is where we have our current snow depth. over a foot two feet in new england. we're going to get another round of snow over the next 48 hours where in some cases, we could get upwards of two feet west of the boston area. i don't know where they're going to put the snow, but i guess the ski resorts are jumping for joy eric. >> yeah. that's good news. man, it's way too early to put those snow boots away. >> you're right. >> thanks so much. arthel? >> there is a major work stoppage out west. operations nearly coming to a

halt at more than two dozen sea ports. if things don't get resolved, it could have a huge impact on the u.s. economy. will carr is following the story from our west coast news room. hey, will. >> reporter: good evening. there are a number of ships just sitting at sea holding the goods that you use every day. everything from bottled water to iphones. west coast ports are responsible for 9 million jobs and contribute $2 trillion into the annual economy. so the specific maritime association, which temporarily suspended vessel operations for the weekend, says the ilw union has been slowing down work creating gridlock at the ports on purpose for months as a tactic to leverage negotiations over pay and pensions. >> these slowdowns are having the same result as a worker strike, except that workers are still getting a paycheck. the slowdowns need to stop. the terminals cannot withstand

anymore. we are truly close to gridlock. >> reporter: the union, on the other hand, says that's absolutely not true. providing pictures showing ports that don't appear to be congested and accusing the pma of creating the problem to gain the upper hand. >> this was a shocking development, to have the company close the ports down on the weekend in the middle of this congestion mess that's been affecting customers for the better part of 2014 really is a real blow. >> reporter: with all of the back and forth, union members have protested in recent weeks. but the pma points out that the average union worker makes $147,000 a year with benefits, and just offered to increase that by 3% and add on fully paid health care. there is some press department for this. back in 2002, things shut down for about ten days. president george w. bush had to get involved there to get things back up and running.

arthel? >> will carr, thanks very much for that report from out west. there are questions now at this hour over those claims by isis that american aid worker kayla mueller was killed during those air strikes by jordan. in arizona her family is now waiting for word on her fate. they say they're hopeful their daughter has been held by those terrorists for a year and a half. also the president of ukraine pushing for a cease fire with pro-russian rebels. does the answer lie in diplomacy or military action? what would russia do? >> and in washington, it is beginning there. they're beginning to fight over the 2016 budget. capitol hill versus the white house. and vice-versa. this as the president promises that his plan will help the middle class. >> if republicans disagree with the way i'm trying to solve these problems, they should put forward their own plans and i'm happy to look at them. but what we can't do is ignore

video address the president called on congress to work with him instead of what he called fighting old battles. >> it's what you elected us to do. not to turn everything into another washington food fight. but to have debates that are worthy of this country and to build an economy not just where everyone can share in american success, but where everyone can contribute to america's success. >> rebuttal to the president's plans, the republicans say that he is the one who is avoiding the tough choices. >> our debt hangs over our economy kind of like a wet blanket, smothering opportunity making it harder to create an environment where good paying jobs can thrive. >> so who is right? tammy bruce is a radio talk show host and tox news contributor marjorie clifton former contributor to the campaign. who is right? does the president's proposed budget really help the middle class? >> look, neither side is addressing what's been happening. this is not happening in a vacuum. the fact is, president obama's

policies, including obamacare are sticking it to the middle class especially. president obama saying now that he's going to be helping the middle class is like if you had an employee come and lift $1,000 out of your purse and then a week later comes by to give you $5 saying he's going to help you out. i mean, it's ridiculous. the republicans aren't addressing that either. obamacare and billions of new taxes on the middle class, premiums going up over 78% for people with obamacare. regulations on business which is the middle class in this country. so we're being nailed an extraordinary way when it comes to costs that are already going out. what he's suggesting now is it's like a shell game. it's a distraction and this is a man who has harmed the middle class the most and the republicans had better step up and remind people that this is not happening in a vacuum, that a lot of damage has already been done. >> marjorie, is the middle class being hung as tammy says? are they being strangled by all

this? >> well, i think leaders talk about budget documents as moral documents. i think what obama is trying to do with this is make a statement about where values lie within the democratic party. you're going to be leading into 2016 and creating conversation around a lot of these topics. the efforts being made toward the middle class are tax credits toward double working households childcare credits things that will help that does skew toward the middle class and a lot of those taxes would come from the wealthier americans. again, it's a values conversation about how do we distribute wealth in the country and how does that work? i think the obama administration sees things like immigration reform and bringing that immigrant population into the tax paying population would be a way to contribute to where the public is hurting the most in the middle class. >> talk about those values. let's look at one big one. the debt clock. this is like going up and up and up. there it goes. it's now past $18 trillion. let's take a look at what -- some of the things that are in the president's budget.

for example, $2 trillion worth of taxes over the next ten years. capital gains go up to 28%. limit deductions to 28% for couples making $230,000. and almost double the cigarette tax. maybe that's good thing. it will stop people from smoking. look at this. this certainly is not good. our debt. $18.6 trillion now as you just saw. zoom it up to 26.2 in ten years. the deficit? 474 billion now. 687. tammy, where oh, where is the control and what can they do about is it? >> that's it. you got to look at the entire context. when you talk about smoking, it's the people make the least amount of money in the country who tend to smoke. when you're looking at the nature of the taxes obamacare is the largest tax hike effectively in american history. and those are the taxes that are affecting the middle class. when you have people who are making, it sounds like a lot, $230,000 but many people who own small businesses file as

individuals. and so those are people who are also trying to run a business. obama has indicated clearly with that one tax with the 529 filings for the taking a deduction for saving for college, finally had to be shamed out of that because that also was going to harm the middle class. and marjorie is right. this is about a demonstration. but the nation needs leadership. it actually needs a budget. i don't think obama wants one. and he wants to do a kind of dog and pony show. >> is that fair to say? of course he wants a budget. what do you mean? >> there are mechanisms in place to go ahead and fund this the way you look at it is gross domestic products and actually it would maintain our current debt level. not put us in further debt and would decrease slightly -- >> finally marjorie, sorry to cut you off. but what about the taxes? what are they going to do about the taxes marjorie? aren't they ever going to go down? >> well, it's hard again the question is do you invest in the

long-term and socially uplifting different groups of the population so that the economy is stronger in the long haul, or do you have to tax up front? again, it has to come from somewhere. i guess that's where the value conversation -- >> ares taxes going to go down? >> this is the guy who damaged the middle class and says he's going to lift everyone up? the only way that the middle class is going to get a break is to have another president in the white house. >> whoever it is it's going to happen in two years. thanks so much for joining us. >> thanks. olympic gold medalist and reality show star bruce jenner reportedly involved in a deadly car crash in california. one person was killed. jenner reportedly not hurt. tmz reporting the crash involved three cars, including jenner's. it happened on the pacific coast highway in malibu, california. family is now waiting for word. they say they're hopeful their daughter who went to the middle east to help was not killed in those jordanian air strikes. she's 26-year-old kayla mueller

back to the fight against isis. one arab nation is rejoining that fight against islamic state. that after the release of the unspeakable video that showed the burning to death of the jordanian pilot. squadron of f-16s like these from the uae have now been deployed to take part in the continuing air strikes. all this comes as there are now questions about the isis claim

that american aid worker kayla mueller has been killed. isis claims the 26-year-old hostage from arizona died in one of those air strikes conducted by jordan. but jordan dismisses their claim. conner powell has the very latest from ammann. >> reporter: the u.s. led coalition continues to expand. the military offensive against isis, with the uae now saying it's rejoining the air campaign and sending a squadron of f-16s to jordan. the small gulf nation suspended flights after a jordanian jet crashed in december. the pentagon says the coalition launched more than 20 air strikes in iraq and syria in the past 24 hours. jordan continues to play a significant part of the operation. launching dozens of strikes on isis targets in retaliation for the brutal execution of the pilot last week. they claim one of its jets killed a u.s. aid worker during an attack on insurgents.

jordanian officials said the isis statement is just criminal propaganda with the aim of deflecting attention away from the murder of the pilot. u.s. officials say they are trying to determine if the arizona native is still alive. but remain skeptical that she would have been killed in a coalition air strike. mueller's parents released a statement saying they are concerned for their daughter, but remain hopeful she's still alive. eric? >> conner powell from jordan, thanks. the white house says president obama is reportedly getting ready to send a formal request to congress asking for new authorization for military force against isis just days after the terror group released a video showing a caged jordanian pilot being burned alive. this opens a complicated debate for the administration on war policies. so what can we expect? we bring in the chief congressional correspondents for the wash ash examiner. good to see you. >> hi, arthel. >> so how much bipartisan support will the president get? >> i think it's kind of interesting that the president

waited until january of 2015 to put forward his request. the democrats were in charge last year and the republicans were in charge of the house. he's likely to get a much friendlier remember essential from a gop-led congress. why? you can think about the reasons. republicans are more likely to go along with aned a managers that would like broader authority to conduct military exercises in the middle east. last year we heard secretary of state john kerry say that they did not want to be limited in using additional boots on the ground in the middle east. a lot of democrats don't want to do that. so will he have bipartisan support? depends what he asks for. i suspect he will ask for things that are a little too broad for democrats to support and it will rely on republicans to get a pass. >> you're expecting there may be some stipulations and restrictions attached to the approval? >> well, already the democrats are talking about some back room discussions with the president about what this authorization would include, about the scope,

about what terrorist organizations it will be limbed to, about the length of time, and of course that all important element of boots on the ground. there are manysx yók believe anything that doesn't limit boots on the ground is something that they may not be able to support. let's face it, it's been the last time we had a mass casualty attack of huge size was back in 2001. so it's a long time ago. a lot of democrats ran for office or ran for reelection pledging to end the wars in iraq and afghanistan. so it's a tough vote for democrats, even though we've had terrorism-related events here in the u.s. and we have the atrocities happening over seas. americans and our allies getting killed there. so there is conflict on capitol hill. overall, democrats want to limit to i think already they're talking about a three-year limitation and no boots on the ground, whereas republicans are saying we need to give the administration the room and the authority it needs to try to

extinguish this terrorist group. >> if you're talk being limitations of time, saying you can only have this military personnel there on site for three more years you're sending out a timetable already and that has already proven to be problematic. >> that's right. and i think republicans feel like the changing size and involvement of terrorists in the area, not just isis brand terrorist groups but other affiliated terrorist organizations, the u.s. may need to use military force against those groups and also the addition of boots on the ground to help train or conduct exercises there. a lot of republicans feel like this is absolutely necessary just because of the nature of this group to try to extinguish it now. they feel it's a serious threat potentially here at home of the republicans not all but most will be supportive of the president's authorization of

military force, even if it includes -- excludes limiting boots on the ground. i think that's what we're likely to see because john kerry has already talked about it and i hear republicans on capitol hill talk being it as well. the question now is timing. we're hearing in a matter of days. it's going to bring about a pretty vigorous debate on the house and senate floors. and we'll just see how soon this can get back to the president's desk. it's going to be really interest. >> is it possible that any members of congress might use this as a political bartering tool? >> well, absolutely. anything in congress can be used as political bargaining tool. especially something the administration really wants. i think that's a very interesting question arthel. i would put a little limitation on that because both sides agree this is such a serious issue right now, fighting isis that i think in this instance, you're going to see republicans really supporting the president. >> i wasn't implying that just

republicans. that could be across the board. >> oh, absolutely. democrats surely could do that as well. but though they have less power because republicans control congress. here -- in terms of bargaining, you're right. they're talking to the president right now about what's going to be included in this request. in that sense, yes. they have leverage because they are going to work together the president and his own party. and i heard nancy pelosi talking to us last week. she's the minority leader in the house, saying that the president is working on something that can be acceptable to democrats. i'm really curious how he's going to come up with a plan that's going to give the military the power it needs to extinguish this threat while still getting enough support from democrats. i'm curious to see if he can accomplish that. >> hopefully there is not much political gridlock on this because the threat continues to grow. >> absolutely. >> thank you susan. >> you bet. as the war in ukraine rages on, there is another move now by world leaders to try and stop it.

bow think vladimir putin will actually listen? this as the violence rages on. joe biden pushing back with tough talk of his own. this amid the worst crisis in u.s.-russian relations since the cold war. >> we must judge the existing agreement made and any future agreement with russia by the actions russia takes on the ground not by the paper they sign. too many times president putin promised peace and delivered tanks really... i guess i did take some risks. anncr: bode, bode miller!!! trained a little bit differently. a little too honest sometimes. the media is useless. you were out of control. but not always.

vice president joe biden telling vladimir putin, quote, don't tell us. show us. that after the russian president told a conference packed with world leaders in munich that russia does not want war in ukraine. now he must prove that to the skeptics. the ukrainian president made an impassioned plea as he met with

secretary kerry and joe biden and asked the world to witness what is going on in his country. >> demonstrating to the whole world of the russian soldiers in speech lost his way. 100-kilometers from the border. >> holding a passports from russians who as he said, lost their way. what a way to lose their way. sadly, this fight something continuing on the border today and the growing conflict has reportedly claim the lives of five more ukrainian servicemen and wounded another 26 just in the past few days and shows no signs of the ending. mark is executive director of the foundations for the defense of democracies and joins us now. mark, you got to hand it to him. that was invest said display of what some consider the lies of coming out of moscow when he held up the passports that he said were russians fighting against those in his country.

the wider question is, do you think putin can be stopped? >> eric, i don't think putin can be stopped unless the president of the united states makes it very clear that the united states has red lines and they're going to enforce those red lines against vat vat, against iran's supreme leader, against syria's leader assad. unfortunately, we sent the opposite message. we have no red lines and these dictators essentially have our number. >> he did send the red line on the chemical weapons to assad. you saw what happened there. they do say that the syrian chemical weapons have been most removed from at that country. but you're saying there isn't a real message there. >> actually, unfortunately what's happened is that the assad regime removed some chemical weapons particularly the sarin gas and has replaced it with chlorine gas and it's still showing thousands of syrians with it. so the assad played us. putin continues to play us by

pushing deeper and deeper into ukraine with military personnel from russia with weapons and pro-russian ukrainian separatists who are really digging deeper and deeper into that country. >> should we -- they want weapons. do you think we should send them weapons or will that only inflame putin more? >> i think absolutely. i think we also have to arm our diplomacy and the defensive weapons they're talking about like antitank missile examines reconnaissance drone armored humvees and most importantly radar for detecting the presence of rocket fire, artillery fire that will help ukrainian military personnel save their lives. >> so why haven't we done that so far? they're being slaughtered. it's been months and months and months. we've seen these pro-russian separatists invade another country in europe. really the first time that's happened since world war ii.

more american blood. that the war on terror is over and he's keeping us out of another >> listen, there is no reason to have boots on the ground in any of these conflicts. what i'm suggesting is you got to arm people who are willing to fight for themselves. again, that was also the lesson of world war ii. there were partson willing to fight the nazis and the point is to arm people willing to fight dictators. doesn't have to be american boys and girls who are over there. it has to be ukrainians and syrians and iranians and others who are willing to fight these brutal dictators. we're not even willing to provide weapons to protect their lives and their country. then we'll never have the negotiating leverage we need. >> have we left them out to dry? >> i think that's exactly what we're doing. we're hanging all these people out to dry. again, we are the united states of america. we are a super power. and we have a responsibility to protect people around the world
